That when i was interviewed i said we need to embrace rather than tolerate internationalism by saying after a difficult decade the United States needs a refreshed internationalism to recognize in the world even with costly military commitments where possible internationalism from the heartland and its important now more than ever its also what we do abroad and if you want to isolate yourself from the rest of the world, the rest of the world doesnt let you. And when international problems, banging at your door and then they get worse with these opportunities when they come knocking. How do we respond to the problems and how do we seize those opportunities if we isolate ourselves from the rest of the world cracks on november 4, 2020 americas role will be determined. Make no mistake under trumps presidency we are witnessing an erosion of the longheld principles and alliances and americas moral authority. Im still waiting for the president for telling us for a leader to dig up dirt and how that makes America Great again and how with our allies year after year makes America Great again and how walking out the nato conference that they were making jokes about you on the senate floor. I ever these jokes before. But we dont walk out just because meat people are making jokes about you dont quit on the world. And to hear how coddling to Vladimir Putin makes America Great again it doesnt it makes russia great again. The most troubling of all is the damage to the moral authority to attract allies and inspire people around the world the democratic allies and partners have trusted us for the benefit of all. But this administration has fundamentally change that perception the president has aligned our country with the authoritarianism and when he does that he implicitly and explicitly blesses the conduct of those who failed to uphold our values and ejects the rulebased International Order for generations and does it after the first amendment. He does it when he goes after refugees and people of color he embraces kim jungun but meanwhile no timetables and no verification when it comes to d nuclear is a one dash denuclearization. And after the coldblooded murder of Jamaal Khashoggi and with billiondollar arms deals for untold numbers of civilian deaths in yemen. Those that can command with civility and strength and should be dealt with the ingenuity the connections we have all around the world the entrepreneurship and the Global Network we share interest in values and investing in ourselves to build a more just world. There are five steps we can take to address the challenges and those to writing and reading and arithmetic we do new need those but restoring American Leadership and re joining International Agreements and with the threats and challenges that come before us to restore and re joy but we will start with restoring the American Leadership to send a clear message that america is once again a global power of good that we will stand with them and trust from our adversaries that we will defeat them. And then with the intelligence officers. The impeachment hearings with the devastating effect of donald trump and with that diplomatic corps as the ambassador said in her testimony the state department is hollowed out from within. And then to rebuild the state department not only the right thing to do but the smart thing to do. If you dont fully fund the state department then i need to find more ammunition. Weather conflict in syria or zeke at in south america so as an effort to rebuild and restore the diplomatic corps. And to ensure the owes International Agencies for funding we will record one recruit of American Values and we will also welcome back and make it possible for a career diplomat under the Trump Administration and then what you have to do to allow those to return to pathways and to go hand in hand of the diplomatic efforts. With those dramatic cuts to foreign aid helping friends and allies is the right thing to do to move on to National Security trading the economy and in 2017 to push back with the Trump Administration against foreign aid including security and economic and development with a conservative republican congressman from my own state we went to the Refugee Committee and the joint public event that the drought in somalia we have are the highest somalian population in the United States by doing that together and showing that bipartisan support there is a catastrophic result from that one instance and those inadequate responses that is the thing we need to do to make this a national priority. This is a great example of the positive impact with the bipartisan cooperation those launched under president bush and president obama and over the years it has saved millions of lives around the world meaning we can can export to the world. Exporting goods and with a Strong Manufacturing sector but also with trade agreements with environmental and labor protections. Ive heard from some trade agreements i voted against others but you have to look at each individual one to make your own decision. But mostly we need cohesiveness and consistency in trade policy. It means allies at our side to knock down trade barriers across the world and seek new markets but i actually leave the bipartisan bill to open the cuban market. That i will take it. And having been there several times and with 11 Million People and the most memorable trip by the way looking at secretary carrie and there were three senators on that trip. And then with a taken arm flagged down and one of them said then to handing it over to the embassy. So everything is possible. Repairing our alliances. I believe strength is standing soldier one s shoulder to shoulder with her allies if you wonder why i keep mentioning this and i have 100 day plan has 137 things that the president can do with the congress that are legal. [laughter] because of the economic crisis we were facing we have that ahead of us if we dont change our ways but we also have a trust crisis. So in my first 100 days to assure allies across the world or any International Organizations and with the and to coddle the brutal adversaries. Now to trust the leaders of russia and china as President Trump. And those of isis fighters to escape and says they will just escape to europe how would you feel if you were in those countries . And then to fulfill the treaty commitment the Nato Alliance up against aggression not just in europe but around the world in the Vital Partnership to her allies you can never forget in the wake of the september 11 attack nato invoked article five. With any commitment i will strengthen you with that security alliance. To stand with israel and then in a really tough neighborhood. To go time and time again for bipartisan support i dont approve of many of the things nor do i agree with what Prime Minister netanyahu has done. That doesnt mean we cant change things and regain the bipartisan support for israel. I will stand up to strong us israel relationship and back to a Peace Process with that track as those from the arab world and with those negotiations with the palestinians themselves leading to a two state solution. The third pillar is to rejoin and reengage the institutions with us interests. And with that Economic Framework and that is one of the greatest accomplishments allowing for peace and prosperity at home and around the world to address challenges. By contrast the withdrawal from the International Agreement one of the biggest Foreign Policy blunder. With the International Climate change agreement or those forces treaty President Trump has squandered americas leadership abroad. Hears what i would do. And then to announce the withdrawal nicaragua and syria we are the only ones in with those gas mileage standards and to tackle Climate Change and with other multinational organizations and the Nuclear Arms Reduction treaty and restore the treaty in this global framework and i will renegotiate the iran agreement and with the threat of Nuclear Weapons from iran thats i we shed renegotiate ourselves. Not only does iran remain a destabilizing force but is also responsible for supporting terrorism and decide one dash and for threatening the security of israel in the entire region. And then moving to a Nuclear Weapon by leaving allies in Europe Holding the bag that is just wrong in the interest of the world. And this is enrichment activities including the underground site and the realistic longterm strategy to contain aggressive actions preventing it from being a Nuclear Weapon. That means renegotiating back into the Nuclear Agreement but also a consensus with our allies. And with terrorism to have a significant improvement. And that our military forces to push back to push back from the system to strengthen the dictatorial regime regime instability and an aversion to democracy to political and military coercion while looking at cyberspace to threaten the critical infrastructure. And as a serious threat to our allies and security we know what they did in ukraine. Seizing crimea arming militants in Eastern Ukraine shot down the airliner to prop up the dictatorship and syria. Ukraine itself was targeted by Russian Hackers i love fiona hill by the way she said it is in russia propaganda. But they themselves are targeted by russia. And to the baltics and i also learned a number of incidences like that. When they moved as statue of a russian fighter into a cemetery they had to go try to communicate with people from the hillside. Its a small country. But still. These are things have been going on for years and can understand how this happened in such a big way but now we know when the words of Robert Mueller of sweeping and systemic fashion to continue to cooperate with russia in areas that we have a common interest and to be clarified of the limits of infective engagement. Despite the rhetoric the trumpet ministrations rebalancing the relationship the trade war has cost 300,000 jobs but has done nothing to force the longterm competition there is an old saying that great leaders make decisions but for seven generations from now looking at china right now we see a president that does not keep his decision seven minutes from now. He is creating chaos. Look at one threeweek period on august 1st and then august 13 day down the back in augus august 20th to go and keep promises. And to focus the efforts on trade enforcement efforts not with that far off balance of power in asia and we wont want to do so at the expense of others including america. To be competitive in the Global Economy and to repair the alliance in standing up for us values and democratic freedom. But also we will not allow them to break from the International System with civility and prosperity and to ensure the military is second to none over any adversary. We want to ensure that our troops are best equipped in a world and also we should not be trapped in a false logic. Virtually every analysis of the pentagons budget so we need to make it clear we take a much clearer look how money is spent and to make sure we are making the right investment. One of those as i alluded to before is cybersecurity. Its not just attacks on our elections but our businesses and the reality we know we are facing. Congress has provided the pentagon to recruit cybersecurity experts and expand cybersecurity because the modern National Security strategy and other foreign challenge we have and those that were not even born before the conflict began and then to work with our allies to any make sure any negotiated settlement doesnt go backwards is not inviting the taliban in or surprising people with the tweets that we are renegotiating again and to be very consistent in these negotiations i have committed to bringing our troops home by the end of my administration within the first four years. To have part of our foreignpolicy values. This include standing up for freedom and democracy and human rights we have to stop the fear mongering me may look different and that the height for the last campaign and they had not experienced any discrimination and then to say you go home to you came from. And then says mom i dont want to go home and then says you said we could have dinner out tonight she doesnt even know what he was talking about because she only knew one home. That was our country when we think of reasserting our values at home and abroad to remember what we say at home matters its very hard to be a beacon of democracy of what is happening to the kurds and then running a cheese shop for a while my relatives on the dad side and to work in the mines my grandpa had to quit school at age 15 to help support his family since his parents were sick he became a teamster then spent the rest of his life working underground in the minds. I often think when he went down how much he thought but instead he was 1500 feet underground every single day to take care of his brothers and sisters the youngest had a go to an orphanage when his parents died he promised to get her and he want got her out of the orphanage at ten years old. That his sacrifice. Every day he would go to work and get the job done. Thats what we have to do now where the daughter of a teacher and a newspaperman and where they can run for president of the United States. Because why did they come here cracks because they were looking for a better life and as a beacon of democracy we must believe america can continue the damage trump has done to our standing in the world is serious and will last long beyond his presidency but i dont believe is a reparable one not irreparable i would not run for the job and restore the promise of america is unique role in the world that donald trump is permanently weekend our country and thats why we cannot afford to lose the selection. The world is watching closely allies and adversaries are wondering if they turned away from their commitment to values with those Global Network of alliances and history. So the wild card on china we have done a lot of work on china lately with president xi and there are leaks lately that of him making a decision and to be some type of psychological control. And so what can we do about it cracks and that it has been atrocious. And just go away to college and if we cannot stand up for that i dont know what we can stand up against. And working with our allies but this is a change and then to reverse that and then we spent years and decades so we should be able to say this is wrong instead of against it. And for the trade negotiations. And standing up for the protesters in hong kong that the president begrudgingly signed into law. And we have lost so much credibility and big surprise when they saw how President Trump reacted with the dismembering of the journalist from the newspaper other leaders across the world know we will not stand up and having a president who does not tolerate will be at the international conferences. The trumpets ministration has the people they believe is responsible and president xi with the sanctions quex. Again i will not negotiate with you right now on stage as much as that would be fun. But i do think we should be much firmer on our stance we have to keep pushing and eventually but not if we lose the moral core. Us military officials working in ukraine and ukrainian officials that i talked to say that assistance and money for anti snipers have successfully deterred any russian incursion so is that policy working quex. This is a longstanding policy that i personally advocated when president obama was in was senator durbin or senator mccain. And they dont attribute any one dash i know just recently there has been a ceasefire and the leaders involved were Angela Merkel and the president of france. And our president left the nato conference. And with those situations despite the ceasefire and to illegally annexed crimea and its nowhere back to where it was before russia invaded the country. Yes. But thats im saying it out see this changing and our own president and his minions on the political side actually blaming ukraine for invading elections and not being Strong Enough taking on russia was the source. I am out of time we have six or seven minutes. [inaudible] yes and you said the Japan Alliance . Good to see you we were very proud when ambassador mondale was the ambassador. So when it comes to iran with those longer sunset periods for a better agreement but when the president has taken us out of that agreement. I would embark on negotiations before a new president takes over or before i would take over because everything iran is doing right now is somewhat predictable including what you have seen in terms of oil tankers many of us thought this would happen and this is just the worst even for those that oppose the agreement they did not favor getting out of the agreement to give the funds back but not doing anything for uranium. So i would start the negotiations immediately and when i brought up the tweet thats because there was a Prisoner Exchange and said i could do a deal. That we were in a deal. Just because you dont like every part of it or every portion of it then your job as president is to figure out how can i use my leverage to support democracy we should make changes going forward. That is not what he did. He took us out of that agreement so i would start negotiations right away clearly there are powers that are interested to have us back with that agreement. Thank you senator. And with syria because of the refugees and those that are not very helpful and what do you do in that political crisis quex. Its very hard to go backward. But at the time on a trip with senator graham, we went to jordan and turkey and when we came back from the trip i met with president obama and we called for a humanitarian zone opening and add a moment in time we could have done more and that didnt happen. And thing is kept getting worse and worse and worse. And i disagreed greatly to move those troops off of the border and leaving the kurds in a horrible position and we broke our promise which was heard all around the world and the most important thing we can do right now is the humanitarian aid is going to where it should go in with whatever allies do you think we should get turkey out of nato i dont think thats the right solution but it is continuing to work with the rest of the world and to show any leadership. So i had voted for some and against others i look individually and i think if we are going to start negotiations we better make sure there are improvements to that agreement we were awaiting and then to see if improvements would be made. That we could not renegotiate that agreement i am going to have those pharmaceutical agreements and if they are Strong Enough to garner my support and then to look at tpp again. I will mention one thing on usmca to head up the inter Parliamentarian Group and i have been doing that over a decade and i have done a lot with canada because it was going to be left out of this agreement and went to the canada after the g7 to be with the canadians with President Trump and our host took us to the underground Nuclear Facility and we were concerned they were going to leave us there. [laughter] they did not. I remember we were in a bus and looked out and drove by and one of the canadian host said a canadian dairy farmer. There are issues of imbalance so looking and working with senator portman i had a very big dinner half republicans and half democrats and we talked it through with the ambassador from canada. Im not saying this dinner wasnt a big breakthrough and to restart those discussions again. And senator portman worked with the white house significantly. So when canada just got back into the agreement and as a set i can see canada from my porch. [laughter] and working with my colleagues. Thank you very much.
