Secretary Kaylee Mcinerney will hold a briefing as the house vote on a 3 trillion economic aid bill, a response for coronavirus pandemic. Missouri governor mike parson held a briefing on the response to the coronavirus pandemic, discussed the state legislative session and the work being done to pass bills that are and are not related to coronavirus. Thanks for being here today, Situational Awareness update. Missouri has 796 hospitalized covid19 patients, and 115 hospitalized and on ventilators. Missouri hospitals have 1947 ventilators available with 115 in use. This is good news, hospitals are not overwhelmed. Missouris Positivity Rate continues to decline. People are recovering and we are moving forward. Earlier today, i joined hundreds of citizens and Business Leaders from the good morning springfield townhall hosted by the end area chamber of commerce to talk about an update on the covid19 efforts in the economy, the reopened economy, how they moved together to move the state forward and i also traveled to Southeast Missouri. As a matter of fact when i was in Southeast MissouriSoutheast Missouri, to come back to the states, come back to the Governors Office on march 7th. It was good to return back there today. We visited a couple businesses back there. Tire service was one of the places we stopped, locally owned business, a lot of people in the shop, a lot of people out, it was good to talk to the customers and business owners. It was good to see what people had been in a tower shopper private business because everybody has got to be out there. It is an essential business. Still got to buy tires and get cars worked on and some of things that protected customers, it is what people are doing on their own to make it better. National police week, down to the Police Station to thank members for their efforts during the covid19 and the team gerardo sheriff, talked to her and members of her department thanking them for what they do every day and the same problems they face by having people incarcerated, trying to protect people in the jails along with protecting the public and the situation they were in when none of us had enough ppe here but they went out to answer calls every day and i want to thank Law Enforcement officers for what they do but especially at this time of covid19. Covid19 has changed our lives in many ways from daytoday activities and how we do business and everything in between. Covid19 especially changed this years legislative session. This session started with a lot of hope. In january we were looking at one of the strongest economies we had ever seen and all of a sudden we know where we are today and the things we have had to deal with. We started out hopeful to capitalize on last years successes and continue to build on our two main priorities, Workforce Development and infrastructure. We were also optimistic about the violent climb plaguing communities across the state. We were optimistic about wayfarer, a priority we hope the legislation would consider this session. And some of these issues did not seem to be passing this year. Bring our economy back, so we think we can help to strengthen that is a good thing. The one bill i asked the house and senate to consider early in session was priority of the Governors Office was license reciprocity for military spouses. Spouses. This bill was passed overwhelmingly by the house and senate and will give our military spouses the ability to obtain an occupational license in missouri that they received in another state. House bill 1511, another professional professional registration license reform, legislation have put misery ahead of the pack. Know whether state has enacted the reforms that missouri has on professional license reform. I truly believe this will be a leader in the nation and many other states will follow whats happened here in misery when it comes to the reciprocity. The legislation passed this session which is ahead of the country on license reform and builds on our successful Workforce Development agenda. Other priorities that have gotten done, priorities like tort reform, broadband. Were also achieved. Tort reform on punitive damage and still more work to be done in that area. Our broadband bill will help our covid19 response in the future of education and healthcare as they may shift to more virtual teaching and care. House bill 2015 appropriations bill. Down to the final few hours, legislatures are still working on important issues impacted by covid19, including changes to the absentee voting process. As i said in in a briefing last week, missouri must be prepared to respond to any type of disaster that may strike the state. On march 7, covid19 really started to have an impact on the state. Just a year ago on march 11th some of the worst floods we had in our States History started. I said we will commit all the necessary resources to recover from covid19 but would never let down our guard from the other threats to the severe thunderstorms that swept across missouri on may 3 and may 4 left a trail of destruction so extensive that we have now begun the process to require and seek a federal disaster declaration. Our missouri communities are already strapped by Emergency Response costs because of covid19. The additional federal assistance that would come with the federal disaster declaration would provide muchneeded support to affect communities and our electric coops. Late yesterday afternoon we requested that fema participate in joint Damage Assessment in 19 counties in anticipation of a request for a federal disaster declaration for federal public assistance to help cover the expenses of emergency protective actions and damage to Public Infrastructure, including excessive damage to the coops come distribution lines throughout the state. Today, director carson is here to give an update on that and again i just want to emphasize how proud i am of what director carson, protein is done to be head of Public Safety, to be the Public Safety thats demanding enough each date but to be handling the covid19 situation and also to be handling this National Disasters at our states are facing. So, director. Thank you, governor and good afternoon, everyone. As the governor said the severe storms the swept across missouri on may 3 and 4th left extensive damage and one death. They produce winds in excess of 80 Miles Per Hour in some locations, hail the size of tennis and baseballs, at the National Weather service has confirmed the storms resulted in two tornadoes, and ef1, which is winds of 86110 miles an hour in marston which is in New Madrid County on may the third, and then ef zero which is winds of 6585 Miles Per Hour in southwest Carter County on may 4. There also are strong winds in Dunklin County on may 4 that derailed 25 railcars. And there was more than 37,000 customers left without power. This Power Outages were not simply the result of smaller lines going down. The electric cooperatives sustained extensive damage to their major distribution lines throughout the affected areas. Because of all the damage to the Public Infrastructure, Governor Parson requested, and fema is agree to participate in joint preliminary Damage Assessment in 19 counties which includes bakes county, butler, carter, dallas, douglas, dunklin, henry, hickory, howell, mclean, new madrid, oregon, tim scott, polk, ripley, shannon, stoddard, wayne and right counties. Now because of covid19, limit Damage Assessments will not take place in the normal way. Usually a local representative, a a representative from the state Emergency Management agency, and representative from fema travel together, document and agree on the damage that they see present. We are modifying the process out of necessity due to covid19. Instead of operating jointly and in person, the teams will operate virtually to review the images and detailed descriptions of damage to the Public Infrastructure and the electric coops, and it will reach an agreement on estimated repair costs. That process is underway today. According to fema regulations, we will have until the beginning of june to complete the process. Once the assessments are finalized, the information will be reviewed by fema and the Governors Office, and at that time Governor Parson could formally request a disaster declaration from President Trump here as the governor has said, the state, our local partners and our individual citizens must be ready at all times to respond to disasters and emergencies, and the fact that were dealing with one type of disaster does it mean we wont be impacted by another one, such was the case with flooding and tornadoes last may. Currently, the missouri forecast calls for multiple rounds of thunderstorms and heavy rains with flash flooding possible throughout saturday. Always Pay Attention to the forecast in your area, and always make sure you several different ways of receiving weather alerts. We ask that you stay safe and healthy. Thank you. It was a good thing where the National Guard ready, the we get those declarations early on although covid19 was the main emphasis but again were prepared in this state and a thankful for these agencies and the people to go out every day in local agencies for what theyve done. To kind of wrap things up, there will be no briefing tomorrow. Well be traveling to kansas city to visit the Ford Assembly plant and clay comeau, what to give them a thanks are making masks and shields for us early on. They did that. I got to talk to some of the Ford Motor Company executives and offer their assistance but the good news about tomorrow, they getting way to go back in operations. Were looking for to making that stott, getting people back to work a start making vehicles again here in this state. So over the weekend of what reminds missourians to continue social distancing. [inaudible] with this expense of the pandemic has that changed statements operations in the with other disasters . I know theres been plans out there but has this expense of change how youre preparing for other events . It has and it just spoke about one of those changes and that is how the damage estimates are done. Were doing this virtually and the other changes as well and it certainly impacts our thinking on a best to approach things, definitely. Any other questions for director karsten . Thank you. Let me add one to what director karsten said. Sometimes as governor we go through training processes that you see mobile agencies trained together for multiple disasters and everything. Ill be honest with you sometimes you sit back and think okay how much training can you possibly do . Is a really going to happen or not . Im thankful now missouri did all the training i was prepared when these events occurred. It does pay off to be prepared, so with that, dr. Williams. Thank you, governor. Speaking of training and working together. Reached a tremendous milestone is a practice at the bedside for 30 years and theyll what its like to have patient need something whether it be blood or something. I cant think the governor and sandy enough. On monday we immediately set out to 18 hospitals about missouri, eight region, the entire state, or messenger, lifesaving drug for those patients. And remarkably right now in missouri have about 129 patients on ventilators with covid19 throughout the state. And tomorrow or saturday we get another 1800 miles and that is enough to treat every patient in missouri on a ventilator, which is such a blessing that first we have that few patients on ventilators now and second that we now have medication that we will treat everybody this weekend who needs it. And so its just a great credit to our hospitals who have been taking care of patients and getting them off ventilators. Its a great credit to her Health Department so there will have new cases of people who end up on ventilators. We appreciate the federal government and our partners getting us this drug. Incredibly appreciative of that. Happy to answer any questions. How is that remdesivir being distributed and what areas areg prioritized . This is the amazing thing. We dont have to prioritize. Everybodys going to get it which is an amazing thing to say, but i just got a phone with a surrey hospital association. They put out a a query who need it and 11f to give to everybody. Director, use in 1800, another 1800 files. Is that the total number or is that another shipment . Another shipment, 1800. We use either five, or 11 miles due to the severity of the patient. At about 129 that will be enough to treat everybody which is just wonderful. Has missouri gotten a previous shipment of on monday we got 389 that we shipped out and thats why i was so appreciative to director karsten and the governor. We had Highway Patrol, guide at 10 30, had Highway Patrol waiting in the cards and destroy driving all over missouri from saint joes to kansas city to Cape Girardeau and they will do that either tomorrow at 11 00 or saturday. If it comes into more we ready to go. If the concern saturday it will be ready to go. Having been on the other side waiting for it, i know the families will be waiting for it, cant thank them enough for getting it there quickly. I know yesterday you talked about ramping up the boxing and strategy. Are you currently boxing in any current outbreaks at assistedliving facility . Will try to get to that capacity. We have done some but without about 160 come with three new ones i believe either today or yesterday so were moving as fast as a cant implement that. For those three. Thats what we were looking at. I was on the phone with adding and he thinks weve got that in place for those three Going Forward. But if not by tomorrow, certainly by monday, i hope, that what we talked about with you earlier will be in place in missouri for those longterm care facilities. I had a followup, sorry. How is dhss able to do routine nursing inspections or are you able to bring this pandemic . Cms put a moratorium on those during the pandemic and thats allowed us to free up staff to do like like a 24 hour hotlined some other things. Im not sure when that will be relaxed. To answer your question, at this moment no, but well get into that as quick as we can. That will come from federal guidelines. Do you know yet medically what you need sound the ground to let Nursing Homes open back up again to visitors . You know, i dont. Thats a good question. I think that something we will continue to watch. The governor has talked about in the past. Like my mother come with people who havent seen their families in eight weeks, seven weeks and were incredibly sensitive to that. But on the other hand, a lot of that guides also comes from cms, from our federal partners. We were kind of weight to see what they say. Its going to be i think not generic because new jersey is in a and new yorker in a different place than missouri. But its a good question. At this point dont have a date or a threshold that would make us do that. Its a good question, thanks. I know you did some testing in Sullivan County at the smithfield plant there this week and their security testing in Buchanan County over the weekend. Do you think there needs to be regular testing at these hotspots to really operate safely in these plants . I was on the phone with triumph this morning very early at 7 00 about that. Theyve been incredibly to me conscientious and so they called me this morning at seven and said now where we are, what do we do Going Forward . So thats very much part of our comprehensive testing strategy that we discussed earlier this week and one of those is surveillance of hotspots, Nursing Homes, prisons, jails, meatpacking plants. And what will that look like . What i told triumph is what i anticipate will do is work with them, and by june and do some more tcr volunteer testing. Wont testability like we did last time but we will probably do a sampling. That brings up the whole question of antibodies. I talked to try about that this morning. It takes three weeks to develop antibodies. We just checked everybody so does an expense to Antibody Testing up there too soon, but there may be a role for that in august. As i told triumph, i suspect by the time we get to june and what to do that we may have some National Guidelines about what it looks like this summer to go in and do exactly what youre talking about which is what we call sentinel testing of prisons, jails, jails, meatpag plants and longterm care facilities. That will probably involve pcr in Antibody Testing. [inaudible] somewhat related come Health Department i talked to the earlier and they said they appreciated the support they got from the states specifically for Contact Tracing. Because the state provided a Spanish Language speaker and it didnt any on staff. Is that something the state can provide specifically language services, or are there other resources for that . Its an interesting question because one of the things we ran into is recent some people up there from jeff city and thread area but we also found it was best for some of our people to stay here in jeff city because of their access to multiple languages to translators here. That was a Lesson LearnedGoing Forward. Some counties will want to do their Contact Tracing themselves, and we will support that. Some will want us to send boots on the ground. Fight in that case whats interesting is without we need to keep some people back because here in jeff city access to multiple translators that we can apply in all 114 counties, from jeff city. [inaudible] thank you. Governor, youve been 30 adamant against mailin voting, but there is a bill, an amendment thats running through the chambers right now. Ive been told that you helped craft it or your team did. Whats changed their attitude towards the . I didnt craft it, i can tl you that come personally but im not sure who all was behind that. At the think of it as i think where to look at what the possibles are, the reality of what this might look like come august or november for voting and say i think there are several things in there as long as we can verify, whether its mailin, whether notaries, things like this, to flickr im not for sure what all the languages of what it will look like when it gets there but i think were open to take a look to see what that is. One more. You were in sinister Assistance Office not too long ago this afternoon. What kinds of things are you trying to work out with him . Howd you know that . We didnt put out no press release about that. I i just know. Okay. Let me first start off, i went down there, as governor sometimes theres thinks in the legislative session at the end that you get interested in, he was afraid to let anybody know youre interested were governor. But i really went down to to talk to a couple of senators about, there was a bill, a crime bill and it has to do with witness protection. It was a priority for the inner cities, but africanamerican communities, basically a lot of them that was something they really wanted. I wanted did everything i i can make sure everybody realized, at the end of the session a lot of things happen here. And ive been on the legislative body so i know how that goes. Somebody gets mad for summary hopes of language and all the stuff that goes to the last but this is something that does have an impact on everyday people. Weve got to try to figure out how we deal with Violent Crime. I know covid19 has been on the front page it as we just senior recent in kansas city and st. Louis that Violent Crime is out there. This was a tool for that. I wanted to stress to the senators and the people that i think is a great opportunity we can help people when it comes to testifying in violent cases is what it was. Thats what i went down there talked about. Im not sure it into the game there was a armtwisting, just a matter saying i think this is important for the inner cities in our state to get that done. Just given how businesses in the public are being asked to adapt right now, if the legislature does come back for special session would you personally hope they treat social distancing more like they did with the supplemental budget rather than what weve seen in the past couple of weeks . Repeat that again. Just given how businesses are being asked to adapt right now if the legislature does return for a special session, would you hope they social distance more than they have in the past couple of weeks . While i think, again, legislators have a job to do so they are somewhat in an area like where the chambers are bigots up to them to other conduct the legislative session. Those are choices theyve got to make. Theyve got to make how to do the social distance. Social distance is in effect for everybody in the state. But again its a a little different circumstance when you 163 members in the chamber, you know. Theres different ways you could do that. I guess what i would think of being a former legislator but the rail is suffer them to decide how they will conduct that. I hope they come back for a special session i hope things we know a lot more, a lot more savors of being heard her than it is today. As we move forward. So i hope you take advantage of look, i still think the social distancing, what he wear a mask or dont comes down to common sense, what people should spot those are. The legislature is the same. Theyve got to make those decisions. Governor, Health Experts are predicting that covid19 will last throughout the year and that just the other day we talked about the vaccine coming may be at the end of the year, and fighters working on as well. Yet, we just have to look at that and see where it comes through and see were at their queen of the virus is going to be around but we dont know what the effect of the virus will be in july, let alone august november. He suggested it may make more sense to have a special session on that topic in conjunction with whatever budgetary special session you call. Would that be something you would be amenable to . Let me say this on special session. Everyone has come up and said will have a special recession for tort reform voting or this or the budget. Just multiple people asking that all the time. Look, we dont know. I dont know what im going to call in for special session to the main thing right now is handle the covid19 virus, see where thats going to be, july, or one june of june, sorry, and how would get the economy going. Always other things we have to dress as a go for. I dont know when i would call a special session and it depends on a lot of things but those would be some of my priorities to look about one of the question about something that didnt happen this year. Its unlike of the legislation make any changes to the low Income HousingTax Credit Program this year. I think theres a nexus between that issue and coronavirus a lot of people are losing their jobs and may need more housing eventually even going to stand housing takes be cultivated. Its been two years now. Is it about time that you going to strut your appointees to restart the program soon . Let me jase say this to all of everything on table i possibly enough to get the comic. And whatever that, that will be part of the conversation when the day comes but look weve got to make sure we get jobs back, get construction jobs back up to. Weve got to get people in the workforce and expand. Whatever it takes do that in missouri with what i can within the means i have discovered i want to do. Make sure responsible about doing that. There are some state senators who are potential holding up the Prescription DrugMonitoring Program in the senate saying that house bill 1450 has to pass first. What are your thoughts on that . You know what, senate does the senate. They are who they are. I dont know what all deals will be made and who is going hold up what can whats going to go across the finish line. I know a lot of things are being said the last few days. Will just see what gets across the finish line. What a deal is i hope the legislatures really look to see where we are in the state and understand the economy were in, understand you got people without jobs now and everything we could put in the toolbox to help build our economy back up in still have to do with this virus. Weve still got to be able to do that. Though should be the priorities really of this legislative session. A lot of good things like reciprocity deal was a good thing. That brings people into the workforce. Those of the things i think are priorities but senate and house have different priorities, too. Do you support the Prescription DrugMonitoring Program the way to try to . I do not know what the finished product would look like. Until i see that bill on my desk to see what all is in it, im not going to commit to sign any bill until i see it, and shall have my team and everybody go through that. Governor, i know i asked you yesterday but the legislature has been at work for a few more hours, a few bills have passed. Individual comments on the session amid the coronavirus it so the work they been doing this week . Im surprised some of the things theyre getting done that are getting done. I think theres been some good things happen that continue to be good things that help your appreciate the legislators coming in. I did know if you get much done. These are totally unusual circumstances i didnt think they do to help again with the coronavirus situation, whatever things we can do to help with that, things with a con is good every day. The biggest jump challenge we l have and we still have Going Forward is the budget. The appropriations process, you know what, i think we still got a lot of work to do on that. I think there will be more withholds coming up this month before we ever get to july 1 and i think july what if the federal government dont do some backfill with the cares act, theres going to be people need to be prepared to describe a lot of things that will have to happen in the state of misery to balance the budget. Ive got to balance the budget, im going to get. Nonsession related but as you are entering back into the community in the unfortunate circumstance that you may contract the virus, other any contingency contingency plans in place . What that fall on the Lieutenant Governor of what would that look like . There would be a time and place. Weve had this discussion if something should happen to anyone in in a position when ia situation i we were, of virus come you never know but ive been rather smart enough to know thinks you happen to anybody. You got to be prepared for that so we have plays and we had an order in place that something should have to meet it would transfer over to the lieutenant, which is what the constitution says. We were prepared for that. I hope for me and my family i hope we stay safe. But none of us is guaranteed tomorrow. I learned that a long time ago. What i can tell he is were card today, to the best you can and move forward. Thats what we all can do. Obviously this happen yesterday, and i assume you have made a a decision, but the legislature did put a Ballot Initiative on the ballot involving redistricting. Have you any thoughts about whether youre going to place that during the august primary or the november general election . I havent even looked at it yet. We still got that, we get the Medicaid Expansion that we have to make decisions, how were going to have both of those. Both of those things play an important role, i was a Medicaid Expansion part went to figure out something on that just because the cost factor of it and were we are in the state of misery so we kind have to figure it was the best time to do that. We can with figure to move forward because this kind of impact on the budget and we all know that. We just kind of got to get those things figured out. What were seeing right now is another example of the trump foxed ecosystem trying to rev up his base with a set of accusations of this deep state conspiracy which their incredibly fond of because it helps their credulous conspiracy addled, the segment of the base that is very in the queue and on and whole conspiracy world believe there some fairies plot against him trump and not of course Michael Flynn was talking to the russians and doing things that were flagging the National Security system. These alerts about Michael Flynn did not arise from barack obama secret putting his thing on the scale. They arose from below, from intelligence those bubbling up into the system, not some imaginary conspiracy that was felt in the oval office. I think youre going to see a lot more of this and theres ie reason for this happening. The reason is Donald Trumps numbers are terrible he slipping and a lot of swing states. His senate cohort is living in the races. Americans dont trust the things he tells them about the most significant crisis overtime which is the covid crisis, and they dont think hes doing a good job at managing it. Hes got a gigantic title if economic badges. 3 million more unemployment cases today. Host that Michael Flynn story is not a new phenomena. This is been going on for a while you attribute it guest Michael Flynn by to the fbi and the real question is did he or did he not lie to the fbi . He admitted to lying and it is demonstrably lied and, in fact, the white house has no explanation for the former statements that to get rid of him because he lied to the Vice President , flight of the chief of staff and lied to the fbi. This is as i said a scandal in search, a slogan in search of the scandal. This is not part of an actual investigation. This is bill barr weaponizing the Justice Department on trumps behalf and i think this is a moment that should be seen from a 30,000foot view of trump trying to distract and change the subject from his colossal failure of managing the run a virus crisis, how do we then this the way the last couple days on the former Vice President joe biden been a part of that traffic the unmasking story is a gigantic nothing burger. It is the feast royale of nothing burger because these are pro forma things if they were not these unmasking were not done for some nefarious purpose. There are hundreds and thousands done all the time for National Security reasons. Those things didnt say, when asked to unmask certain source of a didnt say Michael Flynn on the they didnt know they would get Michael Flynn when they opened the box. Theres one thing that truly dispels all the unmasking conspiracy theories, and that is that barack obama went to donald trump directly and said, Michael Flynn is a loose cannon. Michael flynn is a danger. Michael flynn is a problem for you. He didnt go to the public and say that. He didnt licet and put out in the public area. He went to trump directly. Trump told barack obama know, im going to do what i want. There we have what where flynn into debt. Has anybody is observed the National Security system knows, conspiracies are hard.
