And he was waiting for a taxi , talking to one of his friends when another friend came up and punched him for no reason in the mouth. And scott fell back and banged his head on the pavement. And then sadly, he died from that injury. Yeah, its just absolutely , yeah, its just absolutely, ali, you know, heartbreaking and so senseless and a lot of these circumstances, it just seems to erupt out of nowhere, doesnt it . Absolutely. There 7 absolutely. There was no reason for that punch to be thrown. And, you know, it was thrown. And, you know, it was a needless punch. And scott would needless punch. And scott would have still been with us today. That wouldnt have happened. That wouldnt have happened. So what is your aim by supporting the campaign . Supporting the campaign . Obviously, its to prevent further tragedies. Is it for further tragedies. Is it for stiffer sentences as well for those convicted . Those convicted . Theyre looking at some temporary buildings which they can use in their field , which is just to my their field, which is just to my left , so that students can come left, so that students can come to school and still get the education they need. Timing is an issue here because schools meant to start on wednesday here and of course, year seven, who are traditionally start a bit early or due to come in tomorrow. On my right, though is an older part of the school built around in the 1970s and dunng built around in the 1970s and during that time this rack concrete was popular between the 50s and 90s. So as far as we are aware, it is only Kingsdown School locally, which is affected by wrack and, and the difficulties with that though, is that of course its a special school and it caters. For 123 pupils, it caters. For 123 pupils, peoples with very complex needs. So that brings its own set of problems. Problems. Yeah, obviously you cant move them easily to portacabins and upset their routine and so on and so forth. But the other on and so forth. But the other issue, helen, it seems, is whos going to pay for all this . Weve got jeremy hunt, the chancellor, saying extra money will be made available. And the treasury available. And then the treasury says actually its the existing Capital Budget and thats not being changed. Well, i really hope that its going to be the dfe and the government that pays for this because to be honest with county council finances being as they are, we are not in a position to make huge payments or to refurbish these buildings. Its going to have to be government support. And we were assured by the dfe that any alterations to the dfe that any alterations to the building would be funded by them. And the problem is, helen, if money is spent on fixing, correcting this, then it could delay other repairs that need doing anyway. Doing anyway. Yes, its fair to say that the stock of certainly older schools is not great and many children are not being educated and in buildings that we would wish to see. I know that we are competing for funds with lots of other requirements of Public Services , hospitals, etcetera. But its , hospitals, etcetera. But its clearly this is going to have to be sorted. Clearly its put headteachers in a really difficult position and the government is saying, well, weve only just been made aware of the Summer Holidays of this beam that failed. Theres 156 affected, 104 were told about it on friday, but theres another 1500 who are yet to return questionnaires about the quality of the lightweight concrete in their buildings. The hope, i think, for ms keegans point of view and her team is that the worry, the real worry about the state of these buildings will force these schools and the heads and these schools and the heads and the academies or local authorities that may be in charge these charge of them to get these questionnaires but there questionnaires back. But there are we are are hundreds more. We are nowhere near the end of this crisis from so many families. I think this cuts through. I know behind very busy today behind me its very busy today with a shake labours with a shake up in labours front other front frontbench team and other things but think things happening. But i think this is the one this schools crisis is the one that means most to most people outside the bubble. And outside of the bubble. And thats so thats maybe why ms keegan is so frustrated about she feels shes on her own to make things happen. The other issue, course, the other issue, of course, chris, confusion over the chris, is the confusion over the repair bill, which is likely to be massive. Now weve had jeremy hunt there will hunt asserting that there will be extra spent. However the treasury is still indicating this is going to come from the existing Capital Budget. Theres no extra budget being put in place for this. Yeah i cant see place for this. Yeah i cant see how long that will last because it is such a big issue and it goes back over over many governments and decades. So i think its one which you cant fairly say to cant really fairly say to schools that will come from existing that existing budgets. Im sure that will goes will change as the day goes on. But waiting that but were waiting for that full list to be published. One had to close its doors and move elsewhere. While these works are remedied, again, the the lifespan of again, the life, the lifespan of this of these lightweight concrete was 30 or 40 years. And as ever, these unless theres a need to spend money in government, governments are reluctant to do and clearly reluctant to do so. That wont be the case as it normally is, but they are looking to work with external businesses to see if they can get some temporary buildings, put on a field which is just over my Left Shoulder behind me and on my right shoulder is an older part of the school. This is where its mainly affecting them here 20 to 22 rooms, chalets are currently out of action rooms such as the maths classes and english classes and so on. They cant use at the moment. But we have been moment. But we have been speaking to the headteacher and this is what he had to say. We knew which rooms had had different varying levels of rac just prior to the summer. Thats when we received our report. When we received our report. That report outlined what rooms were critical, high, medium and low risk. We had no rooms rated low risk. We had no rooms rated critical. So at that point the advice was , is to not do advice was, is to not do anything other than wait for dfe to come in and do a more Detailed Survey and then help develop an action plan to sort that out in the future. That that out in the future. That then changed just prior to us coming back. Any room that had coming back. Any room that had had rac identified had to be out of action. Our rooms, they look fine. They look normal. Theyve a lot of them have been decorated over the summer ready for the start of term. And now theyre sitting empty. You cant really see obvious signs really see any obvious signs unless really delve to find unless you really delve to find where the rac is above the above the Ceiling Tiles. And listen, clearly something has happened over the course of the Summer Holidays thats led the department for education to decide sort education to decide their sort of watch fall monitoring process that theyre asking schools to do before wasnt good enough, that they needed to act quicker and to ask schools to take mitigating measures so mitigating measures now. So i think were see is think what were going to see is a professional a lot more professional surveyors sent to schools surveyors be sent out to schools to whats and try to check whats going on and try and everyone that and reassure everyone that things safe. Things are safe. What we are hearing, mark, is that this issue issue of crumbling concrete was raised repeatedly over a number of years. Youre a former headteacher. Was it an issue you were aware about at your school . Well, 7 well, so 7 well, so fortunately . Well, so fortunately for 7 well, so fortunately for me, the school i was at, Bedford Free School in the middle of bedford, we didnt have rack in the building, but obviously we had to have a good idea as to what going our what was going on in our building, were building, what materials were there and hazards there and what risks and hazards we with. But we needed to deal with. But listen, unfortunate listen, its an unfortunate situation. Fortunately, situation. Ian. Fortunately, only about 160 schools so far. We know about are affected. Out we know about are affected. Out of 22,500 schools. So fortunately it is relatively small scale. There may be some more schools that emerge that have deal with it, but have to deal with it, but hopefully it will still be small numbers. But i totally understand schools understand for those schools that affected, this big that are affected, this is a big deal that are affected, this is a big deal. We cant deal. And youre right, we cant be headteachers to act be asking headteachers to act like we be asking headteachers to act lik last few days from the department for education, from ministers, basically saying they department for education, from minifind;, basically saying they department for education, from minifind;, ba money saying they department for education, from minifind;, ba money foring they department for education, from minifind;, ba money for schools will find the money for schools to this out. Dont think to sort this out. I dont think in schools will have to in the end, schools will have to find extra money from within their to do that. Their tight budgets to do that. But clear, okay. But lets be clear, okay. This is just england, least is not just in england, at least in england. Know weve we got in england. We know weve we got this to schools last this survey out to schools last yeah this survey out to schools last year. Where this year. We know roughly where this rack and wales, rack is. Scotland and wales, they sent surveys they only sent those surveys out. Week. Out. I understand it last week. And indeed i saw scottish and indeed i saw the Scottish Education minister last week saying they felt that perhaps we were england, were overreacting in england, that some advice was just to watch still so i dont watch and wait. The there for a long time. The advice recently was to advice until recently was to keep eye on stuff. Now that keep an eye on stuff. Now that advice to have changed and advice seems to have changed and it seems certainly it seems like certainly in england government england the government are moving to moving quite quickly on this to support schools, to stuff right. Well, yeah, there is well, yeah, but there is still this confusion. And the question about, say, the question about, as you say, the extra because weve extra spending, because weve got saying, no, got the treasury saying, no, its still from the existing Capital Budget. So one wonders Capital Budget. So one wonders where its, you know, what will have to be cut elsewhere to make up the difference. Youre absolutely right. And actually, one of the sadnesses about this story is in england in the last few years, weve had a really, really good weve had a really, really good weve done a really good job of rebuilding the that we rebuilding the schools that we do and better. Do quicker, cheaper and better. The is we havent had the problem is we havent had quite enough money in that pot to even more schools like to do even more schools like that. Use some that. And if we have to use some of that limited make up of that limited pot to make up some problems it some of these problems now, it will problems worse. Its also emerged that while this whole crisis was was coming to a head, it was the government was alerted to this crisis at the beginning of august. Gillian keegan went on holiday to spain. She left the uk on the 25th of august and celebrated her fathers birthday in spain, came back on the 31st of august. Now how to do that . And then to claim that shes been working hard everyone else has hard while everyone else has been not working. So hard, shall we say, isnt a great look. And as you say, it does really feel like an open goal for the labour party. How conscious her special advisers were, how keen they were to remind her that she still was on camera , that the still was on camera, that the camera was rolling, that her mic was still live. They kept repeating that until her mic was switched off so it could be that Gillian Keegan might have a bit of form here. Shes known in the cabinet generally as a very good communicator. She was apprenticeships minister. She had she didnt apprentice herself. If she loves doing herself. If she loves doing School Visits , shes pretty good School Visits, shes pretty good with people. But it might be that shes got a little bit of a big mouth. Yeah. And he seemingly said planned. And he seemingly said no to that. He seemingly said that he wanted to keep the refurb budget as it was 50 schools a year. And that is how its progressed over the last few years. Now, there are also some this morning over some questions this morning over whether schools are whether free schools are conservative agenda. The Academies Programme took precedence over other making some of those older schools, these concrete schools, safe for these concrete schools, safe for the future. There was also a building schools for the future Programme Project which ended up being shelved. And now thats being shelved. And now thats not to say necessarily that that project would have ended up in these being refurbished these schools being refurbished on again, optically on time. But again, optically its a very good look for its not a very good look for the Prime Minister and his line that of this is his fault that none of this is his fault because was all decided because it was all decided before he came into office isnt really holding firm, particularly he was particularly given he was chancellor back in 2019. So just switching to labour quickly, olivia, theyve announced quite a reshuffle today. Sir keir starmer has and there are suggestions that he has now moved very much to the right since becoming labour leader. Leader. Well, absolutely. If you well, absolutely. If you remember when keir starmer became team leader of the opposition back in 2020, everyone said and you could see why, that he was sort of enthralled. I mean, he was he was held in thrall by the by the left of the party. There was that time when you could become a labour member by paying just £3. We know lots of £3. And we know that lots of corbynistas infiltrated the party and in corbyns time in office he put a lot of his own, left wing people in very high positions in the labour party, making life quite difficult for keir starmer. Well in the intervening years, keir starmer has really broken down that grip of the hard left on the labour party. People like Jeremy Corbyn arent even labour mps anymore. Diane abbott, John Mcdonnell really names from the past now and today , keir starmer actually and today, keir starmer actually went a step further for some of the biggest losers in todays reshuffle were those on the soft left people like lisa nandy and Rosena Allin Khan. Lisa and andy has been demoted, not so long ago she was shadow foreign secretary. Now shes just a shadow minister in the foreign office. Meanwhile a whole load of blairites have seen very big promotions. Hilary benn, who served in tony blair and Gordon Browns cabinet, is back in the cabinet. Liz kendall, who ran as a blairite candidate against Jeremy Corbyn, is back in the cabinet. And pat mcfadden , whos cabinet. And pat mcfadden, whos a well known blairite, has been promoted to the position of National Campaign coordinator, which is really important position in the labour party.
