But we just know now with the way that hamas has been operating, hamas will all put its infrastructure , its rocket infrastructure, its rocket launchers and the like in the midst of these civilian communities. And as you saw in that report, mark, the photographic evidence that the idf say they have now or they believe demonstrates exactly that happening , rocket launchers that happening, rocket launchers right next to schools, kindergartens, mosques and even un compound there, mark. And, of course, it brings into question how long this crossing with the humanitarian aid will be able to operate and get lorries through , i think get lorries through, i think another 30 or so in the past few hours despite this explosion fairly near that Border Crossing i yes. Yeah, i think we can just bnng yeah, i think we can just bring the live picture back in from rafah just to stay across the events with more smoke having been seen in the past half hour and as you say, i mean, both the egyptian and the aid agencies will be keeping a careful eye on that. But i just wonder what the position then in israel itself to actually run parallel to that with these reports that many people having come down from the north of israel , away from the border israel, away from the border with lebanon , that they too are with lebanon, that they too are finding difficulty in finding shelter and accommodation in Central Israel. Central israel. Well, they are. There is no doubt. You know, this is a country on a war footing. And they have taken many thousands of people from those communities in the south, around the gaza strip. And even in some parts of Central Israel and now increasingly people from the north as well. We had another 14 Community Community in the north put under a mandatory evacuation action by the Israeli Government yesterday. These people there in hotels and other accommodation in tel aviv and elsewhere, weve been filming today seeing some of those refugees as theyve gone to collect clothes that are being donated by businesses and by local people. And they are by local people. And they are going to be here potentially for some considerable time because there is no doubt that if that Ground Invasion begins in earnest in the coming days, its not going to be a quick operation. But lets just boil down on this word jihad, if we may, for because the for a moment, because the dictionary ive used over dictionary that ive used over the weekend, one description is the weekend, one description is the spiritual striving against moral failings. And then if you moral failings. And then if you go down to the next description of it, its war in defence of islam. So there are two clear and distinct different interpretations. And when youre doing that assessment, then looking at footage , do you have to bring in footage, do you have to bring in then if its hamas, for instance, which is a proscribed armed terrorist organisation and if theres clearly some kind of incitement to that, its different to the palace opinion cause of freedom, for instance, with the palestinian flag. Lets get the latest with our east reporter, will east midlands reporter, will hollis, there i hollis, who is there and will i gather shadow environment gather the shadow environment minister, reed was there minister, steve reed was there earlier and sort of indicated earlier and he sort of indicated despite about 11 million plus being earmarked for flood defences, only 50,000 had actually been spent there. Actually been spent there. Yes, thats been raised this morning from the shadow secretary. Were also expecting that Teresa Coffey, the secretary of state for the environment, is due on this street where we are down the road any moment now. Theres also the local mp Brendan Clarke smith, the local conservative there down here speaking to residents as well as councillors. And thats on one councillors. And thats on one side where there are terraced houses and people speaking about whats happened to them. But you whats happened to them. But you can just see in the background the level of devastation in the back gardens of some of the homes here on darrel road in retford over in the background, you can probably see a sort of conservatory type building which still has waist high water. And thats exactly the same along all of this row of houses where we are right now. And the river idle where we are in retford that reached its highest levels on record over the weekend. And the Environment Agency, working with the local council , has the local council, has recommended that there were evacuated zones and 500 or so people who had to leave their homes. Some of them spending time in a local Evacuation Centre inside retford leisure centre. Im told that the a lot of the water has subsided now from many of the houses, but of course down to dangerous levels. Was what was being warned against. Those were severe flood warnings, two of them for here retford. There was also three in derbyshire over the weekend. Now all of those severe flood warnings have been downgraded to just flood warnings. There are at least a hundred of them still in the uk right now, but it has been raised. Why these areas where it was known that there was a flood risk didnt have the proper funding in place or whether the funding was there enough . Bassetlaw District Council earlier this year actually complained to the Environment Agency after £250,000 worth of flood defences. As the beck here in retford were completely scrapped. So its all also while people are incredibly upset about the damage thats been done to them, theyre also wondering whether this could have been prevented. Mark yeah, and of course the other thing as we were talking to tony, some of these houses been hit previously and therefore the insurance is not in place or they wont be paying out again time round. Out again the second time round. Yes, it looks like that could be the case with a lot of these areas that get flooded quite regularly. I dont know whether thats to going be the case here in retford. It seems that some in retford. It seems that some people are going around with clipboards speaking to the residents. Whether that indicates local indicates theyre from the local council from a local council or from a local Insurance Company checking to see what the damage is , i just see what the damage is, i just dont know. But it is one of those fears, isnt it . Whether people can get insured in properties where there is regular it seems, regular flooding and it seems, doesnt that a of doesnt it, mark, that a lot of these places that have flooded in recent years seem to be getting flooded more regularly . Getting flooded more regularly . One of the places that the Environment Agency is working right in the midlands right now in the midlands is a place bewdley. Remember place called bewdley. And at that time one gentleman told me that this is something that was a once in a hundred year flood and now it happens again every year. So its certainly a big challenge for the people that already live in these homes, that live in these communities, but also for these communities, but also for the insurance companies, which have weigh up whether they have to weigh up whether they can whether people can pay out and whether people can pay out and whether people can get what they actually need, which is ultimately be the right level in an area thats level of cover in an area thats prone flooding. The convergence of , of the convergence of, of a range of issues starting from hostile states , the iranian hostile states, the iranian threats that have been pushed out across the world, including on to the streets of the uk with 15 threats weve seen here over the last 18 months. The horrific and gruesome terrorist attack by hamas, killing over a thousand jews, which is stirring up issues across the world, including here, and causing anxiety and fear and also aggravating our own terrorist threats here. And weve got over 500 cases of are related to islamist terrorists ongoing in the uk that colleagues are investigating. The growth in hate crime , hate crime against hate crime, hate crime against muslim communities in london is up threefold, but against jewish communities, its 13 fold compared to this time last year for this period. Thats a horrific number. And its not surprising that communities in that context are fearful and anxious. And thats what we were talking about today. On top of, of course, the protests, which sort of give vent to a whole range of different opinions. And range of different opinions. And i was explaining how we are absolutely ruthless in tackling anybody who puts their foot over the legal line where accountable to the law. We cant enforce taste or decency, but we can enforce the law. And weve made 34 arrests so far over the recent process. Weve got another 22 cases on the back of those where were searching for individuals, trying to identify people from photos and our counterterrorism teams have got 150 cases triaged out of nearly 1500 referrals, 100, 150 cases of behaviour online, which is of deep concern that were and were going after those, going after those individuals. So theres a massive amount of operational work going on and its important you can help, frankly, with making that visible communitiesthat visible to communities that were doing that because we really this. And the really get this. And then the conversation finished really around the line of the law, and its our job to enforce to that line. Its parliaments job to draw that line. And the thought that maybe events of the moment are illustrating, maybe some of the lines arent quite in the right place. There have been reports from Counter Extremism Commission Law Commission and the Law Commission and the Law Commission and the Law Commission and more recently from sirjohn commission and more recently from sir John Saunders with the manchester inquiry inquest, talking about that law needed to change to be stronger, dealing with extremism. And i know the home secretary and her colleagues are really charged with that. And thinking hard about a constructive about that. So a constructive meeting difficult times where meeting in difficult times where our and determined heads our sober and determined heads are required, where do are whats required, where do you think law is lacking you think the law is lacking around extremism . I think the around extremism . I think the law that weve designed around hate crime and terrorism over recent decades hasnt taken full account of the ability of extremist groups to steer around those laws and propagate some pretty toxic messages through social media and those lines probably need redrawing. Its probably need redrawing. Its a really difficult thing to do. If really difficult thing to do. If you look at the Counter Extremism Commission report, which i was involved in nearly three years ago, that has many examples in there. One of the things found are things we found was there are countries across the world who are got different are have got different frameworks have some frameworks which have some advantage. Mean, for advantage. His i mean, for example ut tahrir who were example, hizb ut tahrir who were protesting at the weekend and some of their protesters caused deep concern theyre in deep concern. Theyre banned in germany. Theyre also banned germany. Theyre also banned across most of the most of the muslim world, but theyre banned in germany. So there are frameworks are more frameworks which are more assertive some respects than assertive in some respects than ours. Theres ours. And i think theres lessons learned. But lessons to be learned. But thats and thats for politicians and parliament the line. Im parliament to draw the line. Im focussed, my colleagues focussed, me and my colleagues will keep being absolutely ruthless on enforcing the letter of the law and putting thousands of the law and putting thousands of extra officers out in communities to reassure people who are understandably fearful. I think sir mark rowley was comments on the use of social media, perhaps as a weapon in this continuing war. Well, yeah, social media obviously goes across to the Mainstream Media and that can power lots of things. And he particularly mentioned hizb ut tahrir being banned, for example, in germany and not being banned here and hizb ut tahnris being banned here and hizb ut tahrir is Interesting Group tahrir is an Interesting Group because course , one of the because of course, one of the things thats spun of hizb things thats spun out of hizb ut tahrir is Al Muhajiroun and chowdhury. And we know, for example , that if you take example, that if you take a uneage example, that if you take a lineage through the Muslim Brotherhood, hizb ut tahrir , brotherhood, hizb ut tahrir, Al Muhajiroun, which been Al Muhajiroun, which has been banned and all its offshoots, we keep whack a mole. Yeah it does. And of course there can be different parts of each organisation which are banned or not. So until 2021, hamas is military organisation was banned, but the Political Organisation wasnt and they only caught up in legal terms to that in 2021, which is why you see well you dont see hamas flags on the streets because most of the people are pretty savvy on these groups about where the law lies and that thats the way they kind of work. Now, some of these groups are actually fifth columnists. You know, youve got to remember that their ultimate aim is to bnng that their ultimate aim is to bring about a caliphate. That their ultimate aim is to bring about a caliphate. They bring about a caliphate. They are political islam. They are islamists, not islam in terms of those who just believe in peace and tolerance and all that sort of stuff. Not with your military hat on. I was just wondering what you made of the latest announcement from the with announcement from the idf with their News Conference is that theyd mounted these what they call forays and infantry call limited forays and infantry and tanks involved. Is this what and tanks involved. Is this what we think might be this ground offensive or ground operation . Not a big shock. And all, but something thats more targeted and limited . And limited . Well, thats certainly phase one. So defence minister galant has said there are three phases to this. But to just tie in with what we understand from washington and the concern about the hostages, its interesting now that theres yet another detailed update on the number of hostages up to 222 now, they say , yeah, and amazing thing is they keep seeming to go up on almost a daily basis and that that does create problems in terms of this intelligence preparation of the battlefield. So i do think thats one of the main reasons that israel have not gone in in force, not that that its inevitable that they might do so. That that its inevitable that they might do so. But as you said, many residents just wont get to return to their own homes. Peter, he was sticking to his guns really in terms of the fact that i think they were dealing with 150 cases onune they were dealing with 150 cases online on that showed deep concern. But in terms of the protests on the streets , i think protests on the streets, i think the met has already indicated that senior Anti Terrorism officers were on the scene and decided no offensive or no offence , rather, had been offence, rather, had been committed. Committed. Yes, indeed. Good afternoon. Yes, indeed. Good afternoon. Um hes sticking to his guns because basically what hes saying is right. It it is for parliament to set out what the offences are are and to set out the terms and conditions that go with them and any defences that might be available and any definitions they wish to add in terms of any particular word. And when it comes to interpret saying that law , um, Parliament Saying that law, um, parliament also sets the terms and conditions on which the police collect. And so what we have is a very complex area of law, just ordinary protest, take it out the, the terrorism sort of aspects. Its just ordinary law aspects. Its just ordinary law is incredibly difficult to apply in the context of a protest or pubuc in the context of a protest or public assembly. In the context of a protest or public assembly. Um, in the context of a protest or public assembly. Um, because not public assembly. Um, because not only have you got the technicalities of the offences which which require for instance, usually words and or symbols which are threatening , symbols which are threatening, abusive and sometimes insulting as well. Um intending, yeah. As well. Um intending, yeah. I think the other thing is some sort of harassment, alarm distress or incite violence. Distress or incite violence. I was going to say youve also got. Yeah. Inside youve also got a sort of expression. Yeah. Yeah. Yeah. That people have plus the need to arrest, all of which is set by parliament. Yeah. And incitement to racial or religious hatred as well as the other thing. But is this sort of surreal situation where were being told there are five dead missions of jihad , five dead missions of jihad, which the police can apply . Which the police can apply . Youve always got this sort of car tune, if you like, of a Police Officer with a couple of dictionaries at the protest trying to work out which jihad theyre referring to for sure, because what the police need to do is if its a public order act offence, theyve got to say that the words or actions or the things displayed are threatening or or abusive or sometimes insulting. Um , and therefore you need to um, and therefore you need to know what any word that is used by the protesters in this case jihad is actually meant to portray now the surrounding circumstances may add something to that. Yeah, but you may end up relying on what the person says they meant it to mean. Says they meant it to mean. The other aspect to this is that the met said that after the officers had decided there was no offence, it was referred then to lawyers from the Crown Prosecution Service. They agreed with that assessment that there was no offence. So one wonders why the home secretary decided to push it even further for frankly, because she either doesnt understand the law as it stands or she does understand the will all perfectly well. But for her own interests, she wishes to transfer the blame for the fact thousands of people werent arrested to the police , werent arrested to the police, and either of those is not a good place to be. Hence perhaps the statement from sir mark rowley immediately after that meeting. But we shall see what the politicians come up with. Clearly, its a battle still being waged by both sides. The hotels are up solutely full. Other sort of accommodation centres and peoples homes. There just welcoming people in doing what they can for them. There is this just near our hotel , actually just near our hotel, actually one of the sort of aid centres that people can drop or drop off suppues that people can drop or drop off supplies , clothing, food, that supplies, clothing, food, that kind of thing thats been handed out to those refugees as well. And while a lot of people are clearly quite concerned about the damage that has been done yet again to the residents here on darrel road, theyre also wondering why werent the flood prevention measures in place . Now, one of the things that steve reed said this morning when he was talking to the media was there should have been £11 million worth of funding. And whether that has gotten whether any of that has gotten here, theres certainly £250,000 worth of funding that the local council, bassetlaw District Council says was scrapped. That council says was scrapped. That was supposed to be used for one of the becks here, a large body of the becks here, a large body of water, a reservoir. So of water, a reservoir. So whether that money would have helped here is unknown. There has been some small prevention methods, and ive been speaking to the leader of nottinghamshire county council, but bradley ben bradley about whether those measures are enough. When you can see that there is still a lot of water here 24 hours later and money spent here, and youll see that a number of these properties have kind of sluice doors and defences in their gardens. Gardens. None of that has helped over the weekend. Clearly and the level weve had was level of rain weve had was just too much those defences to too much for those defences to cope i know there are cope with. I know that there are plans Environment Agency plans in the Environment Agency in doing that work, in particular doing that work, so its not something im directly in. Directly involved in. It allows landlords to give just a two month eviction notice to tenants without any explicit reason. Its as clear as mud mark because there is all mighty battle about this particular piece of legislation nation with a lot of conservative backbenchers trying to stick up for landlords particularly buy to let landlords , people whove to let landlords, people whove just got 1 or 2 properties and a lot of labour backbenchers and the labour front bench sticking up for what you call generation rent. Young people who feel that the rental market is, which is an increasing number of people, which an number of which is an increasing number of people. Just run through people. Lets just run through some details now, some of the details here. Now, these fault evictions. These are no fault evictions. Thatis these are no fault evictions. That is the right of landlords to evict for no reason with two months notice and the tories are saying they will end these no fault. They will end these no fault. They will end these no fault evictions. And this is a fault evictions. And this is a policy, mark, that they first promised in their 2019 manifesto. So now theres been a delay. And since that delay , the delay. And since that delay, the likes of generation rent and pnced likes of generation rent and priced out these Campaign Groups that are standing up for young renters , they say no fault renters, they say no fault evictions in england are up 41 on between april and june compared to the same period in 2022. Because of this delay and labour fears that even if the ban does get through legislation , there will still be a delay. , there will still be a delay. And ill explain why. This is the renters reform bill. Mark and the tories are saying today they will bring it fonnard for debate in parliament. It will happen. But what labour is saying is that a line on the face of the bill suggests it can only be enacted. It will only come into effect once ministers are satisfied that the court system is geared up enough and well resourced enough that landlords can evict tenants even with these no fault evictions goneif with these no fault evictions gone if they need to. Because at the moment the court system is so under resourced and not geared up for rental disputes that it can take landlords if tenants refuse to move out months, even years , to get rid months, even years, to get rid of tenants. The other aspect which the newspapers have touched on is their research have shown that 87 mp5 their research have shown that 87 mps earn income from Residential Property , 68 of them Residential Property, 68 of them conservatives. But the argument conservatives. But the argument is that it would reduce the number of landlords prepared to put property onto the market and therefore lead to yet another shortage of accommodation for generation rent. Generation rent. Thats exactly right. This is the great conundrum. Theres a conundrum with what we call rent control. Sadiq khan , the london control. Sadiq khan, the london mayor, wants rent controls in london. That means that rents can only go up to a certain level, dictated by government. And again, a lot of landlords will say, look, if you dont let me set the rent that i can get in the open market, then im just going to sell my property or im going to and the property will bought by an owner will just be bought by an owner occupier and wont be there occupier and it wont be there for 20 of the population for the 20 of the population which in rental which now live in rental accommodation. Again, this really heart of the really goes to the heart of the kind of ideological divide between labour. Between the tories and labour. The tories will say they are sticking private sticking up for private sector landlords, not big institutions, not rapacious companies, but couples who havent been saving in a pension because returns have been terrible for the last 15 20 years. But maybe 15 or 20 years. But maybe theyve theyve, theyve moved house, but theyve kept their existing house and so theyve got 1 or 2 existing house and so theyve got1 or 2 properties. Theyre got 1 or 2 properties. Theyre not big landlords and when they need their own property back they maybe their kids want to live in it or they want sell live in it or they want to sell it because relatives sick or it because a relatives sick or something they Something Like that. They need to be able to free up that property. Tories would say when they free it up. They need to free it up. But the other interesting thing is its showing that maybe housing is really lining to housing is really lining up to be issue for the general be a key issue for the general election and it was touched on by labour in their conference, less so by by the conservative lives. But were talking about now issues not just of, you know, can you afford your mortgage age, is there enough Housing Stock . But now can you Housing Stock . But now can you even rent . Housing stock . And then you can then use that increase in value if you split it between the developers, slash land owners and authorities, and the local authorities, the local can use that local authorities can use that value build schools, to build value to build schools, to build hospitals because its the infrastructure that has to go with local people may feel, well, this well, look, if we get all this new infrastructure after the hassle build, the value hassle of the build, the value of house go up. After being told they but after being told they would have to move yet would have to move to yet another another borough another hotel in another borough , he said camp outside , he said hed camp outside Enfield Council until someone met with him. An and its accommodation. An and its anything but temporary. So 80 anything but temporary. So 80 of those families have been in that accommodation for longer than two years. So its not temporary, but they might be asked to leave at any moment. So asked to leave at any moment. So its very unsettling to be in that kind of situation. And particularly in the Hotel Accommodation that people are finding themselves in now. But we just simply dont have enough social rent, Affordable Homes for people to move into. For people to move into. In a statement, Enfield Council said, weve explored a number of avenues to find the zbikowski family suitable accommodation , but larger accommodation, but Larger Properties that are adaptable are exceptionally difficult to find , and there are other find, and there are other families in similar situations. This is a National Housing challenge problem we continue to work with mr borkowski and our Housing Providers and partners to help find suitable accommodation as soon as possible. The council arranged a more suitable hotel for piotr and his family until mid november. So for now , piotr mid november. At least four people, of course, have lost their lives so far in the aftermath of storm babet and hundreds more still homeless after vast areas of the uk were submerged, river levels remained dangerously high in many areas. The problem then is what happens once it falls, given that much of ground is that much of the ground is saturated is going to just saturated and is going to just run into the rivers . Run off into the rivers . Yeah, this is the problem , yeah, this is the problem, mark, isnt it . Were not in a good place at the moment because this is not the moment because this is not the time of the year when youd expect things to dry out anyway. Everything waterlogged everything is now waterlogged or saturated. Very, saturated. The rivers are very, very and every day very high indeed. And every day you on charts and you look on the charts and theres more rain developing as well. Its not always going well. So its not always going to wettest in the same to be the wettest in the same areas. But nonetheless, everybodys had packet of everybodys had a fair packet of rain the past week or so. And rain in the past week or so. And theres more to come for all of us. A time we us. So it isnt a time when we can actually dry out very quickly, very slow seepage into the ground. But of course, youve to remember, youve got to remember, too, that river that some of these River Catchment still catchment areas are still getting in from the getting the water in from the mountains of wales, for example, and coming down from the pennines. Water still pennines. So the water is still actually than actually rising rather than falling moment. Falling at the moment. Yeah. And therefore difficult for to for the Environment Agency to gauge and gauge how quickly it rises. And in rainfall as in terms of the rainfall as well, at what happened well, looking at what happened in particularly, are in scotland particularly, are we seeing very concentrated areas of rainfall and for quite a sustained period as well . I think this is what happened the other day. There was a case of taking your eye off the ball to some degree. I know to begin with, middle of the week, we did see that heavy rain moving into scotland from ireland, but it was also torrential rainfall for many, many hours across in east anglia midlands anglia through the east midlands and the pennine area, and into the pennine area, Northern England and back into south east scotland. So some of these areas saw that rain band hardly at all for the hardly moving at all for the best part of two days. And i can vouch for that myself. I was right in the middle of it and some very high river levels. The trent, for example, the trent, for example, at the moment into moment coming into nottinghamshire and lincolnshire. Know, lincolnshire. So you know, it is a difficult situation the a difficult situation at the moment say, theres moment and as i say, theres more rain to come. Ive got range bands showing up even now. Theres slow moving theres a very slow moving band of crossing ireland now, of rain crossing ireland now, right . Actually, right . Barely moving actually, but into but its just moving into cornwall that will develop cornwall and that will develop and intensify as moves and intensify as it moves further tomorrow. And we were told they could see it coming in from the Canary Islands is the other feature is that been slow that theyve been quite slow moving coming in. Moving these storms coming in.
