Intel ARC driver 31.0.101.4577 WHQL adds A570M and A530M support, fixes F1 23 crashes

Intel has issued a new Arc WHQL driver with support for the upcoming A570M and A530M mobile graphics. In addition, the latest release fixes crashes in F1 23 in DirectX 12 mode on mobile Arc GPUs.
