Soledad i am soledad obrien. Welcome to matter of fact. Students in this country over more than 1. 5 trillion in loans. And a political bat sl raging over whether to forgive and forget or increase the pressure on students who fail to pay. A senior official in charge of Student Loans for the Trump Administration resigned and called for sweeping Debt Forgiveness in his announcement. His proposals contradicts the position of the education secretary, who has called student loan forgives propose alts crazy. Some have offered to send some students to school free. But an analysis by the hekinger report found in many states poor students who are eligible for aid never get it. Here is a look at why that is happening at one louisiana university. I think we get this on top. Movein day at Nichols State University in thibodeau, louisiana. Sophomore rodney woods is excited to get back to his studies. When i walked in the art department, i fell in love. I see cameras and art, and i think yes, this is where i am supposed to be. Everybody knows me with the dude that twalks around with the camera all day. The hard part, paying for college. The annual cost of tuition, fees and housing is about 291,000. Rodneys entire Family Income is just 10,000. Has there been a big financial burden for you to go to school here . Yes, there has been. Soledad rodney estimates he willow between 25,000 and 50,000 in loans by the time he graduates. We had money, but we didnt have like College Expense money. So it is like we had we could live from check to check. We have the hall right here. This is kind of my home as i like to call it. Ethier and henry is a sophomore from houma, louisiana. He is studying bigs. What am i getting . It is an amazing experience. I love it. Solidly middleclass, ethan is going to School Tuition free. You have a top scholarship . Yes, maam, i do. Thanks to the state of louisiana. It is great to have help. My parents have paid for my eltcation. Nice to get back to them. Soledad ethan an goes to stoop on a tops scholarship. It start as a private program for underprivileged students, the state took it over in 1997 and dropped the requirement that students show financial need. The result, 42 of tops recipients now come from families with six figure incomes, and 74 are white in a state where 43 of High School Students are plaque. Longtime senator dan morish chairs the education committee. 42 of tops grants go to people whose parents make over 100,000. 100,000 in this state is seriously good money. It is very good money. So you are giving a really good scholarship to people who are well off . It has become a middleclassed entitlement program, and it has become extremely political, especially in changing it. I have constituents who tell me it is the only thing i get from government. Soledad the merit based system works like this. Any louisiana student with a 2. 5 high school g. P. A. And a minimum score of 20 on the a. C. T. Gets a full tuition tops scholarship regardless of their ability to pay. Devonte lewis with the louisiana budget project says many poor black students have the right grades, but they have trouble getting high scores on the a. C. T. Because they go to some of the states weakest schools which offer little or mo test prepare e prep. The a. C. T. As we know nationally is a barrier to black and brown starts. The average a. C. T. Store for a black student is around 17. White students score an average of 21 on the a. C. T. , good enough for a tops scholarship. Ann henry did better, 29, to complement his g. P. A. Of 3. 8. My high school would go to different strategies to take the test. She knew the a. C. T. Forward and backward. She helped me improve my Science School from a 25 to a 30. It was amazing. Rodney woods had a 4 had not 0 g. P. A. But had no prep. Certain questions on there we didnt learn at all. He explored 18, two points shy of having all of his tuition paid. I struggled. I dont remember doing this in class. I didnt do this. My heart goes out to those kids. I do think i have had an advantage. That something i realize every single day. Tops funds has roughly doubled in the last 10 years to 300 million, while support for universities in louisiana has fallen by a 1 billion. Tuition is rising. Our poor stupets and low income students are taking a hit, and subsidizing education is for april fluent students in this state. The stickershot of college. Tuition tracker gives you the advertised price, and then the net price. Are you ready for the real price of a University Degree . Plus, it is not medicare for all, but one primary care doctor is trying to level the Playing Field by charging a ue. cos i know what it means to walk along the lonely street of dreams here i go again on my you realize your vows are a whitesnake song . I do. If you ride, you get it. Geico motorcycle. 15 minutes could save you 15 or more. You dont let a cold ruin your day. You take dayquil severe liquicaps and crush it. Dayquil severe. The daytime, coughing, aching, stuffyhead, fever, sore throat, power through your day, medicine. So you have ten years experience. I do. But no phd . First kid. Heres all the numbers, foods in the fridge, oh and lucas likes to pull on jewelry so you might want to lose the nose ring. By their second kid, parents are more likely to choose luvs. Live, learn, and get luvs. We told you just a moment ago how poorer stupets are subsidizing the education of students who are better off, which sounds crazy. How did we get here . Here a senior head torre with the hekinger report. Is this an issue happening around the country . There are a number of states investing less in Higher Education and awarding fewer grants and scholarships to low income students. We have seen this in ohio. In 2002, everyone low income who applied for it applied for it. Now about 42 who are eligible for it do not get it. Is it because the states dont have the money . The states dont have the money. Higher Education Investment has been decreasing years upon years. And unlike other state expenses like infrastructure or transportation, Higher Education is where there is addition revenue in 2u wiggins and fees. There is more to invest mo grants. The report found that over the last 20 years, the vast majority of selective public universities have reduced their percentage of students who are coming from the bottom 40 of the income scale. So they are really just not taking the poorer students. How has that happened and why . That is happening because states are often increasing the number of wealthier students they take in. So they are increasing the price of tuition and fees, making sure they have certain students who can pay that price who offset the percentage of students who cannot pay that price. So make sure you have more wealthy students, full fehr, and that means you fur fare, and you have fewer lower income students. They will give lower income students a discount on tuition and fees. This doesnt always lead to more students. They see the advertised price and that can be a turnoff. Even though tuition and fees say 20 pacquiao, and as a low income student may only have to pay 10,000. That is not all communicated well. You lead me nicely into the tuition tracker, which is amazing. The hekinger report has created this people so parents mostly can find out of having the cost of having your kid attend a particular college. For a lot of people it is a surprise to see the differential between the Sticker Price and the actual price. Can you zphain had . Tuition tracker gives you the Sticker Price, the advertised price, and then the net price that you are likely to pay after accounting for collarships and grants. Net price is usually determine the by your income bracket. Students who make 30,000 a year or less will be very different than a family who markakis 45,000 for example. Are you feeling hopeful that investment is going to improve or that somehow money earmarked for tuents that are poor well eventually be going to students who are poor . That is a really tough question. I am not feeling hopeful or pessimistic. I am just not arthur it will change any time soon. I am not sure the incentive is there. Yes, there has been a drop in enrollment for a number of colleges and universities, but it has been well proven that a College Degree goes much further than a high school did he diploma. So there are people always win to pay a steep parise for that education. Thank you. When we come back, it is not medicare for all, but does this doctor have a plan to revolutionize American Health care without costing the tax payers pls . It is worth it. Plus, did a decision by the Trump Administration just make stopping the next global hit epidemic a it is estimated that 27. 5 million americans dont have health insurance. Even with the Affordable Care act in place, the uninsured rate has increased by about a million between 2017 and 2018. That is according to the u. S. Census bureau. It is a Major Campaign issue. Democratic leads he liars bernie cardinals and Elizabeth Warren have called for medicare for all, and others have rolled out more moderate plans that would increase coverage. Instead of waiting for the outcoming, dr. Timothy wong has taken matters into his own hans by pulling the plug. He opened a clinic charging parities a 35 flat fee for medical problem. Thank you for having me. Before we get into that number, 35, which sounds incredibly inexpensive for health care. How does it work . Ibaka me through it . It is very similar as a traditional practice where i can describe, diagnose, see anything that a primary care doctor can. The only difference is we dont really bill insurance. That reduces my add minute time. But i think it is estimated in the medical literature that we save about 120,000 of staff time just not billing or communicating frequently with insurance companies. Someone comes into your office and they check in with a receptionist . I have an ipad. It is a selfcheck in system. What is the benefit for you . Literally you dont have to sit down at night and go through all the billing . Well, it is different. Right now because it is a start up, i am working over 70 hours a he could would. This is my first day off since labor day. And you are spending it with us. Thank you. Not a problem. So i would spend maybe 11 or 12 hours on the week days. But the nice thing is i would have no add minute time. So imagine if i cut 2 3 of the work that you hated in your job. Sounds amazing. Take that away, and i could focus on patients. Way realized after the fact, and i didnt even realize it in my traditional job is i am happier now. That makes me a better provider because anytime not so short. I can have patients to deal with multiple concerns. There are still frustrations, but it is much better. Does 35 cover . Part of my moderate sell to keep the overhead as low as possible. When you see a traditional provider, they probably make 35 to 50 per visit, but Everything Else goes to insurance and overhead. It actually does cover it. If we hit about 20 patients a day, i will make less than a traditional primary car doctor, but again, i remove 2 3 of the work i didnt enjoy. So it is worth it. What do you thick as a physician is going to be the big fix for health care in america, which is clearly a mess . I think one of the things that health care really needs to work towards as a philosophy is to be more simple. And that promotes efficiency in itself. You dont need an efficient 100step process when you can do a twostep process. My goal actually it to make sure that is works for me but also to show that other primary care doctors can do the same. Hopefully we can continue a low bright point. It may not be 35 in other cities or states, but it should be something quite low that people can afford. That increases access. That combroofls patient care balls we know primary care reduces health care spending. We know primary care is the front line that helps prevent medical illness. For those poor patients who cant get health care and dont qualify for medicade, we can see them and prevent their diabetes from going crazy and them ending up in a hospital. With a big giant bill to go along with that. Yes. I am excited about what you are doing. Dr. Timothy wong, good luck to you. We will check in a year. Coming up next, from ebola, to h. I. V. , is the government shutting down a program that could schettino down the next epidemic. With one year to the next president ial election, how winner . E are polls at soledad now to a weekly feature question like to call we are paying attention even if you are too busy. The resent ebola outbrackets have come from bats to, rats, to humans. Now the government is shutting down a program dedicated to finding dangerous animal viruses that could eventually spread to humans. Since the birds flu compare, the program has discovered more than 19,000 new viruses, including a new strain were ebola. But by january, the 207 Million Program will officially end. That has Public Health experts worried. They warn it only takes one carrier of bird flu to pass through inspection at an airport or a train station in china to trigger a global pandemic. And with more than 30,000 passengers flying from china to the u. S. Every day, it could pose a real possible for the health of americans. Plus there is a big economic cost. Without prevention, outbreaks can be costly to u. S. Taxpayers, who spent more than 5 billion to stop the 2014 ebola outbreak. When we return, it is president ial election is a year away. Soledad and finally, there are 18 democrats running for president right now. Practically every day there is a new poll and a new front runner. So it probably doesnt feel like the finish line is in sight. But the president ial election is just one year out. Mark your calendars. It is november 3, 2020. We thought it was a good time to take a look back to november of 2015, one year before the 2016 election. At that time a poll has there ben carson and then candidate donald trump virtually tied as strong frontrunners for the republican nomination with 23 and 24 of the vote. That same poll has former secretary of state Hillary Clinton with 46 of the vote, compared to trumps 43 . Even though Bernie Sanders and clinton were battling for super delegates, clinton led by a wide margin. Sanders vowed to stay in the race until the Democratic National convention the following year. After that, they were calling it pretty much a done deal for hillary. History shows that wasnt the case. One year out and it is still any man or any womans race for the taking. That is it for this edition of matter of fact. See you back here next week. [captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. We start with a ceremony that is both an important part of japanese culture, but also an art form itself, the japanese tea ceremony, which many of us have probably seen but have not truly understood. It is a deceptively intricate ceremony. We will look at the cultural, historical aspects, and what it takes to perform the rituals with chado urasenke, san francisco. Then we shift from ceremonies involving tea, to one involving korean food, specifically kimchi. I know many of us think we know about kimchi, but its not just a food. Its a traditional way of preserving vegetables, a custom that is a big part of the culture. We will explore the tradition and give you a demonstration
