Police there releasing this photo of the suspect holding a rifle, saying the shooter is still on the loose after going on a rampage at multiple locations, including a bar and a Bowling Alley. Again, the suspect is not in custody, and police told people in the area to stay inside and off the roads. Lets go straight to nbc news correspondent liz kreutz now with more. Liz, what else do we know . Lester, this is an actively evolving situation right now. An as you mentioned, we have learned that at least 22 people have been killed. Dozens of people injured in this shooting. And Law Enforcement saying that the shooter went to three different locations. One of them like you mentioned a Bowling Alley. We were looking at pictures of this Bowling Alley online. It looks like a place that families, children could be gathering at. We know that the atf in boston is now responding, and Law Enforcement have released this picture here of a gunman holding that firearm in dark pants, brown shirt. Theyre asking people to take a look at this picture to help identify this suspect because there is a manhunt under way right now. The gunman remains on the loose. The city of lewiston and the surrounding areas have now issued a shelter in place order. They are telling people to stay inside their homes, to lock their doors. The governor of maine says she is actively monitoring this and is telling people to heed that warning, to stay inside. President biden according to a senior white house official has also now been briefed on this. And so, again, residents on lockdown right now from this shooting lewiston, about 45 minutes north of portland. We know also that police have released images of a vehicle they believe is also connected to this shooting. So a lot unfolding right now as we continue to monitor another shooting here in the u. S. All right, liz, let me ask you to stand by while i go to the phone. And nbc news chief justice contributor jonathan dienst. Jonathan, anything your sources are telling you about who this person might be or what is motivating them . They believe they have him identified, and they are actively seeking him and the vehicle they believe he is driving. Weve been told that it may be a white subaru, but that they have a pretty good idea who this suspect is. And one source tells us that he may have a past criminal record. But as per motive, there is no indication as to why this shooting has taken place. In the bulletins and briefings, various Law Enforcement agencies have received the death toll has ranged from a low of 16 to the more recent number of 22. That was put out by local police officials. So i have a range of fatalities between 16 and 22 dead. And the numbers injured is also a range. Weve heard dozens, as few as 30. As many as 50. And that there may have been two or three locations, a Bowling Alley, a bar, and either a walmart or walmart distribution center. Again, this is at lewiston, maine. Bates college is nearby. A large syrian immigrant population is in that city. A former industrial city. But as for any sort of motive, obviously in the front of everyones mind, is this in any way connected to the tension in the middle east. We have absolutely no indication of that at this time. Obviously, the number one focus now for Law Enforcement, federal and local is to track that suspect, track that vehicle hes in to stop the shooting. But, again, a range of victims, anywhere from 16 to again local police are saying its as high as 22 now, with dozens injured. A range of injuries, 30 to 50 people wounded by this armed suspect with a long gun. Again, we are told from Law Enforcement they do have identity on him, but they have not put that out publicly. Its difficult to just digest all of this happening in realtime. The sheriff there lewiston, maine is asking people to stay in their homes. Whats the protocol from your perspective of what theyre trying to do right now . Well, first of all, the sheriffs are absolutely doing the right thing. Unfortunately, this suspect is at large, which could injure anyone. Theyre putting together a task force plan, a largescale operation. Hes killed from 15 to 2 fo people. Dozens of other people are injured. Large caliber rifles. If you look at the way he is dressed, theyre weighted down with im certain he has that same stare as other mass shooters. There is nothing on his face except for utter contempt for anyone all right, michael. Youre saying some really interesting things. Youre breaking up in terms of our audio connection. Were going fix that connection. Well get you back in a minute gwynn. This giving us perspective whats happening right now in maine as they continue to hunt for that suspect who has killed at least 22 people right now, confirmed by nbc news. A hospital there is dealing with the mass casualty event. Well get back to mike until a moment. But we do have some other headlines here at home. More passion and anger stemming from the hamasisrael war. Hundreds of uc Berkeley Students walking out of class today, calling for solidarity with palestinians. Palestine will be free palestine will be free, theyre demanding an end to israels siege, what they think of the gaza strip, and calling for the u. S. To halt military funding to israel. Things got tense when one student was assaulted at this rally. The University Says some people tried to grab the victims flag and backpack and ended up hitting her with the metal water bottle. We really hope to create a space not only to disrupt the normal routine and call attention to whats happening, but also to educate people. So we have a number of speakers from fact utility, students and Community Organizations that will be talking about whats happening, whats going on. Because we recognize a lot of people have no idea. Overseas, israel continues to intensify its air attacks on the gaza strip. The humanitarian crisis is growing more dire each day. Some members of the United Nations Security Council are calling for an immediate ceasefire. However, the u. S. Stopped short of doing. So the u. S. Is now publicly urging for humanitarian pauses. So not quite a ceasefire, but a pause to help get civilians out of harms way. Another headline that we are watching, whats causing oaklands issues with 911. A pair of councilmembers in oakland are demanding the city staff to get to the root of this problem. As weve been reporting extensively, oakland has the second worst 911 response times in the state of california. Now two councilmembers are requesting information from the city about why that is, and they want an action plan. That push includes a resolution from Councilmember Dan kalb that directs the city to report on whats being done to specifically recruit retain dispatchers. Candice nguyen sat down with kalb about his actions after his office heard about people waiting 10 to 15 minutes on 911. I have never been aware of it being this bad. Ive never heard the stories ive been hearing over the past several months. One thing i heard about that happened in the past couple of years that im really baffled about is we used to have what we called continuous recruitment. Where were continually recruiting more and more 911 dispatchers. I was told some time in the past couple of years that was taken away. We also reached out to the city of oakland. Thats the latest count after a man opened fire at least three fferent locations. Among those locations, a Bowling Alley and a bar. Here is what we need to know. That gunman is still on the loose. This is happening in lewiston, maine. This is about 35 miles north of portland and about 60 miles away from kennebunkport. Its the second largest city in the state. The Sheriffs Department releasing these photos of the suspect and photos of the car they believe the shooter is using. People lewiston and nearby auburn, maine are being told to shelter in place. The local hospital saying its responding to mass casualty event. President biden has been briefed. Lets bring in now Michael Leininger back with us, a Security Consultant who has taught active shooting scenarios. Michael, nice to have you back with us now. I think weve gotten through your audio here now. If you can kind of walk through again what theyre looking at, just from the photos what theyre seeing and any clues they can get here. So what theyre looking at is very obviously a dangerous individual, heavily armed, semiautomatic, possibly automatic large caliber rifle. Large capacity magazines. If you look, he is wearing tactical pants that are heavily laden down with additional magazines. He has the stare that is atypical of active shooters, which makes him the most dangerous man in the city now. And the Additional Resources being brought in are for tactical reasons. They need to be effective. They need to move rapidly, and they need to contain him and capture him before he hurts others. Three separate locations and the fact that he has been able to escape makes him extremely dangerous. Michael, weve sadly done this with you so many occasions, talking about a mass shooting situation, but usually, i cant really think about the last time where the suspect has been on the loose for so long. This started to unfold about 90 minutes ago. Are you surprised that after throw separate location, 22 People Killed, that they dont have an idea or not on him already . It is surprising. Its also surprising that he didnt wait for Law Enforcement to kill him, to engage the Law Enforcement, or that he didnt commit suicide on his own. So he stepped outside the classic picture of what we think is an active shooter, which again makes him even more dangerous. Hes prepared to gone on. So well have to see how this resolves. Whether they contain him, he selfsurrenders, or he commits suicide. It all remains to be seen. While he is loose, having everybody off the street and allowing Law Enforcement to do what they need to do is imperative. And whats the public response . Or what isceme telling public right now . Because right now its a little after 10 00 in maine on the east coast. Everyone is at home, terrified in these communities. Absolutely. You know, people are locking their doors. Theyre closing their windows. Theyre turning on their alarms. If they have firearms, theyre grabbing them. Theyre keeping their families close. And until this suspect is apprehended, they wont be sleeping well tonight. And thats completely understandable. Again, this is outside the norm. Law enforcement has brought in atf, which was a wise choice. Theyre experts in firearms and tactics, and theyre doing, from what i can gather, theyre doing everything humanely possible to catch this guy. But he is mobile. He had a plan, and thats also somewhat of a surprise. Normally its relatively simple. Somehow he has been able to execute that plan, and again, he was quite prepared for this. You can see his demeanor. You can see the clothing. You can see the weapon. You can see the additional rounds. He was prepared. And he was also prepared to move forward. Its chilling just you describing this from your professional point of view having dealt with this as part of your career now. What about the hospitals . What are they facing . This is not a big town. I cant imagine the hospitals being very elaborate here in terms of the scale of what they have to deal with here. No. They clearly are overwhelmed, and theyll be needing to transfer patienters to hospitals via helicopter as as soon as possible. This is an all hands on deck call. Other hospitals im sure they had mutual agreements, and theyll be transferring patients there. Im sure the 911 system is overwhelmed. People are concerned about their friends, their families. Theyre trying to contact each other to see where theyre at. This is going to be controlled chaos for a bit. And then hopefully they catch him just as soon as possible. But for now, this is a very tense and extremely dangerous situation for all involved. Yeah. It just feels tense even out here in california watching this unfolding. Michael leininger is with us, our Security Consultant. Final question before we let you go. Your information is so valuable. This is not a big area. Were talking about hospitals. What about just getting Law Enforcement into this area . Its not a big metropolitan area. How long does it take for a mass load of fbi agents and other departments to converge here . Depending on their location and their mode of transportation, they can actually assemble in less than 30 minutes. They have tactical teams that are extremely mobile and very efficient. And im sure that theyre already on the ground there. Its a question of this has to be an organized effort. People have to be on the same channel. They have to understand the operational plan. And it has to move forward very effectively. And even though it seems like a small area, when you have a situation like that, it takes on a larger than life scenario, and thats what theyre faced with. Again, this is dynamic. Its dangerous. And they are doing everything they can to find this guy. And because its night, also he has the cover of darkness, which aids in his ability to evade Law Enforcement. If its daylight, you can put a helicopter up there and clearly see this guy. Now if they can find him and they can illuminate him with the helicopter, that changes the situation. But for as of right now, with what we know, we know that he is on the loose. He is extremely dangerous, and from what we know to this moment, Law Enforcement does not know where hes at. Im sure theyre tracking down leads, family members, friends. Theyre very busy. Yeah we do our reporting from our nbc sources that Law Enforcement does have a good idea of who theyre dealing with here. So hopefully they do have some leads going. Well, youve got to believe some are going to be upset with him, thats for sure. The fact is that hes doing things that theyre not. Other california governors have made trips to china, including arnold schwarzenegger. Whats the goal here for newsom, aside from politics, but maybe for business . Well, officially, the idea is to go ahead and see if we can continue the close relationship. We know that Governor Newsom sets a bar when it comes to Climate Change. China is far behind.
