Distancing that led to a serious outbreak of covid in california prisons. San quentin and marin county have 1100 active cases including 800 in the past two weeks. That outbreak was precipitated by a transfer of more than 100 prisoners from chino and almost a quarter of them tested positive once they arrived at san quentin. Now the transfer of inmates from san quentin to a prison has triggered an outbreak there. The facility houses inmate wild Fire Fighting teams. We are now at a point of crisis. And Crisis Management must step in. Reporter the plan for san quentin Going Forward is tense will be used for clinics and some housing. They will set up a field hospitalen seton medical ce in daly city. Another part of the problem has been a lack of testing. At first there were enough tests available, one refung to be screened. Temperatures are cooler compared to yesterday at this time. Now lets hear from governor gavin newsom. I make today as it relates to efforts to modify our Health Orders here in the state of california. I will go through a series of slides that layout our case, our argument why we feel its appropriate to make these announcements here today. And what the conditions are that continue to persist about the state of california that compel us to make these decisions. The bottom line is the spread of this virus continues at a rate that is particularly concerning. We are seeing parts of the state where we are seeing an increase and not only the total number of positive cases, but a significant increase in the total number of people getting tested that are testing positive, meaning the Positivity Rate is not just the total case rate is beginning to go up to a degree that obviously generate some concern. Consequence, we are doing everything we can to focus in on certain sectors of our economy where that spread is more likely to occur, where that spread can be potentially more concentrated. We mitigate that spread to the extent we can working with Health Officials across the state of california, not only here at the state itself but within counties large and small up and down the state, we have worked together to put out the following new guidelines in the state. Certain sectors of the state we are now requiring e inor operations due to the of the virus. This a wefer to as the county monitoring list for at least three consecutive days. I put out a list a number of days ago and we talked about 11 counties being on that list and increased to 15 a couple of days back. We referenced 19 counties that are on that list, and so all counties and i will give you the list of the counties in a moment that have been on that list for at least three consecutive days will be required to take the following targeted action. Guidance, by the way, action that we anticipate and expect will remain in place for at least three weeks. Again, i remind you that the framework we engage in is bottomup and not topdown. California as ive said in many occasions the size of 21 states and populations combined and as a consequence conditions and dynamics related to the spread of this disease in different parts of the state distinguish themselves from other parts of the state. When we talk about this dimmer switch we have talked about for many months and not an on or off switch but a dimmer switch based on local conditionsthat r the spread of this virus. Those 19 counties again that have been impacted by our action, these are the counties on the watch list for at least three consecutive days. Those counties large and small all up and down the state and remember california has 58 counties in these are 19 within the state, and these 19 represent over 70 of the population here in the state of california. With that, we have specifically targeted our efforts to close indoor operations, and i want to reinforce this. Indoor operations in restaurants, wineries and tasting rooms, movie theaters, Family Entertainment broadly defined by guidelines we previously put out, zoos, museums and cardrooms in the state. I should note in anticipation for questions that we have casinos in the state of california that are operating, tribal, sovereign nations. We are working very collaboratively as we do with the original stayathome order and working with the guidelines we put forth to allow them to make modifications to their operations so they could reopen in certain counties in the state of california. We are in deep conversations and will be making public the fruits of those efforts to at least get a rationale of understanding between our sovereign nation partners and the state of california. So indoor operations, this doesnt mean restaurants shut down. It means we are trying to take activities, as many activities as we can, these mixed activities and concentrated activities and move them outdoors which is a mitipread this virus. Not dissimilar, by the way, some of these actions as you have seen in other states across the country, again based upon our information coming back from our Health Directors and from evidence that has been grounded and provided to us all across the world and not just across the rest of the nation as it relates to the unique characteristics of being indoors for an extended period of time and airflow issues and prospect of increased transmission of covid19. We have as well made very clear our concerns around bars operating in the state of california. We had originally, and this was on sunday, put out guidelines for seven counties that prohibited our operations. We had recommended for an additional number of counties, seven additional counties, so a total of 15 counties we originally mandated or recommended for closure, with the addition of four counties on the threeday watch list and we are moving forward to close the operation of all of those bars in all 19 counties that i had just put forth. Additionally, we are concerned as we have been very vocal and candid about in the past about activities, concentration of activities on the state beaches. I was very grateful with an opportunity to engage with local Health Officials in Ventura County and l. A. County and elsewhere. Ventura and l. A. Are two examples where their local elected officials and Health Officers moved forward to make modifications in terms of accessing their beaches this weekend. The state of california has not mandated the closure of beaches this weekend, but we are modifying our Parking Facility operations and closing them to traffic throughout the Southern Region as well as parts of monterey county, santa cruz, in through the bay area on and up along the north coast all the way to sonoma county. That information is on our parts website, but that is the new mandate that we are putting out today. By the way, that includes consideration of modifications on some of our larger state parks where we have seen increased activity where people simply arent able to practice social distancing or physical distancing and those modifications are being made as well. In order to support the efforts and i reference the efforts in Ventura County and l. A. County and their desire at the local level, the determination to shut their beaches down, we in concert with those decisions thought it was appropriate for the state to do the same with the state beaches. That is the concentration of focus. We are local governments and are working with the state and they are driving. We will meet and match that request but that is only beach closures in those two counties with the determination they would be shutting down their local beaches. Thats modifications on beach parking. Thats on some of the beaches in the state of california we advance through the weekend. Its a holiday weekend, fourth of july weekend. Its a weekend that has raised a lot of concern from Health Officials. We want to remind each and every one of you that we want to be independent from covid 19, we have to be more vigilant in terms of maintaining our physical distancing from others and be much viretopes of being in situations where we are transmitting covid19. So we have worked with those counties, the 19 counties on a mandatory closure list and we have made it clear privately and now we are making it more abundantly clear publicly that we believe they should consider canceling some of their fireworks shows and presentations. By the way, a number of cities have done just that. L. A. , san francisco, even here at the cal expo and in Northern California in the Sacramento Region have already made that determination. They should not come as a major surprise. Others have already been making the announcement in this place, but again looking at the totality of the 19 counties with increased spread and concerned. We are trying to build around ork of being proactive this weekend and get us through fourth of july weekend in a way where we dont see a significant increase in spike in cases and a few weeks hence because we put ourselves and others in a difficult situation where the spread was more likely and not less likely. Accordingly, i cant say this enough and i sent it yesterday and the day before, a week or so ago, one area where we see an increase in transmission that is almost universally reflected in terms of the surveys and engagements with local Health Officials is on family gatherings. The things that are so often almost exclusively part of the tradition that is fourth of july weekend which is people coming over that are not part of your immediate household. Not just extended family members, but friends and having barbecues and having festivities and sharing time together. Understandable impulse particularly around fourth of july weekend and everything it represents to our nation, and clearly that spirit we appreciate and deeply respect. I think patriotism, at least in a covid19 environment can be expressed a little bit differently with consideration of our independence again from covid19 which needs to come with conditions and considerations on Wearing Masks and making sure we are physically distanced. I cannot impress upon you more the tendency to invite friends, neighbors over that you havent seen is there. Perhaps you have already done that. I hope you will reconsider those gatherings with people you dont live with not in your immediate household. So often is the case and i have said this again on many different occasions, that we come with good intentions and we come with masks and maybe wearing those masks at the beginning of that time together, but invariably after a few hours or a drink or two or after eating some food, the masks then are put aside and families begin to mix that havent seen each other in some time and the prospect of increasing transmission presents itself. Its about keeping you safe and keeping them safe and your friends, neighbors and family members and moreover just making sure we mitigate the spread and dont do harm and damage to the lives of those that we love. Again, as always, we have had a mandate for a consistent period of time as it relates to large crowd gatherings. Please avoid those crowds. We will do our best to try to mitigate people congregating and doing what we can to encourage Good Behavior. Not trying to be punitive. We recognize all enforcementin which is the default of 99. 9 of us. We want to do the right thing. We want to be responsible. At the same time we want to be respected. I deeply respect peoples liberty, their desire to go back to the way things once were, but i cannot impress upon you more that our actions have an impact on other people. There is a reason in this country we require seat belts. Theres a reason in this country we require helmets when you are on a motorcycle or a scooter. That is not only to protect you but to also protect others from behavior where you put yourself in a dangerous situation and end up in the emergency room and all of a sudden someone that had the opportunity to get that Emergency Care cant because that hospital is now on diversion and cant accommodate for an increase and flow. Thats the same argument we extend to wearing face coverings and the mandate on Wearing Masks. A way of protecting you and also respecting others in the process. In this community, the one we are trying to build. If there is any spirit on this fourth of july holiday weekend, it is the spirit of those that signed that declaration and what is the first word consecrated in that document . It was life. Please let us protect our lives and address the seriousness through which we must address this pandemic and the recent increase in the transmissions, as well as deaths related to this disease. And i say deaths because we lost 110 lives in the last 24 hours in the state of california. Please, i say this respectfully, dont convince yourself that somehow people are no longer dying and ive seen punditry in that space that the mortality rates of somehow dropped significantly, and there is some statistical evidence to lay claim to that, but there is also real evidence that lay claims to a counter narrative which is the hundred 10 lives torn asunder and torn apart and family members that wont be celebrating the fourth of july weekend with their loved ones this weekend because one of their family members lost their lives to this disease. Please do not take your guard down. Please do not believe those that somehow want to manipulate the reality that is demonstrable in those lives lost and families that have been torn apart because of covid19. I dont need to remind you of the thousands and thousands of others here in the state of california , hundreds of thousands around the rest of the country and the rest of the world whose lives have been lost to this disease. We are sober about that and i encourage you to be as well as you work through planning for your weekend festivities and consider the three bullet points we have here. Accordingly, i reference the issue of enforcement. Enforcement is a difficult one and i am not naive about that and not by any stretch of the imagination pollyanna about it. You have 40 Million People in the state of california and a 40 Million People turn their back on these guidelines and common sense, that is not something we can enforce. No one is naive about that. We can beat our heads against the wall and say i told you so, but thats not going to sit well and i dont want to do that with any of you. Accordingly, i will ask you to advance the kind of personal responsibility and personal behavior i think all of us universally respect about this nation and its notion of freedom and personal responsibility. I think we can exercise that in the spirit of our Founding Fathers in the spirit of this weekend and that declaration which was signed by them. That said, we have a responsibility at the same time to go after people that are thumbing their nose and particularly being aggressive and reticent to do anything. To not only not protect you as a customer as an example of a bar or restaurant or any other facility, but arent even protecting their workers. I think this is an incredibly important point that when we talk about compliance its not just mask compliance but compliance on health and safety in our meatpacking facilities. One should not have to put their life at risk to go to work as an essential worker. Thats why we have cal osha on the list and the strike team of seven different agencies and a handful we put on the slide, but seven different agencies as part of the strike team we put out in six regions in the state and we are cross pollinating enforcement in every sector. So cal osha is one of those sectors on health and safety and the alcoholic beverage control, abc is another bbc which is not up there are the peppers and cosmetology board who are part of these teams that will be putting out. Department of Consumer Affairs and business oversight, and again its more education. Im not coming out with a fist. We want to come out with an open heart and recognize the magnitude of some of the modifications and this dimmer switch and what it means to small businessmen and women and communities and to the economic vibrancy and health of our state and in turn, our nation. We want to educate and encourage and give people time to come into compliance which is the spirit that we bring to our enforcement efforts. At the same time, i made this clear in multiple previous occasions and we reserve the right because we have stipulated and conditioned now that local counties do their share of enforcement which is the lions share of enforcement. If the counties decide not to do that, that is their choice and they have that right to choose, and as a consequence we have a right as a state with the consent of the legislature and a budget i signed 24 hours ago where there are 2. 5 billion contingent upon Good Behavior. We want to reward Good Behavior. We are not here to be punitive as it relates to bad behavior, but if there is redundancy of bad behavior we want a fiscal consideration at the county level and then at the business level we want to encourage Good Behavior and were to mitigate and address concerns. If they legitimately present themselves and there may be issues that are unique and distinctive for your business in your industry or a particular part of the state that were considered by the Health Officials in either york county or at the state, and one should be open to argument and interested in evidence you can provide. Thats the spirit to which we engage. And also we want in that spirit of cooperation to have to weigh enforcement and twoway engagement. When people just thumb their nose and turn their back and put your life at risk or workers lives at risk, thats why we have rules and regulations and thats why we have laws. Why have rules . Why have regulations . Why have laws if you arent willing to enforce . One must be willing. Its targeted where there are abuses or redundancy of complaints and done in a collaborative spirit in partnership with counties and cities. I will just say this, the counties have been incredibly cooperative. I will thank county elected officials and county representatives for being overwhelmingly cooperative including Imperial County. Thank you for your leadership to the local elected officials in Imperial County and local Health Officers in extraordinary cio and chief administrative office, thank you for your willingness to engage in your support of our collective effort. Know that that comes with support always from the state of california and complements and i highlight their example because its deserving. Thats represented again by the vast majority of parts of the state of california. But, we also have a little more we will be doing in addition to what is on the slide which is we are going to aggregate in a more systemic way some enforcement here at the office of Emergency Services. Im pleased we have the director of the office of Emergency Services who is here as well who will talk more briefly about some of the stepped up efforts we are doing in terms of our collaborative approach to enforcement relating to rules and regulations in the state. Mr. Director . Thank you, governor. Just to reiterate and build on the governors points regarding enforcement, the primary effort moving forward is coordinating the strike teams here at the state operations center, and building on a partnership of education and information with our local Public Health departments, with our local business community, thats all you want to focus on initially. Of course as we see noncompliance opportunities and events that are taking place, we will have these agencies and departments that the governor mentioned leverage their regulatory authorities and enforcement authorities to enforce the public Health Orders that are in place throughout the state. This is important for local public Health Orders and the overall state strategy and this is an effort of safety and security, one of Public Health to ensure we are continuing to flatten the curve, continuing to keep our communities safe. These teams will be deployed throughout the various regions of the state. We have identified the six different regions of the state, focusing initially on 19 counties that the governor mentioned on the list. They are focused noncompliance issues. Then we look at things like licensing or business opportunities, how Business Operations are going, and in the case we need to force through citation or other kinds of action those entities, we can do that. This will begin today. We will be moving forward in the coming weeks throughout the state. In where we are trying to be as cooperative as we possibly can working with local Law Enforcement first, working with their Health Officials and looking at areas in the state you been watching the live update on our coverage can can use on cbsn bay area. The governor said the virus continues to spread her neck concerning rate and said any of the 19 counties on the state watch list should close indoor operations immediately and the new strike team will help enforce it. The watch list includes bay area count trees, and indoor operations include bars, restaurants, wineries and tasting rooms. Right now the state putting mandatory beach closures in place but there will be modified parking at state beaches on the governor said counties with mandatory closures in place should consider canceling firework show just to cut down on crowds and urges families not to gather with people they dont live with this holiday weekend.
