Thanks for staying with us on this monday morning. Thousands of americans with plans to travel overseas this summer have had to cancel their vacations. The reason, they could not get a passport. The state department has a monthslong backlog of passport applications. And now congress is getting involved. Christina ruffini has that story. Reporter getting a passport can now take up to 13 weeks, and thats partially due to the Record Number of people trying to go abroad. But its also twice the processing time as before the pandemic. And a lot of people dont realize its going to take that long to get their documents until its too late. This trip was everything to us. Reporter about a year ago Connie Raynor and vicky heller booked the european cruise of a lifetime, with 81 family members and friends. When did you guys actually get your passports . Three days after our ship left. Reporter but coordinating logistics for a battalion of buddies was easy, compared to renewing their passports. I just assumed it was quick and easy. Reporter it was not. Both women mailed in their applications perilously close to the stated 13week turnaround time. Realizing the documents might not make it they requested expedited processing. But five days before departure still no passports. The women even offered to fly to an inperson appointment anywhere in the country. But none were available. We contacted congressmans office, said what can you do for us. If my member of congress cant get this done, then who can, right . Exactly. Reporter theyre not alone. Across the country panicked passportless passengers are reaching out to lawmakers. I dont know whos in charge of passports at the state department, but i wouldnt trust them to take my lunch order. This is a basic governmental job. Reporter Oklahoma Republican senator James Lankford says his office has had to assign three fulltime Staff Members to passport duty. Is this the number one issue youre hearing from constituents right now . Yeah, i have about 250 open cases right now in my office. The painful part is they dont know whats happening to it. When you stick it in the mail you dont know where it is. Reporter lankford is proposing new legislation he says would help tackle the backlog including better online tracking, allowing the state department to surge staff from other departments, and expanding the number of inperson appointments. Do you think that 12 weeks is an acceptable turnaround time . It is a reflection of the demand. Reporter the state Department Says its already working to improve the process. This is going to be turning of a dial a little bit. Not exactly flipping a switch. Reporter but any potential improvements will come too late for many americans, whove already missed the boat, or in this case the cruiseliner. Is your advice to people just whether youre going on a trip or not just get your passport . Do not make payments, do not book that trip until you have that passport in hand. Reporter dont even make the reservation until youve got a passport . I would not. Reporter and next year americans traveling to europe could need an additional authorization on top of that passport. Starting in 2024 eu countries are going to require an online clearance. So be on the lookout for that as well. That again was Christina Ruffini in washington. Well, as the sale of electric vehicles surges across the globe, so does the search for the minerals needed to make their batteries. Some firms want to mine ocean floors, but environmentalists say that would be a disaster. Ben tracy looks at the controversy. Reporter it looks like something from a very lowbudget scifi movie. But this underwater robot could help accelerate a hightech future. Ev batteries as well as solar panels, Wind Turbines and even our smartphones are made with various metals including copper, cobalt and nickel. Miness around the world that supply them often have environmental and even human rights issues. But there is also a vast supply deep down on the ocean floor. How much of this stuff is down there . A lot. Roughly the same volume of nickel as the entire global terrestrial nickel resource. The second question is how do you get it. Reporter renee grogans answer is this. A deep sea mining prototype called eureka. So eureka is wow, weve got the solution. Reporter grogans company, impossible metals, is trying to solve the problem of how to harvest the sea floor without damaging it. Impossible because this is hard to do . Yes. Very much so. We need to be able to ensure that the ecosystem on the sea floor remains intact. Reporter on the canadian size of lake huron they lowered eureka into the water for a test run. So you guys put a little sandbox down there . Yes, exactly. Reporter we watched as its retrablthable arm driven by Artificial Intelligence plucked these rocks off the sand. They mimic the socalled noj yooulz that contain metals on the bottom of the ocean. It kind of looks like that clothing at the arcade when youre trying to get the stuffed animal. Is the idea this would only pick up the rocks that have something on them . Yes. The claws themselves are driven by the ai and saying take it, leave it, take it, leave it. Reporter the company would deploy a fleet of underwater vehicles each costing 5 million that can travel four miles down into the deep sea. Cameras and arms come live as they hover over but never touch the ocean floor. Only collecting valuable nodules that do not contain animal life. Sitting here today, can you say you can do all of those things with no qualifications . No, we cant say that now. The prototype is the first step along that journey. Reporter typical deep sea mining involves dredging the bottom of the ocean with giant robot shovels. That could soon begin if the u. N. Established International Seabed authority grants mining permits in whats known as the clarion clipperton zone, about 2 million square miles of the Pacific Ocean stretching from hawaii to mexico, rich with mineral deposits. In 2019 60 minutes showed how Companies Plan to collect metals there by essentially vacuuming up the ocean floor. That could destroy the habitat of more than 5,000 deep sea species. We have better maps for the moon than we have for the deep ocean. Reporter Douglas Mccauley is an ocean scientist at uc santa barbara. He says deep sea mining would crush marine life and stir up toxic plumes of sediment that could spread throughout the ocean, impacting fisheries humans depend on. Hundreds of scientists have come out against this. Nfrltsts groups are staging protests. And many major automakers say they dont plan to use deep sea mate materials. You cant try to save the planet by breaking the planet in the process. Those several years of mining are going to cause centuries of damage. Reporter do you think its possible to do this in a responsible way . To do it tactically with that kind of precision is going to be hard or perhaps even impossible. Reporter so if impossible is here and possible is here, where are you at . . Id say were about halfway along the path. Reporter renee grogan expects her Companys Technology to be deployed at commercial scale within five years, perhaps allowing them to revisit their name. Im looking forward to the day we can just take the rest off and look at that. Change the hey, i just got a text from my sister. You remember rick, her neighbor . Its ads say thanks for 1300 years of business. Theyve been serving customers since 718. To put that in perspective, thats 500 years before the renaissance, 700 years before columbus set sail, and 1,000 years before George Washington slept, well, anywhere. The Notre Dame Cathedral in paris is set to reopen next year after a devastating fire more than four years ago. The biggest challenge of the reconstruction project is the spire that towered over the city for 150 years. Elaine cobb reports. Reporter deep in the french countryside an iconic part of notre dame is once again taking shape as a crane lowers another piece of the puzzle in what will soon be a 300foot spire. Four years ago the world looked on in horror as notre dame was engulfed in flames. The cathedrals iconic spire, made of oak and metal, was swallowed by the blaze. Astonishingly, most of the church survived, but the 19th century spire was destroyed. Now teams of artisans measure, saw and chisel centuriesold oak to rebuild it to its original design. Combining the methods of the past with the tools of today. The timber came from forests across france. Only the tallest oak trees at least 100 years old were chosen. Now 285 pieces of that wood have been assembled in complex patterns to form the shaft. The architects call this the heart of the spire. In the next few weeks it will be taken to paris and placed on the roof of the cathedral as shown to cbs 60 minutes. The spire will be there. Reporter general jean gelain is confident notre dame will be ready to reopen to the public in 2024 as promised.
