Hillary clinton i dont care how many people running for president on the republican side try to demean immigrants, insult immigrants, cast aspersions on immigrants. Less than 24 hours passed between the revelation that more than 21 million federal personnel records had been hacked six times as many as previously disclosed, and the obviously forced resignation of the woman to led the office of personnel management, a breach even the f. B. I. Director described as potentially dangerous. John harwood joins us on this story. Why are we learning of the scope of the breach now . John i think o. P. M. Gradually, as they took stock of what happened by these hackers suggested theyre the chinese, i think they recognized it was much bigger than they said and thats one of the reasons why Catherine Archuleta had to leave, because you had democrats and republicans on the hill questioning both competence and their straightforwardness whether they told the full story early and once the news came out that it was 22 million people, it was the writing was on the wall, it was clear she had to leave. Gwen just yesterday she was on a Conference Call with reporters saying im not going anywhere. What happened in between . John i think the pressure from people like mark warner, democratic senator from virginia babra mikulski, democratic senator from maryland. Both virginia and maryland are chockfull with federal workers and when you had prominent democrats, members of the president s party, saying that she needed to go, saying this had been an outrageous violation, i think she finally got that signal that wasnt impressed on the Conference Call and the white house today at the briefing josh ernest said it was quite clear new skills were needed. Thats a sign the white house was not a bystander in this. They wanted this change made. Gwen weve heard 21 million this time, maybe four million earlier this year. Do we know anything about the sensitivity of the data breached and who was affected and who caused it . John we know it was not only federal workers but also family and friends of federal workers. The exact identities of which people were affected arent known. At the press briefing, a reporter asked josh ernest, ive applied for a security clearance to get my white house pass, was my data compromised and the answer was well, youll find out fairly soon because gwen i love reporters, what about me . John exactly. Notices are going out. It was believed this was not an attempt to reap economic advantage but more in the realm of traditional intelligence and that may contribute to how the white house responds to it but i talked yesterday to a republican member of congress who said the Administration Needs to be more out front publicly calling out china for this. Gwen who is responsible . You mentioned china but theyre not saying its china. Is there a reason for that . John i think for diplomatic reasons, unless you have an iron clad case, you dont want to say and once you do say, that propels forward some responses you may not have decided youre sure that you want to take. Gwen john thanks a lot and thanks for letting us borrow your digs for a little while. Congress has been wrestling with a lot of issues lately highway funding, education encryption technology, judicial nominations but what broke through yesterday was spurred by an incident hundreds of miles away. The murder of nine black church goers in charleston, South Carolina, which inspired the state to finally today lower the confederate battle flag that flew on state grounds outside the capitol in columbia. This is a story about action. This is a story about the history of South Carolina. And how the action of nine individuals laid out this long chain of events that forever showed the state of South Carolina what love and forgiveness looks like. Gwen the debate reached washington after democrats keeping an eye on the South Carolina state legislature debate occurring at the same time pushed back. This is simply outrageous. Its pastime for our nation to get serious about putting away not only these hateful symbols but ensuring liberty and justice for all its past time to take it down. Gwen House Speaker john boehner said he was ready for a conversation, but not yet a vote. Was this an example of how Congress Works these days or a distraction . Susan it was a little bit of a distraction. Theres far more consensus on congress on the restrictions of the Confederate Flag than the rhetoric on the floor would suggest. What republicans were trying to do, they passed with no opposition now restrictions to ban flags on grave sites on federal lands concessions and banning federal funding to purchase plans. No opposition. A block of southern republicans brought to the attention of leadership that in 10 states in the south there is something called confederate memorial day, an official holiday recognized in these states, a tradition often for the descendants of soldiers that served in the confederancy to put small Confederate Flags on the graves. Under existing Obama Administration policy, it is allowed to be down only on that day and is supposed to be taken down as soon as possible. A group of republicans wanted to have a vote to say that could still occur, that would not be banned. I think republicans columbusly clumsily handled the matter and it opened up a party who has quite frankly had weaknesses in racial policy matters and Race Relations and i think democrats saw this as an opportunity to hit republicans where theyre weak but i do not think that the intention of what they were trying to do was in any way different than what the position of the Obama Administration and what the usage and federal usage of the Confederate Flag should be. Gwen so the democrats when they came to the floor, and in their victory lap afterwards, said, listen, this was a secret midnight attempt to undermine or attempt to kill the Confederate Flag symbol. Representative ken calvert was considered to be behind it but thats not as shocking, not the way it played out. Susan it was shaped as sort of this dark of night decision that was made and when you talk to them about the amendment, they thought it would fail. The republicans coming from these states wanted to represent the interests of their states where this is still an official holiday and they felt it was done without a voice vote and they wanted to go on the record about the issue. It was not as pernicious as maybe some of the allegations on the floor were lobbed at republicans. The white house in particular, josh ernest, had harsh statement about republicans suggesting it was a party with long troubles with Race Relations and it forced john boehner to pull the bill on the floor saying we have to defuse the situation and have a broader conversation and find a way to vote on this because our intention is not racist or meant to demean anything that happened in charleston and hes on the record opposing the use of the Confederate Flag as are most leaders of the Republican Party. Gwen i want to get back to what john boehner will do about this but ask karen about this because it wasnt just josh ernest who decided ah, an opportunity to link all of these things together. It was also Democratic Candidates like Hillary Clinton and also where are republicans on the Confederate Flag debate . Republican candidates . They have sort of gone into it warily but you have, for instance, jeb bush, first saying they should do the right thing i did the right thing in florida when i brought it down. But then saying more explicitly, it should come down. Gwen then you also have people actually a democrat like jim webb saying hey, its a symbol. You have a number of them arguing it should be left up to the states but i think the tide of sentiment on this has been so stunning that, you know, again i think pretty much everybody is now pointed in the same direction. Gwen sue this isnt just about flags. Its also about other confederate symbols including statues commemorating the confederacy. Susan those symbols are a state issue. The mississippi flag is the only flag that uses the embrem of the Confederate Flag. Theres a resolution introduced that would require flags to come down. Changing the mississippi flag will be something the legislature talks about next session and theres also statues. In ohio, theyve voted to remove one of their statues a former lawmaker antiabraham link lincoln and putting in a statue of Thomas Edison so there are efforts afoot to take what states have seen as hurtful symbols of confederacy and replace them but there are members who are nervous about trying to blanket remove ugly history of the countrys history. Gwen john boehner has to figure a way to get an interior appropriations bill without that attached to it. Democrats didnt hesitate to link the fight flag over another debate about intolerance. In the end, two themes dominated this weeks 2016 campaign maneuverings. The one was money. Jeb bush raised a lot. The other was donald trump. Mr. Trump if somebodysan an illegal immigrant, they shouldnt be here at all. Gwen that is technically true but trump has refused to back away from his contention that these undocumented residents are mostly criminals, putting republicans in a bind. Jeb bush calls it a weird little controversy. Jeb bush this is a bizarre idea that somehow you can have affection for people in another country but not think the rule of law should apply. Gwen other candidates tried to distance themselves. Rig reagans 11th commandant, not attacking other republicans. I commend him for shining a light on an issue that the Washington Cartel doesnt want to discuss. Hillary clinton im very disappointed in those comments and i feel very bad and very disappointed with him and with the Republican Party for not responding immediately and saying, enough stop it. Gwen by the end of the week, republicans were not debating whether trump was hurting the party but how much he was and more important what, if anything, can be done about it. Karenaa karens been keeping track. What can be done about it . Karen not a lot. Donald trump thrives on two things controversy and attention, so to sort of push back on him is to do exactly what he is looking for. The second thing is, he is tapping into a real genuine anger and, you know, unease about illegal immigration in his party and this is were in primary season. The real thing that theyre worried about is not that he stays in the race and does this although they are worried about this, but that he leaves the Republican Party, takes all his money, and wages an independent Campaign Runs as a thirdparty candidate. As one prominent republican told me the thing everyones afraid of is that hes going to go ross perot on us, the Third Party Candidate who many republicans think cost them the white house twice. Gwen donald trump is not without his fans and this weekend in arizona hes got a lot of people lining up to see him. They cannot wait. In spite of the fact that the senator from that state has been, like whoa, could you stay away. Republican senator, i should point out. So what is it that donald trump is tapping into . Karen donald trump is tapping into, i think, a sense. Again, if you look at the polling and even polling among republicans, most americans and most republicans and even most republicans who call themselves conservative republicans think that the Illegal Immigrants who are currently in this country there should be some pathway to giving them a legal status, even citizenship. But there is a part of the Republican Base that feels uneasy both about what they see as too many people coming across the border but also the fact that sort of the whole system is out of control, that theres an economic unease that goes along with this, as well. So this is a small but very vocal and powerful part of the Republican Base. Gwen you wrote a story in the Washington Post about the head of the Republican National committee calling donald trump and telling him to tone it down which donald trump immediately said, thats not what he said, whatever. So what happened this week between the leaders of the Republican Party and donald trump. Karen the chairman of the Republican National committee called donald trump and they had a phone conversation and depending on who youre listening to, donald trump said it was very brief, we were told that it was 45 minutes in duration. Donald trump first said, you know, he was calling to congratulate me but he then called one of our reporters, bob costa, and acknowledged that at the end of the conversation he was asked to tone it down but he says, you know, ive got to be me. Gwen i wonder if he keeps his timer only when someone else is speaking. I want to talk to you about another piece of the political story this week and thats money. Jeb bush raised money in the first two weeks of his campaign at the rate of 8 a second and ended up with 113 million in the First Quarter including his super pac money, right . Karen this is on a scale weve never seen fundraising before and speaks about his ability as a fundraiser but it really speaks about the new rules for raising money because most of this money was not given directly to his campaign in regulated amounts. Of this 114 million 103 million was given to his super pac and these are these outside organizations, unregulated amounts of money so what we are basically this is the you know this is the biggest number weve seen but everyone whos a serious contender in this race is coming in with some very big numbers. Gwen how does that compare to what we know about what Hillary Clinton and her associated friends have raised . Karen at this point it looks like jeb bush was raising money about one and a half times as fast as she was. It looks like shes going to have more than twice as much cash on hand in the early going as the second biggest fundraiser in the republican race that we know of so far which is ted cruz. People expect marco rubio to come in at maybe 30 million. These are sums that gwen why is it that amount of money raised at that fast a clip isnt scaring people out of the race . It seems we are getting new candidates every week. Karen because all you really need to do is find a few people willing to give up half the price of a yacht this year and youre in. Gwen half the price of a yacht would be 10 times the amount i would ever give to a president in any campaign because i havent got it. Finally tonight, the waiting game in vienna continues as deadline after deadline passes. The latest just today. Secretary of state john kerry, broken leg and all wavers between optimism and pessimism attempting to broker a Nuclear Agreement with iran. So far no dice. Secretary kerry we are not going to sit at the negotiating table forever. We also recognize that we shouldnt leave because the clock strikes midnight. Gwen earlier this week, the president put the chances of reaching a deal with iran to avoid additional sanctions at less than 50 50. In congress, pessimists are growing more vocal. Iran by all accounts still isnt serious about abandoning its Nuclear Weapons program. When will the president and negotiators stand strong . I think its time for the administration to come back to earth. Gwen will it take another deadline for the final shoe to drop and do deadlines matter anymore, yochi . Yochi we need a different word. When you set something that doesnt matter thats aspirational and you keep doing it deadline doesnt apply. You should say goal or hope. What i was struck by was that john kerry kept using the phrase artificial deadline. As if it came from nowhere. It came from negotiations that first said june 30, june 9, june 10, now june 13. Gwen deadline only matters when you have achieved what you wanted but if you havent achieved it, its ephemeral. Yochi and it was imposed by someone other than yourself gement what are the sticking points at this stage . Yochi they keep saying its a small a couple of areas but theyre gigantic. One is inspections, will iran have to open up military facilities to u. N. And u. S. Inspectors. It is believed the bases are where Ballistic Missile testing was done and they need access and iran doesnt want to provide it. The other is u. N. Sanctions on iran affects conventional weaponry so tanks and machine guns, iran wants those things called off and u. S. Says no. Gwen iran calls it a web of sanctions, like its a constraint they cannot accept. What are they talking about . Yochi were in a weird moment because boehner, others who oppose the deal, say leave the table and leave the sanctions on but then iran continues to enrich uranium so if were worried iran is closer to a nuclear weapon, if they continue enriching without a deal, theyre closer to the day. Gwen when john kerry says there has been important progress made, what does he mean . Yochi what he means, two issues that have been in contention, one, when do the sanctions lift . For a while the Supreme Leader said they would be lifted the minute the deal was signed and now theyre saying over time and the other is the enrichment level, the amount of enriched uranium iran could have. Theyre closer than they were and the number of centrifuges iran could have, theyre closer than they were but the gaps are significant and substantial. Gwen who in congress is for this deal at this point . That is a very good question. I would say on the whole, you have more skeptical optimists in the Democratic Party who want to see the president secure a deal and think, as yochi said, that some deal will be better than no deal, that some guarantees will be ok. I would say from the republicans in control of congress, bob corker, Lindsey Graham has been vocal, theyre skeptical a deal will be reached and if and when it is, Congress Passed a law to give itself a role in the approval process of this so if they do achieve something in the short term, were going to see this debate flip over to capitol hill where Congress Said they wanted a say in this but will they really want the role to try to vote this down . Gwen in fact, by blowing through the last deadline, Congress Gets a lot longer to look at this, right . Yochi missing july 9 actually mattered because the legislation in question was, if they had it by july 9, congress got 30 days. Congress was in recess so congress had no time. By missing it, congress has 60 days. Theyll be back from recess and will have at least a month. So this deadline, losing the word loosely, missing it does have significance but at this point now that theyre at july 13, god knows when theyll keep going, now its just let it play. Gwen not just the u. S. And iran at this table. There are also the p5 partners, other european nations. In whose interest is it to walk away . Whos closest to getting up and throwing up their hands or are we dealing with people spinning us in these negotiations . Yochi p5, a lot of them want to go back to witness iran. They dont want to have to enforce sanctions. They have existing deals that were in place before sanctions and deals they want to put in place now russia china, they want no part of this and want to go back to doing business. Same situation with france. The longer this goes, the more isolated the u. S. Is. Gwen a whole lot of distance into getting something done and a lot of people to criticize if they do.
