Thank you. Welcome to outside source. Coronavirus is tightening its grip on europe. More than 30 thousand new cases have been reported in one day in france. The french policeave rated the homes of the ministers, part of an Ongoing Investigation over negligence of the pandic. In the u. K. , the government puts half of its population under tighter restrictions, including london. Manchesters mayor says that his city should not go to the highest level. This is an important moment. Manchester will stand firm. We are fighting back for fairness and for the health of our people. Kamala harris has canceled her travel plans after one of her staff tested positive for coronavirus. One man out jogging in utah survived this terrifying encounter with t cougar. Lets begin in europe as it battles the second wave of covid19. Millions of people are facing stricter measures and infection rates continue to rise. The Czech Republic, sweden, and th netherlands, but first, france, which recorded the biggest jump in cases, over 30,000 from 22,000 on wednesday. Homes were rated of senior politicians as part of an investigation on their handling of the pandemic. The home of the Health Minister was one of them. According to french media, he is also under investigation, as well as his predecessor and former Health Minister. This investigation centersn alleged criminal negligence, something the government strongly denies. [speaking foreign language] each of you will understand that it is not for me to make comments on decisions made by judicial authorities. Absolutely not. [speaking foreign language] however, i can respond to your other questions on the trust that i have. Know that it is absolute. I need to call to mind that in the judicial component, which is unknown to me, he enjoys total presumptuous presumption of innocence. He has been on the job for several months. Morning, noon, evening, night, weekends. I bear witness. He is always at the forefront. Always. He is making use of all of his time and great competence and he is an asset to our country to deal with this Health Crisis that confronts us. For more on this, here is our repoer in paris. This is part of an investigation that was started back in july by the court of justice of the republic which can look into misdemeanors by ministers on the course of their duty. That investigation was set up following suits filed by concerned citizens, doctors, relatives of victims of covid who said that they believed that the government was responsible in some way. That Senior Health officials worse were responsible of criminal incompetence in their handling of covid. They would point to things like the lack of masks, tests. Masks we know that stocks of masks were destroyed leading up to 2020. Why did that happen . We health staff exposed to unnecessary risks . To the people launching these complaints, the answer was yes and the government has knowingly in their view had made mistakes and failed to take steps which were necessary. It is a long way before this goes anywhere and it may go absolutely nowhere. But the complaints were filed. Last night, france announced new measures to contain the virus, reimposing a state of Health Emergency and introducing nighttime curfews in major cities. Today, we got more detail on what this means in practical terms. [speaking foreign language] since the entire country will now be placed in a state of Health Emergency, these rules that will apply everywhere are as follows. All private parties such as weddings, or student parties, held in party halls, multipurpose halls, or any other establishment open to the public, will be prohibited. [speaking foreign language] this will affect 22 Million People. The curfew will run from 9 00 p. M. To 6 00 a. M. Police officers will enforce it. This is the reaction of the mayor of paris. [speaking foreign language] curfew measures were announced yesterday as the mayor of paris, i will go along with the decisions of the government because i do not want to add to the crisis and chaos and so on. Having said that, i hope these measures will prove efficient in slowing the epidemic down. The Czech Republic has the highest infection rate in europe. Within 2006000 p 206,000 patients in hospitals. Officials here are building a makeshift facility to get 500 and two beds extra beds. Neighboring germany has intensive care patients. And this morning that coronavirus has lost none of its intensity. It has in some parts become more dangerous. In italy, it is shutting down schools until the end of october. Italy has recorded cases in the last day. More than a thousand rain compound more than half of the population in england are facing tougher restrictions this weekend with several parts of the country, including london confirmed today, moving to a higher alert level. Here the Health Secretary on what here is the Health Secretary on why. This is the only way to protect lives and livelihoods. We must act now. Delayed action means me deaths from covid, more noncovered deaths, and more economic pain later because the virus comes down slower than it goes up. From saturday, the eight point nine Million People in london will not be able to visit people inside each others homes. We know infection rates in some parts of the city are rising and the mayor has been pushing for these tougher restrictions. Heres his warning. The later we take the necessary steps to slow the spread of the virus, the more severe these steps will have to be and longer in order to drive down infection rates. No matter how much some people want to pretend otherwise and bury their heads in the sand, the truth is that the Health Crisis and the economic crisis are intricately linked. Getting the virus under control is the only way we can protect lives and our economy. There is simply no other option. That is the mayor of london wanting tougher surgeons. But that is not the truth for manchester. They are moving the regions of the highest alert level. Heres the mayor of Greater Manchester on why. T is wrong to place some of the poorest parts of england into a punishing lockdown without proper support to the people and businesses affected. To do so will result in certain hardship, job losses, business failure. It will cause harm in a different way to Peoples Mental Health and it is not certain to control the virus. Last night, the deputy chief medical officer told eaters that to bring the infection rates leaders that to bring the infection rates down would require widespread closures beyond pubs to stand a real chance of working and that would have to be done in tandem with other neighboring rions. Even then, it would not be certain to work. Heres the point. The government is not giving city regions like ours and liverpool city regions the necessary financial backing for full lockdowns of that kind. There are three tours tiers. The highest alert level for mahester. Pubs shut, different households will not be open at all. Where this whole situation these the government. It is the government that wants to take a regional approach to lockdowns in areas where the virus is most prevalent and try to soften up because they had a medical briefing. One of the stars of the press conferences, but people were saying that is fine, we know the virus is going up. Crucially, it was a Scientific Advisory to the government itself that closing for hospitality will not have a marginal impact on the virus. What has been interesting is that in the Greater Manchester area, a political consensus is forming between the labor mayor and some of the regions conservatives. That the government should not be imposing these tier three restrictions on Greater Manchester in this way. There is that push for more generous financial packages. There is also some concern about the restrictions themselves and whetr that would further damage the economy. Next, we turn to the u. S. Election campaign. Kamala harris has suspended traveling until sunday after her Communications Director sted positive for covid19. The Biden Campaign says another member of her campaign has also tested positive. The better news for them is that neither Kamala Harris nor joe biden have come into contact with those individuals with a lasting four hours the last 24 hours. It is concerning whether the virus will spread to anyone else in the campaign. The white house has had to deal with this, but the white house was cavalier about the preventative measures. This will be a real test to see if the biting campais efforts Biden Campaigns efforts will prevent the type of spread the white house faced. Another story in the u. S. That continues to flareup is how social media platforms deal with content that they feel is incorrect or inappropriate. Twitter and facebook made decisions to restrict access to this story in the New York Post. It is the first time a social Media Company has proactively blocked something from the mainstream News Organization the stor in question was provided to the post by dond trumps lawyer Rudy Giuliani and alleges a direct between joe biden and joe bidens sons business dealings in the ukraine, including emails purportedly from a laptop owned by hunter biden. But there are a number of major holes in the story which is why twitter and facebook are both restrict and how it is being shared. The images contained have personal information like emails and phone numbers that violate our rules they went on to say that if these Materials Included are violations of our hacked materials policy. The White House Press secretary it said that her twitter account was suspended, saying that it was censorship. Donald trump turned to the issue and rallied in iowa last night. Kaylee, shes a great. They closed down her account. She is the White House Press secretary. Because she is reporting the truth. This is interesting. Twitters ceo tweeted that it was unacceptable that the platform blocked users for linking without explanation for the decision. Admitting that they did not handle it directly correctly. There is increasing pressure on social media sites to tackle misinformation in th build to the u. S. Election. That is whye have seen tweets posted from trump and Biden Campaigns. This is a whole diffent thing. This is about the spread of a mainstream news article, which people are questioning, but nonetheless is bng seen as a step forward. Facebooks action was less surprising because they tend to deprioritize stories until they have been checked by thirdparty Fact Checkers and then they allow them to be shared more widely. Whereas twitters decision to label this as something that is harmful, do not click on it, was taken very badly by a number of republican supporters, not just those really ardent protrump supporters, but also moderate republicans who said that this was twitter and facebook overstepping the mark. Twitter went on to explain that this had to do with privacy and the article included details that reached their terms in terms of sharing either contact details, but also that this was about hacking. The concern that this information had been done through hacking and they do not allow information like that on their atform. That explains the concern from the commentators. Only have talked about hacking in the past, there is a foreign dimension to this. Is there a foreign dimension to the story . That is t case with a number of campaigns in the buildup to the selection, but it is something that we know has happened in the past. Russian actorsave an involved in hacking operations which have produced information that people fear could have interfered or impacted voters and the election. I think that explains the kneejerkeaction from twitter, but nonetheless, you can see that this has led to another escalation in this battle, n only between social media sites and this information on their platforms, but also between twitter and trump. It will be interesting in the weeks ahead to see how they continue twitter has apologized in this instance, but whether they draw the line and what responsibility do they have in terms of tackling lyrical misinformation in particular . The Biting Campaign denies that hunter biden never met this russian representative, but trump described the New York Post is a very fine newspaper and sa this at the rally in iowa. We can see clearly that biden is a corrupt politician who should not be allowed to run for the presidency. Heres more from anthony in washington. Four years ago, donald trump leaned heavily on the Wikileaks Revelations about hillary clton and the emails to paint Hillary Clinton as corrupt, and i think he is trying to reprise that again this time talking about joe biden and his sons lobbying connection saying that his son influenced joe bidens positions on the ukraine. The documents in this New York Post article, they are not even a smoking gun in as far as to give evidence that joe biden even communicated with any of Hunter Bidens ukrainian contacts. Donald trump is again trying to use this to be. We are only two and a half weeks away from the election, so it is a little late things i have an impact, particularly because the American Public has not seemed that interested in the story over the course of the past three months. They are much more interested in Donald Trumps family and the coronavirus and the economy. Unless there are more revelations to come. In a few minutes, we will take a look at europes outlier when it comes to the pandemic. Sweden. And examine how its different approach is working out. Lets turn to the protests in thailand. Bangkok is seen another day of demonstrations. The thousands of prodemocracy supporters have turned out and marched to the city, demanding all despite of decree to ban large gatherings. This first day of the protest ban is not going well for the authorities. [speaking foreign language] one of the few leaders led the crowd in a chant of, we are not afraid like a lot of people here, he believes that what happens next largel depends on the king. Do you think the king is listening to you . [speaking foreign language] i cannot answer that easily. We would like his majesty to adjust himself. Do not in the future, we want the monarchy to live in harmony with the people. We are here in the bbc news room, our lead story comes from france regarding the big jump in covid19 cases of more than 30000 and actions in the past day. Every week, we produce a video from the website that looks indepth that would one of the at one of the main stories of the week. Returning to kevin 19. Swedens approach to covid19 has been demanding our attention. In late september, we must recognize that sweden out the moment has avoided the increases being seen in some western europe. We will be very keen on hearing more from the swedish approach. What is it . Many countries when its a lockdown in march. Sweden did not. It pursued voluntary social distancing, encouraged a range of things, working from home, Table Service and bars, and that advice rested on the assumption that people feel like this. We in sweden trust the authorities and if the Authorities Say stay at home please and work from home, we do that. They did not need to say, you need to go on a lockdown. Swedens focus has been on people voluntarily managing their contact with others. Relevant to that is the role of the super spreader. This epidemiologist says that sweden understood this. A lockdown would be too much. You need to look at super spreaders and limit them and that is basically what sweden did. The only really intervention they did was to say that the max is 50. How we assess it my we need to look at how the numbers compare. Swedens total death per capita is higher than most european nations. Second, when it comes to the total number of cases per capita, both norway and the u. K. Have lower figures than sweden, but spain and france have higher. Third, while sweden has avoided so far and autumn surge, its infection rate is higher than norman norway and germany and it is rising. It is not a clearcut Success Story and there are other issues too. Some say it is a misjudged plan to obtain her immunity, something strongly denied. Swedens approach depends on Vulnerable People shielding and sweet and sweden acknowledges the failure to protect care homes at the start of the pandemic. But the men who devise swedens approach angst in the longterm it will work. We in sweden have always had the same regulations in place. The same recommendations and advice. They still apply. A longterm perspective is easier to follow. At the heart of the approach is the idea of social contract. It requires trust between people and national decisionmakers. There is nothing in the data to show that sweden is definitely getting it right, but the emphasis on trust is relevant. You may have seen these pictures in the last couple days and they are pretty terrifying. No this ishat happened when a utah man bumped into a cougar and her cubs when he was on a run. He started filming as the cat confronted him and started pursuing him. The chase lasted six long minutes. It only ended when he threw a rock at the cap. He took his footage moments later. Oh, damn it. Ok. Yeah, so that just happened. We can speak to kyle burgess. It is an extraordinary video. Tell me about the moment you realized this cougar was paying you close attention. Honestly, once i came up on the baby cougars, i didnt know they were baby cougars. I thought they were just some other wildlife out there. I have seen bobcats before on the trail. Once that mom cougar came around the corner, i knew it was a different situation. It looked scary. Very scary. I never encountered a baby cougar before or even a mama cougar, so it was a new experience for myself and everything i did and backing up and aching myself look big making myself look big and yell, it was a mix of fear and excitement at the same time. I have to ask you what everyone is thinking. Why were you filming this in the middle of a terrifying experience . I was already filming for those baby cubs that i first originally thought were bobcats, but once i saw mama come out, i just kept going. A set if something does happen to me, i better have it on film, right . This goes on for five or six minutes and that is when he reached for rock. Correct. The reason it went for a long time was because the mama cougar didnt want anything to do with me next to her cubs. She was doing what she was supposed to do. To protect her cubs. I went back and back and back before i decided torab a rock. You throw the rock. Did i give you enough breathing space to make your way away from the cats . Oh, yes. Once i throw the rock, it startled her enough and she left. I bent down and said, whoa, so that just happened. I was so surprised and did not really know what to think. You navigated that very well. I am glad im glad you are ok as well. Thanks for having me. That is the man who filmed it and fortunately survived the situation as well. Thank you for watching outside source, we appreciate it.
