Oakland is joining that growing list of School Districts that are saying were not gonna be open for a few weeks because they just believe that the risk is so great that they dont want to have hordes of students in close quarters. Skyline high school junior, sam ivy, having been told his school will be closed for the next three weeks left midday because classes were already essentially shut down. I have two classes left. My teacher is sick. I talked to my fifth period teacher, he said were not gonna be doing anything in class today because hes trying to create a lesson plan for the next three weeks. Reporter this is aggravating for an advanced placement scholar. Weve gone through teacher strikes, we have had to shut down because pg e power outages. We had to leave because of smoke conditions. In the span of the few years ive been at this school. Now were losing three weeks based off of covid19. Reporter the district superintendent and its teachers feel the Community Spread is becoming just too dangerous. It is likely the community will be seeing many more cases of covid19 in the coming weeks and months. In fact within the last hour, the Alameda CountyPublic Health department confirmed four new cases of covid19. The teachers of oakland, oakland education full station, we are with you, oakland community, oakland students, oakland family. Reporter even after the shutdown which potentially could be longer, education will simply have to change. During this time our staff will use work time over the next couple of weeks to plan, prepare, and train on how to operate schools during this pandemic. Reporter oaklands mayor said there will also be other shutdowns. We also will be closing our senior centers, our libraries, our recreation centers, and our headstart centers, beginning on monday. What it does, you talked about the stanford act, and that gives them the authority to open up the declaration of National Emergency. Whats happened, in california it is already activated. Thats the state Emergency Operations center in sacramento. Thats open because of the ship that they have been dealing with people. The hospitals, its gonna be new for them. They have to get the Emergency Operation centers up and operable. The picture will be that fema will partner with some of stateand local agencies. Theyll have what they call infinite management assistance themes which will go to the state capital. Theyll partner up with the state officials. Then theyll have access to all federal departments. We dont know what this looks like in terms of the needs down the road. We can anticipate, and thats part of what he tried to do in terms of the declaration. The hospitals, if you need more doctors from out of state, bring them in. Were gonna waive the licensure requirement. Theres limitations on how long a patient can stay in the hospital. Theyve waved some of that. Theyre trying to have the capacity within the hospitals in case its needed. In contra costa county, i was talking to one of the board of supervisors, and she told me that they declared a state of emergency there. And theyre gonna beef staffing up with the hope of getting reimbursed by the state and federal government. Will some of the money the president is setting aside be able to cover those issues . It sure will. Thats part and parcel to the declaration. Theyll share those costs 75 25. So the state and local government will pay 25 of the cost, and the federal government will pay 75 . Thats for emergency medical care, facilities, setup, transportation, xrays, temporary facilities. Water, medicine, supplies, wear cads, all types of things. You were talking about easing the restrictions and rules on hospitals and me professionals. We do have another sound bite from the president. The authority to waive rules that severely restrict where hospitals can care for patients within the hospital itself. Ensuring that the emergency capacity can be quickly established. Well remove or eliminate every obstacle necessary to deliver our people the care that they need and that theyre entitled to. No resource will be spared. Nothing whatsoever. Its providing more resources, more latitude in case you need it. He talked about the capacity within the hospitals, expanding bed capacity. Theres federal laws in terms of how you treat patients that come to the emergency department. Theyre gonna allow them to set up offsite facility fist they need it. And the idea is to not get so many people in the hospital where they cant handle it. Also theyve got the disaster medical assistance teams. If you need them, they can deploy them out. Emergency rooms in hospitals. This declaration makes it easier for these hospitals to set up new emergency treatment areas outside of the hospital. That allows increased capacity if they need it. It also keeps the illness from spreading to the facility. You dont want to bring patients that have an illness to a hospital and have it spread throughout. That is the most in the bay area. 43 of those cases were contracted by community transmission. Not from travel. As a result, the county announced new tests to stop the spread, including a ban on all gatherings of more than 100 people. Today was the last day of school for the next few weeks for students in several bay area School Districts. Theyre shutting down in an effort to step up social distancing. They include the Oakland Unified School district, the Jefferson Union high school district, and all Santa Clara County public schools. Santa clara county Health Department issued an emergency order today prohibiting public and private gatherings of groups of more than 100 people. And in some cases, as small as 35 people. President trump today declared the coronavirus pandemic a National Emergency. That frees up as much as 50 billion for state and local governments to respond to the outbreak. The white house is using some federal regulations to make more hospital beds available. Waiving interest on federal Student Loans and buying oil. The San Jose Fire Department rpted two additional firefighters have tested positive for covid19. Yesterday they announced four confirmed cases bringing the total infected to six. 70 more are being monitored now. On monday officials announced three other tsa workers had the virus. This latest case was confirmed just yesterday. Dozens of tsa have also been quarantined. Testing for covid19 in california is running behind. Authorities say that is changing as we speak. Some people, even though who are showing symptoms are seeking tests and being turned away. Authorities from the federal level on down have admitted that testing so far has been a failure. But they say thats changing as academic and commercial labs step in to help tighten the slack. Reporter test kits. Supply is still low in. Some cases, even people exhibiting symptoms like fever and cough, told they cant get a test. Thats what happened to nicole who went to get tested in palo alto, concern forward her husband and elderly inlaws. I was told that i dont fit into the risk category. Im not elderly. And i dont have any other Health Conditions that are required to have that. And they said they cant do that. Even if they do the test, the Health Department would not process it. Reporter right now counties are using cdc guidelines for testing with some discretion. In contra costa county, in order to be tested, you need to fit into a category. Such as being elderly, having a preexisting condition, or have come into contact with a known positive case. People who are in congregate facilities, that means you have a high risk of spreading it among several people. Those are the folks that are gonna be prioritized. Reporter but the situation is changing and testing should be more widely available as academic institutions and private companies are now allowed to do testing. I think that as we have more Testing Capacity with more academic and commercial labs, more and more people will be able to get tested. Reporter until then, many potential carriers of the virus are are being told to selfisolate and monitor their symptoms until more widespread testing becomes available. Its frustrating because im trying to do the right thing to take care of my family. But its also worrisome because if there are other people who dont have symptoms, they dont bother to ask if they dont think theres any chance they get tested. Reporter right now in contra costa county, they say they can conduct 80 tests per day. But that number is expected to rise significantly soon. And at this point even pregnancy is not enough to get you a test. One of our producers with a symptomatic wife who is 32 weeks pregnant was denied a test because pregnancy does not fall into one of those highrisk categories. With what we know already about coronavirus and the flu. And what we know already is the following. The flu mortality rate is 0. 1 . What were seeing right now for the coronavirus is a mortality rate anywhere from 2 to 3. 4 , but i think that is a false, elevated mortality rate because we havent tested enough people out there who are walking around, asimple attic or with mild disease. As the testing becomes more prevalent and were testing more people, the number of cases, people that have coronavirus is gonna go up. And that mortality rate is gonna go down to about 1 . And thats what the doctor was mentioning. The coronavirus mortality rate is about 1 after we adjust it for proper testing and getting everyone tested. And the f 0. 1 . So if you do the math, it is ten times more lethal than your flu. So whenever someone says all of us are gonna get it, and they shrug it off, no. We need to pay attention, take the precautions. And thats what you need to take away from all of this. And we need to take this very seriously. And thats why a lot of different counties from across the bay area are banning large gatherings. Santa clara county earlier this week announced they were banning large gatherings of 1,000 or more people. Now theyve anounced its 100 or more people. Nounced its 100 or more people. You hear it all over the media. Flattening the curve. What that means is we need to buy time. Now, hospitals and healthcare centers, they can function with a 10 reduction in their doctors and nurses and other personnel. We wont be able to function if its a 50 reduction at the same time. What we mean by flat ning the curve is by having the cases spread out over a longer period of time. And ill explain to you in an analogy. Assembly cars have a limited capacity. During rush hour, there are so many people that that capacity is overwhelmed. And not everyone can get on the subway car. So most of the people end upstanding on the platform waiting for the next car to come. If you were to staring that rush hour and people are getting off work at different times throughout the day, then the likelihood that everyone is gonna be able to get on that train and get a seat is very likely. What does that mean in terms of coronavirus . What that means is that people who need access to a hospital and who need to be admitted will be able to go in. Were not gonna be oversat rated, we wont be overwhelmed. And well be able to help everyone that needs to be helped. Flattening this curve, and what you heard from the Health Officials today at the rose garden and the white house. And the efforts that are being did you tell putt in right now. Are the efforts that youre hearing from the administration pointing to the direction that we are able to flatten this curve and not cause a spike . Yes. And its a twopart plan, basically. The first part of the plan was to stop the virus from coming into our nation. We did that with the travel restrictions on china and now with europe. They were good implementations. The second part of the plan is to fix whats happening in the country right now. And the way that we can flatten that curve which everyone is talking about, is by one, testing for coronavirus. Number two, quarantine individuals. Tracing back who else is exposed. And lastly, social distancing. And not going out into large gatherings.
