Now, where we are, we are standing just a couple of blocks away from the world trade center, just to give peopl were not far from where that new york, have been here often, happened. This is chambers, greenwich off to the side here. This is is makeshift place where theyre trying to give us information. They will now move to one Police Headquarters to give us an update. Because of that, so many people have been coming to the area to figure out whether they can get home, to school to pick up items. Some of the students had High School Activities not too far from here. The students said they immediately took off running after what they saw happening in the area after they heard gunshots, not sure if they were coming from the gunman or nypd, who was basically trying to subdue the suspect and get the situation under control. They heard gunshots and ran for their lives. So you have a number of students in this area. Parents, if youre trying to reach your kids, this may be a good starting point. If you can catch the train, the 2, 3, 1, 5 or 6, the corner is greenwich and chambers street if youre looking for your loved ones in this area. Weve seen small children walking through with their halloween costumes. Hard to believe today is halloween but when you hear of situations like this, its, whoa, this could happen. A lot of people are, like, were where they shoot movies. Some of the people we spoke with thought they were shooting a movie then realized it was the real deal. Weve seen a number of emergency vehicles coming through this street, you can see the one behind me, several ambulances making their way. If you can pan to this area, this is what all four corners look like in the neighborhood. A lot of people trying to get home. Battery park, a heavily residential area. The wall street district, a lot of people call it home. You have to think of the millions of people who travel here every year, but thousands on a daily basis. When this happened a little after 3 00, there were so many people in this area. Its not only home to the financial district but the Financial Capital of the world. People are here and traveling on the westside highway at any given time. It was always packed by drivers. The bike trail, where the incident happened, a lot of people bike to work. Many of us run on that same bike path. Its not impossible to get a vehicle up there. One of the ladies i spoke with said its just a matter of time. Weve seen it happen across the world, and it was just a matter of time when it could happen here in this city because it is most certainly a pedestrian city. Demarco, thanks. We are standing by for a briefing by the new York City Police department which is expected within a short time from now. They have tweeted out some details of this incident, not a great deal of information, but it was the new york Police Department who put out word through twitter that the suspect had been apprehended after he fled his truck after the truck had a collision off the westside highway. He got out of the vehicle with what appeared to be firearms but they were fake and the police subsequently shot him in the leg and were able to apprehend him. What we do know at this point is this incident, demarco described the circumstances down there. This is a very crowded, busy part of the city, although you could have at certain other times, it could have been more crowded. Were looking at some of the injured who have been taken to the area hospitals down there. There are at least six dead. The number of injured is not clear but appears to be more than a dozen. Were waiting for official word on the incident happened about 3 15. Did not last long. The driver was on the bike path, where he returned, not clear why, to the street and rammed broadsided the school bus. There is the school bus and subsequently, i believe, hit another vehicle. It was at that point he was forced to get out of the home depot rental truck he used essentially as his weapon. We have on the phone cbs security analyst paul violes. As i mentioned to Fran Townsend a short time ago, this is is a dispiriting scene, similar to some weve seen in europe. Do we have paul . Yes. Paul, can you hear me . I can, anthony. Mason this scene that were looking at, paul, is hauntingly similar to some weve seen in europe. No question about that. In fact, i really believe that, when the smoke clears on this, there are going to be comparisons made to the incident in nice where the vehicle was intentionally used as a weapon of mass destruction. The police will be very cautious, as im sure you would expect them to be, but i truly believe when you see this, especially since it was a deliberate act, this was simulating that type of attack. Mason were looking pictures of the f. B. I. On the scene in front of the vehicle that was used in the attack, a rental truck from home depot that was, as you can see, severely impacted in the front in the collision. Were not how sure this car was involved in the scene, and the details of how this incident ended in terms of who the truck driver collided with are still very blurry. As we said, the school bus was rammed broadside. At this point, the Police Department has the Realtime Crime Center and they will collect data using the Artificial Intelligence from the cameras to forensically look at this incident, where did this vehicle come from, who may have interacted with that vehicle blocks away, et cetera, and reenact the entire incident. Once thats all done, they will have a plethora of information, where the vehicle came from, the trajectory, and whether it was clearly intentional. Mason the home depot rental truck, paul, thats a fairly easy vehicle to rent, is it not . No question about it, anthony. Its along the same lines of any other rental vehicle, which is why, i agree with transit earlier, right now theres a multilayer investigation going on and part of that is looking at the driver, theyre going to do a deep dive on the driver, get his phone, devices, forensically trace everyone youve spoken to, look at the driver, the truck, who was associated with the truck, they will look to see if there were contents in the truck. As i mentioned before, part of that investigation will be using ar or Artificial Intelligence inside the cameras to understand what this individual was doing and what his intent was at that point. So where we stand right now is there is a tremendous amount of intelligence gat reng going on by the Police Department, on the positive side, a Police Department thats more than prepared to deliver solid, expeditious results. So you can point to viewers i dont think its going to be long. Im sure theyre not going to rush it but i dont think it will be long before we have a solid answer. Mason paul, to yourpoint, if this is a terrorist incident, there may be no better prepared Police Department to handle it than the nypd, correct . I would have to agree with you 100 , and im not just saying that because its hometown, im saying that because new york city has spent an enormous amount of money, time, energy and effort since 9 11 in examining our vulnerabilities, recognizing world class leaders like london, understanding the changes we need to make and not only that, the amount of training that goes into the new York City Police department, and all the tourists and people here see it, the exercises that are conducted constantly, and its for things like this. I was listening to comments earlier and agreed to the expeditious manner in which the Police Department responded, this is the result of good, solid training. Mason paul, stay with us. You said when you first saw it you thought it was a prank. Tell us about it. Yeah, when i heard the gunshots, i heard kids running in the opposite direction laughing. I thought it was a prank. The location where im at, i thought that cant possibly with b a shooting. I saw e. M. S. And Police Officers running over and i said this really just happened. Reporter you realized it was serious when you saw bodies covered . In the bike lane i saw two bodies covered by sheets and bikes next to them that looked like they were run over by a vehicle, and then i looked to my left, i see another body on the floor where e. M. S. Tried to assist him and a vehicle crushed by running into a right post. Reporter tell us for visitors to the city, where were you, your vantage point, and what made you pull out your phone and start rolling . I was in front of b. M. C. C. And when i heard everything go down i walked over. Theres a bridge that helps the kiss to cross over rather than crossing in the street to keep them out of traffic, i went up the bridge because its Clear Windows and you can see whats happening up there. On both sides of the bridge, you can see the body that appeared to be run over by the bikes and on the other side you can see the pickup that was crashed and another gentleman on the floor. I have been talking to anthony and the anchor at the network and the people who are watching, this area is so congested with people, especially the students. Talk about the amount of people in the area at the time this was going on. I will tell you its more than usual because from what i can tell school just let out because more kids were coming from across the street which, is i think, a high school and a junior high school, and i can see the kids coming out. So its populated as is. Its hard to walk in the street as is. But with school just letting out, there were more people than normal walking. Weve seen situations like this happening in other parts of the entire world. Are you surprised this happened in new york city, especially being that its a pedestrian city . Ive lived in new york city my whole life. Im surprised it happened down here, yes, but surprised it happened at all, no, because anything can happen in new york. Reporter just a matter of time. Yes. Let me set the scene, this is new york Police Department audio, twoway radio traffic from the officer describing the chilly scene on the bike path as he rushes to the scene. People on the ground. We need help all the way to chambers. I have four or five people on the ground. We have people. You know, we got multiple casualties, a mass casualty situation here. Stop transmitting from the vehicle. All right, there you see the scene that the officer is describing you heard him say we need buses, this is multiple casualties. He was approaching the bike path. You see the mangled bicycles that littered the path after he went about four blocks, hitting everything in his way. Youre looking there at the truck that he drove. Its a home depot rental truck. As you can see, the front end has been severely banged up. Thats what caused him to get out of the vehicle and flee, which was when police had the opportunity to apprehend him. Were waiting for a Police Department new York City Police Department Press conference, which were expecting any moment now. Weve had a little bit of information from the police so far today via twitter, and our reporters down on the scene, but there are still a lot of Unanswered Questions here. We know that at least six people are dead, the number of injuries appears to be above a dozen, but we dont have an exact number yet. The gunman was shot in the leg after he fled and apprehended and taken to Bellevue Hospital here in new york city, but we dont have any further information on him yet, and we may not get an identity. Our security sources say, as police try to get as much information as they can about him to determine just what exactly was the motive of this incident. It is being called a deliberate act. It is being investigated as an act of terrorism. That is the gunman on the left there fleeing the scene after his truck came to a stop, after the collision. He peered to hit multiple vehicles after he came off the bike path. Some of the casualties arriving at area hospitals. He appeared to hit multiple vehicles including a school bus which was rammed broadside, but we dont have details on who was in the bus and whether anyone was injured. This is an incredibly busy park to new york city, very close to the financial district, blocks away from the world trade center, just a few blocks away from city hall where, of course, the mayor of new york city works. The governor is on his way. We have seen the mayor down there, looking at the suspects vehicle. Weve seen new York City Police and the f. B. I. I want to try to bring paul violes back in if hes still with us. Paul, weve seen the f. B. I. And the police. Who will be down there investigating the scene . First, nypd which is going to control the scene, and then you have fdny. You have the f. B. I. And atf. Atf because there were speculations the driver of the truck was armed, so atf will be responding as well. There may be other agencies but clearly those will be the ones on site as well. Mason how important is time in terms of this investigation . I think right now its not all that critical. Its more important to place in and out of perimeter at the crime scene because the trace evidence that needs to be collected is imperative at this point. So the police will cordon off the area and be careful about who comes in, thats when they will collect the evidence. The other part about time, which is an interesting question, is looking more concerning the driver and capturing his phone and his devices, who he calls, who he texts and going after them and finding and locating them. Mason right. Chances are, police are going to find he planned this with someone, could have been online, could have been in person. He collaborated with someone. So even with one person who did it, they will be looking for the other people, so the time there is critical. Mason were a couple of minutes away from a briefing by the new York City Police department. Paul, quickly, if you would, in terms of what are the key bits of information theyre going after most quickly here . Theyre going after his pedigree, who he is, where hes from, where he lived, where hes traveled. You have Homeland Security and i. C. E. Will be looking into the International Side as well as everybody hes connected with. The key part is how this happens through his eyes visavis his communications and travel. Thats key now, thats critical. Mason paul, you know this stretch of highway here in new york. I mean, i hesitate to say this, but this could have been significantly worse. Theres no question about that, but then when we look at manhattan, it could have been a lot worse in a lot of other areas. I do find it interesting that because of the fact that it happened at 3 00 in the afternoon, you know, the way that i would look at this now, the time is intentional because you would think children are getting out of school, its halloween, the streets will be crowded, so it even goes more to really the intent of the individual with respect to how this was planned. Mason anybody whos driven that stretch of road has to rec recognize thats a very vulnerable spot for Something Like this, but how do you protect against it . You really dont. I mean, as much as i wish i could say that you did, we cant see every sidewalk. Were going to start looking more closely, scrutinizing people that are renting vehicles. I can tell you that. Just keep in mind, this incident occurred a little more than two hours ago so all the information is preliminary and subject to change. After i speak, you will hear from governor cuomo, mayor dl deblasio, members of my executive staff, cy vance and members of the state police. Today there was a loss of indent life in Lower Manhattan. The dead and injured were going about their days, going home from work or school and enjoining themselves on bicycles. This is a tragedy of great magnitude. I want to commend the response for nypd officer that was on post near the location who stopped the carnage moments after it began. Also the work of the First Responders including the Fire Department and e. M. S. Personnel surely helped save additional lives. Ill give more of a chronology in a couple of minutes. Now id like to introduce mayor de blasio. Thank you, commissioner. Its a very painful day in our city. Horrible tragedy on the west side. Let me be clear that based on the information that we have at this moment, this was an act of terror, and a particularly cowardly act of terror aimed at innocent civilians, aimed at people going about their lives who had no idea of what was about to hit them. We, at this moment, based on the information we have, we know of eight innocent people who have lost their lives, and over a dozen more injured. We know that this action was intended to break our spirit, but we also know new yorkers are strong, new yorkers are resilient, and our spirit will never be moved by an act of violence, an act meant to intimidate us. We have been tested before as a city very near the seat of todays site of todays tragedy, and new yorkers do not give in, in the face of these kinds of actions. Well respond, as we always do. We will be undeterred. And i want to thank everyone at the nypd, all our First Responders for their extraordinary efforts in the midst of this tragedy, starting with the officer who stopped this tragedy from continuing, all of the First Responders who came to the aid of those who are injured. The investigation is underway to get all the facts, and what well tell you today, of course, will be preliminary, but we know we will get down to the bottom of what happened. Its only been a couple of hours, but, at this point, theres no evidence to suggest a wider plot or a wider scheme, but the actions of one individual who meant to cause pain and harm and probably death and the resulting terror, and that was the purpose. We will be vigilant. More police everywhere. You will see them in the airport, you will see them in the tunnels. Its not because there is any evidence of any ongoing threat or any additional threat, it is just out of vigilance and out of caution. And the truth is new york is an International Symbol of freedom and democracy, thats what we are, and we are proud of it. That also makes us a target for those people who oppose those concepts, and weve lived with this before, weve felt the pain before, we feel the pain today, but we go forward together, and we go forward stronger than ever. Were not going to let them win, and if we change our lives, we contort ourselves to them, then they win and we lose. Well go about our business. Again, theres no ongoing threat. Theres no evidence of that at this time. So theres no reason to have any undue anxiety. You will see more security forces, but thats only because its an abundance of caution and not a signal of anything else. There will be continued investigation, and justice will be done. M. , a male driving a home depot pickup truck entered the westside highway bicycle how the at houseton street, drove southbound striking a number of pedestrians and bicyclist on the road. At chambers street, the truck collided with a school bus ent injuring two adults and two children. After the collision a 29yearold male exited the screak brandishing two handguns. T a Uniformed Police officer assigned to the first precinct confronted the subject and shot him in the and then, who was transported to the hospital. A paint gun and pellet gun were gathered at the scene. An arrest pending investigation. There are eight fatalities in connection with the incident, several people injured and the commissioner from the Fire Department will discuss that. Dna . Thandan . You, jim. Six people died, they were pronounced at the scene between housen street and chambers street, they were all males. Two others were transferred in traumatic arrest and pronounced at the hospital. The injuries are what you may expect as a truck went at high speed down that bicycle path and struck bicyclists and pedestrians. There may be more injuries as people selfevacuated and we will determine that later as we do our survey, but thats the patient count and the deaths as we know it now. Now, at this time, police are urging and city officials are urge that there is no active threat that is present.
