Response to covid19. 9. Researchers racing to develop a vaccine but it could takake lonr than hoped. Caught in the middle, thousands of migrants stranded between turkey and teargas. Greek guards are blocking their way into europe area we have exclusive into europe. We have exclusive footage on the border. Showing skin but not scars, the russians tattoo artists helping women shake off the trauma and taboo around Domestic Violence. I am leila. A very well warm welcome. We begin this broadcast with a number of Coronavirus Infections which are on both rise. While some authorities are taking no chances, a christian 3500 people on board has been ordered to stay away from the Northern California coast until passengers have been tested for covid19. They are waiting for results. The test kits were lowered onto the ship by helicopter after someone from a previous voyage died. Although no cases have been confirmed, about 100 people have been identified from testing after suffering from flulike symptoms. National responses to what is emerging as a Global Pandemic varies widely. The lockdown in italy continues. This school in rome is one of tens of thousands from across the country forced to close its doors. The government taking drastic measures to contain the outbreak. It was not an easy decision for the government. We also waited for the opinion of the Scientific Committee and we have decided given the situation is changing so quickly to suspend all academic activities beyond the red zone until the 15th of march. Given the capitals even the capitals Historic Sites are lucky to see visitors. Anything to slow the spread of coronavirus which has killed 148 in italy alone. How other states on the continent are dealing with the outbreak differs consistently germany has seen a lot of cases. Although a few places affected have been close like this kindergarten near the door the dutch border, the government is opposed to too o many restrictive measures. Probably symptoms allll of the symptoms we have seen so far is something Health System deals with every day. It begs the questionon which measures are appropriate and what is not. Given what we know so far, i feel any measure restricting crossborder travel is not appropriate. Reporter European Health ministers launched crisis talks monday. They agreed they have to spread fast slow the spread, but how they go about doing that is being worked on. Leila the head of the World Health Organization is calling on governments to pull out all the stops to combat the coronavirus outbreak. This after the number of covid19 cases soared past 100,000. Health officials around the globe are scrambling to build a Robust Public Health response. Researchers around the world have been racing to develop a vaccine. How close are they . Lets look at how vaccines were. The most effective ways to harness the bodys immune system. Vaccines are either made from a weaker version of a virus or the genetic code. This puts the immune system on the work the alert. It makes antibodies to respond quickly if exposure occurs. Under ordinary circumstances it can take five years to develop a safe and effective vaccine. But some labs have begun testing candidates in animal models. It sounds promising. Does that mean we will be seeing one in the next few months . It is implied. We are talking about a vaccine and they are moving along quickly. Reporter in Vaccine Development quickly is relative. If everything links as quickly as possible, the soonest that it could possibly be 1. 5 years. That could be optimistic. Reporter in the meantime, could antiviral drugs aimed at treaeating thoselrlreadynfecectd help . The curb for medicine is even steeper. It could take 10 years for a new pharmaceutical to gain Regulatory Approval and it costs upupward of one billion euros. Nine out of 10 never go into production. They f fail at some p point durg testing. G. Therere is also hope some medicines that were developed to fight other diseases could be repurposed like a compound like this one. It was originally planned as a treatment for ebola and was tested when a major epidemic hit west africa in 2013. It didnt prove very effective against that disease but it does affect coronaviruses and could help covid19 patients. Repurposed drugs originally developed to fight malaria or hiv also show promise. Clinical trials with all of these compounds are ongoing. Leila that was my colleague Doug Williams reporting and he is here with me now. Why is it taking so long to develop a vaccine . Doug we have a lot of fundamental knowledge about how to develop a vaccine from the experiences we have had with coronaviruses before,e, sars and murders. There were and mers. There was a lot of knowledge in place. There are bottlenecks in the process that it is impossible to accelerate. You cant make them go any faster. You have to test it in animals. It is not easy to find the animals because not every animal is going to react to the virus in the way we do. That is the first major hurdle. Then you have to test it for safety. That is a big step. You dont want to make things worse by developing a product that could cause major problems you inject it into people. Safety is important. Then you have to test what is calllled efficacy. That means how effective it is against the virus. There are all of these things you have to jump through and get Regulatory Approval for. In the end you have to produce it. That takes a long time. 18 to 24 months is a very ambitious goal. Leila no shortcuts. Lets talk about the other medivation reported on. Medication you reported on. How can ebola medication use doug this is one of the shortcuts they can possibly take. This testing was on the ground for ebola and was not effective but its maker discovered retrospectively it has activity when it comes to coronaviruses. The reason you want to take a substance like this is it has jumped through many of the regulatory hoops. You already know to save for example. Safe for example. The way it works, affects the virus at a fundamental basic trait, how it replicates itself are those stay the same across entire itself. Those data say it the hope is it would work against the novel coronavirus. Leila really promising. But people who are infected now, what therapies are available . Doug there are n no approved medidicines. This is what they are trying to come up with. Peopople most of the time it is the elderly who are getting infectioions. Who are ending up being hospitalized. They would probably be treated for the most part as though they had the flu. They will be getting fluid intake and pain relievers, that kind of thing. It is important to emphasize, you cant do it too often four out of five of these infections are mild or a symptomatic. Asymtomatic. Leila it is a scary time. We need that moderating voice remind us of the facts. Really appreciate it. Want to review up to speed with other stories making news. At least 27 people have been shot dead and Dozens Injured at a memorial gathering in kabul. It is the first major attack in the capital since last weekend when the u. S. And the taliban signed an agreement aimed towards ending the war in afghanistan. Islamic state has claimed responsibility. In bangladesh thousands of muslims have held a demonstration in the capital to denounce indias controversial citizenship law which triggered riots in deadly delhi. They are asking the Bangladeshi Government to cancel a plan to invite the indian Prime Minister to a ceremony next month. Tensions between greece and turkey are rising. Thousands of people left stranded between the two countries. Guards continue using tear gas and other measures to force people back to turkey. On the other side, turkey is deploying tear gas to stop them from returning. Ankakara has begun funding and sending inn 1000 extra forcrcesd the president said they had opened the gates for refugees to go as far as they can. While reporters are blocked from entering the no mans land between greece and turkey which is why we have had no images of the conditions there in recent days but dw news has received this exclusive footage. These images you see here were filled for us filmed for us by migrants you the Border Crossing in turkey. Thousands of people are waiting in and around the zone around the borders hoping to enter. The left turkey after ankara opened the border we can go to allow refugees to make their way to greece. The greek border remains officially closed. Joining us now from istanbul is Andrew Gardner who heads turkey strategy and research for amnesty international. Just returned from the greekturkey border. It is so good to have you with us. We have seen some exclusive footage filmed by the people stuck in limbo. The condition must be grim. Certainly the conditions on the turkey side where i was were very grim. I spoke to families, many of them with Young Children who had spent days outside either intense or with blankets in tents or with blankets to shelter them. Problems of access and clean toilets, sanitation, problems with eating out of freedom waters. Desperate conditions for refugees. Leila that makes the next question even more poignant because why are so many people going to the border . They have no chance to enter europe. Many people i spoke too, eithther people whwho had come o ththe border on frfree buses tht were provided to them or really given up everything they had, their houses, sold furniture and came to the border, came on the understanding or thehe promise e border had been opened and they would simply walk through. So often single men attempted to make very, you know, dangerous and difficult passage across the border facing tear gas as you say but also frequently beatings from the greek order guards who stole their phones, money and other positions, sending them back to possessions, sending the back to turkey w with lawles actions s which arare deeply disturbing. Also very frequently explained by people who up made the journey across the border. You have made the journey across the border. Leila how does amnesty see this being resolved . It is a desperate situatio. The countries of the european union, not living up to their responsibilities on refugees is nothing new. We have seen in for the night years of this syrian conflict nine years of this syrian conflict. The latest episodes with refugees coming to the border on false promises the border would be open and they would have the passage to a better life is no solution either. It is clear there n needs to ben agreement, not the sort of political games. Finally for there to be a realistic agreement for western countries to receive formal refugees than they are currently doing. Leila Andrew Gardner, head of Turkey Research for international. Here in germany, Public Opinion is d divided over whether or not to allow people stuck at the greek order to enter the european union. Border to enter the european union. Over 40 of germans believe it is right for the people stuck in no mans land to be stopped at the border compared with more than half who thihink the refugs anand migrants shouould be allod to enter countries in the european union. Many german cities are preparing to take in refugees while local authorities have been asking the federal government to act. In dusseldorf, 400 rooms are ready for families with children. The city has 150 unaccompanied minors. The basic principles of humanity are nonnegotiable. They have to be upheld if we want to live up to our reputation as a civilized europe, country and city. That is why i am glad so many cities are glad to bring in refugees. It is a litmus test for how ready we are. Dusseldorf is not alone. The interior minister of saxony and other cities are calling on the government to act. Opinions are divided. As a local i have to see we are having a tough time these days. It is hard to get an appointment at public offices because the people who work there are too busy. I think this is a humanitarian solution that should be implemented and i believe society will accept that. The German Government rejects initiative, saying the approach should be at the europe wide level. Leila in syria a sticky shaky ceasefire failed to bring stability to idlib. 15 people have been killed between the permit fighters and rebel forces. While russia and turkey brokered the deal a day ago, tensions attention to defuse tensions have failed to bring hope. People questioning the fate of the ceasefire if they still cant go back home. Here is more on how the latest ceasefire is being perceived. A sememblance of normality hs returned to idlib for now but a military deescalation is not an ideological one. April rebel sign with a turkey a probe level many people see the turkish luke perry is people say ththe turkis m military is the only thing ththat can protect them. People fear they y assad regimee will violate this ceasefire. I dont expect anything from it. People will not respected. Respect it. We dont feel assured. It doesnt inspire any hope. Hope is what they need most. They political solution is not in sight. After thursdays ceasefire agreement, president assad made it clear who he thinks should take the first step. In light t of turkish aggression, or go is for turkey to changes policy and stop supporting terrorists so our relations can get back to normal. Formalility is still a long y off for the millions displaced in within syria. At least they can receive aid more easily with the ceasefire if it holds. Leila you are watching dw news. Still to come, w we meet the russian tattoo artist who is helping women hide the scars of Domestic Abuse and transforming past trauma into art. But first to bundesliga where a standup desk standard inputs two hopefuls against each other. In their pursuit to d from Bayern Munich either side can afford to drop points in the battle. Off the field both clubs hope their fans behave after offensive banners caused controversy in recent weeks. This team has our debatee already beat the other twice. Now they go to keep the pressure on at the top. A 10 win over freiburg was more labor than dortmund hoped. Star forward was only a substitute it is expected to return to the starting lineup. The fellow january recruit has also impressed the gladbach coach. We know dortmund added two more important tapers and that is one the challenges more exciting for us. Dortmund are a strong team who have the condition to be german champions. Gladbach also have an outside chance of the title but have not beaten portland since 2015 having lost nine straight games. It is gladbachs first bundesliga home game after an offensive banner set off a fan rebellion across the league. The club says there can be no repeat. They concentrate on what they can do a gun on t the pitch. They are flexible when it comes to the opponents system. They are good at it. The battle of these two could end the title dreams of one of these teams. The bundesliga is reaching crunch time. Leila to russia now where it is thought as many as 12,000 women die every year at the hands of their partners. In a country that has decriminalized some form of domestic of violence Domestic Abuse, this is a taboo subject which makes living with the stars especially difficult the scars especially difficult. We look at what some women are doing to cope. This is no ordinary tattoo session. It is a rebirth. That is what she calls her project. She tattoos over womens scars left by the abuse and Domestic Violence their partners have inflicted on them. It is a huge problem in russia. The physical scars last forever. The women are afraid someone see them. This isnt about covering the scars. It is about helping women lead normal lives again. Flowers and butterflies instead of step loans and slashes stab wounds and slashes. This woman has been here many times. She shows us her first scar, what can be seen of it. Husband and his friend dragged me into the woods. They were drunk. They stabbed me in the throat and under my arm. There are no reliable statistics on the number of women were beaten, abused or killed who are beaten, abuse or killed by their partners in russia. Human rights activists estimate one in three russian women experiences violence in her marriage. Many stay silent, afraid their partners will take revenge. And because they think the state wont help them. A woman from the outskirts of the Central Asian city says abuse survivors are not taken seriously when they go to the popolice. She wants to remain anonymous. My husband was a drug addict. When he was high, he would attack me with a knife. He would beat me and without my here and rip out my hair. This is one of the wounds. She doesnt believe it is only the abusers who should be held to account. She feels Russian Society and the state are to blame. Whenever the women come to me, they tell me the same story. Their partner is on drugs or drug. Many of them are jobless and they drink because they have nothing else to do. Domestic violence is getting worse because no one cares about people here. Many sink into a deep hole they cant get out of without alcohol. When the rebirth tattoo project first started four years ago, few people knew what went on behind closed doors or how many women needed help. 130 men from across the region turned up when 30 women from across the region turned up, she recognized her calling, to help them through their trauma instead of repressing it. They come here to tell their stories for the last time. The memories stay in their hearts. You cant tattoo a heart. Out of sight, out of mind. D. Now at least they dont have to look at their scars every day. I hope they wont dwell on them either. For the woman, the pain the women feel while getting tattooed is part of the support. She hopes it is the last pain they will ever feel in their lives. Leila we will be reporting on many other women, breaking taboos around the world later, as we look ahead to International Womens day on sunday. Reminder of the top story we are tracking this hour. The head of the who said he is worried many countries are not taking the threat of covid19 seriously enough as the number of global to global cases tops 100,000. He says all countries should contain the outbreak and make containing it their highest priority. I am going to be back in a couple of seconds with tthe day.
