The life-saving equipment went missing from outside the shops in Ladyton, Bonhill, on January 11.
Following extensive enquiries by police, a man, aged 25, and a boy, aged 15, have been identified and charged.
Both will be subject of a report to the procurator fiscal.
Argyll and West Dunbartonshire Police Division said: "After extensive enquiries by our Alexandria Problem Solving Team, two males aged 25 and 15yrs have now been identified and charged with theft of a defibrillator from outside the shops in Ladyton, Bonhill on 11th January 2021.
"Both are subject of a report to the procurator fiscal."
