Man with 'I'm a thief and an idiot' tattooed on his forehead is arrested for theft

Ruan Rocha da Silva earned his bizarre inking when he was caught stealing a bicycle by a tattooist and his neighbour in São Paulo, Brazil in June 2017. But he has now been arrested again.
