Microsoft fixes Windows 11 22H2 broken OOBE but app installs are now failing

Microsoft recently fixed a provisioning package (ppkg) issue on Windows 11 22H2 which had led to buggy out of box experience (OOBE). However, a new related issue is now causing app install fails.
