Government officials have said the program offers beneficiaries more flexibility and economic independence, claiming its financial structure and “motivational interviewing” from staff encourage more people on the program to find employment.
Some shelters and non-profit housing bodies, along with the landlord association, have said giving clients money directly has resulted in some welfare recipients spending it elsewhere, resulting in housing providers kicking them out.
