Good morning Devon or James and Gordon small is with you on Tuesday the 17th of December 8 o'clock loaded with The Morning News I was in John's the Devon and Somerset fire service has been told it needs to improve its response times inspectors say the service is only meeting its target of responding to house fires within 10 minutes in about 70 percent of cases a report published today also raises concerns about the fitness of firefighters and says inspectors were told that nearly half of the workforce hadn't had a fitness test for 3 years Zoe billing them is from Her Majesty's Inspectorate of fire and rescue services the sad thing is they stop their old regime testing and didn't reintroduce the new regime so it meant that there was a period of 3 years where firefighters were subject to the and your fitness testing so the fire service couldn't make sure that far fighters going into extremely dangerous situations actually were healthy enough both for their own protection but obviously for the protection of the public as well where the service says it has introduced new fitness tests since the inspection which had been. Asked by 98 percent of firefighters and it says a consultation proposing major changes to the way the service is organized will improve response times. The government is to add a new clause to the Bracks it bill to make it illegal for parliament to extend the process of leaving the European Union beyond the end of 2020 Downing Street said that by giving the Conservatives a big majority in parliament voters had shown they wanted to get it delivered the e.u. Negotiator Michel Barnier has warned that a comprehensive trade agreement can't be agreed that quickly Labor said the new Norwood revived the possibility of no deal the Cabinet minister Michael Gove was asked if Britain might have to leave without a deal but we will get a deal on the political declaration commits both sides to that So Michel Barnier and the European Union have put in black and white and committed themselves to making sure that we get a deal by that Boeing has announced that it will halt production of that 737 Max aircraft which has been grounded for several months because of 2 fatal crashes the company said it would stop building the aircraft next month want it waited for global regulators to approve its return to service. A mum from Devon is calling on the government to change the rules so that parish and town councillors can claim child care costs when they need to attend meetings councillor Saskia Holt been has 3 children and says the cost to babysit is to look after them can be an affordable when she needs to go to Ashburton town council meetings I believe that all councils whatever level they are should be a representation of the communities that they serve and obviously all communities have young families like we do and my motivation to join the council was because there wasn't a repetition of young families. Well the government says it's not planning to review the legislation governing parish councillor allowances but allowances paid to elected and unelected council members are decisions for individual councils. A moving Christmas song has been written to support a north Devon charity set up in memory of a teenager who took his own life the charity asked for Jake was set up by the mother of 18 year old Jake MacPhail from Braun Tim 100 volunteers have been trained to help those who might be facing crisis and now the song decorate the darkness has been released to continue the campaign it's been written by school boy Ruben Jones and his dad Jim just for Roy the things just tied up in the lyrics into a message seem to fit together and it was our we need to use this person good and maybe. Radio javelin play with Gooden sparks and Lawrence j. . Now the Devon Somerset fire service has been told it needs to improve its response times inspectors say the service is only meeting its target of responding to house fires within 10 minutes and about 70 percent of cases a report published today also raises concerns about the fitness of far far as hers and says inspectors were told that nearly half of the workforce had in the huddle fitness test for 3 years are home affairs correspondent Ben Wedeman has been looking at the reports and joins us now Ben let's start with the response times what more can you tell us Well Laurie Yes as you say if there's a house fire the Devon and Somerset Fire Service says it sets itself a target to get the 1st engine to the scene of that fire within 10 minutes but today's report from Her Majesty's Inspectorate of Fire and Rescue Services says that's only happening in 72 percent of house fires from road accidents there's a separate target to get the 1st appliance on the scene within 15 minutes and the latest figures again show that's only happening in a round 3 quarters of cases there's some praise for the service in today's report for its assessment of fire risks and for its work with neighboring services to mobilize appliances quickly across the county borders but her majesty's inspector Zoe billing and says Devon Somerset's response times aren't good enough with a largely rural very sparse population as we have. Definite something then there are challenges are great but we've seen other Farm Rescue services across the country that also have very rural sparsity and scattered communities who are better able to provide cover across those crucial times and definitely some that do we know what's causing the problem. Well I think a big factor as the inspector hinted at there is real reality and in particular the difficulty recruiting retained firefighters or so-called on call firefighters now they're supposed to be able to get to the fire station within 5 minutes of their pager going off as we know and as commuting distances of increased over the years people are simply not able to do that they're working much further than 5 minutes from the fire station they live nearest to and we're told that in some months the availability of some fire engines is dropped to below 20 percent in Devon and Somerset and the best availability figures are in the mid eighty's compared to a target of 100 percent availability the Fire Service admits it needs to do more to improve the availability of its own coal fire stations and the chief fire officer Officer says he's in talks with trade unions at the moment about an improved offer for on call firefighters which he says will improve response times in which he hopes will be signed off very soon where of course also waiting for a decision on other big changes to the way the service is run as well and we where are we with that well yes this is the proposal to close 8 fire stations across Devon in the Somerset and remove appliances or reduce cover $25.00 others across the 2 counties and this is a plan which fire chiefs say is part of their attempt to address the concerns about response times by in their words better matching their resources to risks now a decision on that stew to be made in the New Year early on next year by a group of councillors that make up the Fire Authority has been put back a couple of times it was due to be made in November but was delayed due to a larger than expected number of responses from the public and then it was due to be made actually tomorrow that decision but as I say it's been postponed again because of the general election it will be made early next year broader than also burned in today's report about the fitness of far far Cers in Devon and some assert . Yes Gordon Now inspectors say that when they visited the service in the summer it couldn't give them any data on the number of firefighters that had done a fitness test since then Inspector Zoe billing and says the service has provided data but it shows that 47 percent of the workforce hadn't had a fitness test in 3 years the sad thing is they stopped their old regime testing and didn't reintroduce the new regime so it meant that there was a period of 3 years where firefighters were subject to the and your fitness testing so the fanservice couldn't make sure that far fighters going into extremely dangerous situations actually were healthy enough both for their own protection but obviously for the protection of the public as well so what's the service had to say about this well apparently it was concerns about the impact that a new fitness test might have had on the diversity of firefighters that meant there was this period when there was no fitness test in place at all today the service tells us that since inspectors visited in June all of the evidence Somerset's firefighters have been put through a new fitness test and only one and a half percent of them have been found to be unfit so some good news for us there thank you that's our home affairs correspondent. With us on the breakfast show on b.b.c. Radio. Radio Devon. It's Lauren Gordon with you coming up to 19 minutes after 8 o'clock now after several t.v. Documentaries are the highlights of the effect that single use plastic is having on our wildlife an environment many of us are changing our shopping habits to try and be as plastic free as possible but Christmas is approaching and families often find themselves kneedeep in plastic packaging wrapping paper and other non-recyclable plastics well in the next of all festive Christmas views this week Matthew card says spoke to shoppers in our ish 0 y. Shop in Exeter about having a plastic free Christmas he began by asking shop assistant Holly Maxwell what festive plastic free items they have on their shelves. So at the moment we do have d.i.y. Crackers we've got paper wrapping presents we have more wine plastic free so you can get all the spices for those ones even get hopes and spices to help break up Christmas dinner as well so the crackers is just the outside with a little pop on the inside and it contains a joke and of course you can't have cracking up. So you can roll them up yourself and you can sweep so your own treats and they're completely recyclable you can even compost the brown paper as well and if you come over to the shop we've seen that you've got some packages here in the window talk us through how they wrapped up ventures completely wrapped up with sacks we have left over from sucking up shop and then on the outside to see all together it's just to make the break we've been . Johnston you are shopping in Norrish today you attended a workshop on making plastic free decorations and things for Christmas not using the plastic not using sanitary So you're just using a sort of a pretty sticky glue you can make apparently and covering it in paper which you could then recycle or string and then adding things nyc holy they had pine leaves they had. Star in the cinnamon all those sort of natural things that I wouldn't have thought to put on a president that actually looks very nice. You live and work in Access and I do yes how plastic free are you at Christmas would you say I think the reason the well we Christmas is a hard time because you can go in all sorts of shops and they'll be cheaper record papers and ribbons and all sorts of things for about a pound people not going to pick them up at that point tills. When you see viable alternatives such as the d.i.y. Eco crackers and there are a little bit more expensive. Does that put you off a tool would you spend the extra money for fizzy are a waste we would spend the extra money but I we're in the position why we can't and I know for everyone. It wouldn't be that straightforward but I think anyone could probably make a choice on even if it's on one or 2 sayings they say I'm willing to pay a little bit more for that but I'm going to carry on as normal with this it all makes a big difference. In your house at Christmas what do you always find is the thing that's left over after Christmas Day in terms of waste and maybe packaging probably masses of this wrapping paper yeah wrapping paper. Because you can't recycle it can you no more wrapping paper biggest They were wrapping paper I would say I would say from my childhood the biggest waste was wrapping presents do you have any tips for people who might want to have a 0 waste Christmas how they can achieve that and look back at their previous Christmas is the same as a household just what creates the biggest waste in your house everyone is different and then try to change that I am. Saying with Matthew Carson everyone agreeing there wrapping paper is one of the biggest causes the way so Christmas but Mark and so tight shopping particularly. On that. I've got plastics in them some of the shiny foil. Minutes past a golden and lore with you and the process begins this week of the swearing in of new M.P.'s at Westminster but I'll have to formally declare the oath of allegiance to the Queen before formally taking their places in the Commons one of those among the M.P.'s is new conservative m.p. Representing North Devon silang sack space Elaine yesterday was your 1st day in the new job how did it go I'm very busy there's an awful lot. You know a huge place and lots of of the process is interesting to get your head around and yes. I remember the great b.b.c. Documentary I think it was last year and access never been given before to cameras and it was a case then of new and pays coming on a 1st come 1st serve basis to get an office to a desk did you get one. 0 no no offices Yeah it's a very well organized process. Also set up by the way. Also you know everyone sorts out in the right order and by the middle of January so it'll be sorted temporary offices rest now so we're well let's say you will have a desk. And held a reception for M.P.'s last night to attend Yes I did what happened can you tell us anything. It's obviously a very positive experience you know we're delighted to have that of the majority that means we can actually deliver a great program over the next 4 to 5 years and obviously you know that was reflected in everyone's human last night. At the holiday homes. I mean no he was he was not he was handing out a lot of good well excellent so don't said business Elaine what are your priorities as we go forward from from here on I'm as I said to my campaign my party to the people of North Devon and curating show that the things that we talked about endorse that there actually start to be delivered I have already been lobbying the health minister there I think yesterday was to look at what else can be done by some of the crisis is the was there a well in a city area while in our little community where the distance is much different so health is obviously a big concerns of people and then off the Christmas break I'm hoping to sort of settle in and look very much at the infrastructure around them which is something that kept coming up on the doorstep so I guess you have to hit the ground running when you start this new job there's no settling in time really you just crack on with it and if you have any letters or emails from your constituents since the election asking for help Yes What sort of thing what's the thing they asking you to look into I think there's always a mixture in and the symbol of the clarity I do some of the policy has been sort of direction of travel and of information speaking e-mails and then there are a few more coming in of people who actually need a bit more specific help but obviously you have is passed on I can't discuss for you on a personal level life will change dramatically now because you'll be commuting so much so often to London and spending a lot of time away from tab and you think that's something that you will settle into easily and I hope so I thought he would and I think equipment and I hope to be out of work in transit on the train is very much my plan by to use the time effectively to get as much what. Sounds like an extremely don't think situation to find yourself in all of a sudden for me I don't know if I could cope what are you looking forward to. I mean I think the joy of being an m.p. Is that you are the to help the people that you live amongst you know I live up in north Devon and that will remain you know my number one high even if even if I'm not spending as much time up there with our initial chosen. So being out to help people and actually result their problems I think from a very much the reason I can't let the forward I heard what I'm paid yesterday on the 6 O'clock news cycle is a bit like going back to serve 1st big scolded did you feel that. I might not get lost. Very similar other than that I think yeah the report well it is a post that we are a bit bigger than going to Big go but definitely be the Joker space of all the different buildings and a lot of them are quite old going to court oh so much talk about the number of times well we wish you the best of luck and no doubt we shall speak again thank you very much be very welcome thanks for your time selling Saxby n page used to saying that now. It is. Now a chat saying about the new Star Wars film this morning that away from Saif I but staying with outer space the European Space Agency is launching its 1st mission dedicated to the study of distant worlds some 4 and a half 1000 planets of been discovered orbiting other stars but the Co-op's telescope will reveal more about their composition structure Dr Kate Isaac is a project scientist on the mission what camps will do is to follow up on known exoplanets orbiting bright stars and the key is that it's a follow mission so we know where and when to point we'll be looking at bright stars as we're able to measure them masses very precisely from the ground and by combining the sizes that we'll measure with k. Ops with the masses that will measure have measured from the ground will be able to determine the mean density of these planets Ok ups is a joint endeavor of 11 member states. The European Space Agency with Switzerland in the lead the chairman of the science team professor did. Explain what he hopes the mission will achieve has the capability to measure our very accurate radius for the planet and that would be gradients to try to understand what is a physical nature so my hope is by increasing all capability to get a better Michelle moments where we don't the stunt better that's part of the class and science and it's kind of called improvement the quality of the data I get you access to a level that well or you to see the fine print on the detail that may have been missing before well the mission has been given a list of 4 to 500 targets to look at over the next 3 and a half years most of these worlds will be in the size range between Earth and net chain sometimes called Super I know this is a big project Nora sounds a bit haphazard to me really given a list of 4 to 500 targets Surely they'd have an exact number that's trade that's over there maybe they'll find mall I say expect the worst still remain and then anything above that will be brilliant to think they will find signs of life because that is one of the things that this mission is interested in isn't it. On climate it's absolutely obvious that you've just recently watched The War Of The Worlds drummer on the telly and Milo to be perfectly honest because I love War Of The Worlds the book. The musical adaptation and I was so looking forward so the World War the Worlds the 1st episode of the 3 was brilliant and it set up nicely and our 2 and a pupil you know anyone falling in love but you know there was a love story in there and they forgot about all the Martian invasions and all of that did they get rid of them in the end we never knew and I thought this was a really expensive thing to put on. Episode 3 he just lost interest. Well I've only watched the 1st sale and I'm still always sorry say probably not bother I'll go to Karen's hour so much dirty dancing with her part of No well functioning right I'm saying that because we're talking about those movies that you've never seen the big ones I get in touch you can text at one triple 3 Start your message with the word Devant don't bother with War of the Worlds. Paul share many people may be going out searching for their roasted chestnuts we want to Joy evening poor thing you're going to be looking. Looking like it's going to be quite a pleasant evening it's not a bit chilly again tonight as it was this morning in places a bit of frost rammed also some drizzle most of the snow moving away to the. East may be just lingering around in the very far east of the county for a little longer but we should start to see a few sunny spells developing in a right way to Costa County as we go through the next couple of hours there is a risk though of maybe just picking up a few isolated showers at times today particularly on long term northern coastal areas winds are remaining light as well today initially from the north westerly direction coming around to the southwest this afternoon relatively chilly day though between 5 and 8 Celsius as the maximums any remaining shares tonight are going to quickly fade away and we are going to see another mainly draw and clear night though the winds will start to increase as we go through into the early hours and as mentioned it is going to be a chilly night temperatures getting down towards freezing in places 3 degrees as the absolute maximum this evening so we could see a light Graham Frost in some sheltered areas again tonight tomorrow it's going to be a bright start to the day but then we are going to see quite quick deterioration with cloud quickly building through the morning ahead of a band of rain that's going to spread in from the southwest through the afternoon that rain turning heavy and prolonged at times the winds also increasing tomorrow initially fresh south easterly but increasing strong maybe even gale force in coastal areas through the afternoon we could see some widespread ghosts of around 50 to 60 miles an hour maybe an isolated 70 in some exposed areas and there is a yellow weather warning from the Met Office for those winds that's followed from of 2 o'clock tomorrow afternoon until 3 o'clock in the early hours of Thursday morning a little milder tomorrow though 11 Celsius as the maximum and we get into Thursday a mix of sunny spells and showers and some of those showers could be quite heavy at times and there is a risk of some hail then those showers will merge into some longer periods of rain towards the evening winds are going to be fresh south or south easterly and quite gusty through the day generally gusting between 40 and 50 miles an hour in exposed areas it is going to be a marginally milder day though 12 Celsius as the maximum overnight minimums between 5 and. 8 Celsius Friday any lingering rain will quickly clear away to a reasonable day some sunny spells around just a very low risk of a few isolated showers winds going to be moderate increasing fresh Westall southwesterly some temps around 10 Celsius for overnight minimums 4 to 8 Celsius and then almost of tomorrow mainly draw Ambroid start to the day on Saturday but rain is going to quickly spread in from the southwest later turning heavy at times and the winds also increasing to be potentially strong force south easterly through the afternoon just 10 Celsius and that's the weather thanks for the radio. With good in spots. Minutes to 9 o'clock not. If you are a fan of Star Wars made things even for a treat this Christmas is the final chapter of the scum I will Kasatka Israelis. Stop all wars the rise of sky will come it's the end of an era as the film wraps up the events of the sequel trilogy directed by j.j. Abrams the man who shouted the return of the Star Wars franchise to the big screen with the force awakens 4 years ago Richard Grimes makes an appearance as well as reporter Simon Thompson was at last night's premiere in l.a. It's great I mean I'm trying to get out of the off the whole premise that it was so many people to walk along and to be in cities it actually started an hour late in Hollywood finales about normal and now it just gives you an idea but she got you all of the number of people involved in this movie on the amount of people who want to talk to everybody it really is I mean it's intergalactic in proportions it's absolutely and I even sat in of Star Wars Simon. Comes in different shapes and sizes and I really like. I grew up with that. There are many people who would not consider me a baton but it's certainly something I grew up with I mean 42 years ago I met when the very 1st one came out on I love Star Wars I know I can't a lot about it and I really have a great time with all 'd the movies but when it comes to fandom there are people who can out out measure me they can just stop here can they there have got to be more because it's such a such a joy in the box office what will happen with the franchise from here own Well this is the final one in this trilogy but we already know there were going to be more Star Wars movies made just Brian Johnson he made the last jet I he already Yeah he's already signed on for those 3 and we also know these t.v. Shows that are already in the offing and we know there's going to be I be wanting to know be. T.v. Show on Disney plus one that hits the u.k. Manda Laurean is already doing well and Disney plus over here so I think there are so many stories to talons massive galaxy I mean this this one dips into so much of the Star Wars law but you know I just think there's too many stories to tell and so many great characters but also let's not forget this is Disney so training there is money to be made here when you're talking about lunch boxes on the small joint he's you know if you can stick a dollar sign on it then it's going to get made and they going to try and sell it to you but audience is a still loving this stuff even though this is looking like it's going to only open around $200000000.00 here in the u.s. This week and that's still a really respectable opening I don't even see already king to say it so if audience is a cane why not it's a toughie that was made because you mentioned how much of a a proper Stubbles fan actually is is it difficult to satisfy these die hard Star Wars fans you can never please all of them I mean that's the thing last year I was a really good example of that off to force awakens a lot of people were like We want something different they've got something different and then they're like We want more of the same so you're never going to please everybody that's the thing and some people are so close to Star Wars lore that you know it's never going to be enough fam service but I'll be honest with. This one I think it 6 a lot of those boxes we see I won't spoil in a thing but there are a lot of surprises that will satisfy those older or more deep deep deep undercover Star Wars fans and those people who are new to the franchise but it's just a really nice way to round off so I genuinely think that everybody's going to come away from this loving at least also. In Thomson and he was a launch last night lucky man we Laura have not seen have any of the Star Wars films. So we want to know which films you have never seen and why I want to be. Marson in Plymouth says I've never seen an animated Disney film until I pointed this out in the office so my colleagues lent me the Jungle Book Martian odds it was Ok I'm not in a hurry to view any more Helen and I can't in his text as well.
