The Prime Minister has defended the governments decision to reimpose quarantine measures on people returning from spain, leaving the travel plans of millions in chaos. Borisjohnson says there are signs of a second wave of infections in europe, and the government has to take swift action. But the decision has been greeted with dismay in spain, which says outbreaks there are confined to only a few regions in the north, with much of the country safer than britain. And here, travel agents have called on ministers to change their blanket approach. Richard galpin reports. Our chief Political Editor is in westminster. Boris johnson is clear as to why they had taken those measures . Simon, today we get some clarity from the Prime Minister on his thinking but too little about what we should do about our planned summer what we should do about our planned summer break and whether we should risk it. Clarity from the Prime Minister on why he imposed quarantine restrictions on people returning from spain, because he believes there is a real risk of a second wave of the pandemic beginning to develop in spain and other parts of europe. He is also clear that he will impose restrictions on other countries if the pandemic starts to bubble up there too, so there could be additional quarantine restrictions elsewhere. He is also clear that there will not be any early reduction on the 14 day quarantine period which people currently have to observe, despite reports it could possibly be cut to ten days. On the really big question which i suspect most people want answering, what should i do about my summer break away, his response is basically to say, oh 30 you, it is up to you to decide if you could risk going abroad this summer. Tuck his responses basically to say, it is up to you. The first minister of scotland, nicola sturgeon, today said stay at home, do knuckle abroad. Richard galpin has more. Already several Holiday Companies have been granting planes which would have taken thousands of passengers to spain. This unsurprising with the Foreign Office advising people against all but essential travel to the country. For this family, the decision of the government to impose a two week quarantine for anybody coming from spain brought an abrupt end to their holiday plans, their cases being unpacked. It is devastating not to 90, unpacked. It is devastating not to go, but we have to follow what the government is saying and we are doing that. Some people might think, we are going to go, terminate all, we are going to go, terminate all, we will come back and have another two weeks off work, but me and why felt we could not do that to our employers. There are still thousands of british holiday makers in spain, many more are planning to head there even though the government has now enhanced anybody holidaying in the ca nary islands and enhanced anybody holidaying in the Canary Islands and Balearic Islands will have to go into quarantine on return to the uk. All this to try to prevent the virus being brought back this country. Im afraid if we see signs of a second wave in other countries, it is really our duty to act swiftly and decisively to stop the infecting. To stop travellers coming back from those places, exceeding the disease in the uk. Statistics show by the government is so concerned about tourists returning from spain. The country currently has 35 cases of coronavirus per 100,000 people, while the uk has less than half of that at 14. 7. Last weeks figures show the number of covid cases in spain rose 75 . But big variations across the country, catalonia has had 8500 new cases, compared with just 92 and the Balearic Islands. The way the uk government has handled the situation in spain is meanwhile coming under increasing scrutiny from the labour party. First of, the government need to make sure they have a robust plan in place, and that they get ahead now. Has been too much where we had seen delay, overreaction and then retreat a nyway delay, overreaction and then retreat anyway which causes confusion and risks manyjobs anyway which causes confusion and risks many jobs in anyway which causes confusion and risks manyjobs in the sectors which are struggling, whether or aviation. For many in the travel industry, the government measures are a disaster, just when there had been hope of a surge in business. The paskea months have been very difficult for the industry and will continue to be, we have never seen anything like it the past few months. But there is demand for holidays, people wanted to go. The big concern is spain mightjust be the first of many countries where quarantine will be needed. Spains Prime Minister has called the quarantine unjust and has urged the government to think again. Pedro sanchez said the new flare ups of coronavirus were concentrated in two areas and treating the whole country as a risk was an error. Guy hedgcoe reports from madrid. Male cat, a magnet for british tourists, but like the rest of spain it has been included in the British Government decision to quarantine those who visit on their return to the uk. Those who visit on their return to the uk. Fuerteventura. That is despite the relatively low rate of covid 19 in the trx. Locals say it is having an impact on the economy. We will not open at all. The british not coming will affect everybody. I feel sorry for the bar owners and workers. The Spanish Government has been trying to persuade the uk to alter its policy, asking for travellers from some areas of spain to be exempted from quarantine. Prime minister Pedro Sanchez said the canary Prime MinisterPedro Sanchez said the ca nary islands, Prime MinisterPedro Sanchez said the Canary Islands, the Balearic Islands, valencia and andalucia all have lower rates of the virus right now than the uk. He said, in epidemiological terms, now than the uk. He said, in epidemiologicalterms, it would now than the uk. He said, in epidemiological terms, it would be safer to be in those destinations than the uk. This is one of the biggest tourist hotspots in madrid, but right now it is virtually empty. That is because of the covid 19 crisis. The fear is in the wake of the uk governments quarantine decision, it will be even more difficult for the Tourism Sector to recover over the coming weeks. Barry cooper is temporarily living in madrid. He knows plenty of british people affected by the quarantine measure. Friends and former collea g u es measure. Friends and former colleagues coming through spain and into spain, family who would see us while we were here, it has thrown battle completely out of whack. For us, it is incredibly disappointing. But as we have seen over the last few months, things may change in an insta nt few months, things may change in an instant with the British Government. New figures released today show the 1 million new figures released today show the 1millionjobs were new figures released today show the 1 million jobs were destroyed new figures released today show the 1 millionjobs were destroyed in spain during the Second Quarter of the year, while the country tries to bring the resurgence of coronavirus under control, its economy is becoming another huge worry. The government has been criticised for the way it responded to people who got stuck abroad as the pandemic took hold earlier this year. More than a Million People needed repatriation but mps say the Foreign Office was too slow to come to their rescue, and communications were inadequate. James landale reports. When lockdown began in march, well over a million britons were travelling overseas. As airports and borders closed, the government advised people to come home and a mass repatriation began. Some were happy with the support that they got from the Foreign Office. I think there has been a lot of frustration from people in peru that there hasnt been so much communication and things have taken a lot of time. But now things are happening, i think everyone is just very relieved and very grateful that we are coming home. We have just been in a five hour long queue. But others were not so happy. I have got to the front of the queue and they have told us there are no flights. They will not tell us any more details, they dont know any more details. The governments repatriation effort, managed from this command centre, has now been studied by the Foreign Affairs committee. The mps said many Foreign Office staff went above and beyond to help people get home. But they also found that. The mps said the repatriation was too slow, it relied too much on commercial flights, which many could not access or afford. They said more charter flights should have been laid on earlier. The mps also said communications were poor, with many britons unable to access information and others not treated with empathy or compassion. Answer phones were not able to be fixed in embassies and couldnt be done remotely, so they were giving out mistaken messages. Sometimes we found that social media was not being used appropriately, and we could have seen many more people informed much more accurately earlier. The Foreign Office said it had taken unprecedented steps to help people, and insisted it had been right to get most back on commercial flights. It said. As for supporting britons overseas in the future, the mps urged the Foreign Office to improve its communication methods and contingency plans. The fco said it was investing more in its Consular Services and crisis management. James landale, bbc news. German investigators are searching a garden in hanover in connection with the disappearance of madeleine mccann. Police began work at the site yesterday. Madeleine was three when she went missing while on holiday with herfamily in praia da luz in portugal in 2007. German detectives believe she was killed shortly after being abducted. On your bike thats the message from the government, and theyre offering people vouchers worth £50 to get their old ones repaired. Ministers want more of us back in the saddle, as a way to keep fit as well helping the environment. There are also plans for new cycle lanes in towns, and doctors are being encouraged to prescribe cycling, with bikes even being made available on the nhs. Jon donnison reports. Borisjohnson has always had a soft spot for two wheels. Today, after a brief spin in nottingham, the Prime Minister argued hes putting his money where his mouth is. You always could spend more. I mean, this is the most ambitious package ever. It is £2 billion. What we will do is create thousands of miles of protected cycle lanes. I really believe that protected cycle lanes are essential to give people the confidence that they need. Many people are not very brave or confident cyclists and we need to get them on their bikes in a confident way. With many people still wary of using public transport, cycling has surged, especially in big cities. With more people cycling, here in london, they have already put up quite a few temporary cycle lanes in place. Some of those will be made permanent, but the government say it is notjust a case of slapping a bit of paint on the road. What the government is promising and what cyclists want is cycle lanes that are separate from the traffic, segregated and safe. A new body called active travel england will be set up to make sure cycle lanes meet those standards. Some have pointed out that the £2 billion is less than a tenth of the £27 billion the government has pledged to spend on new roads. But environmentalists and cycling groups have welcomed the initiative. It is probably the biggest change that i have seen in my lifetime, because i can see the mechanics behind it and the set up with the creation of active travel england to be the overseer and arbiter of delivery of cash and standards, that it is the makings of an incredibly transformative plan. And from today, repair vouchers worth £50 and transferable in most bike shops will be available to encourage people to get their missions back on. Concise get their machines back on the road. In selected areas with poor health rates, patients will be able to access bikes through their local gp surgery. Cyclists in birmingham said they were on board. Over the last couple of months, i have seen more people on bikes, and that encourages other people to have the confidence to go out on bikes. There is talk of a lot of money going into cycle lanes and whatnot. And it definitely needs that. But labour have accused the government of being too slow to act and questioned how long it will take to get the plans in place, whilst some groups have expressed concern about changes to the highway code that favour cyclists. Jon donnison, bbc news. It is quarter past one. Our top story this lunchtime borisjohnson defends the decision to impose quarantine on all holiday makers returning from spain, and it calls for the government to change its approach. My name is faith and im the editor of cocoa girl. And meet britains youngest magazine editor, who spotted a gap in the market. And coming up on sport on bbc news. With better weather, england look to take the wickets they need to win the deciding test against the west indies at old trafford. Amazon is ramping up its Online Grocery service with the aim of serving millions of shoppers across the uk by the end of the year. Online food sales have almost doubled during the pandemic, with grocers struggling to keep up with demand. But amazons move could pose a major challenge to rivals. Lets speak to our business correspondent, emma simpson. What exactly is amazon up to . That is the 64,000 question. It has been this long burning question in retail. Could amazon do to groceries what it has done two books . It is an onlinejuggernaut, but so what it has done two books . It is an online juggernaut, but so far its ambitions in food have been fairly modest. In fact it has barely made a dent in the uk food market. They have amazon fresh, and you can do a weekly shop there, but it is only available for about 300 post codes for london and the home counties. You have to be an amazon prime subscriber to get it and up until now you have to pay an extra monthly fee or Delivery Charge for order. From today those larger orders will be free and critically they are going to roll out the service, they say, a faster and same day delivery service, two major cities across the uk, which they say will hopefully mean millions of new shoppers. They say this was planned long before covid 19, and they have the capacity to do it, so they clearly want a much bigger slice of the uk grocery market. How worried should supermarkets be by this . market. How worried should supermarkets be by this . I think they will be worried, because of course amazon is a big disrupter, and as you say Online Grocery sales have almost doubled during lockdown. The supermarkets have been struggling to keep up with soaring demand and that will be a permanent shift, but its a lot harder to make money selling online groceries. Remember, amazon have really deep pockets. They dont mind selling at a loss to grow market share, and of course with amazon prime they have a huge platform, nearly 15 million subscribers. The interesting thing is how compelling is this going to be . It will be fascinating to watch because the uk grocery market is just going to get a whole lot more competitive. Like my emma simpson, thank you very much. Competitive. Like my emma simpson, thank you very much. Emma simpson, thank you very much. Care home inspectors in scotland were given nearly 200 warnings about Staff Shortages during lockdown thats according to new figures obtained by bbc scotlands disclosure programme. During the pandemic, more people died with the virus in scotlands care homes than in its hospitals, and there are fears staff absences may have compromised residents care. Mark daly reports. Bridget snakenburg had lived in whitehills care home in East Kilbride for four years. When it locked down, her granddaughter louise could only see her through the window. Ive been so close to my gran for my 39 years, since i was a baby, basically. If i couldve burst through the walls i wouldve, aye. Whitehills was hit hard with coronavirus. At the height of the pandemic, 39 of its staff were off work. There wasnt enough staff to care for their needs. I would say neglect. So youd put it as strong as that, neglect your gran was neglected . Well, when i went in and saw her, yes. Yeah. In may, bridget tested positive for covid and then suffered a stroke. Louise insisted on being allowed inside the home and found her grand inside the home and found her gran lying in her bed which was soiled and wet, and her room dirty. The debris had built up in her room. Shed been in her bed for a long time and her room hadnt been touched for a long time. Ive never seen a room like that. Louise also found and opened bag of soiled ppe in her bathroom, in breach of covid protection control protocol. Bridget died with covid on may the 13th. New figures obtained by disclosure reveal the depth of the Staff Shortages across scotlands care homes during the pandemic. The care inspectorate received 30 red alerts that homes couldnt properly care for the residents and 149 amber warnings that staffing was stretched. The bbc understands whitehills had been on a red staffing alert for much of april, and amber when bridget died. A spokesperson for whitehills said, we have apologised to mrs snakenburgs family for failing to quickly remove used ppe from her room during the covert crisis. Our Infection Control procedures have since been fully reviewed and endorsed by the care inspectorate, which has praised our high standards of hygiene. In the four months since lockdown, there were around 2,400 more deaths in care homes than would normally be expected. Campaigners say the pandemic has exposed the frailties of scotlands care sector. Meanwhile, the bereaved pick up the pieces. She should not have been left in the first place to die like that. And i dont know whether it was a case of. Aye, theres not enough staff. Either way, nobody should be left like that. Mark daly, bbc news. And viewers in scotland can see more on this investigation in disclosure, which is tonight at 10 45 on bbc one and it will also be available via the bbc iplayer. Closing submissions are being heard at the high court, in the libel case brought by the actorjohnny depp against the sun newspaper. Our media correspondent, david sillito, is there. David . Yes. The closing speeches, the end of two and a half weeks of evidence in which we have had a glimpse at the lives of the very rich and very famous and the troubles of the relationship between johnny depp and amber heard. The heart of it has come down to one thing. Is amber heard to be believed . She has said she has been assaulted more than 14 times byjohnny depp, something he strenuously denied. Intradays final speech by his legal team, and remember this is a libel action against the sun newspaper, the Newspaper Group that publishes the Newspaper Group that publishes the sun in todays final speech. After they published an saying he was a wife beater, it is for them to prove he is a wife beater, so the allegations made against him, those 14 allegations of assault, they have been described in court today as the words of a compulsive liar, and they say she should not be believed because she has changed her story, she has increased the number of allegations from two to 14 and there are no direct witnesses, apart from her sister who said she saw one incident of violence who said they actually saw anything. They say she filmed, photographed, did everything she could to get the dossier of evidence, what they describe as a fabricated dossier, a hoax, and they see at no point did she ever ca ptu red see at no point did she ever captured johnny depp being violent towards her. She said of course all of this happened in private places, his private plane, private island, his private plane, private island, his many penthouses, and there was no chance she could capture that. But there it is, the essence of the case, after all of this, all these witnesses and all this evidence, it is down to whether or not amber heard is to be believed. Has she been truthful in what she had said when she has described the assault, the black eyes, the broken nose, the bottles being thrown at her like grenades . Is she to be believed or isjohnny depp to be believed that this is all entirely a hoax . Thank you very much, david sillitoe. A court in malaysia has found the former Prime Minister, najib razak, guilty of corruption sentencing him to 12 years in prison. Prosecutors say more than 1 billion from a state Investment Fund ended up in his personal accounts. The trial was the first of three he faces, as Jonathan Head reports. Najib razak has made this same walk into the high court several times over the past two years since his shock election defeat robbed him of impunity. Even so, hed expressed confidence his verdict would go his way, that the court wouldnt convict a politician who still wields great influence. It was not to be. In delivering his decisive guilty verdict on all seven counts, judge Mohamad Nazlan said the defence had failed to rebut the prosecution case. That the claim made by mr najib, that 10 million transferred into his personal bank account was from a saudi prince, was unconvincing, that as both Prime Minister and finance minister he could not claim he lacked authority over a government run Investment Fund. He sentenced him to 12 years in prison. A heavier punishment than many malaysians had expected. This is a dramatic fall for a man once at the pinnacle of power in malaysia, who seemed untouchable, even as one of the worlds biggest financial scandals swirled around him. Two years ago malaysians, outraged by the excesses of those around mr najib and the huge sums of money which had been stolen from 1mdb, voted him out, and with him the party that had ruled malaysia 60 years. Mr najib was seemingly undeterred. Still enjoying the support of many ethnic malays who remain loyal to his party. But with this historic conviction, the first of such a senior figure, his long political career may now be atan end. Jonathan head, bbc news, bangkok. During the lockdown, six year old faith and her mother searched for magazines that represented young black girls like her. When they realised there werent any they decided to design and print their own. Called cocoa girl, its already sold thousands of copies. Amanda kirton reports. Hello, my name is faith, and im the editor of cocoa girl. Shes only six years old and is one of the editors for the uks First Magazine aimed at black girls. During lockdown, faiths mother went shopping for magazines to keep her daughter occupied. It was at this point that they realised there was a gap in the market. We decided to do a magazine which reflected her and other girls like her. Theres a few mothers that have bought this magazine as a surprise for their daughter. Some of them have never seen a black girl on the front of a cover before. This girl looks like me, because shes got those. Leading figures within the magazine industry are aware of the problems around diversity. I think genuine diversity is not just about a cover its about a culture, and really using this moment as an opportunity to look at the brands that we work for, look at our teams, and take some of the learnings from the past few weeks following the black lives matter movement. But after the tragic death of george floyd in america, it looked like the launch of the magazine was under threat. I didnt think that i could launch a magazine which told black children that they could be anything they want to be when we had seen such a sad death. A lot of people were asking, what can we do to support the black community . And the response was amazing. There was one time where the magazine was selling 1,000 a day. I was somebody that had been trying so hard to get into publishing from such a young age. I left the industry because there was always that Glass Ceiling that i couldnt get through. Im really, really happy and proud. The fact that serlina has actually created a magazine for six, seven year olds who actually are picking it up and reading it, thats awesome. We are really concerned that, actually, if we dont look at how diversity in content is being tackled now forfuture generations, it means that actually maybe that six, seven year old wont pick up a magazine and they wont read that content because its not relevant to them. I knew she was struggling with what she looked like. This journey that shes gone on, to love her hair, to love her skin tone, to love everything about herself is the most amazing thing that has happened. Can ijust say something, mummy . If you are out there, friends, i want to say hi. Cricketer stuart broad has taken his 500th test wicket during englands third and final test match against the west indies. Its quite a comeback for broad, who was dropped from the first test. England are looking to bowl out the visitors on the final day at old trafford to win the series. Andy swiss reports. As england chased victory, one man was chasing his own personal landmark. Stuart broad began the day with 499 test wickets. Could he make it 500 . Well, not at first. The west indies needed to bat out the day to avoid defeat, and they began confidently. But broad wasnt kept waiting for long, as he delivered a moment of cricketing history. Commentator must be it is 500 for stuart broad. And you could see just what it meant. Kraigg brathwaite the victim, as broad sealed his place in one of crickets elite clubs. Just the Second Player to take 500 wickets, after team mate jimmy anderson, who was there to congratulate him. Among the first to pay tribute, the man stuart broad called his hero, david steele, who coached him as a schoolboy. Nobody could have had a better start with his career. He stayed in there, the right things, and thats the key of it. Eh . Why has he done it . Because of what the game means to him. Broad resume centre stage again. The bowler this time turned catcher. Commentator broad wants it, broad calls it, broad takes it. As shai hope gave him and england another excuse to celebrate. The hosts are now closing in on victory chris woakes was another west indies wicket. A morning, then, which belonged to england, but above all to this man. Andy swiss, bbc news.
