The search for victims in wreckage of airasia flight 8501 is suspended right now because of horrible dangerous weather. Divers and sonar equipped ships are standing by to resume that search once gale force winds, heavy rain and high winds subside. A searchandrescue official tells cnn he believes sonar equipment has detected wreckage from the plane at the bottom of the sea but couldnt confirm it. The recovery of all 162 people who were aboard that flight is the top priority right now. So far, search teams have pulled ten bodies from the java sea. The first two bodies will return to surabaya which is the indonesian city where the doomed flight originated. The victims were brought back in simple wood boxes bearing numbers 001 and 002. Our Andrew Stevens is at that airport in surabaya. Andrew, the two victims were given that solemn welcome. It will, of course be the first of many. At the same time we have this information from investigators that there could be this possible sonar location of the wreckage although the ceo of the airlines saying its not exactly confirmed. What can you tell us about where this wreckage is . This is very, very frustrating. They can not confirm whether this is the actual primary wreckage, the main fuselage where the investigators, serge groups think most of the passengers remain. Its a very stark image. They say when they find fuselage theyll find most of the passengers buckled in. What they cant say with any degree of certain city whether theyve pinpointed the area in the crash zone. Its around the same area where the Indonesian Air force first saw what they described as a shadow which looked like a plane underwater but at this stage with those weather conditions so bad weve got two more days of these bad conditions by the sounds of it it will be a very painful process for the families of course while they wait. Absolutely. Now, have any of the victims been identified yet . We know we saw the simple coffins 001 and another one bearing the number 002. Eight bodies after that also recovered from the ocean. Do we know who they are yet . We dont. The i. D. Process continues. If they have concluded it they have not yet publicly announced who is first brought back here to surabaya. We know it is a man and a woman. But theyre being very very careful, authorities here, in getting absolutely the correct identification because so many people have been asked now to give whatever evidence they can to sort of back up any dna tests that have needed. Its interesting, christine, the families who are just behind me here this was cray sis center, you probably cant see it but its all breaking down now, the families have moved, going much closer to the hospital where victims will be taken for those i. D. Purposes. Were an hour away in new years here youre hearing the firecrackers and seeing lights in the sky but its such a somer reminder because so many of the people on that flight were going to singapore to celebrate new year there, so a very very stark and somber reminder as the firecrackers are going off in the background. It certainly is Andrew Stevens in surabaya, thank you for that, andrew. Searchers are having a hard time trying to get to the bodies and bringing them back to land because of the weather. The strong winds and surf are hampering the search for the black box which is hold the clues to what happened to this doomed flight. Chad myers joins us from the cnn weathercenter and, chad, what are the conditions right now in this part of the world . Ironically, the conditions are amazing. Theyre great. The storms are gone, the clouds are gone its not raining. But its dark. So and this is this morning when they had to call off everything because storms were everywhere now the storms are gone. By morning, guess what . The storms will be back. Theres our search area right there. Not even a rain shower in the box and then later on tonight into tomorrow morning, another batch of rain comes in right when they would be wanting to launch more ships, more planes. Thats kind of the key here. Its been great in the dark and terrible during the day. Its going to be that way for the next three days. Heres friday day, heres friday morning 5 00 a. M. They should be launching ships from the coast and there will be storms everywhere and winds 40 or 50 Miles Per Hour. So even if you could get a ship out there, you dont want in the the wave which is could be 20 feet high. Every night it calms down every morning it pops up. Four inches of rainfall expected in the next 48 hours and thats not a good sign when youre trying to get people out there in clouds and planes and you have rain suddenly you have to fly so close to the water you cant see anything, you dont have visibility when its raining and the clouds are there as well christine. We have safety analyst and former faa safety independentor david soucie. Hes written a book Malaysia Airlines flight 370, why it disappeared and why it may happen again. It looks like sonar may have found the flight. Assuming the weather settles, theyll be able to get to it pretty quickly. Where does the recovery and the investigation go from here david . Its interesting you separate that because it is a separate thing. Before 370 we recalled the investigation but the invest comes after the recovery operation so its now starting on the an investigation now that there is evidence. They are so confident about this sonar but the ceo is not admitting it is sonar. Mr. Fernandes says it may be that. So well know if its two wieses or not and then the information will begin. These are the early days this story and invest you see different people with different information on the ground and sometimes it doesnt square up. Thats why we wait to see how things are going to unfold. Les, a indonesian official told reuters none of the bodies recovered were wearing a life jacket. There were 10 discovered so far. Where does that point investigators . It says to me and i think david agree with me is that it was in the a planned event. The aircraft impacted the ground without any preparation. Thats with reference to the fact there was no communication, there might have been a serious upset with that airplane. Either the crew had no time to do it or the fact that they were already in trouble and because if it was a controlled situation where they were trying to control or attempt krogtoing to control the airplane they could have gotten something out. If a life jacket was found near a body that could have been a coincidence, right . Right, they are underneath the seat so its possible. But why you would find a life jacket without a seat theres no other debris other than the bodies and the one door. And the blue suitcase. You were talking earlier about the blue suitcase we keep seeing these pictures right there. Thats something thats equipment for the crew, equipment for the plane . Thats for the plane in case the aircraft has to land in a different location its basic maintenance stuff, lightbulbs Circuit Breakers things like that in case it was ever needed but thats what that case is and thats all that niece that. Lets talk about the flight data recorders, they are key. Theyve got some time they can be underwater. Theres a long time the data can stay underwater. If they know where the wreckage is they should be able to find those. One of those recorders will have the voices from the cockpit we suspect. Well know what was happening with those pilots. The rest will be the avionics. This is the next key. Aside from returning these bodies as the family so desperately needs, its the data we need isnt it gentlemen . It is and all that in addition to the cockpit voice recorder recording air Traffic Control negotiation reporting the cockpit voices it will record sounds. Switches being hit, potentially heavy rain hitting the wind screen of the airplane. So theres a lot of things then it will coordinate with the digital flight data recorder with a program that david is familiar with. And that will be the key to unlock the investigation at that point. We have to find the wreckage find the black boxes, return those bodies of course, and then try to solve the mystery. We have a fleet of no cats for our Mountain Resort communities and we brought them down to lower elevations and we took some stranded motorists on the Lake Arrow Head side to First Baptist church where theyll be sheltered overnight and then on the other side our l. A. County side the mount baldy area we took 40 occupants, mount baldy road was closed and impassable so we took them by crew buggy, a vehicle we use to transport our members up to Mount Baldy Lodge and theyll spend the night there until the morning. Folks took pictures with their cell phone, posted them to twitter. The good news is everyone is safe. A fierce wind storm is hitting californias Catalina Island right now. The rough seas are battering sailboats and sending surf over the look at that winds up to 40 Miles Per Hour are being charted. Those waves are going right over the sea wall. Our affiliate ktla reports a Harbor Patrol officer was killed in an incident on the island. No word yet on the circumstances of his death. You can see those are some fierce winds and surf battering Catalina Island this hour. All right, coming up next, weather conditions halt the search for flight 8501. How wind, strong rain and currents are preventing crews from getting to the main part of the aircraft and recovering the black boxes. Theres a lot of rain so that is something that we have to look at more carefully because the weather is changing. You give. And you give. And then you give some more. But sometimes you get. Explain the complexities for me of looking for and discovering debris and bodies from the sea. When you get to the search area where theres a concentrated search. Sometime the atmospheric conditions can make it very dpriflt difficult from the searchers above to see the wreckage. To further complicate that high winds and seas as the wave is cresting. This can look like white parts of an airplane that would be on this airliner. So those things are always of concern. In addition the people in the boats, they have a little less gods eye view, if you will to look for the debris and they have some difficulties as well because as theyre trying to recover the wreckage thats reported by the airplane it can be problematic and often dangerous to pick up those items and put them on the boat. David, most recently the case of mh370 that could be in water up to 19,000 feet deep. We just dont know. Its been ten months still looking for that aircraft. This is an aircraft who people investigators think they have a good idea where it is and its shallow. Its 100 feet deep. But that Shallow Water also comes the treachery of monsoon season and high winds and difficult conditions at the surface. Yeah christine. Its sad that way, especially when you think about the anguish of the families here again, theyve had yet another day and maybe a few more days before the weather breaks. Im encouraged to hear chad say that at nighttime things lit up quite a bit. You can do a lot of work underwater at night, but not if its still unsafe at the surface so we have to see what happens in the following days. David, lets talk about the critical black boxes. Its what we need to have the next piece of this puzzle is finding out what happened in that cockpit and what was happening with the avionics of that craft. Given the weather conditions and the fact that the underwater locator beacons, the pingers, last only 30 days, what are you expecting . When you look at this terrain and what were dealing with are you confident theyll be able to find them . I am. I think, you know there are meetings going on, im sure, because so of this at this point is having the right technology, the right teams but more importantly the right leadership and skills to pull everything together and come up with an Operational Plan that factors into the weather. So there are some smart people out there. There are people from the french ntsb the bea from airbus and others, the u. S. Navy. Theyll have a plan together and things like Autonomous Vehicles those are the torpedoshaped vehicles that you refleece a boat and they go do their own thing where you dont have to be so atentative from the surface might come into play at some point. Ken, off background in search and rescue and im curious. So many people have told us today that their working assumption is that many of those passengers many of those loved ones are in that aircraft still strapped into their seats. We have seen it before. What in the world how do you begin the rescue or the recovery of bodies that are strapped into fuselage . Well, really this i agree with david. It takes solid leadership and a solid plan in order to do this. And the real credit should go to the people going down, the divers and getting people out of the wreckage and getting them to the surface to be returned to their loved ones their family members because thats very tragic for them. Finding the wreckage, if the airplane broke apart in flight or if it broke up after impact of the water, some passengers could be in the seats and some are away from the airplane so that could be increased difficulty in recovering those bodies. David, you led the successful effort to locate the remains of the air France Flight 447. That was in again, much deeper water than were talking about here. It took two years. What do you see here that is similar in this search operation . What would you advise these crews . Well i was the coleader, christina, on that. On thaex pedidiggs to find air france 447. It took Many Organizations and many teams to do that. My advice they already know. The leadership knows, i believe, the ones with experience know that as ken just said you have to have a solid team and a solid plan. Almost as important as anything else because theres a lot of talent out there and theyve got to all be operating on the same page. Patience is important but, you know ill tell you one thing having been on the other side of the closed doors is that the pressure is building on those teams and on the leadership. Touch pressure of the families seeing that agony is difficult. It lives you with every minute of everyday and night. Then the pressure of the external community thats looking and making a lot of assumptions, do you know what you are doing . Are you doing the right things . Why havent you produced results . That is probably building. So one bit of advice is to insulate yourself as good as possible from that kind of pressure because you know over the days ahead it starts to really take its toll on you. I cant think of a more difficult job than being somebody in the indonesian coast guard going down in a sling trying to retrieve bodies or a diver in the next few days who may have to go into that plane and try to retrieve evidence and people. Why is finding a huge passenger jet worth a hundred Million Dollars so difficult. Technology to stream that info if something goes wrong should be on board. That kind of information would be tremendous for our country. Why are few Airlines Using it. If airasia had your system, if they that flight was on board would that plane have been found . Yes never can say that with certainty christine. I think theres many factors at play give than there are a lot of uncertainties in this specific situation. Thats a tough question to answer. But when you see an aircraft every second or two seconds instead of every ten minutes or 15 minutes it takes down the time it takes to locate a plane and narrows down the search area significantly. In this case its likely they will find this plane. There have been pieces from this plane, bodies, theres evidence they will find it no question its just when. But when you look at Malaysia Airlines flight 370 it vanished. If that aircraft had this technology where they were looking would be much tighter range, they might be able to find it more easily. What arent more airlines adopting it . Is it cost prohibitive . If you compare it to your cell phone, were all accustomed to the fact that we have cell phone coverage everywhere we go but we forget when were in a forest or fishing on a lake that cell phone often doesnt work. Thats because a lot of these technologies rely on groundbased equipment. They rely on tours on the ground to receive a signal. A satellite is only involved through some kind of a central system so they still rely on those towers. Thats the main problem of the tracking of aircraft over large oceans. We estimate that about 70 or more of the earths surface has no form of tracking at the moment and if they do its about every ten minutes, roughly every 15 minutes. So you have to create a system that is able to pick up that signal directly from the sky, so from a satellite, and thats able to relay that information to an air Traffic Controller on the ground. Thats exactly what aireon will do when we launch our global constellation in 2015. Hopefully by 2017 well be able to track every aircraft around the world and give every air Traffic Controller around the world a full view of their airspace, including areas like mountains, deserts and oceans that currently have no coverage at all. Heres the thing, though. You know airlines will tell you they are operating at very slim pro fit profit margins. Many airlines were losing money consistently year after year. It takes Government Intervention to keep them flying and in some cases, in the united states, for example, lots of fees on your ticket for them to make money. They could argue that its so rare for a plane to fall out of the sky and need this kind of technology why add the cost . You have a better chance of winning the lottery then falling out of the sky in an airplane. Well i dont think that any airline will cut back on safety. I think thats a key issue to them. Its a matter of is it possible to do it. Theres so Many Airlines out there in the world have that have installed technology thats able to track them but it requires significant investment on the ground as well and that investment is ongoing. Theres an increasing number of countries around the world that installing a system thats called adsb which is a new version of radar thats able to track aircraft from the ground. But that takes time. One of the big problems airlines have is that it not only takes time to install but certain aircraft type are unable to be equipped with certain technology and thats where what were trying to do really sort of attaches to that by utilizing an existing technology and just improving it. Federal records show former virginia senator jim webbs born fighting pac paid more than 90,000 to his wife and daughter since 2006 for administrative services. The payments amount to just about 10 of what the pac received in donations. Now, a spokesperson for webb tells cnn the payments were well within the law and much lower than typical compensation. On the other side of the aisle, house gop leaders are rushing to the aide majority whip steve a lease after scalise after he admitted making a speech to a White Supremacist Group in 2002. House Speaker John Boehner said scalise had his full confidence even though he made a error in judgment a dozen years ago. Joining me are democratic strategist Maria Cardona and republican strategist kevin madden. I want to talk about jim webb. Were not talking about a tremendous amount of money, 90,000 over 12 years. His daughter does have a Web Marketing firm, she redid his web site and helped with some of the web 2016 material. But could these claims derail his president ial ambitions . Given money to close relatives, even if they have businesses doesnt look good sometimes. I dont think it will derail it christine. I think hell have to answer more questions about this and from what i have seen that his office has put out, everything that all the work that was done by his daughter and his wife is provable that it was legitimate and that it was paid at less than market cost. And so i think jim webbs problem is not necessarily this kind of financial issue. His problem right now, frankly, is that he has very little name i. D. Nationally and that in democratic polling for 2016 i think he gets between 1 and 3 of support compared with all of the other Democratic Candidates who might be running. So frankly, in a weird way, us talking about this christine, could help his name i. D. So at the end of the day this might not be so bad for him in the long run. Which is why politics is so come founding to me. You can turn something upside down. Kevin, let me ask you about Speaker Boehner standing behind his majority whip Steve Scalise. Is this the message leadership should be sending at a time when thisser so desperate to draw minority voters . Were talking about David Duke White supremacy, a group called neuro to defend european heritage in the united states. I think the message that Speaker Boehner is trying to send has to do with Steve Scalise himself. Steve scalises argument was that he did not know about the nature of this this group of its agenda when he spoke to them and for everybody who knows Steve Scalise, and i think Speaker Boehner is one of those folks as well as somebody like Cedric Richmond an africanamerican democratic law maker from louisiana they are basically offering testimonials to Steve Scalises character and integrity. Folks who know him best folks who have worked with him whether theyre republicans or democrats dont believe he would knowingly speak to a group that promotes intolerance. Steve scalise is known as a uniter, a very tolerant person and who has worked very well with members across the aisle so that i think what they are doing is standing by Steve Scalise that essentially he has looked them in the eye, told hemthedidnt know this group was promoting this type of agenda and this is them standing by him there. Kevin, it just sounds like it sounds like a 20th century political story to be talking about. You know defending somebody in your party who accidentally spoke to a bunch of white supremacists. Its not the modern conversation in america. It is definitely a distraction. Its not the type of conversation of a Republican Party that wants to be conducting more outreach to africanamericans and latinos. Its not the conversation that we want but, remember Cedric Richmond, who is a democrat and africanamerican has also come to Steve Scalises defense because he knows him very well and he knows his character and his integrity. And i think that that type of defense of Steve Scalise also has to be given some weight when you consider all the evidence. I know i saw mia love came an incoming congressman also came in quickly and defended him, too. Theres going to be a lot to talk about this as we go forward, both web and scalise and grim for example, thats another interesting twist that boehner did not support him but is supporting scalise.
