Protesters obeyed that 10 00 p. M. Cutoff and peacefully went home. But other demonstrations inspired by the mysterious death of freddie gray led to dozens of arrests, more than 100 people arrested just in new york city as the nationwide momentum seems to build by the day. Now to the vastly different versions of how freddie gray suffered his gruesome injury. These new accounts come to those closest to him in those final critical moments, but theyre contradictory. First, a relative of one of the arresting officers believes the injury initially occurred during grays arrest before he was put into that police van. Heres about a minute of don lemmons interview with that woman who does not want to be identified. What did he say happened . He believes that whatever happened to mr. Gray happened before he was transported. According to your loved one, what took so long to get medical help . They dont know. They dont they have not discussed that with us. What took so long. We didnt ask what took so long. I think the officers that chased him and handcuffed him and had him on the ground and he said that he was hurting, i think that they should know that he needed medical attention. Shouldnt that be their call to make . Raceistracist . Do you think this was racist . Thats a fair question. Are there some bad apples . Yes. All right. Before we get to that other version, i want to show you something important thats going on in Baltimore City right now. Something that many people have desperately wanted and its the presence of ray lewis, the Baltimore Ravens great. He is in the city of baltimore right now. You see him. Our reporter there, ryan young, walking beside him. Hopefully ryan will be able to get us a short interview with ray lewis. Hes walking the streets of baltimore, trying to calm things down and its very important that hes here. Hes very well respected in those communities that are affected by this. And of course as you know that Police Report is going to be turned over to the Prosecutors Office tomorrow and everybodys fearing that something violent could happen because there will likely be no charges filed, because the investigation is not complete. Ray lewis could help calm things down and im sure many in the city are glad that he is there. When we get that interview with ray lewis, of course well put it on the air. Okay now to that other version of events that i was talking about. The Washington Post this morning is citing a leaked police document. It quotes a prisoner who was also inside that police van that delivered the injured man to the jail now, this prisoner could only hear gray he could not see him, but he says gray was banging against the l whatwalls of the van and that prisoner also believed that gray was intentionally trying to injure himself. Cnn justice reporter evan perez is following this investigation. Tell us more evan. Reporter you know carol, as if there wasnt enough mystery and confusion already about what happened to freddie gray in this police van, this only adds to it. This prisoner this prisoner who was picked up during really the final couple of minutes before he was taken to jail were talking about a sixblock drive, between the time this prisoner is picked up and the time they arrived in jail. And according to him, he can hear freddie gray banging and thrashing on the other side of this partition. He couldnt see him, so its interesting to know how this prisoner whos still in jail by the way, has come to believe that freddie gray was trying to injure himself. Now, the family of freddie gray says thats impossible for them to know. They say that he probably was seeking, trying to get attention for his injuries trying to get attention, medical attention, so they dont believe this. And they dont believe he was trying to injure himself intentionally. All right. Evan i also heard that you have new information on the fire at the nursing home under construction. Tell us about that. Reporter thats right, carol. The atf arrived on the scene, the National Response team arrived at this Senior Housing center just a couple miles up the rad here from city hall and what theyre going to be doing is gathering evidence trying to figure out how this fire was set. There are going to be at seven different scenes here in the city including at the cvs at north and pennsylvania avenue. And a couple of these scenes theres the potential here for attempted murder charges, simply because people were inside the building when these fires were set, according to investigators. So right now, theyre going to start to work. The next couple of days theyll be collecting evidence. They believe theyll be able to solve these and they believe theyll be able to bring federal charges against the people who set these fires, carol. All right. Evan perez reporting, thanks so much. I want to talk more about this Washington Post report, because frankly, it just doesnt make much sense at the moment. Heres what we already know. Ray was arrested on april 12th. At 8 39 in the morning, police tackled gray after he took off running. 8 42 a. M. Gray asks for an inhaler, because he told police he couldnt breathe and he had asthma. At 8 46, the van carrying gray stops. Hes described as irate. And at 9 24 the paramedics are called. Between those times, gray asked for medical attention several times. Would a man who asked for medical attention really be trying to intentionally harm itself . Lets talk about that with former new York City Police commissioner bernard kerik. Good morning, sir. What does this sound like to you . Confusing right now. You know i think, as ive said since it started, i think we have to wait until the investigation is concluded. The interesting thing for me is this information just came out about the guy in the van who overheard him trying to injure himself. When you watch these videos it looks like gray is in distress already. You know hes having a hard time getting up. Unless hes just limping up himself and look some guys do that. I nishlinitially watched the video and thought, hes in distress. Why didnt they sit him down . Why didnt they call the medics then . When you look at the video now and youre watching again, you see him basically stand up on the back of the van. Thats what it appears to be. Maybe he was limping up. Maybe he didnt want to be in custody. And a lot of times, what happens is when you grab these guys theyll limp up so you let go you let go they run. You know so you dont know whats happening. And even if you have a spinal cord injury it depends on where it is. Sometimes you have partial functioning of your limbs. But we wont know that until the autopsy report. We wont know it until the autopsy comes out. Youre not going to know you know i really want to know who the other person is this socalled report lets take a look at the van, because its partitioned, right . So this person inside this police van with freddy gray could not see what was going on at all. He could only hear what was going on. And he said that freddie gray he was thrashing around and he believed that freddie gray may have been trying to harm himself. I would be suspect of Something Like that if i was an investigator. You have to be a suspect. You know went did he give the statement . How did he give the statement . Is he looking for some benefit for himself . He gave the statement to a Police Officer who was it was on a warrant and the warrant was for the one of the Police Officers uniforms. So thats where it came from. Yeah i think were going to have to wait. And i think, let the grand jury do their job. Let the investigators do their job. Its going to come out. You know i think, just time will tell. So i think that the big concern, though is you have these leaks and tomorrow the police are going to turn over their investigative report to the Prosecutors Office and with every leak comes another chance it will rile up the community you know i heard that thing about the police are going to turn the d. A. s office should be involved already. If this was new york city d. A. s investigators are already involved in this investigation. They have to be in some manner. So i find it hard to believe they didnt know about this information, this report whatever reports there are. Thats the d. A. s office is going to be involved immediately, in new york city it is anyway. And the d. A. s office has its own investigation going on right now, so but its likely nothing will be made public and thats normal right, and the Community Needs to learn that. Its normal right. Im going to go to an Elementary School in baltimore, because the Baltimore Ravens coach, John Harbaugh, is speaking with Elementary School students. And i mentioned before that ray lewis is in town. So lets listen in for just a second. This is my friend right here a freshman yeah he hung up on me. Actually he was going into that Elementary School. We saw John Harbaugh doing that. Thats what we saw, right . Producers . Yes. Okay. So ryan young, our cnn correspondent, is still trying to get ahold of ray lewis. Oh there you are you popped up. Tell us more reporter im here yes. Actually we walked over from the Elementary School here to the high school and now you see some of the Football Players actually talking with the high school Football Players here at Fricke DouglasFrederic Douglas high school. This is one of the coaches here. To have the raimpbs players and the coach to show up and address your players, tell me why thats important. Its important because they are the leaders for our youth and everybody brings the nfl player to see the support of all the mischief and all the things thats going wrong, to give them a positive insight on how to do things the right way. To see coach standing here with these players and how inspired the they were when he said come train with us come lift weights, what was that like . Thats like a dream come true. Everybody we were fortunate enough to be at ravens stadium twice this year twins in the last few years for the championship run, but the field of being able to lift weights with the guys being able to see the facilities, to be able to be under the pressure of the guys that they look up to. Awesome. Look, now you can see ray lewis has walked over and hes taking pictures with some of the players here. This has had an impact. Weve seen all day, coach and ray use some strong words with these yuckoung men. Basically trying to inspire them to make sure theyre pushing forward and working hard. Coach you can see them meeting hand to hand with everyone individually. This is happening right now. How you doing . And you can see everyones been having a good time. We saw them hand out food we saw them hand out supplies. Carol, this is going on right across can street is the mall that the National Guard and police have been protecting. No ones thinking about those days of the trouble, because now everyones focused on whats going on right now. The quarterbacks meeting the coach right here live. So carol, some positive impact happening in the community with sports. And if i would guess, i would guess ray lewis and John Harbaugh will be doing more than just talking at this one high school as you said ryan this is only a mile away from Mondawmin Mall, where the protest started in earnest a few days ago. Reporter without a doubt. And you know we have walked over here just in the last we didnt know they were coming to the high school. They started at the elementary all of a sudden the coach looked over at us and said were going to the high school, are you walking with us . I said yes, sir, and now we ended up here. Right across the street you can see the Police Officers but you can see coach coach, we happen to end up being live here and just wants to make sure talk about the impact. You said football definitely hads a way of inspiring people in the community. To me its all about this is what its about. Its all about High School Coaches and High School Players and high school football. This gentleman right here the head coach at Frederic Douglas high school is going to have the biggest impact in this high school of any teacher in this building. Because hes going to be this guy thats leading these young men. And these young men will be the catalyst for good in this high school. You and i walked over here, we talked about how sports helps to give men discipline and the idea of having discipline leads to success in life. Can you talk about that . Thats just what you talked about. Discipline is the key, right . Football is hard and tough, its not always fun, but at the end of the day, you get through a good football practice and you know youve accomplished something. It teaches you obedience and to do your job and take care of your teammate and lift one another up. Consistent. Teaches you to be consistent. Whos one of the leader on this team . Both of us. Why is it important to have these guys come down here . Everything thats going on right now, its just helping us out, getting our bodies together and all that. Violence is not the answer. For him to go to these schools, whether its a Grammar School whether its a High School Kids are going to listen to him. He is a role model that they will listen to. So for him to be there, i think its phenomenal for the community, its phenomenal for these kids and i think it will be a big, big help. And i think there should be other people out there like him. Were going to get back to that and go to athena jones, shes in another part of baltimore with more about the citys reaction and the curfew. Hi athena. Reporter hi carol. While the curfew has been credited with helping keep the peace and the calm here on the streets of baltimore, a very calm night last night, but its also beginning to come under some fire. Were here on a busy commercial strip in east baltimore. Some of these stores were looted but others are reopening. Weve seen one or two open every few minutes. People rolling up those gates, those roller gates. Thats fine for these stores but if you are a restaurant a bar, a nightclub, even a 24hour gas stations theyre all being affected by this 10 00 p. M. To 5 00 a. M. Curfew put in place tuesday night, expected to last until next tuesday. We spoke with the chamber of commerce president who said that businesses like that are being affected very very negatively. They are losing money, and thats why there is some discussion about potentially ending the curfew early. The Baltimore Sun reported that the Mayors Office is considering putting an end to that curfew before next tuesday. Our own chris cuomo asked the mayor about that on new day this morning. Lets take a listen. I have made no decision sabtabout lifting the curfew. We evaluate it on a daily basis. But you get that message that that sends to the community, too, right, that they cant be trusted to live their own lives . Well it shouldnt send that message. What its saying is that we want peace in our community and were going to do everything that we can to ensure that we have peace moving forward. So you heard her say, were reevaluating that on a daily basis. That echoes what governor larry hogan told me yesterday. He said were going to do everything that we can to make sure the streets are truly safe and calm. Well make other resources we need until theyre sure of that. That includes, of course keeping this larger Law Enforcement presence out on the street. Were still seeing guard troops and the like out on the streets of baltimore. So they just want to make sure that the violence and destruction on monday night are far in the past and arent going to be repeated. Carol . All right, athena jones, thanks so much. He said that you know, this type of alleged Police Violence is not just a baltimore problem, its a problem everywhere in the country, but baltimore must rise above it. Lets listen in. I knew one reason if you want to deal with us every man on my back can tell you, its going to take a lot to deal with us. Thats what the citys built on. Keeping our city right, thats the next thing in order. You dont care what we built, because nobody going to put it back together but us. Thats it we all we get the message is very simple man. What we just saw, what they say is tragedy in baltimore, we have an opportunity to change baltimore. Everybody sitting in this room. Our kids i got daughters, i got sons. And im trying to teach them to understand the power of social media, the power of how you use it. My daughters, when they walk in my house, every one of my kids they walk in my house at 10 00 p. M. I were going to jump away. We can im sorry about the audio quality, but its the best we can do at this moment. But you get the gist of what ray lewis is saying and its a wild reception by the audience. And hes talking to these young people in an attempt to calm things down in the city of baltimore. Young people listen to ray lewis, whether you like it or not, its a great thing hes back in the city of baltimore. As you know hes retired. He doesnt live in maryland anymore, but he came back. He came back to calm the city and that can only be a good thing, because as you know tomorrow the police will hand over its initial investigation to the Prosecutors Office. Lets talk about that for just a bit. Marilyn mosby, the d. A. Has only been the states attorney for Baltimore City for just a few months. Soon she will face what is likely to be the biggest challenge of her tenure. Tomorrow Baltimore Police are expected to give her her findings in the investigation into freddie grays death. It will be mosbys decision whether to charge any of the officers involved. Joining me now to talk about this cnn legal analyst, paul cowan and mark omara. Thank you so much for being here. Morning. First of all, i just wanted to pick your brain about ray lewis being back in the city of baltimore, paul. Am i right. Yes, absolutely i think its a good thing for the city. Anybody who has public you know recognition and is trying to say the right things to calm the city down you know how can we criticize that . And its probably the prosecutors pretty happy about that right, mark . I think the prosecutor is looking for whatever help she can get. Its a very volatile situation. Shes got some tough decisions to be made over the next couple of weeks or month or so when she gets the investigation from the police. So i think anything she can get to get more community support, some positivity to counteract some of the negativity over the next couple of weeks is what shes looking for. And its a tall order for her, because shes new to the office. Shes only been in office for five months. Shes 35 years old. She had five years of experience right . Shes walking into a firestorm, you know, in a case that the whole country is watching. Shes five years of experience sort of as an assistant states attorney assistant District Attorney. She worked for a large Insurance Company as a field attorney for them and then she managed to win the District Attorneys office. And this will be her first big test of a major, major decision okay. Lets pause and go back to Frederic Douglas high school and see if the audio is any better and listen to ray lewis addressing students here. Character and selfawareness. Selfawareness to understand who you are. Because if you dont understand who you are, you dont know who you are. How many people by a show of hands is honest enough to say that every time you get up in the morning, the first thing you do is pick up yourself. Im here because i want to live in qularts. We want to see what you guys have got going. But how many as a show of hands, just pure honesty, how many going to those. So im trying to change my life. What do we know . Somebody that can give me a hand. Aint no more handouts. If you want to do something, you got to go down it man. Thats what this town is about. If you want to make real change be an example. Every time somebody sees you be different. Thats what challenge is. Dont make people let me tell you something. Trust me when i say this, be careful to put your trust in man. Because it will come back to haunt you one way or another. But also the only way something going to get done if you do it the you do it if you do it and if you do it. Thats why they say, it takes a village to raise your child. Because its hard work raising a child. Ask me trying to keep my babies focused on what life is really about. Life is really about god, family and love man. Thats what lifes about. Life is about walking with your chest high and integrity in your heart. Because youre built to do Something Else and youre not defined by what people want to report. And ive heard the bad things said about me. Every time someone seeks bad about me i cringe and every time they see me they see a different creature. Every time they see me they see me changingeing somebody elses life. Baltimore, we got a rare opportunity now, because all eyes on us. I didnt take you to chicago, didnt take you to detroit, didnt take you to cleveland, because right now, we going to sit here because were the captains of the world. We running with each other, man. But this is a world problem. This is good versus evil. Thats all separating. But figuring out whos who im saying go home war isnt won in the streets. War is won in political buildings. If we want to make real noise, walk in congress together if you want to really march, lets walk to the white house together. Lets create our own law. [ applause ] aint no problems. Its life. And life sometimes, we going to find ourselves. And right now, we going. Is its going to be the real people who send to us put a change on life. Over the next 30 days if you do nothing else if you do nothing else until that time do Everything Different than youve always done if youre looking for a different result. Because if you dont change your situation wont change. I promise you, theres not one person in here that grew up in greater poverty than i grew up in. So i know what it feels like being at rock bottom. I know what it feels like not having nothing. I know what it feels like. So i can relate with everything youve been through. But now is about the time. Now its about, you really want voice . If we really want a voice, lets athlete ourselves first. Lets treat each other right first, right . Lets not destroy another brother. Lets not be a gang just to be a part of gangs. We al working together. At the end of the day, to each other. Thats where we g. Man, im on the ground because this city been good to me man. Too good. And its too many hardworking people doing too many things man. So thats sad, man. Weve got people out there that would just do that man, and ask this many kids. Weve got kids watching this man. You cant tell somebody built. They may not have much but we made it out all right. Everybody in heres got that same opportunity, man. Do not we are conquerers. We built from a different creed but now we got to walk it now we got to talk it. Now we got to preach it and see it. And then when we done let us be the example of real change. People want to know what real change is, let us be the example of real change. Spread the word. Spread the message. Not this. Not this. Teamwork. Every man here knows something about teamwork. Baltimore is resonating nationwide and everyone has the same question. Why . What is the main cause of distrust between police and black america . Some say its rooted in a Police Strategy known as zero tolerance. That means Police Arrest people for minor infractions or some say on the mere suspicion of criminal activity. That policy started in baltimore in the early 2000s. In 2005 alone, Police Arrested 108,000 people in a city of 640,000. Edward norris led baltimores Police Department from 2000 to 2002. Hes credited with a significant drop in the citys murder rate and many in baltimore loved him today he hosts a popular baltimore radio show. You might know him from david simons the wire. Starred as a detective. And did you shoot your boy pookie down like marnell said you did . No, no. Lie. Lying [ bleep ]. The machine is never wrong, son. I guess Edward Norris joins me live now. Thank you for being with me. Thanks good to see you, carol. Nice to see you again, too. I want to talk about this zero tolerance policy. Did you and the mayor at the time Martin Omalley start that policy . I never, ever brought zero tolerance here but i was labeled with it by certain politicians, Martin Omalley and they ran with it. I ran under bill bratton, the idea was, minor offenses if you had a serious of serious crimes like shootings or robberies and you could solve them go in for moisture regulations and talk to people who you had in custody about the serious issues. It was very targeted and those arrested and go up substantially after i left. I left in 02. Those things skyrocketed 03, 04 04, 05. Why did they skyrocket . You left the Police Department and went on to the Maryland State Police after that. And the statistics from 2005 are shocking. Yeah i think, and i got this from people anecdotally, but i think its true. Its a lot harder than it looks to do it well. And i think people in misunderstood and some of the people in the mayors staff, particularly i think they saw, well we saw them do it for a couple of years, we can do this too. All you have to do is lock everybody up thats not how it works. It created a Tremendous Community of mistrust. According to what i was told a lot of people were being arrested for drinking beer on their own stoops and doing things in front of their own homes and it created a tremendous problem and a divide in this city. Martin omalley is thinking about running for president and hes using the crime drop, you know the crime rate drop in baltimore as maybe one of the platforms, you know, in his president ial campaign. Should he in light of whats happening now in the city of baltimore . Well, you cant take credit away. He lured me down from new york to do exactly that. And i really believed in the cause and him and it happened and we did bring crime down and murders below 300 for the first time in over a decade. So he can point to that but this is certainly something that is a negative, when i believe people who understand the program ran with it and instead of using targeted enforcement on minor evaluations, went wild and started arresting people in big numbers. In retrospect even though the homicide rate dropped below 300 for the first time in years and years, in retrospect was zero tolerance the wrong policy . Zero tolerance doesnt work. Thats something i didnt employ. I want to stress that again. Zero tolerance is a bad policy. Its never going to work. You cant enforce zero tolerance in any city. But you cant ewe targeted enforcement and strategic policing like you saw in new york. Bill bratton, the commissioner is back now. That works. Zero tolerance does not work. And the problem and danger is when people misunderstood it they take what is a great Police Strategy and a sea change in american policing and kind of twist and pervert it to zero tolerance and you end up with this kind of a problem. So in your opinion, what can be done now to restore some kind of trust between the police and the community, because that seems impossible at the moment . Yeah its not impossible. Well get through this. This is a really resilient city. A lot of tension thats been simmering for a long time. Once the city calms down theyve got a great Faithbased Community here. I worked at the naacp. Its a Great Community of folks here with terrific organizers. This just shouldnt have happened. But theyll get through this. And this opens a dialogue as to why we got into this mess. The commissioner is about to hold a News Conference at 11 00 a. M. And i suppose hell talk about this investigative report hes about to turn over to the Prosecutors Office. What should he say . Well with i dont know what hes going to say. I think people will be disappointed. Theyve been kind of misled i believe, to believe that this is going to come out and theyll be thumbing through a report tomorrow. I dont think thats going to be the case. This is going to the states attorney and shes going to have to make a decision which should take a little time. I dont think the public will hear anything differently tomorrow. I could be wrong and maybe theyll reveal things they could have uncovered. I think a lot of people are under the misunderstanding this is going to be given out to the public in big numbers. In all youve seen so far, can you figure out what happened with freddie gray . I have no idea. Thats the problem. None of us know. And theres no much misinformation being spread about. Theres a very trusted news source giving us completely different stories. There was that report yesterday from the post, about freddie gray trying to hurt himself. And i believe they went with that. Then we had maybe the most esteemed Investigative Reporter in baltimore, jane miller said i got information to the contrary that did not happen. He said it was a quiet ride. So the information so contradictory, we have no idea what happened. And now we have a void or vacuum of information that gets filled by the wrong message or misinformation. And of course many in the city are worried about, you know when this report comes out and theres no information and theres no charges, there might be riots anew in the city of baltimore. As you know ray lewis is in town. Is that helpful . Ray lewis is very helpful. People may not realize it outside the city but he is such an immense influence in this town. Hes canceled his appearance at the draft tonight to be here to help the city through this. He has been very committed to this city. And as adam jones of the orioles, hes also a very influential member of this community, and he has also been vocal. And i believe both of them can really really help us through this. A group of middle School Students will be on hand. Theyre on a field trip. Were going to monitor this the president s address to see if he talks about the situation in baltimore. Cnns senior White House Correspondent jim acosta is with us to tell us more. Jim, i know the president took some flack this week for calling some of the rioters in baltimore some criminals and thugs. Hes not walking back on his comments though is he . Reporter hes definitely not, carol. Just to talk about this event that youre monitoring here in anacostia anacostia, in the area of washington, d. C. Where, you know a lot of atrisk kids deal with these sorts of issues that are unfolding in baltimore on a daily basis. The president is going to be talking about the sponsor of reading and hes going to be announcing some commitments from some companies around the country that are going to be donating hundreds of millions of dollars in ebooks to atrisk kids in these sorts of communities. And so this is one of those examples when the president , he cant get his agenda passed through congress but he can certainly do things like this. And so were going to hear the president talk about all of this in a few moments. And while we may or may not talk about the situation in baltimore, he is going to be talking about some of these underlying issues that create neighborhoods and communities where theres just a lack of opportunities, and that is one of these issues these deeprooted issues that the president has been talking about in the last couple of days carol. You heard this. The president has been engaging in some real talks, some Straight Talk a about these issues. Talking about how some of those rioters and protesters in baltimore were nothing more than criminals and thugs. And, you know, as you heard, on our air over the last 24 hours, there were some people who took issue with the president saying that with the mayor of baltimore using that kind of language but when the White House Press secretary, josh earnest, was asked about this at the briefing yesterday, he did not walk it back. Heres what he had to say. I dont think the president would in any way revise the remarks that he shared with all of you in the rose garden. Whether its arson or you know, the looting of a liquor store, those were thuggish acts. And so there you have it right from the White House Press secretary. But carol, you know, the president went on in that interview with steve harvey as you heard on the radio, talk about communities are fathers are absent because theyre incoursein incarcerated. Theres a lack of opportunity. And the white house is deeply frustrated by that. They wish they could get their agenda passed on capitol hill and thats a big part of the reason why you have communities across this country that are dealing with these issues and thats part of the reason why youre going to see the president in just a few moments talk about some of these issues in anacostia. He may not directly talk about the situation in baltimore, where things are calming down thank goodness but he is going to be talking about these issues about providing more opportunities for these kids which can only have a positive benefit, carol. When he starts speaking we will take that live. We assume hes going to talk about this Police Report thats going to be turned over to the Prosecutors Office tomorrow. I want to bring in now the reverend heber brown iii, a reverend at the Baptist Church and paul cowan and mark omara. Welcome to all of you. Pastor i would like to start thank you for being here, pastor. Reverend i would like to start with you first. Ray lewis is in town. How important is that . Its very important. Whats going on right now in baltimore, things may be as i heard, calming down for some but in terms of those who live here things are still revving up. We have to continue to organize to challenge the systemic injustices and policies that are plaguing our people. Reverend the commissioner is going to talk at the top of the hour. We expect him to talk about this Police Report. What should he say in your mind . Well at this point, its more than what can be said its more what can be done. There were 17 pieces of legislation in the Maryland State Legislature earlier this year dealing with Police Accountability and Police Transparency and no major legislation came out of the Maryland Legislature dealing with this issue. It could have been averted on so many Different Levels and so im not sure if anything theres a magic word to say right now. People want to see action. All right. I want to turn to our legal analyst now to talk more about this Police Report thats going to be turned over to the Prosecutors Office. She has a tough job on her hands, paul. She has a very, very tough job on her hands and shes got to make a decision about six Police Officers and, you know, shes dealing, its interesting, in baltimore, because you have an africanamerican mayor, an africanamerican Police Commissioner an africanamerican District Attorney or states attorney as they call them in maryland, and you have a police force that is predominantly minority too. So she is going to be dealing with pressure from the police about being treated fairly as well. So boy, shes right in the middle of a firestorm. So is it likely then shell turn the case over to the grand jury . I think she definitely will. I think shes going to own up to the task. Shes got some five Years Experience as a line prosecutor she knows how to handle cases, shes got a great background a very sharp woman, even though shes young in her present position she has good experience. My question is im curious whether or not shes going to take a lesson from the Mccullough School of thought in ferguson and do it all in a very transparent way. You know it used to be you would never here about that. Now since mccullough did it im wondering if shell now take on the task of saying its going to a grand jury were going to record everything, well have everything available to you, so whatever the decision is from the grand jury you will know about it. But we know its going to be tough to get indictments on cops along the board. And in a case like this unless there is a true criminal activity thats shown, its going to be difficult. And if it doesnt come she better be able to explain herself for the grand jury. The difference though is is Baltimore City is predominantly africanamerican. So i would assume the grand juries would be made up of mostly africanamericans. Wont that make a difference . Who dont trust police in Baltimore City. Im talking generally about africanamericans. Thats why, people who defended the grand jury in ferguson and in other places because its been around for a long time. The whole defense is its a Democratic Institution and it tends to reflect the demographics of the county it serves in. So i think in baltimore, the demographics will be properly represented here and therell be suspicion that these grand jurors will bring to the case. The hard part about this case though carol, and the thing i worry about more than anything else is that when you see that freddie browns spine was snapped, you say, it has to be a criminal case against the police. And it may very well be but proving it is a different matter because you have different groups of police who have contact with him at different times. And we dont know of course all of the facts, but i think from a medical standpoint its going to be a complex case to present and prove. So on the surface, it looks easy like an easy call. Shes looking, though at a very difficult, complex, medical case. Reverend are you still with me . I am. So reverend i just wonder if the states attorney decides to turn the case over to the grand jury how do you suppose the community will react . Well it will be something that weve not seen a lot. I mean the previous city states attorney was one that did not bring forward indictments when it came to Police Officers. In fact the aclu reported that between 2010 and 2014 109 people died after Police Encounters most being africanamerican. And i can count on the hand how many Police Officers were indicted and how far we got along in the legal process. Thats a part of the frustration ear in baltimore. Freddie gray is one name and of course we should focus on him and his family but i have to speak the name of tyrone west Anthony Anderson monet turnedge and so many others where people have been brutalized by Police Nothing seems to come of it. As i mentioned, the baltimore Police Commissioner is expected to make some sort of statement or some sort of News Conference at the top of the hour. We do expect him to talk about this Police Report that hes about to turn over to the states attorney. Thats supposed to happen tomorrow. Perhaps its happening earlier, we just dont know yet. The commissioner has been giving regular updates, but he does not deliver every News Conference and that has raised some speculation that there could be an important announcement within the next few minutes. We have thought the next investigative report that will be handed over to the state attorney we thought that would be done tomorrow. Could that timeline be moved up .
