Covid vaccine ahead of a meeting later this week to consider for it just like with pfizer emergency use authorization. The big take away here, the fda says indeed modernas vaccine is safe and effective. More on that in a minute. Its good news. I mean, there will be more than one option for you and me, for americans around the country. These vaccinations so critical right now as the u. S. , again, is shattering hospitalization records and tragically topping another milestone. Its sad to hear this, but its a fact. No you more than 300,000 americans have died from covid19 since the start of the pandemic and following mondays confirmation of his Electoral College win, president elect joe biden reached out to so many who have lost loved ones in this pandemic and using his strongest language yet for President Trump and his allies who are still speaking to overturn twhafs by all accounts a free and fair election. More on that in just a moment, but first lets go to cnn chief medical correspondent dr. Sanjay gupta for more on the Moderna Vaccine news. Sanjay, moderna, of course, developed in conjunction with the National Institutes of health, always very promising but nice to see this confirmation in the data. Yeah, we primarily heard this data from the company itself so to get these fda scientists release this report and have it all sort of fit and watch with what weve heard obviously is comforting. As you sort of pointed out, a very effective vaccine at preventing covid19. Overall the number is 94. 5 . With this particular vaccine, very similar to what we heard with pfizer, a couple differences. This was people who were 18 and older, you remember with pfizer it was 16 and older. The difference between the first shot and the second, four weeks here versus three weeks with the pfizer, and its 14 days after that second shot, thats when you get the maximum sort of protection. So total of six weeks. First shot, wait four weeks and then two weeks after that thats when you get that maximum sort of protection. It was interesting overall the protection seemed to be greatest for people under the age of 65, closer to 96 , around 86 for people over the age of 65. Slightly different dosing, you know, but these are going to feel very similar. We know, for example, the Moderna Vaccine doesnt need to be stored at temperatures quite as cold as pfizer, that might mean that it can be distributed more widely, into areas that are more rural, for example, as well that might not have that cold storage, but a pretty remarkable vaccine, you know, overall if this data holds up. What we will hear about that from this Fda Advisory Committee meeting on thursday, just like we heard last thursday about pfizer. Sanjay, also some news from dr. Fauci this morning in terms of when he thinks the president elect and the Vice President elect should get vaccinated. Listen to this. For security reasons i really feel strongly that we should get them vaccinated as soon as we possibly can. You want him fully protected as he enters into the presidency in january. And hes also talked about the president elect, that is, sanjay, doing it, you know, publicly, right, so people can, again, have confidence in the safety. Right. Yeah. Doing it publicly and also doing it now because, you know, as, again, you have two shots, so if dr. Fauci and i think this is what he is suggesting, is saying by inauguration, end of january, third week of january, he wants the Vice President and president to be fully vaccinated, that would mean probably getting a shot sometime soon, getting that second shot and then, you know, typically at seven days for pfizer, 14 days for moderna after that where you have that protection. So well see. It will be obviously of great interest and if he does it publicly i think that could go a long way towards addressing some of the Vaccine Hesitancy we hear as well. Dr. Gupta, you mentioned Vaccine Hesitancy. I suppose the good news in the polling and certainly not to underestimate the percentage of people who are still hesitant, but that the number appears to be going up, that is, of folks who have confidence in taking this vaccine, up to 71 now from 63 in september, but there are groups that still stand out for remaining somewhat hesitant, republicans more so than the general population as well as africanamericans. Do you see concern in that . Whats the best way to address that . You know, these numbers continue to go up. I think that is the big headline, it was closer to 50 you may remember over the summer, then in the 60s in september and now 70 . So were starting to get to that number where you could Start Talking about herd immunity in a meaningful way, but i think there is concern. Among republicans it was 42 vaccine hesitanchesitancy, amon americans 35 and for different reasons. For black americans a lot of it is concerns about the side effects of the vaccine, for republicans it was more this idea that this whole pandemic has been overblown or people still think its a hoax, whatever it may be. So i think really being very specific in terms of explaining and targeting the messaging around these particular issues i think goes a long way. I think the hesitancy is going to go down. These images that weve been showing, Health Care Workers, people who cast a scientific eye towards these things, look at data and still make the decision to go ahead and get vaccinated, i think it is already making a difference, as you point out the hesitancy is going down. As long as we dont have significant side effects which i dont think we will based on what weve seen so far i think we should be in pretty good shape. Lets hope so. Sanjay, big day yesterday, big week ahead. Thank you so much. As were learning more about the Moderna Covid vaccine people across the country are beginning to get these doses as we said of pfizers vaccine. Its so good to see. Think of the months that weve been through this as a country and of course months still to go, but this is a positive development. Miguel marquez is in new jersey where moments ago the first vaccines given there. Miguel, tell us what youre seeing, who is coming and how quickly is this moving . Reporter yeah, theyve just started to give those vaccines out here in new jersey. The state is going to get 76,000 doses of the vaccine, it will have to be in two different tranches, the first vaccine and then 21 days later those individuals will have to get vaccinated the second time in order to make it official. The governor was here, they had five individuals, doctors and frontline workers who got it publicly on camera so that people could see this. I am with one of them. This is dr. Sambul. Yes. Reporter what exactly do do here . Im a thoracic surgeon at the University Hospital and the senior associate dean for Clinical Affairs at new Jersey Medical school, rutgers. You have been dealing with this since the beginning. Indeed. Reporter the director of Health Services said on march 4th you had your first case in new jersey. Correct. Reporter youre up over 400,000. What is today . It must be bittersweet to have this vaccine rolling out and yet be staring down this this next wave of the pandemic. Indeed its very bittersweet. I do believe we are finally at the beginning of the end here, but we definitely have a very long way to go. We are anticipating continued increase in Covid Patients across the state and in newark and he essex. You were one of the first five to get t you will get another dose in 21 days to be fully vaccinated, correct . Yes. Reporter what is your level of confidence in getting this vaccine today . Im very confident. All of the information that ive seen has shown that this is incredibly safe. There was an article published in the new england journal of medicine and being a scientist and a physician i reviewed that article and it shows the efficacy and safety of the vaccine is tremendous. Reporter they will roll it out here, five other locations for now, and then it will go to other hospitals, the Moderna Vaccine if and when that comes online and then it will go down to many different locations across the state. How long before you think regular New Jerseyans are getting this vaccine in their arms . So hopefully within the next i would say month to six weeks we will be able to start seeing some people getting vaccinated across the state. I know that the counties and the state are setting up massive vaccination facilities to begin doing that as soon as we have vaccines available. So im hopeful very soon. Reporter doctor, thank you very much and very good luck to you. We really appreciate it. Thank you very much. Thank you. Reporter just as this pandemic is ramping up again the first signs of hope here in new jersey. Back to you guys. Amen. It is great to have good news after so many bleak months. Miguel marquez, thank you very much. Take a look at this, we want to show you this just in, pictures out of concord, new hampshire, you have folks there also getting the vaccine. I think weve got it. There you go. This is concord, new hampshire. Meantime, lets go to omar jimenez at Loretto Hospital in chicago, first hospital in that city to give the vaccine and it serves also one of the communities hardest hit by this pandemic. Good morning, omar. Reporter good morning, poppy, good morning, jim. Thats right, so the vaccine is in chicago, but were still waiting on the first vaccination to actually happen. Thats set to happen a little later this morning at Loretto Hospital behind me here. To give context, its located within the citys austin neighborhood on the west side, its predominantly black neighborhood within a zip code that has been hit that has among the highest mortality rates from covid19 that we have seen in this city. Now, as we understand it was chosen for this mainly because of the greatly impacted community they serve, it was also one of the it was also the, excuse me, First Community covid19 testing site that opened back in april. It was yesterday, though, that the vaccine supply began to arrive, not just here in the city but in the state of illinois, about 43,000 doses arrived to the Illinois Strategic National stockpile and governor j. B. Pritzker tells us that they are expecting more to come in throughout the week to various county Health Departments and other spots throughout this state to get to their initial 100,000 doses that they are expecting to receive. Here in chicago they expected to get upward of 20,000 and the mayor here at this moment is not lost on her who realizes what this chapter is about to bring who tweeted out last night that tomorrow as she tweeted out last night we are in the beginning of a moment of hope here for the city, as we are in so many other places across this country. Listen, and it came quickly. It came with a lot of hard work from a lot of people it came quickly. It is a start of a very special and happy moment for this country. Omar jimenez, thanks very much. Well, as vaccines are shipped and administered all across the country today were going to speak to someone who has already received one of the first doses. What is her message to those who remain apprehensive about getting vaccinated . Also on top of the Health Crisis remains the economic crisis for so many. Are we going to finally see it happen . Will lawmakers reach a stimulus deal before they leave for the holidays . We will speak to a key member involved that is senator joe manchin. He is with us ahead. Some hot cocoa . Well, the rollout of the Pfizer Vaccine its in full swing. Yesterday Health Care Workers in several states received their first doses. Well, one of them is the nursing director of medicine at the university of maryland medical center, sean hendricks. Great to have you on this morning. Good morning, jim and poppy. How are you . So in simplest terms you were the first employee in your medical system to get vaccinated. Tell us how you feel and did they prepare for you any after effects of this . I actually felt good this morning. And, you know, after i received the vaccination, yes, they, you know, observed me for a period of time to make sure i didnt have any side effects or adverse effects. I didnt have any at that time, no, you know, pain or anything. You have witnessed the effects of this pandemic firsthand in your work, but also in your family. Your brother, your brother, your brotherinlaw they all contracted the virus. Tell us what this moment means for you as a health care provider, to see these vaccines approved and start to roll out to the country. Because it hit home personally, as well as seeing the effects, you know, working on the front lines of caring for Covid Patients, i knew the impact that the vaccine would have because we need it. I always have felt very strongly that if we dont do not widely vaccinate this pandemic is going to get worse, the numbers are going to continue to increase and so, again, i was always on board. I have seen enough death and dying death and dying within the hospital. Im sure you have, sadly. Now, confidence in this vaccine, the good news is its coming up. At the worst point some of the public polling showed only about half of the population was willing to take it, those numbers have come up significantly, but one group that remains somewhat vaccine hesitant is black americans, about 35 or so say that theyre hesitant to take this vaccine. Given that you, yourself, have taken this at this point, what is your message to americans who say they dont trust it . I understand their concern, however, dedicating my life to the medical field and science, i trust it and because i trusted it i was willing to roll my sleeve up and become vaccinated and get vaccinated. And thats what i did. At this point it is what i thought. I have not had any, you know, side effects. I believe in the science. I did my, you know, research, i did my reading and i still believe in it. So i urge, you know, members of our black community to become vaccinated. We are three times more likely to be affected with covid than any other ethnic group, so it would only behoove us to be smart about it and do what we need to do because otherwise we will continue to be infected with covid and unfortunately if it hasnt hit your doorstep yet, its like a game of russian roulette, you are just waiting for your turn. Those words mean a lot. I appreciate you sharing them. Before we go, because sadly the pandemic of course is not over, we all still have a lot of work to do, we all have to follow the simple mitigation steps like wearing a mask, but you remain on the front lines and hospitalization rates they are off the charts. Tell us what it looks like there now even as vaccines begin to roll out. So weve always, you know, been in the planning stages and we want to ensure that were always able to still care for Covid Patients as well as any other patients that come to our hospital and to that effort weve actually just built a new modular care unit to assist with being able to take care of patients with covid. Well, shawn hendricks, we appreciate the work youve been doing these last few months. Were glad to hear you are at the forefront of getting this vaccine and we really do wish you the best of luck in the weeks coming ahead. And i thank you for having me. I just want to urge the public, the holidays are coming, so please continue to social distance and mask. Listen to her. She knows what shes talking about. Thank you. Yes, she does indeed. Right now america is facing an impending eviction crisis and if congress does not act right after christmas 12 million americans could lose their unemployment benefits. Hope is now pinned on this bipartisan bicameral effort led by senators joe manchin and susan collins, the pair essentially took one large bill, split it into two and theyre crossing their fingers. The first bill provides 748 billion to Fund Small Business loans, unemployment assistance, Food Assistance and vaccine distribution. The second bill of 160 billion gives Liability Protection to Business Owners and it gives that much needed state and local aid. The question this morning is will they make it across the finish line . Senator joe manchin of West Virginia certainly hopes so. He joins me. Good morning. Good morning, poppy, how are you you . Im well. Can you tell us definitively this morning that you have the support of leader mcconnell and Speaker Pelosi on both of these . Well, i cant speak for them but i can tell you its been very positive messages coming from both of them, both Speaker Pelosi and both majority leader mcconnell. Theyve been very positive about this. I will say this, were not going home until its done. The emergency relief package is strictly an emergency relief. Its not for longterm. We have this package that gets us through the most difficult challenging times, the First Quarter of 2021. Thats going to be the most difficult time because the vaccines wont be completely distributed at that time, not until the second quarter, and its rampant. In my state we have close to 1,200 deaths right now, we have over 1,000 positive cases a day in my beautiful state of West Virginia. We are struggling. All of us are. We have to have people with a lifeline, to have food, shelter, the basic necessities, an unemployment check, getting them through the tough times. The 748 will pass, wed like for both of them to pass. Lets talk about the 160 billion where Speaker Pelosi said there remains obstacles when agreeing to something on Liability Protection. We heard from dr. Besser he said states like new jersey are in desperate need of that state and local aid which is in the second bill that you have just to distribute the vaccine. You are not going to go home until the first bill passes, will you go home before the 160 billion second bill passes . Well, i cant speak to that because i have voted for both of them, so im the one democrat on both. All democrats and republicans are on the first. It is totally truly a bipartisan effort and bill that is supported by everybody. The second one because it has some language in there that makes it pretty hard and theyre concerned, are we taking away workers rights and workers safety and things of that sort. I dont think i think we can overcome that, massage some language, but the bottom line is the republicans have come down from five years, five years down to 18 months. I think thats a tremendous movement. And for 18 months basically i think that we can get through this and it gives people the protection thats needed. Senator Bernie Sanders and republican senator josh holly are insisting on direct stimulus checks to folks. This does not have that. This is what sanders told politico last night, what kind of a negotiation is it when you go from 3. 4 trillion thats what passed the house to 188 billion in new money that is not a negotiation, thats a collapse. Whats your response to him . Well, i hear bernie loud and clear and i understand where bernie is coming from. I want to reemphasize this is an emergency package. If youre losing if youre losing basically your unemployment assistance because its not your fault that you have lost your job because businesses have closed and theyre closing more, you need a lifeline. Thats what this is. If you are losing your Food Assistance you dont qualify for food stamps but basically you are in a hunger line you have never been in before. If you are losing your rent assistance or eviction notices they are going to throw you out at the end of the year. Bernie, all i can asking for is a lifeline for those people that are desperate right now. Joe biden comes in as a president june 20th. He will put another package forward, that package will be all inclusive that will look at everything it takes in order to get our economy back up and roaring again. So lets look at this as an emergency life line through the First Quarter until april 1. Thats how we should be doing it. Senator, there are a number of your republican colleagues in the senate, including the leader, who still have not acknowledged, even after yesterday, that joe biden is the president elect. I mean, for god sakes, putin even did so overnight. And then you have this from republican congressman Paul Mitchell who is now leaving the Republican Party because of what he sees. Listen to what he told our jake tapper. Im going to stand on my principles. Yes, i will take abuse from both the far left and the far right n my opinion the extremes of both parties are dragging their parties and this country off a cliff. The extremes in both parties have dragging the country off a cliff. How does our fragile democracy survive this or should the American People buckle up and say, okay, the fighting weve seen for the last four months over stim plus l. Us that both parties said we needed is what we should expect for the next four years . The good thing about america is we are resilient. Weve been able to see the rule of law, the rule of law practice and sustained to the level to where people werent threatened, they werent they werent intimidated to change the love that we have in democracy or the transfer of power. They did it, the College Board yesterday voted. This will pass. This, too, shall pass. My dear friend onthune in the Republican Caucus spoke up, more people will speak up. I would not advocate taking putins lead. Please dont take putins lead on anything, but this, for him to come out before other Republican Leaders have, i think this will go away after january 5th and january 6th is the final day of reckoning. I think then you will see that. I wish that they would stand up now. Ive kind of related this to like all of us have gone through bullying in our life, theres someone we were always concerned or scared of was going to beat us up when we went to school or pick on us or intimidate us and this and that. Theres a day when you wake up in your life and say enough is enough. Im not going to take it anymore. I have had enough. The worst i can get is a bloody nose but im going to face that bully and im asking my republican friends face that bully and speak up to them and show up and be ready to do whatever it takes to move on with your life. And who is that bully . That would be basically the president. All right. Thats his stature. Here is the thing, we all know who he is. But you have to speak up to him and you have a hard time getting a word in edge wise sometime but i think he will respect that and say enough is enough, mr. President , lets move on, our country deserves better senator, thank you very much for your time. We are watching what you guys are doing with these bills. Were going to get it done. We will get it done, poppy. We will. Welcome words. He says they wont go home until they do. Well hold them to that. Poppy, its a scene were seeing across the country now. Yeah, its a great thing to see. Our ed lavandera joins us there this morning. Good morning, ed. I dont see them jumping for joy, but they have to feel like that. Reporter there is a great deal of excitement, you just kind of listen to the buzz of the front line Health Care Workers who are showing up here at the Ut Health Dell Medical School on the university of texas campus. This is one of four locations in texas that received the first wave of the Coronavirus Vaccine on monday. In all four locations about 19,000 doses delivered, another 19 sites across the state will receive about 75,000 doses, again, today. In all about 224,000 doses will be distributed at 110 locations across the state in the coming weeks. So that is the big picture that is going on. Here this is the process where front line Health Care Workers check in at this site here, then they go down the hallway where the doses and the shots are being administered. This is all highly choreographed situation here. We were with the pharmacists that were basically reconstituting the Coronavirus Vaccine, preparing the shots this morning before the first of 325 Health Care Workers started showing up here this morning. This is a process that will take about a week to fully vaccinate this first wave of 325 people, but each of those shots by the time everything gets mixed up together and put into that shot, they have about six hours to administer the shots to the people here. So all of this is highly choreographed, highly organized to be able to make sure that none of these doses get wasted or ruined in any kind of way. So the first people here are saying they are incredibly excited to be some of the first here in the state to receive this vaccine. Poppy and jim . For sure. Its great to see. Ed, thanks youve been with us the whole journey of how bad it was in texas over and over again and now some relief coming. So the Electoral College has now affirmed officially what we have all known to be true for weeks, that president elect joe biden will be sworn in on january 20th. But still many republicans, lawmakers, elected lawmakers, many of them elected in the same election, still refuse to acknowledge joe bidens win in that election. President trump may be trying to change the subject. With just 37 days left in his presidency trump announced shortly after biden Electoral College win that attorney general bill barr, one of his staunchest supporters in office, would be resigning. Joining us now to discuss jays mason White House Correspondent for reuters and shan wu. You know this better than me, a typical attorney general when they leave much of the praise heaped on frontline prosecutors, there was a halfline in barrs letter about that, but most of his praise reserved in glowing terms for the president who seems to have pushed him out. Im going to quote a little bit here. Your record is all the most historic because you accomplished it in the face of relentless resistance, you have restored military strength by brokering peace deals in the middle east, achieved what most thought were impossible. Not exactly things in her purview. Based on your reading of his letter and service what does that say about his term as attorney general . Thats very much par for course for barr, jim. His failure to thank the service of the career prosecutors, the men and women that Justice Department, because throughout his ten tour ure he ignored tha degraded their independence by asserting himself into investigations and being blatantly partisan. Surprisingly he didnt take the courtesy to do that but its completely in line with his approach to being the attorney general. Jeff, what do you think barrs legacy is . Well, certainly mixed. I mean, his letter made clear that he wants to be tied to the legacy of President Trump through that praise that you were just talking about, of course, one of the reasons he is leaving the administration roughly 36, 37 days before his end is because they essentially had a falling out over his refusal to suggest that there was widespread fraud in the election in november. So but overall, poppy, i think his legacy will be one of an attorney general who decreased the distance between the Justice Department and the white house, who supported the aims of this president and maybe a little bit or a couple times went up against him, but overall was a very staunch, staunch supporter. Shen, you said that you were and im quoting you terribly wrong about what to expect from barr. What do you make of his resignation and timing . Well, i think the timing, as we have was skag, its obviously indicative that he was being forced out and perhaps he wanted to save some dignity but more form i think the timing is probably more fodder for trump to claim that he got rid of this fella that wasnt doing his job in terms of the investigation. I was very wrong about barr, i think a lot of former career people, former officials thought because he had been a previous attorney general that he would have a lot of respect for the institution. We were very wrong about that. Its going to take a long time for the institution to recover. I remember as a young law student i saw a brochure that said that the doj was americas lawyer. It will be a long time for people to have that trust again. Whoever, jeff, is tapped by biden assuming they get confirmed by the senate to be a attorney general has a big task and that is to restore confidence within the ranks and with the american public. There are four front runners right now and theres a big push for diversity, right . To have a black attorney general or maybe with senator doug jones someone who has really fought for civil rights for a very long time. Do you have any reporting on who is the leading contender in bidens mind right now . Nothing beyond what you have just said, poppy. Doug jones has been seen as a front runner for a little while and because of that civil rights background, but, yes, the president elect is under pressure to put somebody in who is a minority candidate and i think its interesting that were this far into the process now and to have one of the big four basically spots left in bidens cabinet looked at closely, both for the reasons you just said, diversity but also to find someone who can go back in and, at least from a democrats perspective, clean up the Justice Department and restore confidence in an institution and part of a government that they feel has suffered because of bill barrs tenure. Sally yates has a record as well on civil rights. Beyond civil rights what is job number one, briefly, for a new attorney general . I think they have to show that the department is going to be independent again. They need to speak to the American People as biden has, to reassure the country that theres going to be a return to normalcy, that the department is going to be independent, not just a wing of the white house. And there will be a test for that, for instance in ongoing investigations with hunter biden. Thanks so much to both of you. Still ahead, georgias gop governor is criticizing fel low republicans for what he calls ridiculous attacks. He was a big supporter of President Trump, now he finds himself on the wrong side of him. Just a side dish anymore. Always look for the grown in idaho seal. the Marilyn Monroe collection of fine jewellery. Exclusively at zales, the diamonds are a girls best friend store. Help the world believe in holiday magic. Zales, and this year was harder than ever. And yet, somehow, you all found a way to pull it off. Its not about the toys or the ornaments but about coming together. Santa, santa, youre on mute just wanted to say thanks. Thanks for believing. Welcome back. President elect biden is heading to atlanta today to campaign on behalf of the john ossaoff and rafael warnock. Early voting started in the state yesterday. This comes after Governor Brian Kemp lament some are furious in the party that he followed the law and refused to call a special legislative session to overturn the president s loss. He said, quote, its ridiculous quite honestly that many are blaming me for being responsible for what happened in the election. And moments ago somebody the pr retweeted something that the governor should go to jail for doing their job. This is the struggle that theyre facing right now because theyre being called on by President Trump and his supporters to do something thats illegal, impossible, overturn the Election Results and Governor Kemp doesnt have the power to do what theyre asking him to do, which is order a signature audit, which cant happen. This is all in the backdrop of the january 5th run offs to decide control of the senate. Clearly not just Governor Kemp but other top officials are getting frustrated with the calls perpetuated by the president to do thesomething th cant do. Did he express his regret for his support of the president given this is not the first time this has happened that he has attacked one of his own. Frankly its the governors turn here. He is walking a fine line, b he did not say anything negative about President Trump. He was more broad in the ridiculousness in his words of the claims coming from fellow republicans. Theres a reason for that. He cant afford to further alienate the president. Even though the president has Governor Kemp in his targets because he cant risk ostri sizing the Republican Base ahead of the runoffs. So Governor Kemp is taking the inning but he feels like, reading between the lines, he rather would take the fire than the two senators up for election on january 5th. So getting to that critical election, you have the president elect, joe biden, in atlanta today, obviously doing whatever he can to help their opponents, john ossoff and rafael warnock. What can he do . The republicans had more, when you look at the numbers, in the november 5th elections. How much fire power can biden bring to help the democrats and try to get them over the line . Thats the question. Democrats are trying to reenergize the coalition that helped biden win by about 12,000 votes but to do that they need back independents and moderates and republicans maybe who voted who held their nose and voted for biden rather than President Trump. And to do that they have to counter these claims from republicans that ossoff and warnock are radical liberals, socialists. And democrats feel like joe biden is the perfect message from that. Someone whos centrist who can bring the validation message. Turn out is key here. Who has the advantage, republicans or democrats . Republicans have historic advantage in turn out in georgia they won every statewide runoff in history, but democrats feel like they have enthusiasm at their back and dont have to contend with President Trumps false narrative of a rigged election which republicans are quietly and publicly concerned about. Greg, good to have your reporting. Im sure well have you back before january 5th. Thank you so much. Thank you. Morning, everyone. Top of the hour im poppy harlow. Im jim sciutto.
