Talk to the eyewitnesses who captured the pandemonium on video. And who fired the shots . Tonight tonight, investigators may have identified the two people, and they want to question them. And they believe they know who pull d pulled the trigger, and they call this shooting an ambush. With the officers, they dont have any remarkable longterm injuries. So we are lucky by gods grace that we didnt lose two officers last night. Amazingly both officers with were released from the hospital a few hours after being shot. The Ferguson Police department no longer in charge of policing any protests in this city. As of three hours ago those duties are transferred to the st. Louis county police and the missouri highway patrol. Tonight, a call for calm. Members of the clergy were hold ing a vigil a moment ago praying for peace in their fractured community. There is so much to get to, and we have every angle of this story covered for you. Joining us is sarah sidner Anderson Cooper and jake tapper and sara i want to start with you, what is the latest . The two people they want to question they obviously believe there is information and the two people may have had something to do with the shooting. One of whom the Law Enforcement official says may be the actual shooter, and also looking for those who helped that person to get away. So it gives us information that maybe it is two people, and we are not sure if it is one or two or how many but it sounds like they have narrow eded it down, and although we are in the beginning phases of the investigation, and one person and then one who helped the person to get away. And the officers, that they are able to get away from the hospital after 12 hours. One shot underneath the eye, and one shot in the shoulder and they say, wow, they are leaving the hospital. And it does not mean they are feeling great, but they were able to leave and they are going to be be all right. And one thing is that the bullet is still lodged in the officers head, and will the officer be able to the use his arm . There was a question about that . Well there is. It is still remaining to be seen. And what we heard from the county Police Association member who said that we dont know if the officers will be able to return to duties as a Police Officer, and only time will tell, and we will have to see what the injuries are, and if they will recover from those. And as you can see, the clergy are gather and as we have been watching all evening, and you were on air all evening and this protest appears to be peaceful and these protests appear every evening or every given evening, and it is not out of the ordinary. Well, it is not happening every night outside of the Police Department as it once did, but you are seeing 50 or so people there, and we saw 30 or so people at the vigil, and more and more people tend to show up as the evening goes on. One thing that the protesters have been talking to amongst each other is that we have to make sure that last night there was a scuffle between the pro protesters, and make sure that it is peaceful, and we are respectful, and two off is sers, and we dont want to see officers hurt or killed or anyone but we want to be respectful but also have our voices heard. Yes. And we have jake tapper and Jason Carroll out in the crowd, and we are looking at the shots from the camera, and protesters are starting to gather outside of the Police Department and the Ferguson Fire station, and the gathering here shgs, some of the people may have come over from the vigil that the clergy were holding. So we will keep an eye on, that and as we will tell you that the police fanning out and thank you the very much by the way, sara sidner and as the police are look forging for the person or the persons who pulled that trigger, it is an allout manhunt, and many people were questioned after the hours of the investigation. Take a look. Did you go down to the protest . Were you down there at all . She was there and i stayed in the car can, and she went down there, and we heard it. I stayed in the car. I heard some gunshots, pow, pow, pow. And by the time we get to the car and take off, somehow they say that we was being followed and that is how we followed us here and got the address. They believed that we had some thing done with the shooting, but that is what they said, and at 4 00 they come in there and say, we know you in there and come out with your hands up. And how many . 30 of them and snipers there. And my neighbor got pictures and took pictures. Red beam on my chest and i said i am stuck at this point, and i cant move because i am afraid that he is going to be shooting at me. I said, if i come out are you going to shoot me, and he said, no, just come out. You went to the Police Head Quarters . Yes. They never came out to get you . No. What happened once you got there . They got my side of the story. Then what happened . I got into the main part of the story and i bumped into iresha and lamont. And what do you believe happened . We were being harassed. And i want to know why was i there, period. They wanted us to the help them do they job. Why was i locked up . And again, we want to tell you that the protesters have begun to gather in the streets here in ferguson, missouri, and again, there are a number of protesters behind mus the Police Department and you can hear them here chanting no justice, no peace, and we will keep an eye on the entire situation here. Those are the live pictures that you are looking at now. And i want to tell you that the police in ferguson and the attorney general eric holder flatout called it ambush and scene of fear and pandemonium and we will talk to witnesses, but first, the shooting as it all happened. [ screams ] [ crying ] [ gunshots ] [ bleep ]. Acknowledgment nine months ago would have kept that from happen inging. Oh, [ bleep ], [ bleep ]. Okay. There was just gunfire, and nouw the cops have guns drawn. It is on the hill up there. And so that incredible video is heathers video who joins me with Lawrence Bryant who is the photographer for the st. Louis american and kayla reed who is with the st. Louis american and describe that. Well the protest was just after midnight and the protests were winding down a ndnd maybe like 50 protesters left in this parking lot, and i was at the intersection right, like right at tiffin right where the gunshots came from the top of the heel hill. I was apparently the only one filming at the time and caught the gunshots on the video. I am sure it was frightening for you. Yeah. How did you manage to stay so calm are there. I didnt. That is why my video is so erratic, because i was trying to duck down in my chair, because there was nothing to hide behind and no cars to duck behind or anything. And you could hear somebody on the video shouting acknowledgment nine months ago might have kept this from happening in that situation and did you hear that . Yes, i heard that. I dont know that i dont know that it had, i dont know that the shooting had nothing to do with the protesters. I dont know as far as i know. They havent caught anybody. The protesters were here and not at the top of that hill. I capture at lot of comments on the video. So standby, heather. I bring in kayla and lawrence. And she brings up a good point, because we dont know at this point who committed the shootings, correct . Correct. So you were in the middle of it, and take us back to what you saw when it happened and what you captured . So i was on the steps of the Police Department, because we were going into bail out four of the people who had been arrested that night. So i was behind the police line. We were waiting for someone to unlock the door and we heard the screeching noise and the pops, and we ducked for cover. I immediately heard an officer screaming in pain and they were escorted behind the suv right in my direct vision, and they laid him on the ground and got him medical attention. Immediately after they called a all of the municipalities and the surrounding areas the cops pulled the guns out, and taking cover and pointing them in the direction of the protesters, and all of the protesters were starting to disburse and there was at lot of confusion. And you say, why at this point would the protesters do Something Like that on the same day that the police chief had resign resigned and others in the city had been resigning as well . Absolutely. When you think of 250 days of protest, we have been out when people have been kill ded and no reactions like that, and we have been practicing civil disobedience and that is an outsidage ta the for the, and for the Police Departments to put all of those people in one category and call them protesters, and that is not the community that we built. And lawrence, you were out shooting for the st. Louis american, so tell us what you captured . I was diagonal for the parking lot, and like you said, i was ready to leave and move the pictures. And from that we heard the pops and the bullets singing, and like from there, i saw one officer go down, and the other officer go down, and that is when i started shooting. And when the officers were shot, what was the scatter org what was the situation . The protesters started to scatter, and the police aufofficers got into defense mode and two to three minutes after that they proceeded across the street to the advance on the street where those bullets came from. So none of you saw where the person where they came from, right . None of you saw where the shots came from . No they didnt come from the side i was on. You were just caught up in it. And everybody dropped down. And some people saw muzzle flashes at the top of the hill. Yes. And are you worried about the violence tonight . Because before we came on, you said, i dont want to be there, but you said that you want to be out there in the crowd to be protest ing . Protesting . Yes, this is a community that people have built, and when you talk about 260 days of commune community, and when they say that somebody did this you know it is not true. And are you concerned about violence . We are concerned about protester safety, and we understand that fighting for our rights in this situation es late ka lates a situation, but we are not concerned about our safety. And you are not concerned for your safety . Yes, two Police Officers were shot. And so the cops are afraid for their lives, and this is why we have all of this tension. They can say they were afraid for their lives, and this is why we have so many people dead. And up next, we will discuss the case of officer Darren Wilson and the shooting of Michael Brown. We are back now with breaking news in ferguson where the hunt is on for firing shots that injured two Police Officers and it sis amazing how far away the shooter is estimated to be from the Police Officers. I walked it earlier today, and take a look. We have gotten ourselves in position to show you what could have possibly happened when we talk ded about the shots coming from the top of the hill 125 yards away from the Police Department. I wanted to show you this is where we were last time when we were tear gassed back in november. At lot of the media was parked out here and if you look at the other side of the building this hill comes up from the front of the building to the front of the parking lot, and if you go to the bakck of the building, the hill comes to the top of the building, and you could have the fence off just for you and in the situation room, wolf 125 yards away if it did indeed come from this direction, the hill comes up from this side as well, and we will walk down here to the Police Department, and this is tiffin drive that we are on right here and this is intersects here to florrisant avenue and this is where many of the people were camped out here and this is where they were coming and grabbed the food and come over here to the subway shop, and lot of the people were camped out, and 125 yards away which is the side of the football field, and as you said it would have to be a professional person or someone who knows what they are doing to get this far with what john belmer of the Police Department said that it would take someone who knew what they were doing to get a shot off this far, and you can see the officers with the lined up in front of the Police Department here just standing in a line cordoned off, and the protesters in front of them and the Police Officers e behind them and once the shots rang out, the officers took protection behind the barricades here and 125 yards away is pret pretty far for someone who doesnt know what they were doing to get off that many shots shots, and to hit two Police Officers. My colleagues jake tapper and Anderson Cooper, and your shows were on earlier, and two people that they wanted to talk to earlier, anderson . Well as you reported there is a manhunt vigorously under way, and two people that they are interested in talking to the, a n one of whom, who may have pulled the trigger or so, and these are reports that there was an operation earlier, and you spoke to people who were expensively on that lyly lyly lyly reported extensively on that, but it with because rumor. And i spoke to a politician and the reward for the information for the attempted cop shooter is up to 13,000, and he believes that people who may, and the lips will get a little looser when it is 20,000 or more and not to get preachy about it, but it is one of the advantages of the police force having a Good Relationship with the community is to have information coming in. And as i was walking, that is pretty far, and most of the people say, and the experts say that you have to have knowledge of a firearm to operate and be able to the shoot a Police Officer or something that is that far away. Or dumb luck. And first of all, a handgun, that is a very, very great distance if that distance is accurate and if it is a rifle, it is easier or the adaptive handgun with rifling. And there are questions about what was used and the operating theory is a handgun and you heard the police chief who said that earlier, but they have not recovered the bullets, and one is still lodged e behind the ear of the one officer, and the one that went through the shoulder and out there back so they dont know yet what was used. They recovered the shell casings at the scene, but they dont know if it is from that shooting. And we were all three here in august and then back in november and now here again. It had been peaceful for the most part until last night, and very surprising that this would happen especially on the day that the police chief resigns. And for certainly a lot of of the protesters, they are concerned that it takes the focus off of the Justice Department, and the critical report about the department of justice about the policing practices in ferguson, and it remains to see what effect this will have on the protests. A couple of the protesters here and maybe a few dozen, but it is a small crowd tonight, and we will see if it develops throughout the course of the evening or if people have decided to maybe let it cool off. And speaking of the department of justice, eric holder issued a strong comment from the attorney general today, and he has been criticized from the protesters and excuse me the police for not expressing enough support for them and he came out with a strong statement earlier, and lets play that if we can. Wa happened last night was a pure ambush. This was not someone trying to bring healing to ferguson. This is a damn punk punk who was trying to show discord in an area that is trying to get its act together, and try to bring together a community that has been fractured for too long. He did not mince words, jake. No that is the kind of the thing that a lot of the Police Officers would have liked to have heard him with that tone when it came to expressing support for the police earlier. And there was also criticism of him for releasing both Justice Department reports at the aim is time. And a lot of the people who support the Ferguson Police here an Darren Wilson and feel like he got a raw deal, and feel that perhaps they should have done it on different days so that more attention was paid to what the report said about the shooting of Michael Brown. And of course and one overshadowed the other. Yes, basically, because the whole hands up dont shoot thing was not accurate, and that is what the doj concluded, and the people who side with the police or the members of the police force believe it was intentional intentionally kind of buried and released a at the same time as the doj report so people would not pay as much attention to the narrative that was false. And yet even tonight, protesters who came here and arrived 20 minutes ago when you started the broadcast said hands up and dont shoot, and even though the d. O. J. Said that it did not occur or never said it certainly is not something that the protesters here are giving up. That is the narrative around the country for unarmed people being shot. We are back here in ferguson with the breaking news now, and investigators are searching for two individuals, one of whom may be the shooter of two Police Officers. Also tonight, a prayer vijgil to call for calm in this city. My colleague Jason Carroll is there at the vigil. And jason, tell us about it. Well it just wrapped up don. A small group of people, but those who came out here they definitely had a lot of heart. Clergy from all denomination and people from all walks of life showed up in this park here, and this quad area to pray for peace, and not just Michael Brown as some of them stood up to say, but to the offer the prayers for both of the officers and some of those here at the Ferguson Police department. One member of the clergy to tell the truth to suffer for the officers who suffered the injustices and not only for them, but the families and he said pray until there is no more blood in our streets. At one point as the vigil was going on, i spoke to the pastor barbara gayden who sis from kirkwood, about 20 miles from here and she said that she was encouraged to be praying for peace, and not talking about violence or shooting but healing, and peace. And just with before the vigil broke up the clergy said to hug someone and go home, and that is what they did. Thank you don. And thank you, jason. And now, the manhunt is still on for whoever try died to kill these two officers. Right. This is not an errant bullet but it was an attempt eded murder, and assassination. And you know both of them . Yes, i visited with the st. Louis county officer at his home after he was released. I did the not get a chance to visit with the other officer, but i am told that they are both at home with their loved once trying to cope with what they went through last night. And one of them still has a bullet lodged in the face . Yes, the officer from with webster grove. The bullet entered under the eye, and lodged down between the muscle and the bone in the jaw, and it is still there. I am not sure they can remove it. They did not remove it before they sent him home. And the officer from st. Louis who was injured in the shoulder will he have ability to feel his arm or hand . Well, he said that he did have some feeling, and no tingling to the speak of and you know a lot of time, it takes a while for the nerve damage to show up, so. And so now, tell us about the Death Threats to the Police Officers. Well, i mean, go to the local twitter feed. And we have been on the receiving end of it for seven months. The noise doesnt bother me until the noise is gun fire. I want to make sure that your viewers understand that last night was an isolated incident. And was or was not . Was not. For two weeks in august there were shots fired at Police Officers for every night. And militarized equipment that was so broadly publicized saved lives. And again after the grand jury decision the police chief said standing in front of the building he had heard 150 shot and it is a volatile and dangerous environment, and there is a lot of people arm eded with dangerous weapons. And it is fair to the say, and i dont think that you would deny that you are very polarizing figure in the community here. And possibly one of the most hated guys in the communeity by some. That is fine to me. To me, there is no tolerance for questioning Michael Browns status as a folk here e row, ande hero, because we know that the hands up dont shoot myth is just that. And now we have pivoted to the, to this new story, and the new narrative that it was about traffic tickets, and e emails that nobody knew about. But jeff, it is a part of it. I was here, and the Community Felt that they were being targeted, and the initial thing was was, that Michael Brown shooting, but that was part of it. I have on tape people telling me those stories back in august. And there is longstanding frustration, and not just with this Police Department but a lot of the small municipalities in st. Louis county but lets not forget either that none of this justifies the deadly violence that we saw last night and the months before. Absolutely. And anyone would agree with that. And not everyone, because we heard some horrible things from the folks out here. And people are going to to be saying awful thing, and it is terrible and most most people with sensible people would agree with that. And im losing the faith in the mankind, but i will cling to it and you mentioned officer Darren Wilson and i spoke with my colleagues Anderson Cooper and jake tapper, and he said that both reports released on the same day, and officer wilson completely exonerated and the other one comeing down with 26 recommendations for the Police Department. Talk about the alltime cases for burying the lead. The big story for seven months here was that Darren Wilson gunned down a young black man in cold blood trying to surrender, but as it happens, that is nott what occurred and the attorney general instead of remarking clearly on what happened here and setting the record straight brushed it to the side and moved into the d. O. J. Report that was damning. I saw you on new day with my colleague ali syn cammarata, and some of the protesters got what they wanted a dead cop. And that is a little inflammatory the or incendiary . Well somebody asked me today, and you cant say that this is a peaceful protester who shot him, and he was peaceful until he pulled out a gun and started to shoot at the police and so how are we to tell . So what we have to do is so get away from the dangerous nightly protests here which is where all of the violence occurred. The peaceful protests are during the day. We have not had any significant violence during the day, and give it a rest for the people. And i wanted to ask the leaders why no curfew with what has happened over the past months. I think because of the fear of the criticism of the politician and the media alike that subverting peoples constitutional rights. Thank you for the candor. Jeff roord. Well, there is nothing happening today other than exercising your freedom speech rights rights. And now, 125 feet away, and you would have to be an excellent marksman to hit one Police Officer in the head and one in the shoulder, and you dont agree . No, you would not with a pistol. And as you know vii have been involved in shootings, and interviewed many Police Officer, and it is something that happens periodically. You call it the golden bb. Yes, the golden bb or the golden bullet and a bad guy gets lucky. The one thing that people need to understand about the dynamics of the gun fights is that people dont always come up to squeeze the gun or the trigger, and do it like this or by running away and every now and then a person can get lucky. And they can be not that familiar and get that lucky. Right. There is research on that. So we should not put our chances that it is an expert mark s marksman. That is right. And it could be a run of the mill thug that he got a gun off of the street. And i have ask you that because you represented officer Darren Wilson and immediately after the announcement of no indictment came down he was concern concerned about the other officers on the street, and now this. Has he reacted to in, anden . He has, and obvious lily, he is saddened by this, and the surprise, don, it has taken this long. And there have been lots of incidents that have occurred from august 9th through last night, shots have been fired at the Police Officer and i have been astonished that it has taken this long, and you cant as a Police Officer, and someone in Law Enforcement and not feel this, and he does. The doj report came out, and condemned it and another one from the Police Department, and does he feel that one canceled another, his exoneration was overshadowed by the Police Department . Yes, he feels that it was an attempt to manipulate the day by the Police Department. The way they approached the manner is to distract people on the finding of the Darren Wilson case. But if you read the 86 pagesr it was brilliantly written report by obviously lawyers who were prosecutors who understood what you had to do and went through it witness by witness and piece of evidence by evidence. And the d. O. J. Was written by the p. R. Department. And you were critical of the d doj are report, and you down played it, and now a week to look at it and after tom jackson resigning, what do you think of it . Is. Give me an hour on the witness stand with whoever wrote that report, i will disassemble it. It is fluff, and anecdotal, and if you go in and drill down on the information that is there, it says nothing. If you were going to handle it if it were truly an investigation, that the report would never pass the judicial muster. And mostly africanamericans stopped and ticketed and held for longer than two or three days. And the numbers, they say when we take these numbers and apply them, but they dont el the us the numbers burk just give us statistics, and that is benjamin saying lies, damn lies and they dont tell us how they are figuring out the pool of numbers. If you have a sociologist like this man who would drill down to this this, and you figure this out, you could not get to the point of profiling. If you look at the numbers nationally you would never get there, don. And jeff you are pro police, but you do agree in the report that you said that the system here of using the Police Department is a way to fill the coffers, you say it is really on the terrible side, because many municipalities do it, and this is on the bad side. Terrible problem across all of missouri and we have a law going through the legislature called the mass creek law, and it is named after a predominantly white city where they have the same problem of the prof tearing, and it is deplorable deplorable, and the fra tern tall fraternal order of the Police Supports it, and there is no correlation of the profit tearing and prof tiering and profiteering and this discrimination. And the problem with the bench warrant is that it is issued when you dont show up for court. How can that be racially motivated. You didnt show up and you are blashgs and there is a warrant. And you didnt show up a and you are white, and so there is no evidence of that. So it is not what they said. And so, ben, as you look, and we are listening to the protesters there, and i want to show the pictures of the protesters, but they are gathering in front of the Police Department and this is when you hear when you hear that is there any concern for you, jeff . Hey, 100 p of the people who didnt show up for court got i mean when you hear this pro protesters. I am nervous standing by jeff. You know what, they have a right to make all of the noise they want until it is gun fire. All right. Back to the report. If you can say that they manipulate numbers and statistics statistics that you can manipulate it . Well, the issue is that we have to understand what the benchmark is, and the bottom line is that you cant use the population as the benchmark, and you have to understand who is traveling in the motor vehicle. And now, with that the Police Department working with consultants, and 26 recommendations, sis there some recompense and some wiggle room for the Police Department not to abide by them because you can manipulate the numbers. No, we will have to implement it whatever they are talking about, and they dont want to change the department, but it is to disassemble the department, and in the end that is what they want to do so again, they can hold up all of the great ideas what they want do, but in the last analysis, they being the Justice Department thaey want the Ferguson Police department gone, and good bad, indifferent ly, that is what this is geared to do. I want to step back to analysis my colleague at the university of missourist. Louis does all of the stop information, and that is the type of person who should look at all of this. Yes. One says justice for michael and they are chanting and you can hear the chants. Earlier they were saying no justice, no peace. And some of them still using hands up dont shoot. Also at the hour as the protesters are here and broadcasting a manhunt is on for two people wanted for questioning in the shooting of the two Police Officers. And joining me now to discuss this mark omara and criminal attorney and liz brown criminal attorney and columnist for the st. Louis american newspaper, and thank you both for joining me. And as we we look here at the crowd here and Neil Bruntrager said that he believes that the goal of the Justice Department is to dismantle the whole Police Department and do you believe that . No, the goal of the doj report is to address the virulent rampant racism this the community, and that is the goal. And with respect to the dismantling of the Police Department, i dont believe it should be dismantled, because it is a largely Africanamerican Community, and you should not give away power, and you should not gut it. As one elected official said that you need to the have every Police Officer reapply for the job, and be evaluated before they are hired and make a Police Department to reflect the community. And Police Officers that live within the community or 20 miles a way from the community, and Police Officers that the reflect the diversity of the community, and so, no i dont believe that they should be dismantled, and that is the goal of the department of justice report, and just for the record, did i actually hear the attorney representing Darren Wilson say that there they go with the war drums . Did i hear that . I didnt hear that. I do not. I think that was someone out there in the crowd, and the natural sound in the crowd. And i want to ask mark omara omara, and when i hear people in the panel say that you can manipulate the numbers and the statistics statistics, did you hear that . Well, all stats can be manipulated, but i dont believe that the department of justice manipulated the statistics and here is what happened, ferguson came on our radar, because of what happened to mike brown, and it is a national crisis, and that is why it needs the be done from the groundup, and not because i want to indict every Ferguson Police officer, because the community, and the african Africanamerican Community nationwide has no faith in that process, and we have an opportunity to now take ferguson, and show it for what it was to that community, a ndnd say, we have a way to fix it, so that three years from now, we can look back and say, we reconstitute ed reconstituted the Ferguson Police department under the department of justice auspices, and now, look, they are absolutely communityinvolve and trustworthy, because we know that there is no trust for pergson pd right now. For ferguson pd right now. And i want to take you back into the crowd, because some Police Officers are going into the crowd and calm inging down the protesters, and that is happening now on the streets in front of the Ferguson Police department but again there was a obviously much more boisterous protest last night which ended in the shooting of two Police Officers officers, and the protesters are saying it had nothing to do with them and the Police Officers are saying that they dont know who shot at them but they are not sure at this point.
