Is trump finally getting back on track tonight . Reporter well, i think some of his supporters certainly hope so. Tonight was definitely a major step in that direction. Look, its very clear youre right, that this campaign needed a reset. They needed to turn the page. What donald trump did here in wisconsin today is coming out and saying not only is he endorsing paul ryan, but what he did was he started to quote Ronald Reagan, talking about the need for a bigger tent, saying the need for unity. Then he went a step further, saying he was also endorsing john mccain and senator kelly ayotte. So in our shared mission to make America Great again, i support and endorse our speaker of the house, paul ryan. Paul ryan. Good. Hes a good man. Hes a good man and hes a good guy. And we may disagree on a couple of things but mostly we agree and were going to get it done and were going to do a lot of wonderful things. Hes a good man. And while im at it, i hold in the highest esteem senator john mccain. For his service to our country, in uniform and in public office, and i fully support and endorse his reelection. Very important. Well work together. I also fully support and endorse senator kelly ayotte of New Hampshire. A state i truly love, primarily because that was my first victory but i love New Hampshire. No. I love New Hampshire. Its one of the most beautiful places. Shes a rising star and will continue to represent the great people of New Hampshire so very well for a long, long time. Senator kelly ayotte. Reporter for whatever reason, maybe its sinking in the most recent polls that have come out, maybe its been all the bad publicity. Whatever the reason may be, donald trump taking a major step today here in green bay, wisconsin, with those endorsements, telling the crowd we may have disagreements but he said we will all disagree as friends, unify the party to move forward in order to try to beat Hillary Clinton. Really sticking to the script and reading it right off the cards, right off notes. Something you rarely see donald trump doing. I have to ask, any of wisconsins top gop brass, paul ryan, in attendance at trumps rally tonight . Reporter well, top gop brass, if you count mike pence, but no paul ryan here, no Governor Scott walker here, no senator ron johnson, none of those people were present. But look, there could be a reason for that. Remember that paul ryan had said he had not even spoken to donald trump since the rnc, so i think there was, you know, some sort of uncertainty as to what donald trump would do when he took the stage here today, even though the reports had surfaced early on that he would come out and endorse ryan, but i think there was some uncertainty there simply because donald trump is the type of man who is hard to predict. You know that. We have all seen it throughout the campaign. So that could be the reason why you did not see more prominent wisconsin members of the gop on the stage here with donald trump tonight. Michael, donald trump reading off a piece of paper, finally endorsed paul ryan after immense pressure from the party, reports of outrage from Reince Priebus and only after his running mate, mike pence, voiced his support. Heres my question. Why do you think trump withheld his endorsement to begin with . Well, he shouldnt have withheld his endorsement to begin with. I think it all goes back to the paul ryan lack of endorsement a month or so ago when he was trying to oneup paul ryan. This is the problem with donald trump. He always does something to put himself on the front pages and then gripes the fact the media is not covering Hillary Clinton. I think the media would cover Hillary Clinton more if donald trump spent less time trying to be on the front pages of newspaper and the lead story in many of the news stories that come out even on cnn or anyplace else. Right before the endorsement, he quoted your father. Lets listen to this. I understand an embrace the wisdom of Ronald Reagans big tent within the party, big, big tent. Remember, Ronald Reagan. Great man. Brave guy. Remember he included reagan democrats and independents and republicans, lot of people. Were going to have the same thing. There are a lot of democrats perhaps in this room. Are there a lot of democrats in this room . Raise your hands. Eh. I mean, i dont think we need too many, to be honest with you. So i embrace the wisdom that my 80 friend is not my 20 enemy. Ronald reagan. Stated by Ronald Reagan. Pretty good. We will be the big tent party. Whats your reaction to that . It was pretty rough for him to be able to get that out. Somebody must have drilled it into his head what he needs to say, because it didnt come out im glad you said that. Glad im not the only one. He did not veer from that paper. Hes like kelly ayotte, i support. Looked like a hostage video. Ronald reagan spent the campaign burning down half the tent to make it a bigger opportunity. He kept trying to fill that tent. I think its great to mention my father. Its wonderful i had Ronald Reagan as my dad, we had him as president for eight years, but the reality is those reagan democrats hes talking to are 90 years old. He has to find a message thats going to bring in the millenials, bring in others to the tent and make that tent his tent. Ronald reagans tent is gone for all purposes because people age out of that tent and they die and they go away. My daughter ashley, 33 years of age, a millenial. I want to say other stuff but im not. Ryan, what do you think of this . When i was watching it, it reminded me of the Bowe Bergdahl hostage videos the taliban took. He looked a little under duress. We all know from the reporting there was a complete and utter freakout among Senior Republicans this week telling him, telling trump, that he cant not endorse the speaker of the house, he cant be playing games with john mccain just because they had a personal tiff earlier this year. There are people in the mccain world who want mccain to withdraw his endorsement of trump and there is a lot of loose talk this week in republican circles, oh, what are the rules in the party if we need to have a new nominee, is trump really you dont think all is forgiven now that hes done this . Im just saying theres a lot of pressure on trump in a way we havent seen before for him to do this and he was a good soldier and did it. I just want to say, thank you to michael for pointing out the reagan democrats are either republicans or dead now. There is so much talk about how republicans have to win back reagan democrats. That phenomenon is just ancient history in politics. And to make another point, if i can make another point, donald trump needed to endorse paul ryan. Paul ryan didnt need that endorsement. But the reason he had to endorse paul ryan is because without paul ryans district in wisconsin, if donald trump doesnt win that district, he does not win wisconsin in november. It was more for donald trump today than it ever was for paul ryan. Why do you think that why dont you think, michael, that donald trump didnt realize this from the beginning when, for whatever reason he withheld his endorsement of ryan and others . Why didnt he realize that from the beginning, that he needs ryan at this point more than ryan needs him . I think when he saw the latest polls and this last couple of weeks have just been outrageous for him, he finally started to listen to somebody. But look how hard it is for him, writing that on the notes and trying to say every word exactly how it was said. The problem is, will he be able to say that tomorrow and follow through and keep the eye on the prize which is the presidency instead of on himself. Ryan lizza, my colleague jake tapper spoke with Ohio Governor john kasich today. Heres what he said about voting for trump. Have you ever voted for a democrat for president . No. You have only voted republican . Well, im a republican and have been. Is it possible you will not vote for a republican for president . Lets not get ahead of ourselves. This is very disturbing and alarming to me. I shouldnt say alarming. Its not alarming. I wish that i could be fully enthusiastic. I cant be. So i dont know whats going to happen at the end. So can trump win without support from folks like john kasich or meg whitman or Richard Hanna . The lift st of defections and nonendorsements go on and on. Ohio is a really important state. I dont see any chance of donald trump winning this race unless he wins ohio. Kasichs a very important political figure there. He has a whole network of activists and elected officials that not that he necessarily controls but that he can activate if trump actually reached out to him and got his endorsement. So its just politically, whatever pride that trump has in wanting to go suck up to some of these politicians, if he wants to win he needs them. Thats whats so puzzling about basic politics 101 that he refuses to engage in. One other thing about the 80 thing trump said today, im not really sure that thats true in the case of ryan and trump. If you look at entitlements, foreign policy, trade, any of the big issues, even tax reform, any of the big issues, trump and ryan, they disagree. Immigration reform. They disagree on all of the big issues in the Republican Party. So i dont even know that theres an 80 agreement there. So the fact that trump wanted ryans was flirting with paul ryans opponent who frankly is idealogically closer to trump, giving trump a little bit of credit there, hes idealogically more in tune with paul ryans opponent than he is with paul ryan. Yeah. Michael, can i ask you about this, i have been noticing you responding to a lot of Trump Supporters on your twitter page. They are calling you a republican in name only. You responded to one person saying if you are a rino that would make your father one, too. Why do you think you are getting so much heat . Yeah, because i dont think people really understand who Ronald Reagan was. A lot of people are out there redefining my father in their image instead of who he was. My dad was a pragmatist. He was a conservative but understood he had to bring other people to the table to get things done. When i speak to republican groups they say would you nominate today someone who raised taxes as governor, signed an abortion bill as governor, nofault divorce as governor and was my god, a union leader and it was the Screen Actors Guild . That person wouldnt see the light of day today in the Republican Party. Yet hes the greatest president we feel in our lifetime and he was, because my father looked at the whole of the person. Why would he go out of his way to tell the Washington Post that he wasnt quite there yet to endorse him, to provoke this massive gop freakout, only to endorse him after all, just a few days later . Well, its bizarre and one only can imagine he had to have his mind changed. Maybe Paul Manafort said look, you need to win wisconsin, you need paul ryan more than paul ryan needs you. And this might be an occasion where he had to check in with the Central Command and be persuaded that this was the right move to make. I think ultimately, he made the right move. I think if he can do what he did today for the next 96 or however many days, he would be much better off. Isnt he his own Central Command, though . Isnt that what we have kind of heard, that hes his own thing . Every once in youre right, i think by and large, he runs the show and he goes by his gut instinct. But every once in awhile, Paul Manafort sneaks in, changes his password on his twitter machine and gives him cue cards and he does great. Its not authentic but its on message, for about 24 hours or so. Do you think Paul Manafort was near the podium going dont you dare veer from this script . Stick to the script. Scottie, what exactly changed in three days . Because i think there are a lot of people out there who are thinking that trump, this makes him look petty, maybe even vindictive, that it was just payback for those who criticize him over his handling of the khan situation. What changed here . I think this is actually bigger than just an endorsement of paul ryan. The fact he stood up and endorsed senator john mccain, senator kelly ayotte, im watching twitter now and a lot of conservatives are very upset over this. They say i understand it, i get it, i dont like it. Why are they upset . They are upset because they have seen john mccain for the past five years has just called conservatives, ted cruz supporters, Trump Supporters, crazy, hobbits, whacko birds. He insulted the you tweeted this, you said why should donald trump endorse john mccain . He called Trump Supporters tea party, ted cruz, cruz crew hobbits, whacko birds and crazies. Is it a personal dislike or is there principle involved here . Its about the principle. I think mr. Trump and his campaign realized what a major machine we are running up against with the democrats and we are tired of fighting our own. We need their help. I have always said the grassroots are not going to survive within the Republican Party without the establishment and the establishment is not going to survive without the passion of the grassroots. I think this is mr. Trump saying listen, i raised you 83 million, i will publicly come out and endorse you. Now can we all get on the same team and start fighting the democrats. Im tired of fighting with my own party. I think this is a really big step about party unity. It sounds like honestly you are giving that advice to donald trump because hes been fighting with his own party. The party really hasnt been fighting with him. Are you giving advice to him or advice to the party . A little bit of both. Because the party has been fighting with him. Lets remember you look at the john mccain, also paul ryan, they have come out several times, said we dont agree with the candidate. We are not removing our endorsement but we dont agree with what hes doing. They didnt have to say that. They didnt have to come out either way. She has been sitting here quietly. Can i play something first before you respond . Donald trump went after Hillary Clintons mental state. Listen. Unstable, Hillary Clinton, lacks the judgment, temperament and moral character to lead this country and i believe that so strongly. Shes really pretty close to unhinged and you have seen it, you have seen it a couple of times, and shes like an unbalanced person. Hes reading from those note cards pretty well. Even some republicans and democrats have used against him. I know you are, but what am i kind of game. See, heres the problem i think that he is facing. He is seeing his numbers plummet. His poll numbers. We know, we all know how he l t loves to talk about poll numbers. They are plummeting everywhere in battleground states, nationally and even in deep red states like georgia where Hillary Clinton is currently ahead. I think three points shes leading. Leading him by four points which is just jawdropping. But i think what it says to his campaign is they had to do something desperate. Clearly his endorsement of john mccain, of paul ryan, came because of that intervention. I think part of that intervention was also to try to take the focus off of his what i can only call political psychosis of the last two weeks because he has been all over the place and the trump train is falling off the rails, and they said to him well, try to focus this on Hillary Clinton, because we need a way to keep the focus off of your massive debacle in the last two weeks and try to put it on your opponent, Hillary Clinton. I think voters, what has happened the last two weeks, they have really started to become convinced that this is a man, this was not a strategy. This was not a brilliant political strategy that he used that happened to work for him during the republican primary, but it is no longer a strategy. It is essentially political psychosis because he cant help himself when he is in front of a teleprompter, or with note cards and a crowd when hes speaking for himself. The problem though, the problem, though, is that i agree, go after Hillary Clinton, go on the offense, thats what he ought to be doing, but theres no narrative that says Hillary Clintons unhinged or insane. The narrative is that shes a liar, that shes not, you know, honest with the american public, that shes secretive, that shes not likeable and that in a world where seven out of ten americans are unhappy with the direction, shes the status quo. Here is Hillary Clinton again today trying to explain the differences between her public statements and what the fbi director has said about her private email system. I was pointing out in both of those instances that the director comey had said that my answers in my fbi interview were truthful. Thats really the bottom line here. And i have said during the interview and in many other occasions over the past months that what i told the fbi, which he said was truthful, is consistent with what i have said publicly. So i may have shortcircuited and for that, i, you know, will try to clarify. So maria, heres what i have to say. No matter how many times i try to explain this, it is taken the wrong way or out of context so i will just defer to the last what i have said that it was wrong, i should not have done it and i apologize for it. Everything else will be misconstrued. How about that . Because every media organization, Fact Checkers found this claim misleading at best. Why does she keep fumbling this . I agree with you, that is the answer that hopefully she will give because she does need to focus on two things. She needs to focus on the fact that she has apologized for it and will continue to do that. She knows it was not the right thing to do. She would not do it again if she gets the chance. And secondly, that she was exonerated. Essentially the decision was not to move forward with any charges. Those are the two really important things. The reason i think she does this is because there is a frustration. Yes, comey said in his press conference so many things, he exacerbated what she said do we have time for all this . Thats the thing. You have to get so into the weeds. Let me say the reason why she gets into those weeds is because when he was in front of congress, there were a lot of things he said that actually did exonerate her in terms of the three classified emails that had no markings. But bottom line is she is reading this wrong. The American People have decided that they dont believe that shes truthful. Why not just say, we always say donald trump unforced errors. This is ann for unfor forforced. I agree, because its not going to change anybodys mind. But this is all baked in. The people who like her, this is not going to change. The people who dont like her are going to continue to use it. The same thing we say about donald trump, when you are in the general, you are trying to, its addition. Its not just about your base. Her base doesnt care. Why does she keep explaining it and reexplaining it and fumbling it . Am i wrong here . No, i think these are both really bad candidates and i think a generic republican would be beating Hillary Clinton by seven points right now. I dont know that she was exonerated. I heard that word. I have to look up the exact definition. But she was negligent. She broke the law. She broke the rules. But fbi director comey determined that it had to be like intentional, that she had to be like malicious in trying to skirt the rules. Anyway, we can parse that all you want but these are two very bad candidates and who keep re litigating things that you dont have to. Both of them. Donald trump does it. Hillary clinton is doing it with this. Listen, 34 of voters think she is honest and trustworthy. Same for donald trump. She doesnt have to really outdo him on that. All she has to do ais avoid the subject. Clinton is riding a wave in the polls right now, 13 points ahead in pennsylvania, nine points in michigan, 15 in New Hampshire, four points ahead in georgia. We were just talking about that. Four points ahead in georgia which has been a red state for decades. In new National Polls showing everything from nine points to 14 point lead. How can trump turn this around in 96 or 95 days . I think very easily. Just shows these polls are extremely temperamental. Less than nine days ago, mr. Trump was leading in the majority of these polls. I think of course obviously you would want the polls to be in your favor as a candidate but i think what we are missing is the idea of engagement. Which person has actually been more engaging of their followers and loyal supporters . Look at the rallies this week. You had donald trump with some of the highest numbers ever, tens of thousands in these states where hes supposedly losing in the polls. Hillary clinton goes to a tie fa factory and fill up an entire room or goes to an africanamerican church and cant even fill up the pews. Who will be able to engage their supporters to make it to the polls in november . Mr. Trump would be leading if that trump was taken at this point. Interesting what scottie says because Hillary Clinton supporters are actually more dedicated to voting for her than what now donald Trump Supporters are voting for him. According to polls. Chicago officials releasing Police Body Cam video that shows the moments leading up to the deadly shooting of an unarmed africanamerican man. I have to warn you, the video is graphic. Cnns rosa flores has the story. Reporter newly released dash and body camera videos show the dramatic moments leading up to a Deadly Police shooting in chicago. The suspect, an 18yearold paul oneill, was fleeing from police in a black jaguar reported stolen. As he drives toward the police car, two officers jump out. Firing at the jaguar as it speeds by, one officer even pointing his gun in the direction of his partner as he turns around. Seconds later, oneill slams headon into a police suv. The violent collision covering the suvs dash cam with smoke as oneill takes off running. Body cameras show officers chasing him. Moments later, the sound of gunfire. Oneill was shot in the backyard of a home. The county medical examiner says oneill, who was unarmed, died of a gunshot wound to the back. The officer who fired the fatal shot was wearing a body camera but it was not recording. Investigators are trying to figure out why. Oneills family watched the videos before they were released to the public. Im very hurt. Words cant describe how i feel at this moment. How i felt when it happened. But i really want everybody to know that paul was loved by my mother, his family, me. Reporter the family has filed a wrongful death lawsuit against the department and the officers involved. Family members say some of the most disturbing moments are what the officers say after the shooting. While oneill is still bleeding and handcuffed on the ground. He shot back, right . Reporter the shooting happening in what has been deemed a new era of transparency and accountability in chicago. As it appears right now, departmental policies may have been violated. Reporter the new Police Superintendent took swift action taking the Police Powers away from the three officers who fired their weapons. It also only took eight days for officials to release the video. A move that at times has taken more than a year. Rosa joins me now from chicago. Rosa, incredible video and yet, we are missing the key piece, the body cam from the officer who fired the fatal shot. Why dont we have that piece of video . Reporter you know, don, that is the piece of evidence thats raising eyebrows for the protesters that you see behind me. You can see theres a small group here protesting that very matter. But heres what we have learned from police. They tell us that they are investigating that issue, that that is an issue in this particular case, and they point out to several things. They do say that that Police Officer whose body cam was not working at the time, the one that fired that fatal shot, he was inside the cruiser that you saw in that video that the black jaguar hit headon so they dont know if that collision deactivated the camera for some reason and then the other thing that they point out is that this Police Officer was part of a district that was rolling out body cameras here in chicago and they had only been using the body cameras for eight to ten days. They are trying to figure out if somehow the Police Officer didnt know how to use it properly or he just did not use it properly in that particular instance. I want to talk about this incident now with dimitri roberts, a former Chicago Police officer and tom verney, former new York City Police detective. Officers, thank you so much for joining me. This video is pretty shocking. Walk us through what we are seeing in this video. Well, what you are seeing are officers responding to obviously a very dynamic incident and situation, and officers ready to respond to what they may face on that scene. We see him driving the stolen jaguar and officers chasing, they begin on foot. Right . And theyre shooting. Go on. Yes. Then we see a foot chase ensue after the suspect flees the vehicle, and from there, things get very sketchy once we are not able to see that video any longer. But what we also see and i think is very important to point out is that a very clear violation of Police Policy and Police Training upon that officer exiting that vehicle. Did the gunshot, he died, paul oneill died of gunshot wounds to the back. He was unarmed. Do you see that there was any reason to shoot . Did police have any reason to shoot . Obviously without a weapon being present and one not being found on the scene, i have been in dozens of police chases, i have been in dozens of foot chases on those very streets of chicago. None of them resulting in the shooting of an unarmed teenager or any other person, for that matter. So it is my opinion that there is some aggression and some policies that should have been followed that didnt, and it led to the untimely death of this young black teen. Okay. Tom, to you. This Video Shows Police chasing paul oneill around fences, you see him through backyards where he was shot. Give us the perspective of police in these moments. Well, any type of pursuit is always going to you are going to be amped up. Your adrenaline is going to be running and pumping big time. Theres multiple units involved. It gets really, really chaotic. We are obviously not talking about a choir boy here. This kid took, this kid was wanted for car thefts here, he led police on a chase. So clearly this kid wanted to get away and he was a real danger to the community as well as to the police. Having said that, it was also clear that there were a couple of procedures not followed here. One was the shooting at a moving vehicle, which is a recently fairly new procedure, if im not mistaken, in chicago reinforced, you cant shoot at a moving vehicle. If you hit the driver and the vehicle goes out of control and hits someone, we have a bigger oblem. The second thing we have a problem with here is the perpetrator being shot in the back. Generally police train their officers to not shoot a fleeing felon, unless that fleeing felon is an immediate threat to that officer or someone else. That was the question i was going to ask. You said clearly hes not a choir boy. Police officers, your training is to deal with the criminal element. And this is an unarmed person, regardless of what hes done. No one is making an excuse for what hes done. Officers jobs, theyre very dangerous jobs. We know all that. But in the training, what the Chicago Police department has said is that several procedures were not followed. Absolutely. Let me ask you the same question i asked him. Do you see any reason for them to shoot this person . I based on the video that weve seen and the facts that we know to date, i dont see a reason, a justifiable reason why, which could be the reason why under normal circumstances in a shooting, officers are going to be taken off of patrol anyway. In a shooting, whenever an officer is involved in a shooting, they automatically will put that officer on modified duty for 30 to 90day period depending on what the shooting was. But the shooting, do you see any reason i dont see a justifiable reason, no. Lets listen to it again. He shot back, right . He almost hit my partner as i [ bleep ] shot at him. Your reaction to that . Its upsetting. Let me say this doesnt represent the department as a whole that i served on and it definitely doesnt represent the officers that i worked with. Its very callous, it was very removed from the scenario that we saw unfold there, and i dont think those officers were aware of what was going on and that that camera was still on and unfortunately now this is something that they further have to explain to the community as well as to that victims family as to why we are not taking a Service First mentality and rendering aid in situations where citizens are injured. Whether theyre somebody who is on the other end of a crime or not. Can we determine whether this shooting was justified or not without the piece of video that is missing . How big of a problem is that for investigators, dmitri . Let me be very clear, don, and say any time youre involved with a suspect or anyone that is portrayed to be committing a crime, if they dont have a weapon, if they dont pose an immediate threat, then it is going to be a very tough time to prove that this shooting is justified, no matter who is on the other end of it. So it is my belief that these officers operated outside their policies, they operated outside the training that i went through, i went through the same training that they did, but its unfortunate another black man has to be killed on the south side of chicago at the hands of Police Officers. Thats not the oath that i swore and unfortunately thats what we have to deal with today. I want to play this quickly. Chicago police are pretending Eddie Johnson tried to give a press conference and was met by protesters. Public safety, accountability, transparency will look different. We are dissatisfied with the leadership in Chicago Police department. We are dissatisfied. Bridging that gap between africanamericans and Chicago Police, impossible. Tom, as of today 573 people have been shot and killed by police so far this year. Thats according to the Washington Post, 47 are white, 26 black. Do you understand why some still feel so frustrated with the police . I totally can understand, especially since we just had a couple of highprofile shootings in baton rouge. Theres a big disconnect from what people know about policing and what the police can do. I think dmitri can appreciate that as well. In chicago, theres 2,400 shootings this year.
