This puts it just south of where you are. Is that right now . Reporter yeah it could be. Thats one of the things that were really watching in this area. Depending on the way this storm tracks, we are almost in looking at it, im going to bring in Allison Chinchar to explain this better from her view, but we are in an area that could go other way. Youre watching go either way. Youre watching carefully in terms of rain and at some point winds, but also what it means for this area. This is a staging area for the rescues that are expected to be needed. There are boats and highwater vehicles here. There are a number of buses to bring people to safer areas, to reunite them with friends and family if needed. When the calls come in, they will launch the rescues from here. Of course, depending on what we get in terms of weather, well see if it impacts, in fact, those abilities. A lot of that a long way off. Its the preparation thats so important as we look at this. We know at this hour that nearly 50,000 people in the region without power. Delta Airlines Just tweeting out that they have stopped service out of new Orleans Airport. That is done. I can tell you that our producer who flew in last night by lafayette he was told on his delta flight that they were going to bring the plane back to atlanta to get it out of this area ahead of the storm. A number of preparations being made. Where do we stand now, what is this storm looking like . For a better explanation, Allison Chinchar joins us from the weather center. Yeah. The latest update, winds are holding at 65 Miles Per Hour. Thats less than ten Miles Per Hour off from a categoryone hurricane. Were close, were just not quite there from a technical standpoint. Winds with moving west northwest at five Miles Per Hour. That is incredibly slow for a tropical system. Thats why flooding is a big concern. As this moves ever so slowly across louisiana and other states it has a lot Mother Nature time to a lot Mother Nature time to dump a tremendous amount of rain. The stormtracker expected to make landfall in the next couple of hours over louisiana. The National Hurricane center saying it is still strengthening. It still has that potential to become a categoryone hurricane right before it makes landfall. It may literally be less than an hour that it gets bumped up to hurricane status before it makes landfall. There may not be much advanced warning in terms of whether or not there is a hurricane at landfall versus a Tropical Storm. The key thing is youre talking less than a ten mileperhour difference in terms of wind speed when the main concern is really going to be the water. Both the water coming from the sky in the storm of rain and the water coming at you from below in the form of storm surge. Heres the radar. You can see some of the heavier rain bands really now starting to pick back up. Not just in louisiana, but also states like mississippi and alabama. Thats going to be the case as this thing makes landfall. Notice one thing, the majority of the convection or the really heavy thunderstorms are on the Southern Side of the storm. For folks saying its about to make landfall, ive hardly had any rain, ive survived the worst of it, thats not the case with this particular storm. This individual Tropical Storm actually has the bulk of its moisture on the south side. Once the center of circulation passes, what people refer to as the eye, you actually have the bulk of the heavy rain to worry about. Thats when your flooding problems will really start to begin. Widespread amounts around five to ten inches of rain are expected. But its not out of the question for some of the locations to pick up over a foot. Thats the pink color. That even extends into tennessee. Other states also looking at the potential for flooding. Around baton rouge, there are multiple rivers around that particular city. This one in particular is expected to get to 34. 5 feet. The previous record just about a half a foot shy of that. Not only do we have ten river gauges in louisiana that are expected to get to major flood stage, some of them even expected to surpass previous records. Also, as that rain gibbegins to push in once the center of circulation moves in, you have the potential for severe storms. This is going to be a big danger. Again, people havent really experienced this with the storm because the bulk is on the Southern Side. Erica, i want people to understand the threat for tornadoes, the threat for damaging winds, that is still yet to come. Please dont let your guard down in terms of that, as well as the flooding potential. Reporter such an important part, thank you. We have Team Coverage here on the storm. That trasha chen is in north an city. Gary tuchman is in new orleans. Tasha, not too far from where i am, st. Marys parish area, theres a major concern for the flooding that could come in the area. Natasha . Reporter yeah. Absolutely. And we are definitely getting blown around now. People here are probably thankful for short break in the rain at this moment. The flooding was going to be a real concern if the to 20 expected inches. Rain here came all at once. The citys pumps cannot handle all of that happening at once. They were hoping for the rain to come in waves with at least 45minute breaks in between so the pumps could handle this. I want to show you what the problem looks like on top of the already swollen Mississippi River. Were on top of the sea wall. You see the bottom steps of the stairwell completely covered. And now that weve got light i can show the trash can completely submerged in water. You see that trash can as well as out there, people are typically able to walk out to that distance. Right now the river has come all the way to the seawall. When you add a Tropical Storm, a hurricane on top of that, plus this rainfall that were expecting, there are serious problems. We did hear from the National Weather service lake charles area briefing that were expecting 16 to 20 hours here in morgan city of Tropical Stormforce winds, and were definitely feeling some of that now. The folks here are just leaving their homes potentially because surfew has been curfew has been lifted. Well track how much worse this gets as the day goes on. Thank you. We can really see whats been done over the last 14 years or so since thkatrina as far as th levee system in use right now. Reporter huge difference, erica. Its a multibillion dollar levee system that surrounds the new orleans area and surrounding areas, and its made everyone a bit more relieved even before the brunt of the storm arrives. Behind me, the tourist paddle boats that people take on the Mississippi River here in the French Quarter of new orleans. Not going anywhere today and maybe not tomorrow either. This, the Mississippi River. The path im on along the mississippi in the French Quarter, usually the sun just rose, people are out jogging, walking, skipping stones on the river. Right now it is closed to the public. No one is allowed here for their own safety because this is the main concern, the river. Because of heavy rains the last weeks and months, the water is high. This is 20 feet. There was grave concern that the storm with the amount of rain thats going to be dumped we had rain, but it stopped now. As we heard, the brunt will come the rest of the day today and tomorrow. There was grave tornaconcern itd go over the wall, 20 feet above the Mississippi River. There was concern that the waters could go over there. Thats what makes this different from katrina. The disaster during katrina was levees that split open and water came out killing hundreds in the city. This is a totally different storm. Obviously not as strong with the winds, but the concern was that the river would cause immense flooding. The revised forecast the last several hours is instead of being concerned about getting to 20 feet, the thought was it would be 19 feet yesterday. Now theyre thinking it wont go above 17. 1 feet. Now its 16. 7. The feel haviis the feeling t wont go much higher. Reassuring news in the city that has suffered so much for generations but nothing as bad as 14 years ago this summer when Hurricane Katrina came through. And some disappointing news for music fans here in new orleans. The Rolling Stones havent been here in 25 years, stopped put on a show at the superdome sunday. They canceled the show. But alas, they have rescheduled for the next night, monday. Hopefully it will be a celebration when mick jagger and the boys come to new orleans and the stones play the superdome. Back to you. Reporter absolutely. Well be looking for that one. Thank you. To get a better sense of just what this storm looks like, i want to bring in major christopher dike with u. S. Air force base reserve. He is one of the people who flies into these storms. While the buoys can tell a certain amount, being in the storm gives us information we cant get any other way. Major, we appreciate you taking the time to be with us this morning. You flew for nine hours yesterday in this storm. What did you see . Good morning. Yesterday, it was kind of makesed bag, right. All a mixed bag, right. All of the shear was impacting the north side of the storm. The south side was certainly where a lot of the threat was and what we were seeing. One of the more unique things we experience. We started flying at 5,000 feet, we saw many circulations, we refer to as mezzo votertices. It was common, common among disorganized storms like this one. But as we were flying around, those mezzo vortices created their mini environments where the wind whips up. And then as we continued flying, we climbed to 10,000 feet, and were able to see the larger level picture. Yeah, its definitely a storm that is just now starting to make its way on shore. And louisianas starting to feel the impacts really. Reporter in terms of looking at it from above, if we look at it, maybe the satellite pictures, its clear that theres a lot happening on the south side of the storm. What did you see in terms of that south side . So on the south side, you know, clearly a lot of the rain. Heavy rain in a broad area. We were having to pick our way through what we identify on the radar screen, we had a navigator on board who julie shapasky she helped us get through the hook echoes and what we call dnotches. Indicative of water spouts or tornadoes or things like that. So the south side is definitely the more dangerous of the sides for this storm. And even though it makes landfall, it doesnt necessarily mean that its all over. Reporter and as it moves inland, too, as were looking at this, we talk a lot about when it comes on shore. The fact is this is going to continue to move. What specifically should people be looking at and following in terms of that movement for the storm . Well, you know, i wouldnt focus in on so much on the little pinpoint that the Hurricane Center puts on for the center. You know, this is a broad area of precipitation thats moving on shore. And high winds, heavy rain, everything else. So you know, people need to be watching the overall flooding and the radar of the precipitation moving towards them. The best bet is to stay close to the tv or radio and listen to the weather warnings as this moves on shore. These guys and gals are watching it pretty closely. Reporter and when youre when youre up there, youre doing your job, its one thing. Im curious, as you watch all of this, you know, as youre watching coverage, as youre in between flights, what are things you look for that influence your next flight . The things that influence our flights are the threat to human life, number one. Number two, were watching for the storm that make landfall or not. So we kind of we stopped flying once the storm makes landfall for the safety of our crews. You know, those are the things we are really keying in on at this point in time with this storm. Prioritizes it the arrest and removal of unlawfully present aliens who pose a threat to national security, public safety, and border security. We know thousands of Central American migrants theyre stuck. Theyre waiting if these crowded shelters in Mexican Borders towns for their turn to be processed into the u. S. It is part of President Trumps remain in mexico policy. And as cnn shows, special can shows, some cant wait any longer. Reporter for three months, little martin has spent has time in this migrant classroom. Teachers struggling to provide a sense of normalcy. Today is martins last day. This Childrens Book author has spent most of the last year volunteering to help thousands of migrants who have shown up in this border town. She says marvins family has been waiting for three months to request asylum in the united states, but his mother is giving up and returning to guatemala. Thats because the wait is very long. It takes a long time. Well, shes almost there, but she doesnt want to risk it. Reporter in january the Trump Administration rolled out the migrant protection protocols, often called the remain in mexico policy. It forces migrants to wait in Mexican Border towns until their number is called to cross the border and request asylum. The Officials Say now more than 5,5 in the border city are on the wait list to simply request asylum. The wait time is about four months. They have to wait even longer to get a court date in the u. S. As they wait, dialva says thousands are crammed into the 14 migrant shelters that have opened along the u. S. Mexico border since february and theyre feeling the stress. Like this 20yearold who came from honduras and has been waiting four months to request asylum. He says he rarely leaves the walls of the shelter because he fears the city around him. He says right now hes getting his strength from his family that sent him messages to keep waiting, to keep waiting, but hes not sure how much longer that will last and how much more patience he will have. Have you heard of people saying i dont want to wait this line, i want to sneak in early and avoid being caught . A lot of them. Reporter a lot of them . Yes. They get desperate. Reporter many migrants facing months of waiting say theyre too desperate so theyll come to this part of the border, theyll jump over and dart across to the u. S. Side, turning themselves in to immigration officials. Because of that the Mexican Government has deployed Army Soldiers along this stretch of the border and in other places to deter them from doing just that. U. S. Immigration Officials Say the Trump Administrations strategy is slowing the flow of migrants. Border patrol says apprehensions dropped 28 from may to june. Strategy is working. The president s engagement with mexico, the deal to enforce immigration and security on their southern border, to partner with us on tackling transnational criminal organizations, thats clearly having an impact on the flow. Reporter critics say forcing migrants to wait in dangerous Mexican Border towns is inhumane. Were seeing upticks in the cases of kidnapping, of assaults. These are people that are easily targeted, especially Central American migrants. Its difficult, were putting them at risk knowingly. Reporter the Trump Administration is expanding this remain in mexico policy. It has started forcing migrants to wait in the border city which is considered one of the most violent cities in the world because of drug cartel violence. And we are here, for folks just joining us, one of the reasons that we are here is because this is a major staging area for the rescues that are expected to come. With all of this rain, some areas, as martin pointed out, not too far from here, st. Marys parish could see 10 to 20 inches. There are places that could see more than 25 inches of rain. When were talking about lowlying areas that are already dealing with saturated ground and swollen rivers, there will be rescue calls coming in. So here in la fay set where we have staged. They have boats staged, highwater vehicles, as well as a number of buses for folks who may come to the area. They can put them on buses and rereunite them and reunite them with friends and family where it is safer. As we focus on st. Marys parish, i want to talk about morgan city. Theres a big focus on that area and the flooding that could come because of the intense, the large amount of rain thats anded in the area. Thats expected in the area. And also because of how long were going to see this rain event, natasha. Reporter yeah, well, we are definitely hearing from city officials like the mayor saying that if they do get that 10 to 29 inches in a concentrated fashion, he says all the streets here will be flooded. They are trying desperate three avoid that, especially considering as you said, this is on top of flooding thats already happened in this area. We are seawall now, and the river is typically not this far out. You might be able to see benches there. Thats where people can walk out and sit and look at the river typically. You know, as youve mentioned, were dealing with more than 250 days at this point, consecutive days, of the river being at flood stage. Add a Tropical Storm, a hurricane on top of that, and youre dealing with a lot of flooding. Right now what were feeling is primarily the wind picking up and blowing us around, curfew has been lifted about 25 minutes ago. Now the Tropical Stormforce winds are making their presence known. Were supposed to expect about 16 to 20 hours of this. And again, the rainfall is what we are bracing ourselves for. This city, morgan city, st. Marys parish, really hoping for these kind of breaks in the rain. Theyre not as concerned about the wind. But that rain, they really hope that it comes in waves with breaks like this in between. Erica . Reporter all right, thank you. Natasha makes a great point about rainverts us wind. Often rain versus wind. Oftentimes were talking about hurricanes, and the increased intensity of the wind which moves it up the ladder there in terms of what category a storm is. We talk about the wind damage. But its not always that there is this sustained rain and water event for hours and, in this case, days in some areas on end. That is the focus this time around. It is the water, it is the water that will come in, it is the water that will linger, and it is also the water that will come back downstream, down the mississippi, from flooding far, far inland. To get a better sense of how that flooding works, what it looks like, and how these levees are key to minimizing the damage, i want to bring back meteorologist Allison Chinchar who has a closer look for us. Allison . Yeah, its the levees, the floodgates, the pumps, all of that factors in to protecting new orleans in this type of event. Heres how it works if youre unfamiliar with the layout. Youve got new orleans, the city, here. Surrounding it, you have the Mississippi River and lake pontchartrain, as well. Heres how it works normally the city as a colander when rain comes down. It has exit points for water to go out. The problem is, we are seeing that we are going to be experiencing an intense amount of rain. Look at this when the water comes out it goes out through the pumps. It also can exit the floodgates. The floodgates, however, are now closed. And the pumps are limited. They can only pump out one inch an hour for the first hour and up to a half an inch an hour of rain every hour after that. The problem is with this particular storm, barry, we are expecting rainfall rates of two to three inches an hour, sometimes even higher than that. That is too much rain for those pumps to be able to pump out. And since there is no more floodgates that are open and allowing that water to exit, new orleans no longer acts like a colander but now acts like a bowl, allowing all of that water to just sit there and have no real way of exiting out. Thats going to be a problem. Not to mention the Mississippi River is going to continue to rise as that rainwater continues to fall from the sky. And heres the thing it may be two to three inches per hour, but what is the total . How much rain are we really expecting once this storm is finally said and done . Were not just going to get two to three inches. In fact, widespread amounts of around five to ten inches are expected. The closer you get to the coast, you could be talking 12, 15, eric erica, maybe 20 inches of rain. Thats why its a concern for not only new orleans but the other lowlying areas of louisiana, as well. You know, President Trump scored a victory in the courts yesterday. The ninth Circuit Court of appeals ruled that the department of justice can give preference to certain u. S. Cities that would use grant money on illegal immigration. Now a panel of judges argued that the doj didnt pressure an applicant to cooperate on immigration matters, rather they only encouraged participation. It all stems from a lawsuit the city of los angeles, from the city of los angeles. Claimed that the city did not receive funding from a Grant Program after it chose to focus on Building Trust between communities and Law Enforcement agencies with no mention of illegal immigration because of its policy as a sanctuary city. I want to get to cnn White House Reporter sarah westwood. This is a big win for the president. He hasnt had a lot of wins in the court. This one is a win for him. Hows the white house reacting . Reporter thats right, and the Trump Administration is out toing this legal win, a rare out toing this legal win, a rare win in the court of appeals, a specific thing that the president complained about, that hasnt been friend three Trump Administration policies. The department of justice is taking a victory lap on this ruling from the ninth Circuit Court of appeals that basically says the Justice Department is within its rights to withhold money from there discretionary grant, the Community Policing grant, if cities are not meeting all of its requirements. It has a scoring system for disbursing this money. So essentially it can weigh Different Things that Police Jurisdictions are doing, score them, and those cities that score the highest can have access to those funds. Some of the scoring criteria are things like hiring veterans. One of the criteria is cooperation with federal immigration authorities. Thats something that the city of los angeles as a sanctuary city refuses to do. Local Law Enforcement will not cooperate with federal immigration authorities. So the Trump Administration withheld money from the Community Policing grant. The city of los angeles wanted that 3 million, sued the Trump Administration arguing that those kind of policies violated its autonomy, its independence and ability to make its own laws. The ninth Circuit Court of appeals ruling 21 that the Trump Administration was within its rights in this instance. This is taking place against the backdrop of upcoming raids said to take place by trumps i. C. E. Its creating fear in the nine cities that these are expected to take place, sparking protests around the country. Martin and christi . All right. Sarah west woods, we appreciate the update. This storm is crawling. And i mean crawling toward land and could become a categoryone hurricane before hitting the gulf coast. The big threat is the water. The storm surge and the heavy rain. Allison chinchar tells us the slowmoving nature of barry is incredibly concerning because it means the storm has even more time to dump several inches of rain as it inches along and raises the risk of dangerous flooding. Back to erica hill in lafayette, louisiana. Erica . Reporter hi, guys, yeah. It is that slowmoving nature of it. It almost has you just waiting. So many people anticipating in this region when that storm is going to come. Of course, as you point out, once it comes, it will be here for some time. For a closer look, i want to bring in ben schott, meteorologist in charge for the National Weather service in new orleans. You, too, i know, are trying to stress to folks that this is a slowmoving storm. Its going to be with us for some time. You know, and as martin pointed out, it has not made landfall yet. No, its painstakingly slow. It aeps giving people i think e a false impression that things arent going as forecast. We knew it would be a slowmoving system, and it is doing exactly as billed. And that will be a difficult thing as we move through the day. As the rainfall comes on shore, people will start to see the full effects of barry. This is oftentimes when we cover storms, we talk so much about the wind. We talk about the power of these winds. I dont want to downplay the fact that there are powerful winds that will be coming on shore, as well. There is the primary concern is the water here. It is the rain, its the sustained rain, its the flooding, its the potential storm surge. As youre looking at all of that, what are you seeing in your modeling at this hour . And where is your main concern within the region . Well, a lot of the coastal flooding has been going on since yesterday. With the subtle winds pushing on shore into lake the southerly winds pushing on shore into lake pontchartrain, as well. Were seeing coastal flooding across louisiana. If you are next to water, youre probably seeing water pushing up on shore. Meanwhile sources tell cnn President Trump is once again considering removing dan coats as director of national intelligence.
