The government is facing pushback on a vaccine challenge trial. A former Harvard School professor calls it unnecessary, uninformative and unethical. And the economic crisis is hurting families across the country. A lot of them are turning to food banks for the help they need. I want to go to cnn National Correspondent natasha chen at the side of a food bank set to open later this morning. These food banks have been critical for these families, i know. Reporter yeah, actually, were seeing about a dozen cars lining up waiting, and this doesnt actually start for another couple of hours. They will be waiting in their cars for three hours at that point. I talked to some of them. Their separations are pretty desperate right now, perhaps they were already struggling but the pandemic has made it worse. In georgia were looking at serious numbers as well with the state reporting its highest number of deaths last tuesday since the pandemic began. Heres a look at whats going on with the schools as well as kids are returning to class. Georgia is not doing enough to prevent the spread of covid19. Thats according to White House Coronavirus Task Force Recommendations from august 9th, a document obtained by the Atlanta Journalconstitution. It reads there is widespread and expanding community viral spread. And there is no significant improvement in the Atlanta Metro area with continues high levels of new cases at a plateau. Mitigation efforts must increase. Governor brian kemps office fired back sending cnn a list of its ongoing efforts to combat the spread of the virus saying in part, quote, the dph lab has been working around the clock and that Governor Kemp continues to rely on datas science and the Public Health service. Georgia should roll back. I definitely think georgia should roll back. Reporter the Atlanta Mayor says its too soon for students to be in classrooms. And were already in our state, as schools have reopened, kids are getting infected, and its in my opinion, this is my opinion, as a parent, its more disruptive to think youre sending your child into a situation. And then have to pull them all back out. Reporter Courtney Smith pulled her daughters out of the Public Schools in atlanta suburbs altogether. When they told her they saw 20 to 30 students with few people wearing masks. As parents, our number one task in life is to protect our babies i really felt i was dropping mine off at a death trap on monday. There were a lot of tears shed by me and my children last week. Reporter after two days in their Cherokee County school, smith transferred them to a Charter School which she says there are fewer of them in class and more wearing masks. It was 80 cases and nearly triple the count. Two high schools in the district had to temporarily pause inperson learning. If you want your kids in school, your schools have to stay open. And for the schools to stay open, you have to contain your numbers of covid cases. And the best way we know of to contain those indicatescases is implement masks and a program to introduce people in the building at one time. Reporter but theres no policy in the north Paulding School where they had to temporarily stop classes due to students and staff testing positive. Starting monday, that school will start hybrid learning with digital and online learning. You definitely see that when we opened businesses, we are seeing that opening schools. Weve given them guidance. Weve worked with them to give them the tools they need to ohm. Reporter those tools include shipments of masks that arent required by the state. Though kemp wasnt sued atlantas mayor for implementing masks he said the best school positions are the best to make decisions for the communities. This morning, were waiting on a new executive order to be issued by Governor Kemp, as the existing one expires tonight. He did withdraw the lawsuit against the mayor and council. And last night he tweeted he intends to remain with law and order. And just incredible for people to be there three hours before the food bank starts. Thank you so much. So add to the food insecurity, the eviction crisis. Theres a group in new orleans thats helping people with Legal Services that says that eviction intakes have tripled since the eviction courts reopened there in june. Thats compared to the same weeks last year. Now, that helps explain what were seeing here. The chairs and the mattresses and the clothes of a family just piled up on the curb. A little later this hour, were going to speak with an attorney who is helping struggling renters with some of their cases. Were going to talk about their stories. And the effort in new orleans to stop the econvictions. Evictions. And the cdc, listen to this, says, people who have recovered from coronavirus, you dont need to quarantine or get tested again for three months. The White House Coronavirus testing czar said the administration has done everything they can to increase testing capacity. Cnns Brynn Gingras is following the latest. The u. S. Everything that possibly can be done has been done. I spend every day trying to increase testing but what i want people to under, testing is not the panacea. Its not the answer. Are you going to tell me that the data that the governor is looking at and examining is the right data . Because if it is, we wouldnt be in the top five with other states that are twice, three times, four times the state of georgia. Its why many parents and teachers are still grappling with tough decisions when it comes to schools. Ive had a member of my family that is, you know, at high risk. Meaning facilities will have to likely change. Possibly classes will be offered during the day and also at night. This as the cdc is saying they are seeing more cases among children. The controversy over alleged mail in voter fraud is escalated. Last night, the post office agreed it would stop removing boxes in 16 states and parts of two others until after the election. Remember, President Trump said mailin ballots would lead to voting fraud. Election officials have consistently said that is not true. Cnns Brianna Keilar spoke to two experts about how the mailin process works. Reporter President Donald Trump has made baseless claims, here one. We have a new nphenomena, its called mail in voting. Reporter not true. Many states actually had a majority of their votes cast by mail for decades. Reporter lets begin here, five states conduct elections almost entirely by mail. By cnns count 37 states and the district of columbia allow you to vote by mail without giving an excuse or using the pandemic as your reason. These remaining eight states like texas and new york do not allow voters to use the pandemic as an excuse to vote by mail. How you get your ballot depends on where you live, too. In light of the pandemic, vermont, california, the district of columbia and new jersey have joined the original five universal mailin voting states, sending ballots to every registered voter. Others send absentee ballot request forms to voters in the mail. But most americans must request a ballot be sent to them. What theyre going to do, blanket the state, anybody that ever walked will get one. Reporter nope, registered voters. Just registered voters get ballots. And noncitizens are not permitted to vote in peril elections. Next. You look at some of the corruption having to do with universe mailin voting. Absentee voting is okay. You have to apply. Absentee voting is done by mail. So its mail voting. Basically you have similar procedural checks in both cases. Reporter pause. And now lets rewind to President Trumps most dangerous claim about mailin voting. You look at some of the corruption having to do with universal mailin voting theres no way you can go through a mailin vote without massive cheating. What Election Officials will tell you of both parties is that voter fraud is extremely rare. It might be counted in dozens or hundreds of cases out of 150 million ballots cast. Its extremely rare. Mailin ballots, you talk about foreign countries, theyre printing their own ballots. If they try to flood the system with make mailin ballots they could be counted separately. They all use special different paper. Special ink. Theyre usually coded on the outside of the envelope to be matched to a particular voter they were sent to. These things are detected instantaneously. It would be one of the columb columbiaest tests. Reporter once the ballot arrives, filled out and signed and sealed its usually hand delivered to local Election Officials. And a Team Identifies verification envelopes and secures the ballot until its time to be counted. General, votes are counted by a voting machine while some are counted by hand. You have people from different parties doing the counting and checking each other. Its hard to commit fraud. Reporter and last but not least. I also dont want to wait for three months and find out the ballots are all missing and the election doesnt mean anything. Thats whats going to happen, steve. Thats common sense. No its not going to take three months to count the ballots. In fact, his term ends in january which is less than three months after the election. And by the constitution, our new president would have to take office on january 20th until President Trump is reelected. Reporter but President Trump is right about one thing, the volume of mailin ballots is going to be far higher than in any previous election in history. Many states havent seen more than 5 of their ballots cast by mail in past elections. Everything you hear on Election Night is unofficial. It is a partial count. So, youve read the headlines, youve read the statistics, millions of people are potentially facing eviction and homelessness with no solution in the future from the federal government. Were going to give you the numbers and look at that, the mattress and things outside of this home. This is from new orleans, louisiana, nola. Com. This is one evicted family and their belongings, things that they owned just dumped outside of their house. Theres a crib there, there were clothes there and more on the corner of the street. The evictions are just part of a growing wave of people being expelled from their homes in the midst of covid19 pandemic. And raising this concern for the eviction bluntly warning that thousands of people in the new orleans area have lost work and fallen behind on the act to pay rent in a city that already had a high eviction rate before covid. Joining me now is hannah adams, a Nonprofit Group that helps renters. Good morning, thank you for having me. Certainly. Give us an idea of the acceleration of evictions as were now in month five of this pandemic. Absolutely. Like you said, we entered the pandemic from a place having econvictions two times the National Average in new orleans. In some neighborhoods we had an eviction rate as much as 10 prior to the pandemic. I will note that a lot of those neighborhoods are black neighborhoods so this is always a Racial Injustice issue. The evictions are three times what they were this time last year. Were inundated with folks struggling to pay rent and not knowing when theyre going to receive a paycheck again. And on top of that, had their federal Unemployment Benefits cut overnight at the end of july. We have a lot of workers, hospitality workers, musicians, performers, all the people that make new orleans what it is, and why people come here to visit. All of those folks lost work. If they were lucky enough to get Unemployment Benefits, they just lost those. We have folks receiving 30, 50, 100 a week now which you simply cant live on or feed or family or pay your rent. We have one client who were aware of, shes a single mom. Mom of a 3yearold, she cleaned houses for a living until the pandemic started, and that work ended. And now that the additional Unemployment Benefits have expired, shes making 28 a week. Five months behind. And the landlord tried to take her to court to evict her but because the property was a c. A. R. E. S. Act covered property they needed a 30 days notice. How does one know if they are lived in a c. A. R. E. S. Actcovered property . That is a great question. It is very hard tour tenants to find out if theyre living at a c. A. R. E. S. Act covered property. For most living at larger apartment complexes, fannie mae and freddie mac have released rolls to search by address to find out if your property has a federally backed mortgage. There are a couple other tools online. But for tenants who live in Single Family properties, one to four units, theres really no way to find out that information. That information is only available to the landlord. So, you know, thankfully, weve seen our local courts, you know, make landlords essentially prove that theyre not covered by the c. A. R. E. S. Act in order to move forward with the eviction. However, a lot of people fall through the cracks in that process. So oftentimes, if theres no lawyer until court to raise these issues people may get evicted even though its illegal under federal law. With the client youre mentioning, her property is covered under the c. A. R. E. S. Act so the eviction was thrown out. But that protection is only going to last until the end of this month. So after the end of this month, she is facing a ticking time bomb. She doesnt know where her september rent is going to come from. Barely able to cover her august rent. And she has no unemployment in sight. As you know, down here, our pandemic our covid numbers are not looking very good, so its not like people are getting back to work. So, without something to assist her, shes really got nowhere to go. She cant afford rent. She cant afford moving expenses. She cant afford a security ghost. She can barely afford to feed her kid. I know the laws and the audiences are far broader than new orleans and vary by state, but the pictures that we were showing of peoples belongings just piled up on the curb, for people who are arent familiar with the eviction process, how much notice must typically a landlord give before they just throw your things out on the street . Well, our eviction laws in louisiana are very bad for tenants. There are very few protections for tenants and the process moves ex trially quickly. The process can be waived in a week. So the entire process can take less than five days from beginning to end. From literally court notice to your stuff is on street which is extremely accelerated. Also, once you receive a judgment in court, you can be given as little as 24 hours to get out of your house. And if youre not out by then, the constable is going to show up at your door and put all of your stuff on the street, and they can remove you from the property just like you saw in the pictures. What ends up happening, folks either face physical removal like that, or they have to leave and leave their stuff behind. So lowincome families are losing all of their belongings in addition to facing financial trying to find a new home in the middle of a pandemic. It is frustrating, its heartbreaking, enraging that these are working people. Just like that, jobs are gone, assistance is gone, and members of congress are at home. And theres no help for these families. I know the client we were talking about was waiting for some rental assistance that could last for three months. But who knows how long that line and process is. Hannah, thank you for being with us and explaining the process. Its just maddening that were seeing this happen in your city and across the country. First of all, organizations such as the federal Housing Administration have extended an evictions protections in situations for Single Family homeowners until august 31st. As a tenant, you may also be protected by a local moratorium. Be sure to check the laws in your state. That might help. People getting paraded and humiliated on state tv. And yet the folks are coming out because they say, theyve simply had it with what they call decades of it. Belarusians are rising up, protesting against what they say was a rigged election. A really rigged election. We want honest elections, this woman says, we want an honest count of votes, nothing else. I dont even want to say im against anything. I just want it to be honest. President trump has repeatedly claimed without any sort of evidence that mailin ballots will lead to the november election being rigged. I dont want to see a crooked election. This election will be most rigged election in history if that happens. Reporter but heres what an election looks like which parts of the International Community say was seriously flawed. Dictator Alexander Lukashenko has been in power in belarus for 26 years. He claims have won 80 of a vote until a recent election against opposition svetlana tikhanovskaya. Many russians are saying they voted against lukashenko. Opposition supporters folds their ballots in a special way, even from the outside, it was clear, they voted against the president. And theres images like these, appearing to show an election worker climbing out of a polling station window with sacks full of ballots. The government did not allow international observers, and the few people who tried to monitor the election are so afraid, we had to meet them in a secret location. We dont have observers and on the final days, the number of people who can enter in the station, so we dont have it anymore. Is it an election . No, its not. Reporter this has been the situation in belarus for the past 26 years. But now, despite a government crackdown, many people in this country are saying no more. Thats exactly what theyre doing today as well. Theyre obviously coming out protesting. Thousands of people here where we are. Certainly, yesterday there was a really big moment here in these antigovernment protests when a lot of the antigovernment protesters managed to march to the parliament of this country. Thats where we saw a really remarkable scene come out when riot police came up with shields up, obviously ready to crack down on the protesters. All of a sudden, the riot police decided to put their shields down instead and embraced by the protesters, which was an extremely emotional moment for the protests there for the country. Certainly giving the folks that youre seeing here more courage to appear on and continue to demand change which has been a repressive government here in this country.
