Even senior officials at the white house are frustrated with the president s actions, making a series of demands, stalling on helping millions of americans who are already struggling, making the situation worse for them before ultimately caving with absolutely nothing to show for it. The 2,000 stimulus checks for americans, republicans are apparently not getting behind that. Senate Majority Leader Mitch Mcconnell putting out a Statement Last night after President Trump signed the stimulus package into law, thanking the president for that but not mentioning any of his demands, not mentioning a review of section 230, liability for social Media Companies, or that request from the white house to focus on election fraud, this allegation that the election was stolen from him, something the president has presented no evidence for. On top of that, there is a cover of one of the president s hometown newspapers, the new york post, a paper that endorses President Trump, mildly conservative, asking him to stop the insanity. The first line says the president should stop this dark charade and stop cheering on this coup. Jake . Thank you so much. We are just two hours away from a prospective vote in the house of representatives to veto the defense bill that has funded the military. This bill represents a pay raise for the troops. The president did not like that current military stations named after current generals would be allowed to change the name, and he didnt like that it protects social Media Companies such as twitter to be liable for what people post. They said they would not override the president s veto, but House Democrats who control that chamber remain confident that they have the votes they need to override the president s veto. It requires a twothirds supermajority to do so. Cnns Phil Mattingly joins me now. Phil, what are you hearing at the house . Do the democrats have enough votes to override the veto and what about the senate . Reporter people im talking to believe the votes will be there to hit that twothirds threshold. Its based on attendance. Twothirds who are present in that vote. You make a great point. This would be the 60th year this bill would be passed. Its almost always bipartisan. Its very rarely a close vote, if its ever been a close vote, not that i can actually recall. It was 3578. What this all underscores is this moment republicans are in, particularly in the house, where theyve spent the better part of the last four years being completely loyal to President Trump doing whatever he said. You noted some republicans, including House Republican leader kevin mccarthy, who voted for the bill, said they will not vote to override the veto now. Steven scalise, number two in the conference, voted against the bill because of the president s concerns. How will republicans vote . They believe they will have the votes to override the veto. The Top Republican in the Armed Services committee sent a note to his colleagues, telling them, your decision should be based on whats actually in the bill rather than smisrepresentations. It was very clear who he was talking to based on what the president said about this piece of legislation. Jake, you asked about the senate. Senate Majority Leader Mitch Mcconnell made no bones about it, the senate will override the president s veto on the National Defense act if they get the chance. First the house has to act. I want to ask you about one of your colleagues, tommy tuberville. He left the door open to maybe join some House Republicans in this lastditch effort to overturn the free and fair results when congress looks to veto the vote. The top people in the senate want to overlook the spectacle because it would require so many republicans to vote against President Trump by upholding the election results. You are the top democrat on the senate rules committee. What do you expect to happen . First of all, this is crazy, jake. We have had now over 80 judges reject these claims that the president is making, including a bunch of judges appointed by President Trump and other republican president s. We have the leaders in the Republican Party in the u. S. Senate and governors across the country congratulating joe biden on his victory, so lets remember that. What this is, its a law thats been on the books for hundreds of years, only twice used in history, where the house has actually had to go and vote, and yes, you are correct, if a house member is joined by a senator, then we have to vote on the state on which the objection was made. And the senate votes, the house votes, and there is no reason to believe that the results would be changed in any way given the position of senate republicans, given the fact that Speaker Pelosi has a majority. Nevertheless, donald trump continues to drag us through this, including this ominous note on twitter yesterday where he said, see you on january 6. I think most people thought, whats that about . I thought, this is going to be a long day. I think what thats in reference to, is there are a bunch of President Trumps supporters coming to washington, d. C. To rally by him, to protest. They call it stop the steal. Obviously the election was not stolen. This is all just a lie and a myriad of conspiracy theories. But what do you make of this and what are your concerns . I have to say there are millions of americans who believe these lies. They have been fed lies by President Trump and his most loyal supporters in the house and senate and maga media, lies that the election was stolen. They are upset. They believe the election was stolen. It was not. Their Information Sources are wanting but theyre upset and theyre coming to washington. Are you worried . Im not worried because i believe our democracy will prevail. People have a right to peacefully protest, we all know that. I think we expected some of this. Did i expect the president to be leading the charge when he should be engaged in a peaceful transition of power . I guess weve gotten to the point where nothing is out of bounds for this president. I think where the American People are, though, you saw it in the votes for joe biden, the millions and millions of people, votes most cast for a president in the united states. You see it now across the country where a number of them, slowly and maturely, not fast enough for me, but they have come to the point where they have congratulated the president elect on his victory. Thats where we are, jake. Thats the truth. I think as more and more people are seeing a president , while we are heading into a Georgia Senate race, where there are so many military bases, so many patriotic americans that serve our country, that this president literally rejected a strongly bipartisan defense act . Thats on him. Thats on their party. And thats why, of course, the house is going to override that veto and youll see the same thing happen in the senate. But, again, this is the president of the Republican Party, and i think one way for the people of this country to really push back is in those Georgia Senate races which are going to be held the day before we have this Electoral College what the president is trying to turn into a spectacle, but i believe is something that happens every four years and is part of the peaceful transition of power. You just laid out there an optimistic view of the Republican Party, but i have to say, a majority of House Republicans, a majority of them, signed their names to that crazy Texas Attorney general lawsuit that had lies and conspiracy theories and nonsense and called for the four states to be stripped of their electoral votes. It would disenfranchise 20 million voters. Thats a majority of House Republicans. How Many Senate Republicans do you think have been infected with this bizarre view of the Republican Party and what that means, that is, loyalty to trump above anyone else . They all have. With the exception of, i think, one, they were supporting him in this election. The point i was trying to make here, jake, we even have people who supported him in the election who are leaders now acknowledging that these claims on the election, these claims that something was wrong with the election when you have republican governors and republican secretaries of state all across the country certifying the results, are even a step too far for them, despite what the House Republicans did. I just think its an important point to make, jake, because in the end, joe biden and Kamala Harris are going to be inaugurated. And youre going to have leadership from both parties standing behind them, and i think that is really, really important for our country to get through this pandemic and to start actually getting things done for the American People. Its joe biden, that when he was declared the victor for the first of many times in the last few months, said that we must end this grim era of demonization in our politics. He reached out to President Trumps voters and said, look, i know its not easy to lose an election, but im going to give you a chance if you give me a chance. We have no choice but to start his presidency with those views. I will not let President Trump, with all of hthis craziness, spoil that, because our country has a moment when we can start afresh with our democracy. Joe biden is walking out right now. Federal, state and local Law Enforcement working around the clock to gain more information on motive and intent. This bombing was a reminder of the destructive power of an individual or a small group can muster and the need for continued vigilance across the board. I want to thank the Police Department in nashville, particularly those five Police Officers who worked so quickly to evacuate the area before the explosion occurred, risking their own lives. And for all the firefighters and First Responders who jumped into action early on that christmas morning, last christmas morning. Their bravery and coolheadedness likely saved lives and prevented a worse outcome, and we are eternally grateful to that Law Enforcement agency. And china relationship, from pursuing a Foreign Policy to the middle class, including a trade and economic agenda that protects american workers, our intellectual prosperity and the environment, to ensure prosperity in a pacific region, to champion in human rights, were stronger and more effective when were flanked by nations that share our vision in the future of our world. Thats how we multiply the impact of our efforts and make those efforts more sustainable. Thats the power of smart, effective american leadership. Right now there is an enormous vacuum. Were going to have to regain the trust and confidence of a world that has begun to find ways to work around us or work without us. We also heard from key leaders of our defense teams, including Deputy Director of the National Intelligence and retired Lieutenant General karen gibson. We talked about the different strategic challenges were going to face from both russia and china and the reforms we must make to put ourselves in the strongest possible position to meet those challenges. That includes modernizing our defense priorities to better deter aggression in the future rather than continuing to overinvest in legacy systems designed to address threats of the past. We have to be able to innovate, to reimagine our defenses against growing threats and new realms like cyberspace. Were still learning about the extent of a solar winds hack and the vulnerabilities that have been exposed. As i said last week, this attack constitutes a grave risk to our National Security. We need to close the gap between where our capabilities are now and where they need to be to better deter, detect, disrupt and respond to those sorts of intrusions in the future. This is an area where republicans and democrats are in agreement, and we should be able to work on a bipartisan basis to better secure the American People against maligned cyberactors. Right now, as our nation is in a period of transition, we need to make sure nothing is lost in the handoff between administrations. My team needs a clear picture of our force posture around the world and our operations to deter our enemies. We need full visibility into the Budget Planning underway at the Defense Department and other agencies in order to avoid any window of confusion or catchup that our adversaries may try to ex. As i said at the beginning, we havent cleared roadblocks at the Political Office of defense and the office of management and budget. Right now were just not getting all the information that we need from the Outgoing Administration, in key National Security areas. Its not short of my view of responsibility. Finally, we spoke about the day one challenge we need to address immediately, drawing on the skill seth of the the department of Homeland Security and federal Emergency Management agency. They carried disaster that was created on our southern border. We will institute responses. That means building the capacity needed to safely house the Asylum Seekers, without making a crisis in the midst of this pandemic. These are hard issues, and the Current Administration has made them much harder by looking it. We need to look at it responsibly to roll back trumps decisions, but its not as simple as turningflipping a swi turn everything back on, especially during a pandemic. We must ensure the safety of Asylum Seekers hoping for a new start in the united states, free from violence and persecution. We must distribute vaccinations to as Many Americans as possible as quickly as possible. Fema has an enormous part to play in this. We heard from the former fema director craig fugate today. We want to make sure our administration is poised to make full use of femas domestic reaching capacity in managing our covid response. And, finally, from every briefer i was hardened. I was literally hardened to hear about the incredible strength well be inher tiniting in the career administrations. They never stop working, day in and day out, to send thesely. Reporter one thing that has been so striking about watching joe biden today is that you know as a president ial candidate one of his biggest assets that he put forward was his deep Foreign Policy experience, that he was Vice President for eight years, that he was very familiar being on the world stage, but his transition has been so confused by domestic issues, namely covid19 and the crisis. Of course, today. You look at some of the things he talked about, alliances that have been been weakened by President Trumps reign. He said there were issues in the world that have made it more difficult to protect American People, and that rebuilding Foreign Policy is simply going to be one of his Biggest Challenges both for him and for Vice President elect Kamala Harris, and then talking more broadly about this world view, that trumps idea of sort of going at it alone simply does not work. That his belief is to tackle some of these global challenges, including, as you mentioned, a Climate Change, that it cant be america acting alone. They have to work with other companies around thely hick w n when. He talked briefly about the vaccination distribution process, and i should note quickly, tomorrow he will be giving a speech here in wilmington that is solely focused on the pandemic again, jake. President s like biden say there that his Transition Team hit what he called wroed blocks. There were mill leaders in frl. For biden, who is trying to have a smooth transition process and heal divisions and all that, it was not difficult to detect a real note of irritation there. Well, and that can be forgiven. Legaliti lets not forget it was only a month ago when his Transition Team was able to access funds and to be able to access some of the government processes that are usually automatic after someone loses. But since President Trump has chosen to cling to power in the way that he has and several of his appointees have closed rarnranks and tried to make it harder for the Incoming Biden Administration to undo some of the things President Trump has done. In doing so, slow down the peaceful transition of power on that side. So you can forgive the irritation from biden at this point in the process. And, ron, i mean, this isnt just about bidens feelings. This is bad for the National Security of the American People. If acting cabinet officials or others are purposely not cooperating with the Incoming Administration, who knows what that might mean when it comes to any number of National Security threats. You could argue, jake, we are seeing two extremes here. On the one hand, this is a difficult moment for a transition than weve seen in modern times. The pandemic leaves us in the equivalent of a wartime National Security threat, and weve rarely changed commanders in chief during an active war. Nixon replacing johnson is really the only time its happened in modern history. So the challenge is enormous on the one hand, bigger than usual during a transition. Then you see the other side of the ledger, where youre getting less cooperation than usual, perhaps the least cooperation weve seen from a president who is successful. Of course, i cant vouch for Abraham Lincoln during a war, but we have not seen an Administration Try to trump this one, and yet its probably greater than normal times because of the immediate threat of the pandemic and all thats trying to be done because of it. Phil mudd, you are somebody who understands National Security from the insideout. How much of a problem could this be if the if what biden says is true, that Senior Leaders of thely many. He is trying to share information that he feels the biden people need to know. How much could that hurt the American People, theoretically . I would say modest. Because if people are Wearing Masks and theres a lot of circulation on the planes, that should be okay, right . Are you more worried about what happens when people get to where theyre going . Absolutely. This is about people once they enter into the homes, once they see their families, the gatherings, that is where most of the transmission is going to happen. Some will happen in the airports, maybe a little bit in the planes, but really its happening when people start gathering. The cdc is reporting that 2 million vaccine doses have been administered. That could be underreporting, but either way, its still a far cry from the 20 million doses administered to the end of 2020 the officials promised. Why is this happening . Why is it going so slowly . I think this was largely expected. We have seen a lot of overpromises from this administration and we are now seeing the consequences of that where we can actually measure the promises are not adding up. I dont know if the doses were even really there to get out in the numbers they were originally suggesting would be. While we all wait to get vaccinated, there is this variant strain of covid19 out there, a couple, at least. You say this is a wakeup call and you suggested we started testing singledose vaccine trials with these other strains. Why . You know, so these are two slightly different issues, but we should start to test the singledose vaccine trials immediately. If it turns out these vaccines actually work nearly as well with one dose as two, then that could mean that twice as many people can get vaccinated, perhaps, or just under that. And it could mean that we start achieving herd immunity quicker which can slow the spread and overall slow the variance that can mutate with immunity. Youre saying instead of everybody getting two doses with the vaccines that have been approved, pfizer and moderna, everybody should get the next shot that has just a single dose. We should try it, anyway. We could quicker gain immunity and slow the variance down aof the virus. You also recommend athome testing. How would people use those effectively with a test such as this one . These rapid athome tests, if we can make them accessible, we can get them fast, we can actually know if people are infectious before they spread to other people. We can get these tests into peoples homes so every american can have a paper strip test which would tell them are they effective with this virus so they arent going out and unknowingly spread the virus to others. It can almost act in lieu by slowing the vaccine down and getting them to actually act if they are found to be contagious in the privacy of their own home. Why dont we have that . That seems like an obvious thing we should be doing. Why dont we . We should all have them. We should be demanding them from congress. We should be pushing everyone to make these a reality. Testing has been a limit throughout this entire pandemic, we dont have them to accelerate into the population as athome tests. But thats really what we need to do to get these out to everyone and we should all be demanding them every day, in my opinion. Why would the politicians bother expediting it . So it is almost impossible given all the Health Workers ive talked to, Industry Experts to make that 20 million dose administered goal. Now, it does appear that the administration has kind of shifted the goal posts here. Girar also said they still hope to have 20 million doses not administered, distributed by the beginning of january. So not administered as they originally said. But the big concern here is what happens next week looking forward. Were about the time when people will start getting that second dose of the vaccine. This is system already incredibly logged down. There are a lot of issues with it. Will this second round actually add to the problems and slow down the system even further . What are the hold ups . Theres been a series of hurdles from the very beginning. One was early on the fda had a twoday requirement to assess the shipment for quality control. It was also the issues with production itself given the fact these Critical Materials are so hard to come by.
