The 2016ok at candidates and campaigns. Oner, pentagon officials National Security issues. On wednesday, David Cameron fromred questions parliament. He discussed several domestic issues, tax credit and longer waiting times in the National Health service. This is just over 35 minutes. Order. Questions for the Prime Minister. Question one. I know the whole house will join me in painter beat to all those in serving our country. And itse our lives right to pause and reflect every year on this day. Withmorning, had meetings others and i shall have further such meetings later today. Thank you, mr. Speaker. I like to associate myself with the Prime Minister asked comments. Prime ministers comments. On the point of the military, speaking to constitute once, the commitment is to spend gdp spending very welcome. The volatile state of many parts of the world, its more important than ever we give our brave troops and climate available. Think my honorable friend is right. We do live in a dangerous and uncertain world. And having the ultimate insurance policy. Jeremy corbyn. Thank you, mr. Speaker. Ministerwith the prime s remarks concerning remembrance weekend. We warn all those who have died in all wars and result to try and build a peaceful future with the next generation. Last week, i asked the same question six times. He has had a week to think about it. I want to ask him one more time. Can he guarantee that next april, no one is going to be worse off as a result of cuts to working tax credits . Clear. Me be what i can guarantee you april is there albeit 11,000 personal allowance. There will be a National Living wage. On the issue of tax credits, we suffered in the house of lords that taken the proposals away for the will come forward with. Ew proposals if he once to spend the next five questions asking it all , how it fits with the new politics, i an not sure but over to you. Mr. Speaker, this isnt about entertainment. This is not funny for people who are desperately worried about what is going to happen next april. If the Prime Minister will listen to the questions that are then perhapsblic, the Prime Minister will listen to a question that was raised by his honorable friend who last week concerning tax credit changes said that changes cannot go ahead next april. What is the Prime Ministers answer to his friend . Very much the same answer i gave to him. In three weeks time, we will announce our proposals and you will be able to see what we will do to deliver the high pay, low tax, lower welfare economy we want to see. Thats what we need. We also believe its right to reform welfare. Meantime, he has to think about this. How are we going to fund the Police Service . How are we going to fund the Health Service . To pay for theg programs were talking about today . He has opposed every single reform to welfare that has come forward. The answer to the question is you will find out in three weeks time. Carry on. Stock the Prime Minister makes choices and he has made a choice concerning working tax credits, which has not worked well so far but he must be aware. A serving soldier with two children, a partner, would lose over 2000 pounds next april. I asked a question. The questions will be heard and the answers will be heard. Surely, that is the point of our parliament, that we were able to put questions to those serving. Question i have a from a veteran of the first gulf war. His family is set to lose out there is fear and trepidation about whether we will get by. Is this how the government treats veterans . Let me take the case of the soldier. All soldiers will benefit from the 11,000 pound personal allowance that comes in next year. They will be able to earn more money before they even start paying taxes. Serving soldiers that have children will benefit from the 30 hours of childcare and serving soldiers and others will be able to see our proposals on tax credits in exactly three weeks. What i would say to the serving soldier is he is not dealing with an Opposition Party who said they cannot see any use for u. K. Forces anywhere in the world. That serving soldier wouldnt have a job. Can i invite the Prime Minister to lend his mind to another area of service . I know he is hundred dig himself out of a hole with the offer this morning, which we await the detail of but there is a question of and i quote dr. Whof command cliff mann, said this winter will be worse than last winter and last winter was the worst we have ever had. Can the Prime Minister guarantee there will be no winter crisis in the nhs this year . When it comes to the Royal College of emergency medicine, sayingpport what we are about a sevenday nhs and the Junior Doctors contract. I would urge everyone and all Junior Doctors to go on the department of Health Website because you will be able to see no one working legal hours will lose out in any way at all. Pay rise and it will deliver a stronger and safer nhs. It is benefiting from 10 billion pounds that we put in, money the Labour Party Said they did not support. I believe the nhs has the resources that it needs and thats why we see a treaty more patience with more treatments, more tribes drugs being delivered. We have a Strong Economy supporting our strong nhs. Thank you, mr. Speaker. I note the Prime Minister has not offered any comment about the winter crisis of last year or what will happen this year. Re is mr. Speaker order, order. The leader of the opposition is entitled to ask questions andout a barrage of noise the Prime Minister is entitled to answer questions without a barrage of noise. Mr. Jeremy corbyn. If the Prime Minister wont say theuestions, i renowned kings fund, which has a normas expertise in nhs funding , and i National Health service cannot continue to maintain standards of care and balance the books. A rapid and serious decline in patient care is inevitable unless something is done. Which is rising faster, nhs waiting list or nhs deficits . With the deal directly kings fund. What we have done is appoint a new chief executive to the nhs. He produced the stevens plan he said required these 8 billion pounds of government funding. We are putting in 10 billion pounds behind that plan. The result you can see is we have a 1. 3 million more operations, 4. 7 million more diagnostic tests. What is going up as the number of treatments, successful outcomes. If he wants to know who is heading for a winter crisis, i would predict its the labour party. Look at his appointment. Policyisor his new advisor, a communist. Mr. Speaker. I raised was the National Health service in case he had forgotten. I would like to remind him that since he took office in 2010, the english waiting list is at the by one third. Peoplere now 3. 5 million waiting for treatment in the nhs. If this party cannot match his actions by his words, i put this to him. Will he just get real . A problem. Its in a problem of deficits in many hospitals, a problem of waiting lists, of the financial crisis. Issue now addressed that and ensure everyone in this nhs . Ry can rely on the he talks about the Health Service. Let me tell in what has happened since i became Prime Minister. The number of doctors is up by 10. 5 thousand. Fewer patients waiting more than 52 weeks to start treatment and we have introduced the cancer drugs fund. And we have seen rates of hospital acquired infection plummet down. Because we have had a Strong Economy, because we have some of the strongest growth in the world, unemployment coming down, inflation on the floor. We are able to fund nhs. Thank you. The uks economy is by far the largest of the g 20 nations. And consumers move online soda criminals. Do you agree the powers bill must give our Security Forces the powers they need to keep us safe while ensuring the proper control and how we use that power . I think its one of the most important bills this house will discuss and its going through prelegislative scrutiny. Out very clearly what this bill is about, why its necessary. Let me make one simple point. Two medications data the Communications Data is absolutely vital in catching rapists, child of the doctors child abductors. The question is do we need that when people are using social media to commit those crimes . My answer is yes, we must help the police and Security Services to keep us safe. Thank you very much. Weeks remembrance of events, we remember all of the from past and present conflicts and we show our respect to the veterans and families. Does the Prime Minister agreed everything must be done to deliver on the military government the spirit and the letter . I agree with both parts. These services are very important up and down the country. The military covenant is one of the most important things we have where we make a promise to our military that because of the sacrifices they make, they goodd not have a less treatment than other people in our country and where we can, we should provide extra support. This is the first government to put the military government. Ovenant properly into law whether its hospital treatment, free transport, a tax discount and so many other things. Is the Prime Minister aware many Service Windows continue to be deprived of their forces change inf theres a their personal circumstances . Does he agree this is a clear breach and the spirit of the military covenants and what will he do to rectify this . We made a big change last year to make sure that many people who had remarried were able to get their pensions. That was a step forward welcomed. If there are further steps we need to take, i am happy to see what can be done. , remember in the last budget we try to put right the Police Widows situations. Thank you, mr. Speaker. Will the Prime Minister join me in congratulating the town of inconstituency, a finalist the high street awards . Will he confirm whether the u. K. Government will be Holding Discussions with the Welsh Assembly government about Business Rates to councils in wales . I join him in congratulating. I dont know if its in the same category for this prize as my hometown, which has been dominated. I might toss in conflict of interest. Wales, itld say is in is open to the Welsh Government should they choose to take the approach we are taking of devolving not business rate that business rate so there is a better connection between the money raised and decisions made to attract investments and industry to the area. Both schools which invest heavily in teaching for music, dance, art, yet while he is Prime Minister, the schools which educate 93 of our studes have cut teachers in those subjects. Legacy be that britain stopped being a world leader in creating Cultural Industries . I dont accept that. If you look at whats happened with school funding, its been protected. We want to continue protecting school funding. What i would make no apology for is a very clear focus we have on getting the basics right in our school. Its essential we get more children learning the basics, getting the basic qualifications and on top of that, its been more possible to put in place the art, dance, drama i want my children to have. Damien collins. The puddle on the port of dover. It causes chaos. As he government completes its final work on the Spending Review, will the Prime Minister give special consideration for the need for urgent situations . I recognize the Serious Problems caused to residents and businesses. We have our word implemented shortterm measures to reduce ing ampact, including us contingency measure. Thise happy to build on work. I understand the pressures and will do what i can to relieve them. What will happen this weekend . Thousands of people who served [indiscernible] its probable a Service Person would only get 31,000 pounds. I am very grateful to the gentleman for raising this issue. The defense secretary is looking at it. We have tried every year to try and make progress whether on the issue of widows, particular groups who have been disadvantaged. I am happy to look at the points he makes. Thank you, mr. Speaker. As the world societies have identified the need for one million Tech Professionals by 2020, one might bridge the skills gap through apprentices. However, for everyone plays available, 20 people apply. Will the Prime Minister double its efforts to bring the number two 3 million . To 3 million target is essential and i believe we can achieve it. One of the ways we will achieve it is making sure more of our young people have the qualifications necessary to apply for apprenticeships. Lots of people apply but when you knock out the people havent got the qualifications, the number comes down. I am delighted to announce that advice onf my apprenticeships to try to make sure we work with businesses to stratford isllion, going to help me to make sure we get businesses to deliver on this agenda. Does the Prime Minister realize my constituents faced a double when the on police cuts from its Spending Review and from the new home Office Formula which cut 14 on police . One from my watch group, one from police commissioners, the constables all saying this process is stalled. How many blue lights do we have to have before we hit meltdown . The reforms to the Police Funding formula is a consultation on which no decisions have been taken. I congratulate the Lancaster Police because crime is down by 5 over the parliament. Pounds,is 180 million which is the same as 2003. Found thatorate lancaster is exceptionally wellprepared to face its future financial requirements. Crime hasry where fallen significantly since his government took office this government took office. Thank you, mr. Speaker. My constituents went out on monday. 150derstand there are some patients in need of critical burn care. Will the Prime Minister consider offering practical humanitarian medical assistance . I think my friend is right to raise this tragic event that took place last friday. All of our thoughts are with the victims and their families. I think its a very good suggestion to look at whether we can offer specialist help and support. I will see what can be done. The Prime Minister will understand the heartbreak of the death of a child. The parents are not to know what happened to the ashes of that ild as is the case with katrina and families up and down the country. Would the Prime Minister agree to meet to discuss why we need into whaty happened to that case around a ashes baby ashes . I am happy to arrange that meeting. Im not aware of this case. Let me look at it carefully and see what i can do. I was delighted at the chance to launch the new national commission. Of the Prime Minister confirm this is the start of a new era like important decisions rose and railways will. Roads and railways low bring growth and prosperity to the region . People in yorkshire have long felt there has not been a fair enough deal in terms of transport funding on roads and rail. I think people can now see there are 13 billion pounds being spent on transport in the north as part of our plan to rebalance the economy. We continue to invest in improving. Thank you, mr. Speaker. It wasninth of september said to be select committee, and i quote, it are no plans to tell channel 4. Can the Prime Minister confirm that that remains the governments position . No discussions are underway to privatize and bus, in peril this much loved and important Public Institution . I am a huge fan of channel 4. It was a great conservative innovation. I think it was a combination of Margaret Thatcher that helped bring channel 4 to our screen. I want to make sure channel 4 has a strong and secure future. All of the to have options, including to see where the private investment could help in the future. Lets have a look at all of the options. Lets help clear our mind. Many say, private is that an public is good. Lets have a proper look and make sure this Great Channel continues to be great, many years to come. Thank you, mr. Speaker. Contact withn any the process . Will the Prime Minister take action to speed up the adoption process so that more children can be put with these families much more quickly . Absolutely right to raise this. We have seen a 72 increase in the amount of children adopted. It is still far too long a waiting time. Around 68 dont have any mechanisms for what we call early placement, where you actually run fostering and adoption alongside one another. If we could introduce that to our regional adoption agencies, we will see many more children get into the warm and loving homes we want them to have. Will you spare a thought on Armistice Day . 633 of our bravest and best who 179 in the pursuit of weapons of mass destruction in iraq, and 454 who died in the helmet incursion who promised that no shot would be fired. Are we going to order more of our brave soldiers to put their lives on the line in the chaos and confusion of a civil war in syria . I have Great Respect for the honorable gentleman. Respect i will suggest that on pharmacists day, we should put on Armistice Day, we should put aside political questions and simply remember the men and women who serve and risk their lives on our behalf. Lets make our Armistice Day about that. Last week has been a very good week for the airport. Feeairport development was an additional tax on passengers. Upgrading with the support of the psl. Will you join me in congratulating the team for supporting the cornish economy. I am a huge fan of the airport and a frequent user. The government made a series of promises to help the airport to make sure that vital connectivity is there. I am delighted it is going so well. Can i think the Prime Minister . I want to hear this question. Mr. Lamb. Thank you, mr. Speaker. Ank the Prime Minister for the Campaign Launch 200 week, where over Political Rights members called for equality for those who suffered from mental ill health. The truth is, those who suffer to notntal ill health have the same right to ask his treatment as others enjoy. Necessityand economic for ending this historic injustice is overwhelming. Makewe do what it takes to sure this Spending Review delivers the extra investment to Mental Health to deliver genuine equality . I would say to the honorable gentleman, a very much welcome the campaign that has been launched and what they want to achieve. We set out in the nhs constitution, and we have taken steps toward that by introducing for the first time, waiting times and proper targets for talking therapies. There are i think, twice as many people undergoing those talking therapies as there were five years ago. There is more to do in healing this divide between mental and physical health. We are committed to do that. Thank you, mr. Speaker. May i think the Prime Minister for his support and emphasize that this is indeed an all party campaign. Does he agree with me that there is a real opportunity now to build on the work of the coalition over the past five years. And with widespread support across all parties and the historic injustice between Mental Health and the physical illness. I think my honorable front is absolutely right. We are investing more in Mental Health than before. We will be spending 11. 4 billion this year to ensure real term increases. It cannot be treated as a cinderella service. Deal with the and other issues, such as Mental Health patients the held in police cells inappropriately, we will have a better system in our country. Thank you, mr. Speaker. With the announcement yesterday with the loss of manufacturing embs at the mitchell a plant, will the Prime Minister address the shortterm and mediumterm issues for people who are currently there . Ministert the prime and the chancellor have a surprising degree of flexibility across a range of issues, will be Prime Minister remove the burden and threat against working families across the country . On the issue of and a streets, if a company qualifies as part of the Energy Intensive industry, it will see a reduction in its bill because of the action from this dispatch box last week. I made was, wet have historic legislation to allow Northern Ireland to set its own rate of corporation tax. The sooner we can put together all of the elements of the agreement, the sooner Northern Ireland will be able to take action to try and build a stronger drive it sector in Northern Ireland, which is what i want to see. Open three weeks time. The also knows people work in that business, or in other businesses, will be able to earn 11,000 pounds before they start paying taxes and have a higher wage to start with. Lets build an economy where you learn more, pay less taxes, and can build great public services. Order. You have been watching Prime Ministers questions. Electionse and house and the potential balance of power in congress. This is one hour and 15 minutes. I would like to welcome all of you. Roomnumber of you in this know, this is the longest running election in washington and actually, two of us on the panel for here when the program in 1982. In i would like to begin by thanking the conference team. Also, a special thanks to our assistance, eleanor oneill, heather sims, and jim alec. We invite you to join the conversation on twitter using ai2016. Continues inion 367 days, 15 hours, and 16 minutes, the voters and nashville will vote at midnight. This morning, we are going to tell you what we are watching and why. It is a pleasure to have my on the panelth me and we are delighted to be joined by the director of the democracy project and the senior you are here, wonderful. After my introduction, i will pose a question to each of the panelists. They will have five minutes. Then, we will have a lightning round. Last but not least, we will turn to your questions. But we see a few words to begin. Like all of you, i read the polls, but we should treat what we seek with substantial skepticism. According to the political eventists polls conducted 300 days before an election have virtually a predictive value. That is one of many reasons pulls should not be used as a standard debate fo. Another reason for caution at polls cannot, simulate the electorate. The most important finding among republicans was not that trump and carson were tied for the lead, but rather that 35 of republicans are people who said their minds are made up. In the nbc newswall street journal poll, only 28 of republicans said they had replied it. In another poll, only 20 of republicans said they had definitely decided. Democrats are more sure of their but a substantial number of them say they could change their minds. Traditional polling has many problems. All of the final polls show the. Emocrat ahead by 2 5 . E republican one biy 8. 7 Response Rates for most polls today are below 10 for even the best designed surveys. Best in the business have been sitting on the sidelines. In 2000 seven, between january and november, gallup asked over 50 questions about the election. Miscallsow about the in great britain. I am not sure if election polling has a future. It remains important, of course. Hillary clinton has spent more on polling. Ion this week we saw another change in the polling business again, in part because of problems with the business overall. 48 years ago in 1968, ubs news conducted the first cbs news conducted the first polls for the governors race. An exit poll has been hard because a third of us vote early or absentee. The Associated Press moved forward with an experiment to pollvent the exit by conducting an online poll. There estimates were more accurate than the exit polls. I spoke to david paste of the ap and they have not full analyzed their new results from kentucky or mississippi. Unlike the exit polls, online surveys of the kind ap conducted, cannot guarantee that those they surveyed have voted. They are working with the National OpinionResearch Center to explore the possibility of using gps tracking on cell phones of online participants, with their permission, to verify they have voted before asking them to participate. Candidates with high name recognition usually do better early. And then the fundamentals kick and. Let me say a quick word about the fundamentals. The report this morning was encouraging. The economy added four more jobs than were predicted. 271,000. The employment the Unemployment Rate kicked down to 5 . The crash was such a powerful event in Public Opinion that americans have not fully recovered. Second, while we have focused among divisions and republicans, satisfaction with both parties and washington runs deep. Republicans lag behind the democrats in term of Party Favorability in every survey, a new poll shows that 52 say they are angry in the way both parties have been dealing with the problems in the country. Only one quarter said they were angry with neither. Many americans share Donald Trumps critiques that america is not great anymore. Finally, and this will be a major topic in our December Political report, on virtually a chasmestion there is between democrats and republicans on the proper role of government. What does all of this mean . Nbc news and the wall street journal have asked adults six times since december if it would be better to have a democrat or republican as the next president. People havetion, been evenly divided, never separated by more than two percentage points. In the poll in october, 41 said. Democrat an once again, become true was evenly divided. When that question was asked in 2007, people preferred a democrat by 10 percentage points. Since 1960, we have had five of the eight closest elections in our nation history. Now, people turn to the panelists. Michael is one of the original and has one of the introductory essays in the volume this year. In that essay, you say our politics are stuck in a but. Explain. Michael you have already explained it. We have had five of the e ightest closest election. As i look back over the last few years, the last half century, what i see is we have done extended period of partisan alignments going back to the middle 1990s. It is persistent about as long as any time in history. Voter attitudes and choices seem to be linked primarily more on cultural attitudes than economic status. Mostemographic factor highly correlated with voting behavior is religion. That is a result of a certain amount of polarization in a period when we have had increasing numbers with people who identify as secular or not religious and on the other hand, with people who identify as evangelical or strongly religious. In thes been reflected degree of Political Polarization attitudes. If you look back at the last six president ial elections. What he will find is most democrats and republican with es have rn have run with 46 50 3 of the vote. 3 of the vote. That is a very narrow range. The highest percentage since 1984 in a president ial election went to george h. W. Bush in 1988, barely equaled by barack obama and 2008. That was rounded off to 53 . Where thead elections easiest way to predict which party would carry the electoral votes was to look at the last map. In 2004, only three states switched between parties from 2000. Between states switched 2008 and 2012. And even between 2004 and 2008, which was the biggest artisan swing, you get to nine states out of 50 changing parties. We see the same thing and house elections. The popular vote in nine of the 11 elections, starting with 1994, a period when i think i was the first to write that there was a chance the republicans would win the house. Almost nobody had any idea this would happen. Static numbers. The numbers are nearly overlapping. 2006 and 2008 are the exceptions. Numbers dropped. This has been accompanied by increased straight ticket voting. Book was produced called the ticket splitter. That was then, this is now. 26 of thee only had congressional districts voting for president and one party and congressman in another. That is the lowest number since 1920. Despite this, we have had divided government. Even though you have closely divided electorate and partisan straight ticket voting. You get divided government two thirds of the time since 1968. But for Different Reasons during the earlier period. Part of the reason for that is demographics. Tend to be voters sent to clustered. That helps them in the electoral theege, but hurts them in equaln you go to single, population districts. So far, i have been looking for changes. We have seen huge viewership changes in republican debates, maybe an democratic debates. What a look at the results from the 2015 governor debates, i see the same numbers. It was 5642 last time. This very lowtech gong reminds us that our late this to thentroduced u series to keep our panelists on time. Another quick question for you. This is the centennial of the New Hampshire primary. When did it become important . 1952. L it existed, but the results are not associated with candidates. Eisenhower backers in the Republican Party and truman backers in the Democratic Party were rebelling against establishments and put their candidates on the ballot. That became a sort of referendum. Caucusesat with evolving when antiwar democrats started to emphasize caucuses that had been perfunctory before. We will now turn to henry olson. You tend to think of the gop contest not in terms of insiders and outsiders, but in the title of your upcoming book. It is available for preorder on amazon. Can you explain your theory of the Republican Party . A look at thetake exit polls going back through the 1996 nomination contest, you find that there are what i call four faces or factions of the Republican Party. The are roughly the same in terms of what candidates they prefer or what issues they prioritize. They are roughly the same and where they are concentrated in strength and we guessed. Moderates and liberals dominate in the northeast. They are strong in the midwest and in california. Nationally, they are about 35 30 in the electorate. In some cases, they are up to 50 in the states i mentioned. There are the evangelical conservatives who are extremely conservative. They are popular in the south. There are the fiscal conservatives. They are site of the type of person who thought steve forbes should be the next person. They are 10 of the electorate nationwide. And that the group that always wins is the group no one pays much attention to. In the polls they say they are somewhat conservative. They are the sort of conservative that thinks john boehner is just fine. They are 35 40 of the Republican Party and exist in equal numbers and virtually every state in the union. They always back the winner. Track this group and you will know who the next nominee will be. Insiders versus outsiders has not been a theme of the very much import through the last republican cycles. That is the idea that a lot of media representatives are pushing fight now based on a couple of polls saying republicans refer someone without elective experience. I think they are using that to interpret ben carson or why donald trump are rising in the national polls. Out,if ever polls this far they do not have a good level of productiveness. If you dive below the top minds, the aggregate numbers, and look at the tabs, you find the functional theory that explains every bit of what is going on. I think what is going to happen is that the same factors that ed republicane rep coupl nominations will affect the same here. They show people who are highly ideological and highly active in their rhetoric, two thirds of the Republican Party that are either established conservative or moderate do not want those things. What typically happens what has typically happened is the moderates and liberals and establishment conservatives back somebody who is conservative enough and they win the nomination. The only time that has not happened was in 2000 when john mccain broke through. There, you saw the opposite. The inflammatory candidate came from the left and not be right. The conservatives lined up behind george bush, who was the heavy favorite of the very conservative group. Right now, it does not look like the candidate likely to come through is a very conservative favorite like ted cruz is going to have much support outside of that group. That suggests whoever consolidates the two larger factions is going to be the nominee. The only reason ben carson is running well now is because unlike every other candidate who has profiled highly to the right in the last 20 years, he also appeals to the g. O. P. Center. When you see somebody who is basically extremely lowkey and extremely selfassured on tv, that is the sort of personal characteristics the boehner conservative likes, unlike ted cruz or Mike Huckabee or rick santorum. He is much more lowkey. I dont think this is going to last. I think somebody who thinks the pyramids were built by joseph to
