In one hour, President Biden and donald trump will face off in the state for the First Time Since the 2020 election. Tonights debate hosted by cnn and simulcast here on the cspan network. Before the debate begins tonight we want to start the conversation as we always do on cspan with all of you, the voters. If you are supporting President Biden and you already know you will be voting for him, dial in tonight. If you support the former president , dial in. If you are undecided about who you will vote for this november, call in. If you have decided to vote for a thirdparty candidate, call us. Cnn told the Hollywood Reporter there are over 800 journalists from around the world onsite in atlanta covering this debate. Describe the scene where you are in the spin room in the atlanta studio and around the city. There is an amazing sense of anticipation. I think reporters are feeling the weight of the moment because this is an unprecedented event, against two candidates that although the public knows very well, have not been seen sidebyside since 2020 and it is a little different than in previous years. In previous years we could go to the debates and get gut checks about how they feel about the candidates and campaigns and issues but this debate is different. It is hosted by cnn, the first time that has happened in almost 40 years. And there is no live audience, just that two moderators, no Campaign Staff are allowed to intercede even with the commercial breaks so there is a sense of heightened anticipation. There are protesters around but also security. It is not something they candidates will particularly interact with unless they are in the motorcade on the way to the venue. Everything is locked down. Some are annoyed because at the same time there are also sporting events. Usually an event like this in a battleground state like georgia can be seen as a boon for the local economy but it is different because there is no audience this time but there are hundreds of journalists from around the world who are here to cover the event, shining a spotlight on the issues have issues the public have at large. What is the spin room and what happens there . Its basically a basketball stadium at the Georgia Institute of technology. On the courts you see the campaigns bringing out there as surrogates with what we can expect and we are seeing that play out and also local journalists trying to convey what is happening to audiences. What surrogates do we expect to see in the spin room tonight after the debate . Cspan will be live to hear from many of the candidates supporters but who were some names we can expect to see . It will be interested in terms of years gone past because previously it was more freewheeling where Campaign Surrogates and supporters would stand in front of people with signs and we learned this afternoon the Biden Campaign is throwing out that play and instead will bring out Governor Newsom from california, senator warnock from georgia, and the former mayor of atlanta and they will do an informal press conference where each surrogate will give a statement and take a few questions but then leave the spin room and we have not seen that in the past and at the same time it is in line with the Biden Campaign that tends to be very disciplined and it is a way for them to control what happens, depending on if it is a good night or bad night for biden. The trump site is being tightlipped. Representative Byron Donalds from florida has taken questions and Cory Lewandowski doing his rounds so we see those faces but it will be different from years gone past and maybe that will change if the Biden Campaign has a good night but i think that is very much setting the expectations and i thought it was interesting in the prespin they were saying they are not anticipating a polling bump, this is just their chance to make sure the president can lay out the contrast between the candidate who have not been sidebyside in years. Anything else they it camps have told you about strategy and preparation . Preparations have been very different. The policies are different, prep strategies are different. Biden has taken a traditional approach, he has been in camp david for the last week sitting down with former white house chief of staff, doing mock debates. Trump and maybe this is an expectation of what they have been telling the public [indiscernible] [inaudible] policy advisors like steve miller and candidates popping up for potential Vice President will Vice President ial nomination so that is how they prepared. In terms of strategy it will be interesting. We hear trump will talk about crime, economy, immigration and biden will talk about abortion, the importance of democracy, election interference, the capitol riot, and the idea that trump helps big business, not the middle class. Those of the talking points we expect. Biden has been more forthcoming in terms of strategy and one thing his Campaign Said is he will try to appear above the fray and speak to the camera like i am speaking to you, trying to get his message directly to the people. That is what we see predebate. Postdebate they have stops in virginia on the trump site at North Carolina on the biden side and then fundraising off of that as well. Naomi lim covers the white house for the washington examiner. Take you for your time. As we heard from naomi, the topics likely to be addressed this evening by the candidate, that is what we want to hear from you ahead of the 9 00 debate. What issues do you want them to address . We will get to your thoughts in a minute. First, naomi is in the spin room where the surrogates go before and after to talk about how they expect their candidate to do and how they did and talk about how they did in the actual debate. Lets take a spin around the spin room. [background noise] our cameras are inside the spin room in atlanta just ahead of the president ial debate. We and other networks simulcast the debate here on our cspan network ahead of that candidates squaring off in the debate we want to hear from all of you this evening. Tonights debate is different than previous ones in many ways as many of you have heard. First time a sitting president squares off against a former president and the first time in 37 years the commission on president ial debate has not hosted a general election matchup. The rules are different. They will be a 90 minute debate. The microphones will be muted when one candidate is addressing the question or responding to a question. No props or prewritten notes are allowed. They will be provided paper and a pen and bottle of water. They will be two commercial breaks 3. 5 minutes long. No Campaign Staff can interact during the breaks. Cnn is not allowing other networks to provide analysis or have their anchors fill the brakes. They can fill the brakes with ads. No Opening Statements from the candidates. They will have a uniform podium, meaning they will look the same and positions have been determined by a coin toss. President biden on the right, trump on the left of the screen. And no studio audience. A little more about tonights debate from cnn. Last night on the network they did a walkthrough of the debate studio. Take a look. President biden will enter from the right side of the screen. Mr. Trump will enter from the left. The podiums are 8 feet apart, directly across from them, the moderators. This is a television studio. There is no audience. Candidates have two minutes to answer questions and when minute to respond and rebuttals. There might be an additional minute for followups, clarifications, responses. How does the candidate know how much time is left to speak . Attached are the cameras and in this field of timing lights. When the light is yellow, 15 seconds are left. When the light flashes red, five seconds are left. When the display is solid red, the time is up and at that time their microphone will be turned off. The other candidate will have their microphone turned on. If we go beyond the podiums you can see two green lights. When they are on, that signals to the candidate his microphone is on. When the green light is off, his microphone is off. This is what it will look like for viewers at home if a candidate whose microphone is off interrupts the candidate whose microphone is on. Lets say i am answering a question. My light is green and i am speaking. The other microphone is off. He will interrupt me as i am speaking and this is what it will sound like. My volume remains constant. The interruption can be difficult to understand. Now microphone is on at victors is off. He will interrupt me. My volume remains constant. Im undecided because both candidates are proisrael and i feel like we need to focus on america and americans to secure our southern border and let israel fight their own war. So you want to hear them talk about foreign policy. Correct. Lets actually bring to the table a pack registering as a foreign entity. Adrian in cary, North Carolina, supporting President Biden. What would you like to hear from him and to the former president issue do you want them to debate . I want them to talk about how they will support educators in the United States. As a science educator, i want them to talk about what this means for education of our children. Also as a woman, mother, and grandmother, i want to know how they are going to take care of our children and as a human, taking care of the middle class. A strong middle class represents a strong United States and so far, it looks like we have been losing that since the 1980s. I feel like it is taxation without representation and that holds true for anyone who is not the top 10 . How do you take care of the middle class . By not taxing them to death. What is happening right now is it seems like the millionaires and billionaires get away with tax loops, whatever they want to do, they just do it. They are stealing from the lower classes and it is all to benefit the rich. The rich are getting richer and the poor are getting poorer. Thank you. Caitlin in iowa supporting the former president. I would like to limit the people coming into our country and checking it to see if there are terrorists, if they have been let out of prisons their own country and then let them in legally. Also i would like to see a reform made on our Health Insurance for all. Obama, we are just now obamacare, we are just now reaping the repercussions will not and it has justified of the senior populations. Also the economy, lets get that back up to speed here. How do you do that . What do you need to see for you to feel the economy is better . I need to see our prices come down, our middle class go back to work in jobs they can make a living at, make their rent, make their insurance payments, whatever they need to have, they will be able to make, they are not making it now. What items are not affordable in your opinion . Food, gas, clothing, everything i can think of off the top of my head is too expensive. All the prices have gone up and it might be price gouging in some instances, maybe we need to look into that. Why do you think the former president would do better on the economy than President Biden . First of all, yeah the business attitude. He has been in business for many years, he knows how it works, and he also knows how to talk to people. Ok. I want to go back inside the spin room. A former president ial contender himself and possible contender for a running mate Vivek Ramaswamy is talking to the media. Regulatory ambiguity is ultimately a precondition for government overreach because when the government does not [indiscernible] so whatever the rules are we have to define them clearly. Janet yellen and others have expressed support for centralbank Digital Currency which i am dead set opposed to and i am grateful and happy donald trump a number of months ago after conversations we had when he said on stage came out with Firm Opposition to that and i think that is good because i think it embodies who he is and why he entered government in the first place. Its part of what draining the swamp is all about, providing clarity, not seizing power the federal government should not have had in the first place and [indiscernible] i think that is one of the reasons why they prefer that regime. [crosstalk] one of the attacks against trump is connolly he would not uphold the constitution. What is your response . Its a lot of projection. What about massive fraud . [crosstalk] tell me one time when trump called for the termination of the constitution. I am telling you about it. It is right here. I want decency back in america. I am tired of all the lies, i am tired of hearing people uplift donald trump as though he is a god. He is not. He is not a conservative, he is radical and he has coopted christianity. I am a christian and i love my country, but i do not feel safe with other christians right now who believes that donald trump is the Second Coming of jesus christ. And i am an educator and i am tired of people dumbing down education. I want President Biden to be able to work through some of the issues we have seen happen in the last eight years and bring education back up. Stop burning books. Stop banning books. Educate people, really educate people. And i think with the decency that biden brings to the table, that we can come back together at some point and the scales will fall off the eyes of people who have been deceived by donald trump. Tonight what i am looking for is for biden to show that he has some vigor. It is, he is going across to the g7, he is out for the june war memorial holiday, he is showing something that i do not think the rest of the country really often sees. So you want to see vitality from the president , mental acuity, is that what you are looking for to seal the deal . I think he has it, i just do not think he is showing it, or it is not being shown. This is a big audience for him tonight and i think it is an opportunity. I would rather have another choice, i really would have another choice but if it is so binary we are it is one of the other, i think trump just does not have so many things, including character, just so much. There will be two candidates on stage tonight. They must meet ruirements outlined in the u. S. Constitution, a natural born citizen, 35 years of age, have lived in the United States for 14 years. Cnn has additional qualifications. There must be a formal statement of candidacy filed with the ftc. And beyonenough ballots to have a pathway to 270 electoral votes,hey must also reach at least 15 percent in four separate national polls, which means robert f. Kennedy, jr. Will n be on the date stage tonight, the Kennedy Campaign has not given many details on hisolo debate will unfold he will have what he calls his own real debate streaming on x, this is according to there will be a live audience, that it will take place at the same time, at 9 00 p. M. And he plans to respond to the candidates in his debate and we will show you a little bit of that after tonights cnn president ial debate. Several of you have also talked about the economy this evening. It is one of the issues you want addressed by the candidates. It was an issue in 2020 as well. We want to show you what they had to say back then when they squared off in the first president ial debate of that election year. Biden by an economic plan would create 7 million more jobs than his in the first year and create an additional 1 trillion and Economic Growth because it would be about buying america. I will eliminate significant numbers of tax and bake the Corporate Tax 28 , not 21 . You have 91 companies, fortune 500, who pay no tax, making billions of dollars. Trump because obama. Biden because you passed it. Trump i got it done in our economy boomed. Biden you passed it, all right. If you were to continue your free market approach, lower taxes. You talk about the economy booming, in obamas three years five final three years of presidency more jobs were created then all of your presidency. Trump they had the slowest economic recovery since 1929 when the stock market goes up it means jobs and it also means 401 k s, if you got in an ever became president with your ideas you want to terminate my taxes, i will tell you what, you will lose half of the companies that have poured in here with leaves and plenty of them would leave you will have a depression the likes of which you have never seen. Biden we inherited the worst recession short of a depression in american history. I was asked to bring it back and we were able to have an economic recovery. We handed him a booming economy and he blew it. Trump it wasnt booming, it was the weakest is it fair to say he blew it when there was record low unemployment before covid . Biden even before covid manufacturing was in the whole. Hole. Trump excuse me. Chris, chris, no excuse me, they said it would take a miracle to bring back manufacturing, they brought 700,000. Biden im the guy who brought back, i was asked to bring back chrysler and General Motors and we brought them back to ohio and michigan. He blew it, they are gone. They are the presumptive nominees. Cnn reports they are going through final prep right now before the 9 00 p. M. Eastern start. We are asking all of you what you want to hear from them tonight. Mr. Trump has shown a total lack of respect for our institutions of government. That extends across the spectrum , from the Justice Department through the legislative branch, to obviously the executive branch. So a lack of respect. Can you tell us what you want from President Biden . I like President Biden i would like President Biden to point that out significantly to the American People as a matter of explaining to the American People as he has attempted recently why mr. Trump is terribly unfit to ever be president again of the United States. I will leave it at that and go inside the spin room where gavin newsom, supporter President Biden, is speaking to the media. The teleprompter went out and he panicked, there are some legitimate questions there as well. How do you counsel someone who has more debate experience than any other modern president . He has been at this longer than anyone. I want him to counsel me on how to relax tonight. I probably have more anxiety than he does. He delivers each time he meets these moments, without exception. He meets the moments and discovers. I he needs the moments on delivers and i have all the confidence in the world tonight. The mute button is new. We never had that before. Its interesting. All of us are interested. Its all about intimidation and bullying and trying to get someone off their scripts and off their game. It plays very differently. If he is sitting there and mouthing off and you have a split screen, and you see he is talking but you cant hear him, he looks unhinged. And he is unhinged. But it makes him look even more unhinged. Governor newsom talking to the media, previewing tonights debate, talking about the candidates, when they square off what it will be like. You could go back to 20 for an idea of what tonight will be like. Different roles as we have talked about. In 2020 during the first president ial debate, the then president interrupted joe biden over 100 times. As you have heard from the governor and heard leading up to tonight, microphones will be muted and they hope it will cut down on interruptions. An issue discussed in 2020 likely to come up again this evening is abortion. In 2020, following trumps appointment of Amy Coney Barrett to the supreme court, here is how the topic played out before roe v. Wade was struck down. Biden the president also is opposed to roe v. Wade. That is on the ballot as well and in the courts so that is also at stake right now. So the election trump why is that on the ballot . Its not on the ballot. Theres nothing happening there. You dont know her view on roe v. Wade. I dont know her view. Biden the fact is that everything he is saying so far is a lie. Everyone knows he is a liar. Im not here to call out his lies. But i want to make sure trump you were last in your class. Biden [laughter] the American People should speak. Go out and vote. Biden that was a really productive segment, wasnt it . [laughter] from september 2020, the two candidates then talking about abortion, an issue that could come up tonight. We are asking you what issue you want them to talk about. Melinda, supporting a thirdparty candidate. Who . I am very excited about rfk jr. , regardless if he is included in the debate, i believe he has talked about what is really important to the United States people. So are you going to be watching his reaction and response to that candidates on x . I will be doing both simultaneously, however what really concerns me all about this debate with and this is with the primaries as well is censorship. I would love either candidate that is on the stage tonight to speak about censorship but, you know, why would we not include a third candidate that has submitted appropriate amount of signatures but the states would not certify them . I just, you know, i think average americans are feeling more disenfranchised every day and i care about chronic illness, i am particularly concerned about the five states that are suing pfizer. I have seen a lot of businesses go under, people losing their houses during covid and i was very provided and at that time, i was like really believing in all of this. I feel very duped. And then watching how the primaries have went down, why would i want to support you know the Democratic Party who has had by total loyalty . I have worked for them and i am extremely disappointed. I like the ideas and thank you for giving me a voice, i appreciate it. Absolutely. Adrian, lakeland, florida supporting President Biden. Hello. What issues do you want them to debate tonight . First of all let me say i have been watching donald trump since the 1980s and all he has ever done was rip off people, bankrupt companies, and ally. His and lie. His slogan should be, the truth is i always lie. For this country to support an insurrectionist and the people in congress who support him, the 118th congress has gotten nothing done, nothing, because of these inadequate people that have been elected to serve him over our constitution. When everybody takes an oath, including the supreme court, whoever takes the oath, they are not merely words on a page. They mean something. Adrian in florida. Several of you have also already mentioned immigration, likely to come up again tonight. Border security, etc. They were brought up in 2020 during the debates as well. This is what they were saying at the second and final debate of 2020 in nashville. Your administration separated children from their parents at the border, at least 4000 kids. You have since reversed your zerotolerance policy but the u. S. Cannot locate the parents of more than 500 children. How will these families ever be reunited . Trump the children are brought here by coyotes and lots of bad people. Cartels. And they are brought here and they use to use them to get into our country. We now have as strong a border as we have ever had. We are over 400 miles of brandnew law wall and the people have to come in legally and they have to come in but how will you reunite the families . They say, truck built cages, they say look at these cages, President Trump built them and then it was determined they were built in 2014, that was him. Do you have a plan to reunite the kids . We are trying very hard but a lot of the kids come out without the parents they come over through cartels and coyotes and gangs. These 500 plus kids came over with their parents. They separated them at the border to make it a disincentive to come. Really tough, really strong. Guess what . It is not coyotes who brought them over, their parents were with them. They got separated from their parents. And it makes us a laughingstock and violates every notion of who we are as a nation. Kids ripped from the arms of parents and separated. Now they cannot find over 500 sets of parents and the kids are alone. Nowhere to go. Nowhere to go. It is criminal. Criminal. Let me ask you trump they are so well taken care of, they are in facilities that were so clean they have not been reunited trump who built the cages . Who built the cages . The Obama Administration failed to deliver Immigration Reform which was a promise during their administration and also presided over record deportation and family detention at the border before changing course so why should voters trust you with immigration overhauled out . Biden because they made a mistake and they took too long to get it right. Within 100 days i will send to u. S. Congress a pathway to citizenship for over 11 million undocumented people and all of those socalled dreamers, the docket kids, they will be immediately certified again to be able to stay in the country and put on a path to citizenship. The idea that they are being sent home with this guy and they want to do that, they are going to country they have never seen before. I imagine, you are five years old and your parents take you across the rio grande and it is illegal and you say, leave me here, i will not go for you. They have been here, over 20,000 of them are First Responders taking care of people during this crisis. We owe them. Trump he had eight years to do what he said he was going to do. And i changed, without having a specific, we got rid of catch and release, we got rid of a horrible things that they put in and lived within eight years he was Vice President , he did nothing, it just shows he has no understanding of immigration of the laws. Catch and release is a disaster. A murderer would come in, a rapist would come in, a very bad person would come in, we would take their name, we have to release them into our country and then you say they come back. Less than 1 of the people come back. We have to send ice out and Border Patrol to find them, we would say come back in two years, three years, we are going to give you, very perry mason, we are going to give you a court case and they do not come back, they never come back, only the really, i hate to say this, but those with the lowest iq, they might come back. The candidates in 2020 in the second and final debate of that election cycle. We are less than 15 minutes away from this years first president ial debate, hosted by cnn and simulcast here on the cspan network. This is a picture of the spin room where supporters will go and talk to the media following the debate. In our studio about joining us is peter come at the George Washington University School of media and Public Affairs chair and he is there to talk about he is here to talk about the history of debates. The very first televised president ial debate was 1960 between john f. Kennedy and richard nixon. How did that debate change campaigns . Debating became part of the norm, campaigns came to us in our living room, you did not have to go to well hold to watch the candidates, they came to our house and since then it has been part of the tradition where every couple of years we are joined in our living room by the candidates and they make their best case. There was no audience then and there was no audience tonight. How does that impact the outcome of the debate . I am not sure it does. It might impact how debaters respond. Comparing 1960 22024 is a bit of a stretch. Theres no audience but a lot has changed. Donald trump feeds off a crowd and likes a big audience. President biden is better oneonone, that is how he spent his career. A lack of an audience will help President Biden. Im not sure it will benefit trump. He likes the energy and feeds off the energy that will not be there. And the microphones will be muted when one candidate has the floor. We saw that donald trump in 2020 interrupted joe biden over 100 times. After that first debate his numbers went down. He was the then president and his numbers went down. How will the muted microphones play out tonight . Hopefully it brings some control to the debate so there is more conversation and less chaos. A lot has been made about the fact that the mics will be turned off when their time is up although one can imagine if trump speaks loudly enough, bidens microphone will pick it up as well. Hopefully it will help voters make up their mind with informed conversation. The muted microphone is when change for this debate. One change for this debate. The commission on the president ial debate has been the organization up until now over many decades who has sponsored an organized these debates. How is tonight different without the commission doing the debate . Some rules are different. Otherwise the candidates would have gone to the commission. I think it is more important that we are having the debate then who was controlling it. We will see if it works. There is a schedule debate in september. If this works, it it is what will happen next time but what is important is the reinforcement on democratic norms. Weve seen attacks on democratic norms in the courts, congress or the fact that we are having the debate, the organizer matters less than the fact that they are debating. Another interesting tidbit about tonight is that you have one candidate running for reelection and the other attempting a nonconsecutive run. Talk about the history of that. And has happened once cigna once 6 it has happened once successfully. We basical he two incumbents runninon their records, agait eir opponents records. You said there was one successful president with a nonconsecutive run. Grover cleveland. If you want to be successful at this, what do you have to do . Does the former president approach this differently because he is attempting a nonconsecutive for the white house . We knew it worked in 1892. They will both run on their records. People know biden from his time as senator, Vice President , and president. People know trump from Reality Television and his presidency. We will see how they comport themselves. Most of those watching will say, i told you say, the other guy is out of touch. I suspect that is what we will see. We will see how much it matters in the long run. The campaigns agreed to the debate in part because voters are using mailin ballot and early voting in record numbers so they wanted to debate out in june instead of september after the conventions. In this new schedule of meeting the voters, do you expect there will be a large audience tonight at home . There might be numbers in the viewers, going up. Pele are tuning in. A lot of tseuning in our partisan. Early voting matters. The one in september will be more on track for early voting. One thing we know from poly sigh research is debates might move some polling some time but they do not tend to move any vote. If one died does really well or really poorly the numbers might shift but then they go back to their normal place. I am not sure tonights debate does much for the outcome of the election. Neither of them will win the election tonight. One can imagine making the election trickier but most of us are thinking about the fourth of july, not the november election. Does age matter tonight . Trump will certainly try to make it matter, he will probably say his opponent is old and out of touch. Donald trump and joe biden want to make their opponent the worst character sure possible and part of biotin character bidens caricature is that he is old. There is only three years difference. Thats true. The people who talk about the age the most of the press, saying President Biden is really old and voters say, i guess he is really old. What matters is mental acuity. We see over and over again that biden shows up in big moments. He shuffles a bit and he is 81, he looks old, but mentally he is the guy for the job and trump will obviously try to undermine that.
