Already some of them have been there like sam altman, brad smith, i. B. M. Was represented. Were going to move forward. Reporter whether or not you have one agency that regulates a. I. . Senator schumer good afternoon, folks. We come out of the room exhilarated. This was an amazing and historic experience where we learned so much, where we began our quest to deal with this so important, looming issue, a. I. We had a Diverse Group of participants, they talked to each other unvarnished. Everyone learned from everyone else. I am realize pleased. Some of the people who came out said it was historic. We got some consensus on some things. First, i asked everyone in the room, is is government needed to play a role in regulating a. I. . And every Single Person raised their hands. Even though they had diverse views. That gives us a message here that we have to try act. As difficult as the process may be. Second, it was clear that there was that there needed to be some government help to deal with what we call transformational innovation. The kind of innovation that a. I. Could bring that could do so much good. Bill gates talked about feeding the hungry. Another talked about curing cancer. Some people in the room talked about strengthening our National Security and defense and feeding the hungry. But there was a view, one person said we need a lot of money, 32 billion, for transformational innovation, the stuff that maximizes the benefits of a. I. But it was also clear that we needed real help in sustainable innovation. Thats minimizing the negatives that a. I. Could emerge from a. I. Whether its enshrining bias or the loss of jobs or even the kinds of doomsday snare joes that were scenarios that were mentioned in the room. Only government can be there to put in guardrails. Even though some companies in this room said theyd try to implement some of these things themselves, and many joined the voluntary guidelines that the white house issued, a lot of shared values and shared agreement in terms of where our north star should be. It really was not a conversation that fell into dogmatic or partisan lines in any way. So if we can continue that, as i think this group has reallyi strived for for some time now, i think well be able to do exciting things around a. I. We had some spirited conversation about the development of this technology and its impact on americans and humanity more generally. And government involvement in continuing to invest in basic research in this area of a. I. , something senator schumer and i have worked on together in the past. Right now the incentives are aligned to those deployed models quickly. Its a testament to those represents businesses in there that many have withheld and refrained from deploying those models until we can put together a regulatory at motts fear consistent with our values. I guess the last thing we agreed on is that its the values of the United States of america that should be embedded in and inform the development of those technology, not the values, ill say this, not the values of the Chinese Communist party. And so to the extent we can develop a regulatory structure and realize all the upside benefits of the technology while ensuring that america continues continues to lead the way in development of a. I. , thats going to be a really important objective. Senator schumer in sum this hearing made a giant stride in dealing with the most significant issue that will face the next generation and it gave us some really good ideas about how to maximize the enormous benefit that a. I. Could bring while minimizing the very, very serious risks that a. I. Could bring as well. I promised id call on her first. Reporter a couple of questions for you. Elon musk just told me outside that he does not believe that congress is ready to regulate a. I. You say youre exhilarated. Whats your response to what he just said . Senator schumer first in the room he said it was a tremendous hearing and a giant step forward. And second, look, its a big challenge. This is the hardest thing that i think we have ever undertaken. But we cant be like ostriches and put our heads in the stand. If we dont step forward, things will be a lot worse. Next. Reporter do you have any consensus on the licensing approach to a. I. . Senator schumer some people mentioned licensing and testing and other types of ways of regulation. This afternoon well get more deeply into that. Were going to have a bunch purt o a bunch further of these forums to go into specifics. That was broader discussion and it focused, and the consensus was government must get involved and must get involved on both sides, on enhancing the benefits and decreasing the liabilities, and then there were various suggestions as to how to do it but no consensus emerged yet. Reporter s theres an educational listen and learn session. Some colleagues dont seem theyre willing to wait. Theres a lot of bills starting to percolate out. Holly and blumenthal came out with a specific framework theyd like to see. Do you want them to pump the brakes a little bit . Senator schumer therell be a lot of ideas out there. Holly and blumenthal have one, many other people have other ideas. It will be our job to put together as comp rehence ave plan as we can that, a, incorporates many different ideas and b, can pass. We dont want to just put together legislation, its easy well, its not easy, but its a lot harder to pass legislation on so complex and issue than to get it done. So thats our job. If you go too fast, you could ruin things. The e. U. Went too fast. Now they have to pull back. So what were saying is on a timeline, it cant be days or weeks. Nor should it be years. Itll be in the general cat gore of months. Yes . I did not. I didnt know that. I leave the safety issues up to the capitol police. Reporter who should regulate . Senator schumer a few people mentioned a new agency. A few people mention and existing agency. A couple of people faulked at nist. Thats one of the Big Questions we have to answer. Well cant to well continue to discuss. Reporter was there a disagreement about what kind of regulation is needed for a. I. , differences was it heavy handed . Senator schumer we heard the words light touch and heard others say avoid light touch. These are the difficulties. We have to try to thread the needle and probably in some areas a lighter touch is called for that are more benign. In other areas a heavier touch reporter you mentioned but not moving fast but an i. But can you tell us what is happening . Senator schumer mr. Round has been one of the leaders on this. Mr. Round in terms of the defense of our country, there will never be a war or another battle fought without a. I. Directly involved in it and its been that way for years now and will be more in the future. Our goal here is our young men and women never enter for a fair fight but always have the advantage. Span span span. Theyll never have that if we dont plan for conversing with the developers and stakeholders. And most of it will have to be recruited and retained. Senator schumer it was a rebust conversation and everybody had a lot to say. It wasnt a onesided discussion. Reporter can we talk about legislating in months and not years but do you believe the congressmen can get something done next year . Can you speak to your conversations with mccarthy and the house republicans. Senator schumer this man has made it imminently clear over and over again and i agree, were not getting anything done unless its bipartisan and may mean were not able to get everything done if the parties dont agree but can get a whole lot done in a bipartisan way and what it shows. A lot of republican senators and democratic senators. All of us having an agreement. Ive spoken to Speaker Mccarthy about this and was encouraging and hopefully the house can sort of try to do similar type things, ok . Reporter what is the plan . Senator schumer a bunch more on different subjects. Youll hear. Reporter whats the third rail for regulation . Senator schumer all kinds of problems, the question of how you achieve a balance. Some say if you go to strict you cut down on good things that can happen but if you go too narrow it will weave out of control and well have nothing done. Its a balance.
