This discussion this morning is may be morertant, important, just as important as the Health Care Discussion we just came from this morning. We are very lucky to have two amazing leaders with us. Judy marks from siemens and zoe foundation. He today, we will be talking about workforce training and apprenticeship. This is near and dear to the hearts of every governor here and every governor in the city wetes can mainly because governors have an incentive to get this right. The employers in our states are counting on us to figure out how to deliver them a trained workforce. That absolutely includes fouryour college, community college, career and technical andation, but it includes needs to increasingly include apprenticeship programs, which i know many of you have started and are expanding here in rhode island. We are big believers in the apprenticeship model. Very early on in my term, we received a grant from the federal government around apprenticeship. We have dozens of apprenticeship programs. They are working. Employers love them. And there are the nontrade apprenticeships. Asngs you may not think of apprenticeships. We have one in cyber, in i. T. , process technology. Nontrade, but importantly highgrowth areas. Looking to expand and deepen the work we are doing. It gives me great pleasure to introduce judy marks from siemens. Thank you for joining us this morning. Judy is the president and ceo of technology. Rnment before becoming ceo of siemens usa, she held several senior positions. I have had the opportunity to chat briefly this morning with her, i. With her. She is a real believer and leader in the apprentice ship model. Right now, they have thousands of a positions in the united she needs00 and spend to get them filled. 2000. Believer in she needs to get them filled. She is a believer in apprenticeship. Thank you for inviting me. [indiscernible] the privilege of chairing our foundation, which is focused on workforce and apprenticeships and everything around facilitating that. This is more than higherpaying jobs. It is. This is more than growing our economy. It is. But this is about creating talent. We need to be able to industrialize our nation in what we believe is truly an industrial renaissance. It is happening across the country, at the state level. It is not just a state issue, we believe governors [indiscernible] sorry. Thank you. We believe that governors not only have the most motivation, but the most tools and ability to make this a reality for us. Let me share a little bit of what we have done at siemens and at the siemens foundation, so that states can learn from each other. And that we as industry can learn more about what is needed and share more successfully overseas as well. With the center for best practices because we find that that is the best way to proliferate best practices. We have chosen six states we are already working with to be able to deal with skills and training. We are working with 12 states on apprentice registrations and how we can make that happen quicker and more efficiently. Most importantly, recently, we had a unique opportunity with nga and with the j. P. Morgan Chase Foundation to share what works in europe. We had the privilege of sponsoring and joining governor do guard, governor fallin, governor bevan, as you got an opportunity with your staff to see really what works in germany and switzerland firsthand. And more importantly, how can we tell her that when he comes back to the states . I dont want to forget governor hickenlooper. Colorado,prentices in its amazing. We want to take those lessons as well. Today, we are facing new challenges in the industrial economy. That, as do my colleagues. , we have been in the u. S. For 160 years. We have 60 manufacturing plants of our own. We are seeing the convergence of software and the Digital Economy. That is what is driving manufacturing today. The manufacturing of today is not the manufacturing of the past. It is about automation, but also having the human skills out of our high schools. About hear a lot arent robots taking over . I want to be really clear and factual. In germany, we use three times as much Robotic Technology as in the united states. As manythere are manufacturing technicians in germany as in the united states. There is a role for robots and technology. And there is a role for human thant but humans need more a high school education. They need a different skill and education program. That was the bedrock of how we built the last Industrial Revolution. Industrial new revolution today. Its all about manufacturing. We need workers to do that. Turned ind is we toner internally to our roots. We moved the facility from neededhere, and we workers who could hold large gas steames and steve turbines, etc. The students, after four years, and we got a debtfree education and as associates degree. At and i will share something with you at the end of this little introduction that i think you will find highly energizing. Beyond that, we think we also have a responsibility to employ a larger workforce. Its not just about the people. We have to create the curriculum. We have to create the environment. Theave to give the students tools to be successful. 3 billion of Industrial Software to Community Colleges throughout the nation so the students, whether they an getting an aa degree, associates degree, or a fouryear the great come out technology, and the analytics that they need to perform. Discussionrt this without talking about one of the obstacles that we face. It is somewhat of a societal obstacle. It is a stigma associated with technical education. It starts in the high schools. It starts in our communities. It starts with the parents. Our typical apprentice when they between 55,000 and 65,000 starting the day they finish their apprenticeship. They proudly wear their onrenticeship local logo their clothes. When youre 14 years old and selected to be an apprentice, that is looked on positively as selected to go to university. Here in the united states, we do not look at it that way. Foundation, we recently sponsored a survey and parents and children involved in Vocational Education and they are very pleased where it is going and they want to be part of what we call middle skills and industrial reskilling. We believe industry is ready. We believe the states are the absolute best place to get it done. We commend governor for making this real. As industry, we want to work with you to do that. Share something that was on nbc nightly news from our charlotte, North Carolina facility. Chad robinson who, ironically have the opportunity. She was accepted to a fouryear Mechanical Engineering school and he turned it down to become an apprentice at siemens. He did not want the college debt. Go one andes he can get a bachelors degree with tuition reimbursement. But you will find his energy and passion for what he does remarkable. Let me share that video with you. This is the sound of manufacturing in 2017 at siemens hub in charlotte, North Carolina. I do not see the big machines i associate with manufacturing. Todays manufacturing is very different. It is custom, quiet, and it uses computers. Marksmens ceo judith the biggest one of challenges. When we moved here we needed 800 employees. We were coming up short. Chest but she says only 16 of those she says only 16 of those who applied have the skills. So big, anap is estimated 2 million jobs may go unfilled in the next decade. Instead of going to a Fouryear College, Chad Robinson chose to be an apprentice. For my tuition. They pay for my books. And on top of it all, i take the same class. Forrter robinson works siemens. At the and that he will have a salary of at least 50,000 and skills crucial for the economy. If we do not have a labor force that can fill that work, technology, Foreign Companies outsourcing are going to replace the opportunity to earn your living in those occupations. I would like to introduce zoe and under her leadership, reallyndation has focused considerably on this exact issue, and i know she has partnered with governor hickenlooper and other governors here in publicprivate partnerships to create privateul public partnerships. Before that she had a successful career as a lawyer and in governor. A lawyer and in government. She is a friend. I think she is the perfect person to partner with us governors to take a leadership role in apprenticeship. Ms. Baird thank you. Be here withul to you at your nga meeting, which i understand is a tremendous success. I hope that we will contribute ideas that are really actionable and youre on state spirit and thank you to the nga for having us here. I think its really important for all of us and i have spent a lot of my life in Public Service as well as the private sector and i think its really important for all of us who sit in a role where we are trying to address the pain that people are feeling in this and try to create the opportunity for them that we know exist to look at this question of the Digital Economy from their vantage point. A so, how do people feel . People are excited to read most people have smartphones. Netflix. Le use 11s a lot of exciting excitement about what the Digital Economy is bringing. But import the, most people feel they do not see their place in it from but importantly, most people feel they do not see their place in it from an economic point of view. They do not know what job to tell their kids to go after, what they themselves should be doing. We did a poll that shows that 87 of americans this is one month before the election when americans were so divided 87 of americans said that they needed to get training throughout the course of their lifetime to succeed in a career, but they look at the institutions that serve them and they see our schools ending at 18 or 22. They see our Financial Aid and they think it is for young people. They go to an Unemployment Office or Workforce Center and people are not trained in understanding what the Digital Economy jobs look like. They are talking about how to bring back jobs or how to get into a job that is highly are not ablebut we to fill 6 million jobs in this country and each of us and our states can talk about the hundred thousand construction jobs we cannot get today. We will not have the welders you know how to use precision welding. We will not have people who know how to use a robot to break down old construction to create the new. So, theres a great disjunction between what we have been telling people, which is go to college, get a fouryear degree and you will succeed, and what to succeed. Y need people thatelling if you have not received a Fouryear College degree youre a failure. That is how 70 of americans see the world. Almost 70 of americans do not have a Fouryear College degree. We need a much more diverse sense of possibilities for people. That is what we are talking about with apprenticeship. Me so manycuse other ways we can create opportunities for people. You know, 100 years ago when we move from the agricultural economy to the industrial age, we invested at the high school. We probably have not thought about where does the High School Come from . Why was it invented . People to get the training they needed to move from an agricultural economy to an industrial economy. What we believe is going to be necessary to scale all of these great efforts of apprenticeship or employee or educated management is going to be inventing a digital labor market and i want to show you a film i will tell you a little bit about skillful, but i will tell you what you can do in your own states. I will show you a short film that will give you a sense of what the Digital Economy labor market is all about. Run thed move video, that would be great. [video clip] goingird america is through the largest change in its economy since the Industrial Revolution and Many Americans do not understand their place in this new economy. Forhere are fewer jobs americans with a High School Diploma or less than there were in 1989. How do we move forward without leaving some people behind . For decades, we have been telling people, get a College Degree and you will be able to compete for the growth jobs with higher incomes. Today, its not necessary that the the singular path people take. Skills are not always measured by a diploma. They are measured by the skills you gain. We see in the trade sector there has been a huge increase in openings for employment, but there is not enough Skilled Labor to fill those roles. You have a gamut of different occupations. All the rest are technicians. The real opportunity is to look to the middle of the graph, to these socalled middle skilled jobs and if you equip more people to hold those jobs and create more of those jobs is skillbased labor market makes it possible for people to see career paths they did not realize were open to them before. We found people like a fedex truck driver in her early 40s and she does not know what the Digital Economy holds for her. And through online tools, she can see she has a lot of these skills for a higher tech job with very few additional hours of training. We have to be on the ground, do more skills focused hiring. 87 of americans believe that skills training throughout ones lifetime is necessary to succeed. We need to do more training and apprenticeships. People say, what if you train these people and they leave . What if you do not train them and they stay . Toolsneed to have the that will help people do more, educational institutions, governments, and most important all of us have an individual responsibility to do more in terms of learning more. I hope that gives you a little overview. I see a lot of your friends from colorado there. Enablesve this notion employers to go after the workforce they need, enables and educators to know what to train two. To train to. Know, and colorado, and i am sure this is true in your own states, too for entry level with an incomes nationally 62,000 dollars a year, in colorado, 75 of those postings require a bachelors degree and are a barrier to apply for those jobs, but only have athe i incumbents College Degree. Tools like we have on skillful. Com and we are bringing a mind the tools, there is an enormous value out there to bring to employers to see who they might go after and the market that has skills. But we also need to and this is a place where you can have a big impact. We too have trainers, Community Colleges, the boot camps, the Fouryear Colleges as well make transparent what skills people have developed when they go to those schools so they get something of value along the way to the diploma. So they can go to the labor market and really think about learning as lifelong. You can drive Community Colleges businessof their model. That is a revenue generator for state systems. We need to match with the market. We need to work on Workforce Centers. Because i bet you anything, if your Workforce Centers, they will find they get no training of what jobs look like and what employers are trainingor and if that exists, it is segmented into the business facing part of these operations rather than the job operation. E of the we need to create more transparency about the fact that these opportunities are there and governors can be great leaders on this whole issue of people seeing themselves in these jobs. Most people do what their neighbor does or their parents have done in the past. They dont even realize they could be in these jobs. The female fedex driver in our video is a real person in colorado. She could not lift the boxes anymore. She did not appreciate that she gets trained in a lot of Digital Economy skills and those are transferable to and i to track career. We would really encourage you we would be very happy to work about how youink create a new labor market ecosystem. Microsoft has just joined with us. Skillful expanding in colorado, going to other states in developing policy work. We need to make Financial Resources available. Things go through the you can do on the points i covered. If you focus on creating a new skillbased labor market that works for the people in your state, you will bring together your employers, your educators, your Workforce Centers and jobseekers will benefit. They will be the ultimate people. Ho will benefit thank you for having me. Thank you. That was terrific. I know we have a number of governors engaged in similar work. I would like to begin by asking kentuckycky the the governor, governor bev and to share your experiences. Sure. I have only been of her for a year and a half, so i will mention a few things and others can feel free there is nothing proprietary about any of these things. So much of what we have learned, i was one of the governors, as others that you will hear from in a moment who had a chance to in germany. The young men in this video, we met dozens of them in germany and their english was impeccable, frankly, interestingly. These were impressive young people on a track to a career they felt good about. I think the real key for us, as noted by both of you, is to destigmatize this idea of not going immediately to a fouryear degree and to realize that in fact, simply getting a or year degree is not in and of itself necessarily the best track to having a fulfilled career. Whereis a man in kentucky all of the titanium ribs used in s are made dreamliner in this plant in shelbyville, kentucky and there is a man who oversees that very specialized fabrication process. For 10 years after high school, program. T go to that he now has advanced degrees. He learned skills and the very same types of programs you all describe. It was encouraging. I just want to touch on what we have done. We are funding in kentucky dual credit so High School Seniors and juniors will be able to take post secondary level whileication training still getting credit in high school. That is one thing that is going forave a profound impact putting seeds in the ground now. And we saw a 72 increase in the number taking part. We put a 100 million Workforce Development program in place. One of the things i would encourage all of you governors, if you do Something Like this, do not allow it to get hijacked politically by your legislators. They will want to make sure that some money goes to this district, some to this part of the state. And dont allow it to just the the best ideas. We want to see three applicants Work Together. Meet together, Work Together and come up with a joint application. When that type of dialogue starts, things will happen in your communities. We had applications and we could only choose 20 . Who came up with the best ideas decided to pursue their ideas anyway because they were so enthused by the dialogue they had and we have gotten hundreds of millions in Workforce Development. We focused not on simply providing i applaud you who have done it to provide free post secondary education for two years. On five key areas, the areas where we had the most unfilled needs. Construction and i. T. And etc. And health care, etc. Said we willte come alongside and for anyone, regardless of age, regardless of they can come into this program and we, the state, will make them whole on any cost associated with obtaining a certification or degree in these areas where there is a job waiting for someone with work at the end. You talked about journeyman. We have apprenticeship programs. We are focusing on this like we never have before. We are looking for new ways to do it. We have a program called justice to journeyman. Number in kentucky any of tree 5000 folks incarcerated. People in all of our jails are going to get out. 95 of them are going to get out. What are they going to do when they get out . What skills do they have . In jail,when they are you know where they are going to be at 7 30 a. M. They are starting their training now. We are starting this justice to Journeyman Program where they can get training on the educational side. We are moving in kentucky to 100 outcomesbased funding. For is something i pushed when iran. I got a lot of resistance, as you can imagine from universities. It is going to be 100 outcomesbased funding. And the last thing i will comment on and this is a question i would say to those in congress, we have to rethink, i believe, the types of ideas we have about what young people can or cannot do. Some of the age restrictions we have on kids in high school in able to go into businesses and to learn, i think, have got to be rethought. These are just an handful of the things were doing. Some of these are ideas we have taken from others. Only to say we all have got to do this in i am grateful for the fact that Companies Like siemens are leaving on this front. You truly are. And it is inspiring. Thank you for your passion. The same area we have in kentucky, it is shared by every governor i know off. Thank you, governor. Thank you, governor. I think the key is none of this is proprietary. We will all benefit from there being more available skills. We are working with alcoa, the National Association of manufacturers as we have created a playbook that any company, it isor large can use. About 130 some pages of how to. You can tailor it. It can succeed anywhere. We want this to succeed. We are happy to share our Lessons Learned with any state. I appreciate you offering that. You mentioned the stigma. It happens on the corporate side as well. It is one thing to say you believe in competencybased hiring, and then you go back and you look for the foryear degree, you need a real commitment to that sort of hiring. I need to keep this moving because we are a little bit behind. Governor hickenlooper, can you share what is going on in colorado . Governor hickenlooper sure. I want to commend these women, not just for coming, but all the work you up done. The apprenticeships and these skillsbased Technology Platform fit together so beautifully and allow us to imagine a cradletograve arc by which people, kids, but ultimately all age people take responsibility for their own careers. When of the things we have found as we got into this over the , we can, on aears state aces choose to go through all of our job openings and eliminate the be a requirement where we can. We can go through it is so easy. We have all done it. These jobs all create a ba, where in essence, many of them dont. It makes it easier to reach out to our business community. You cant do these programs without organizing the business community. Certainly each industry comes together and helps design the curriculum. These kids do not work for a couple days a week. They go to a community college. What they are learning is really designed to make them successful at the place where they are working. Think about how many 17 and 18yearold kid normally are bored silly. They spend their junior and senior years twiddling their thumbs. I am making gross generalizations, but many of them are bored silly. The third thing, when you organize the business community, how are we going to make the assessments different . If you are talking about a skillsbased approach to a how do wef learning, measure that kids take a training program, have a certificate or something, that they are really competent, that they have competency in various skills that allow them to look at a website like skillful. Com and have a good sense of what they can do . I think everybody should go out and look at those. Not just the governors, but microsoft has a good program out amazing ands pretty gives you a picture of what is possible in the future. I could go on and on, but i know we are out of time. I do want to thank both of these women. What you guys are bringing to this, it is going to transform this country in realtime. Governor raymonde up governor imondo governor fallin . Governor fallin i think this is the most transformational thing we can do for our country to prepare our young folks were skills that are relevant for todays society. I think one of the things all of employers haveis jobs they cannot fill and we all thatfriends, a child graduates from high school and they cannot find a job or they are maybe an adult outrage and they say, hey, something has changed and we know that there are tens of thousands of jobs that are open out there. I am so excited about the apprenticeship programs we saw in germany and switzerland and i think it is critical for our competitiveness as a nation that we really rethink how we do Education Training to match the skills for todays workforce. At is not your grandfathers manufacturing facility anymore. Everything is hightech. You need to know about applications and coding and i cant think of hardly any other businesses that dont have something to do with a computer of some sort. If we do not transform our learning systems in our nation to be relevant to the skills we are going to need, we are going to fall behind as a nation. The one thing that i found very intriguing about the workforce programs at siemens, as we talked to the students who were going to class two days a week, going to work three days a week, they all were excited and i asked the students, would you rather go to school five days a week or do this three Day Work Program and two days of classes. All of them Lieutenant Governor or governors. We were all Lieutenant Governor some time ago. Maybe we should go back. [laughter] it is your job, all right . They love going to work because they saw the relevancy. They make money. They learn soft skills. They go to work. They can see why they are learning something, and it can pay off in the future. I agree with what you said a few moments ago about these my of talking to parents and units. There is a great job to be had with a good salary and a good career path and looking at our real skills cap and transforming more of our students over to what i call dual education. The type of system we have seen throughout europe. Wasother thing i thought very intriguing is i talked to the adults around the apprenticeship programs. I said, tell me about your drug problem. Weve got a lot of discussion around opioid problems. I say tell me about your teen pregnancy problems. They say, we really do not have problems with that. Do not the reason they have big problems with those things is because these Young Students are seeing why it is relevant to get a skill, get a job, make money, there is a career path ahead and they are staying out of trouble and not having these societal issues that we have. With our high school students, we say, best of luck. We hope it works out. Get something. Maybe you cant. Heard,er thing we governors, is that the students would typically stay on with whatever company they are getting their apprenticeship with and the employees would find a ready made workforce. The other thing i found was we had an, apprenticeship and i asked how he liked it and he said, i dont. I said thats fine. If you dont like it, you need to find it out now before you go to reprogram spending a lot of money learning something you do not like to do. I think it is very exciting that we have a movement in our nation about apprenticeship, education, relevancy, bringing together employers and our education and no go on to what governor bevi said, there is great room for veterans single moms, veterans coming out of our military service to learn skills that will be helpful. O thank you. Ond i like to move on to governor and governor bullet. Thank you. For the opportunity to see things in germany and switzerland. It was really an eyeopener for me. If you look at the workforce you lookecommend that at that website. They have eyeopening data. Eyeopening for me i went back to our states after seeing that governor hickenlooper and his people put together on young people in colorado. Found. Tell you what i if you go back 10 years, 10 years ago looking at the classic graduate in 2016, if you picked 109th graders who entered high , four years later about 77 had graduated. Today we are doing better, about 80 . I would venture that is true in most of our states. About 20 are dropping out. That is a group we are losing. Lets say that they do go on to some post secondary education. I will tell you how important it is. When the recession came along, of course, we knew jobs were lost in all of our states. South dakota lost jobs. Most of the nation has regained those jobs and then some and most of those jobs at the state level that is true. But if you look at the nature of the person who has regained the job, when the recession began and then at the bottom of the trough at the end of the recession, those with a High School Diploma or less lost to exploit 2 million jobs. The nation has regained 11 million jobs since then. How many of those jobs went to High School Diploma holders or dropouts . 80,000. If you are High School Diploma holder or dropouts and lost your job during the recession, what is happening is those people , theyachelors degrees are taking them because employers are using the bachelors degree as a way to screen. That is one problem we are seeing. Howncourages to recognize important it is to go to high school and get some post secondary training. That can really get their attention. It makes people realize, i have got to do this. Havewe have done is we dual credit. We have a tremendous success. Youru are not encouraging students to get skills at both levels, you should be doing that. We also have offered full ride scholarships to technical schools. Needbased scholarships. But many of the needsbased scholarships do not encourage any particular pathway. Imagine and needsbased scholar degree, fouryear a needsbased scholar needs a fouryear degree. We are like an alcoholic enabler. They get all of this debt and they get a degree for which there is no job. I contend our needsbased should be offered contingent upon the student choosing a career path for which there is demand in the marketplace. We want students to chase their dreams, but maybe we need to open their eyes a little more urgently about what paths they are choosing and what they may in up with. May end up with. Also just recently as a result of going to europe and learning , we gathered together a large group of our superintendents and encourage them to start integrating work based opportunities including formal apprenticeships at the high school level. We are looking at waving other curriculum that is driven toward a Fouryear College degree and saying we are going to waive some of that for your students have thiso apprenticeship training. Wade do not want to go through the fear that ok, there is less rigor or you are going to destroy our Education System and those are strides we are taking in south dakota. I want to thank nga and the siemensoundation and for their support of this eyeopening experience for me. O thank you,ond governor. I want to give the last word to governor bullock. thank you. Lock we have raised our apprenticeships by 30 in the last 40 years. From 2002 today. 90 of those are still working in our state, which is so important for every parent. 60,000age salary is per annum, which is significant. We need to encourage government institutions and students. At the end of the day, so many people think of apprentices as just the trades. There are a thousand different fields. We have apprentices in lobotomy now to i. T. Wen it comes to employers, passed a bill that if an employer hires an apprentice, we will give you a 750 tax credit. If you hire a veteran, we give you 1500. We are getting employers on board. It is not always about a twoyear degree. Its about a professionally recognized credential. Who worksire someone at the department of labor to bridge that gap and also say, lets give you credits for prior learning assessments. But your continuing efforts also , i think you as industry theers, your voice, but manufacturing side and the business side, but also the student side saying this is what, as a major employer i need and these are the skills i need to fundamentally help us shift that though folks are not thinking about i could may i could be making 60,000 and earning money while i learn a skill that employers are going to appreciate. Shift is happening all across the country but your leadership efforts help us make that happen. Mondo we are out of time. We believe this is going to grow locally. I speak not just for siemens, but a lot of industrial leaders. We look forward to working with you. Ms. Baird i would conclude by saying we encourage you as governors to bring together the labor market in your state that brings together your efforts with Community Colleges. Without this system, without a labor market ecosystem which we are happy to help you define, we have a place to look for it, without that system, you wont he able to make this happen at scale. It will not work for people of all ages and it will not continue. I encourage you to take all of the five you list work you are doing and think, what is the ecosystem of my state question mark what is the labor market i want everyone to participate in . thank you. Mondo i have a video i would like to show you related to all of this, making sure that people have skills that are relevant from the very, very earliest ages and i would like to introduce reshma and ceo ofe founder girls who code. I hope all of you have had an had a few moments to see the girls. I know Prime Minister trudeau spent about half an hour with the girls. At he is really into it. These are young women learning how to do computer coding to solve realworld problems. We are long on this where we are partnering with microsoft and girls who code to teach Computer Science and every Public School in every grade starting in kindergarten. [applause] a great thing. And i have to say, especially with three of us women here on stage, it is great to go down and see these girls to rid they are the face of the future.
