Good morning everyone. A little earlier starting time but hopefullywe will get on earlier today. We are here today to consider each are all is socalled action and Landscape Health goals this rule would devastate local economies under the is the pool only further this administrations rifle preservationists and half the Us Population lives within one also be out families on access blm lands were reopened, Outdoor Recreation, timber production for these activities are all part of the blm will use sustained yield management which creates hundreds of billions of dollars in sustains 783,000 jobs now the this morning to open multiple use and in the western way of life will be to lease land you defined conservation leases, you said traditional will use skype designations of new areas of Environmental Concern the greatest concern is how will uneasily change the way areas and sustained mandates that a concentration for use with policy Management Team 56 also notes thereby bypassing congressional authority. Blm is this socalled 10 year Conservation Police to address conservation of the rated landscape and one of the problems with this is blm seems to preservation is the same conservation its certainly not this playbook is not new form of iron in his nose he will decide their policies are classically atrocious you all the initiative which was rearended the number of you find old the proposed conservation rule is by and it fails to even define they consider conservation permissible under a conservation lead while the definition goes so far as will activities this is in itself letting as many members of the access federal land which was short by the addition be excluded as a lifelong hunter and fisherman im deeply concerned this will have devastating effects on the door recreation econ which depends on figures and guys. Cool space landscape be temporarily close to access yet remains silent on how long these closures collapse being the American People that the blocks from accessing his conservation lease for the majority or entirety of the lease term are from a staff aggravated blm these and many other questions yet the agency has been toget answers and visible. We hope three hearings where members have been able to engage with Agency Officials on mobile including secretary then haaland witnesses have shared their opposition members expressed concern about the blm itself has only about three in person listening sessions on the role in densely populated cities denver, albuquerque and reno these areas do not represent the impacted communities. The agency also failed to respond letter i sent with my colleagues asking them to extend as period on this will hold more in person listening sessions this is where advancing hr 33 97 which would require the director to withdraw this devastating role prevent the blm from issuing a substantially similar rule in the future forward to hearing our witnesses definitely wind this legislation is so critical to push back on overreaching regulation. Citizens in rural areas across the less deserved matter of blm harvested bureaucracy really would like to thank governor christie noh, having served on the more shes now soft, as we all know traveling to dc to testify is in subject is great to hear from the real world where these policies will have devastating impact and i look forward to hearing of the owners and with that i yelled back my time and recognize the Ranking Member haaland class appreciate the opportunity to talk about blms newly proposed public lands will even appreciate the concepts with which this discussion is happening the proposed rule is long overdue. As an update to how we manage our land layout the policy, blm is the mandate to manage our platform uses in a way that will best meet the present and future needs of the American People to make use of our future no passing conservation ismultiuser equation. Fortunately conservation has taken a backseat to all other uses of mining, oil and gas extraction. These other uses of long people access as set as it lies and expectations. Conservation does not is important to see the by an administration restoration will the proposed rule establishes a framework to promote restoration, provide for responsible help out the landscapes as it stands 90 percent of the land into commercial the is not backed up for drinks, if you lose areas where americans, fish, bite or progress. Many of the agencies around jewels are found on the acres of Natural Conservation land, areas that national sandstone Desert National monuments in my home state. Considering these special places is not a radical idea, but the American People want your after year the state of the rockies bowl shows a majority support increased conservation is important to point out the is responsible for managing was already personal and archaeological resources asked by local communities will support conservation of their Ancestral Lands is way past time we start listening to those rules is not just does just that to create an opportunity for the time to incorporate feedback on the role of the vision of ecological knowledge and outline out the administration submitted to the running of 25 kilowatts of Renewable Energy on public land 20 i the proposed rule by creating a new mechanism to her on public land is a proposed rule will help blm establish balance will best meet our present and future needs revealing this will praise is as Global Sustainability burden of which our future generations will be forced to bear. I look forward to discussion today as a guest, mister chairman. Ranking member of the download which consists of representative john kearns from utah isabel sponsor and i live in paris buying five minutes on hr march 3, 1997. User during for holding his hearing and harvesting was witnesses for being here im sitting here on parttime and nicely there is one member across the aisle the this meeting and to is here and now this is the same question of those in the east coast would like to come to the last toss housing as well as what that easy that for decades and decades and decades, the appeal of utah have managed these plans and responsible way are better mister ranking number one definition. Nothing of this definition for land use off little tries in this land and now we have east coast in my district are the last to fly over it underage california tell us that they know better than you how to manage these lands is simply not true based on a fact that yukon sees lands out and we, ill be taking care of them and house recreation withagriculture , with extraction, with the many duties in this area. First of all i would like to go on record and say that in the last, we know are better managed these lands and have done better days and decades and the bureaucrats in the east coast and dream of my district, but all of my district is for 90 percent federal lands and forecast. 90 percent of logistics doesnt get property tax doesnt have the ability to manage their own land 90 percent our state is 60 percent inour witnesses have similar percentages. And yet people from these have never been there want to tell us how to manage these lands and what we can do with this land and i will say decades and decades environmentalists in the world who by the way they need to be called environmentalists, farmers and ranchers are have been taking care of and preserving and protecting these lands. This rule undermines our real conservatives, conservationists like farmers and ranchers who keptlaughing. It will increase the likelihood of wildfires. Poor management of these lands will increase the life of fires. This will increase our Food Shortages and our energy shortages, none of these things are good. Let alone the United States but only the last. The field of this designation is critical to our management of these lands are german witnesses in worrying here through the course of this hearing today will understand truly manage these lands to preserve the air of our beautiful resources in the last with that misterchairman i yelled my time. To about two hours of witnesses and gordon open ill just remind you that under the rules you must let rolls into five minutes, your entire statement will appear in the hearing record and in your testimony press the on button on the phone we use and lots and when you begin a lot will turn green at the end of five minutesthe loss will turn red. I ask you to put your stigmas if you do so at that time. I would like to introduce representative johnson from the state of southdakota is reserved for us. I think we all know a lot of politicians who will be whatever you want them to be the political winds changed they will change the artist thats not proceed on know your work on time. Ive seen her at the scene were set decisions and time again i see her decisions not on the basis of what would increase political comfort what would better serve her office you guys percent of paradox that will you make those decisions, and of becoming a popular thing they way she has led Public Opinion that way she has a great decision state that when she has been a great leader so that you may only show up just a right by saying this im the only member of dizziness, thats risky nolan and shes my daughter. And you are as is an arm of the year i was ready for some kind of something and to respond to thank you for that is enjoyed watching you sir. So i appreciate all your service to our state and people. Thank you, good morning chairman and Ranking Member or members of a minority not all of you today is that staff just gave me my old nameplate from as me when i had the chance to serve all of you which is incredibly specialty up here today use it except for i dont to sit where you said this is not a decision i will get a chance to make this is a mathematical authority and you today i sit in front of you as the owner and asked over our and rancher someone who recognizes the depredation that if this rule would go forward would be on our people. I remember vividly my time serving here on this company and i remember fondly working with many of you who sat on his name with me as well and good work you are able to do in preserving our Natural Resources. Today at of the great state of south dakota want to direct my comments to a piece of legislation you are considering are 397. This would require the director of the bureau withdrawal rule Conservation Landscape helps. This rule is not many highlights reaching an elected bureaucracy something to perpetuate rival Environmental Policies they ignore stewardship practices that have been this on our lands generation allowing will uses to say that people in my which i presented today. Mister sharon i made several specific reasons why this will be so devastatingfor our staff. I think it is impossible for them to forward this to responsibly conserve our land. I encourage all of you to read that actually in addition to testimony i signed a letter with the owners of utah, idaho, nevada and my friend sitting here with me . Wyoming is a voice and always concerned with buying and associate director on this proposal let me where conservation is just a theory is blame you for many generations. I was raised by that was in the upsell lands because god not making a more land from the time i was a young is to him well and the immediate ground conservation practices management decisions. Either the Scientific Data and Research Want to operate on i also learned why he cares so much working life just a job as a culture only preserved the work is just injury but also remind us of the Natural Resources that were not grew older i learned more of the importance of keeping all areas of our country to stabilize the economy every part of our mission is to reduce the cost during a difficult time. Counselor was to be energy independent,s admissions and 30 was elected better elected a fellow rancher s name was larry rose and to our knowledge about her in the history of the nation both spent our lives from culture to understand as well as anyone farmers and ranchers. Our land customers. We present it to pass is branches. My experience in business and Office NationalSecurity Issues as reaffirmed my belief is in the United States of america they never need to fire a shot to the customer. They may not need to. Theyre going to be surrendering our freedoms by becoming more dependent on them for our needs. For gas, oil, medicine and more. Supply Energy Supply will cancel us and freedoms will be gone we cannot allow this to move forward and stops for a stop and independence. Youre the 98 percent of the lands are raised raising is an Conservation Strategy in the old 76 active producing wells 6000 7062 acres. These figures are recreation and including hunting, fishing, hiking and more and we must maintain a access in order for these lands to benefit both south dakota residents and visitors that i am smart and i realized im time you can be successful that much more i like to share today on buses is wrong with the school and why it is worth, the is it, the unnecessary burden stops the number one concern for the is that conservation is already incredibly a part of every single management Practice Patterns on the last to create a medicine such as an conservation lease to be bought by thirdparty, not necessarily in our own country and give authority over these lands is dangerous , not dangerous, dangerous to our economy and energy independence, reducing our own and is dangerous to america. You are writing this legislation that mistersharon i will yield. We will have the time for questions. We will get to delve into the details of your testimony even more. I now recognize that only two issues are second you will recognize. Its so wonderful to see both of you today. There are a lot of differences between washington dc and wyoming a lot of them is traffic you notice that . I apologize for the a few minutes late is wonderful to see both of you here today is my honor to introduce some of the great daughter mark. He grew up family ain understands first and the difficulties dealing with overburdened federal regulations. He is an experienced service as well treasurer from october 20 fall january 2019 and he was working as hard as our allergies here in the interests of many farmers, ranchers, creationists and have been left out of the conversation on the socalled landscape rule imposed by the blm this rule is either conservation or Landscape Health. It is about control i look forward to going to incessantly in that regard those of you consider this will be a great conservation effort with minimum impact to listen to his testimony understand the significance of this proposal will have on land and many others if we dont do anything about. Thank you for being here today and im. Members of the committee, is wonderful to be here today. On behalf of the people of wyoming as our rancher outdoors and conservationists let me thank you for this opportunity to share my support for hr 23 97. Is my opposition to the bureau of last was Conservation Land usual more than 40 percent of wyoming is federal service is the pencil is substantial managing 18. 4 million acres of public land , and 42. 9 million acres of federal mineral estate is 29 percent of let while in service plans, and more than west virginia. Well. Writers and teachers and all interview to conservation in concert with all his principle of federal law and vietnams existing wyoming routinely lacks personage and forecast option second production on offshore federal in 2002 7 and a half million tourists visited the quality state Service Spending 4. 5 billion, glad and recreation contribute substantially wyoming sector raising on public lands is the dedication to search on the land while supporting a domestic food supply members of the committee, wyoming ranchers are as use of the public lands and work well with agencies on raising issues from my rash was recognized for excellence in range management by the society for rash management is lies in core habitat in 2014 my life and isolate with the others when we sign the first candidate conservation assurances within then secretary of interior jewels will she said we have going on here in wyoming but the example of state and private land owners working in cooperation with multiple federal agencies these systems in perpetuity. Mister sharon, my point is not what weve done conservation but the fact that wyoming ranchers Industries Working are conservation minded and thats true throughout the last and worst of tables, conservation means this as much as it does protection. Wyoming people respected the importance of conservation from the early days of state would be established admissions game and fish agency respecting private Property Rights wyoming was one of this first state wildlife migration partners. Weve managed admissions population of greater sage grass because we havent asked how to simply put, if theyre not broke dont fix it. The best solution is to choose to rescind this rule. I question the need to create a separate conservation. Land grant policy and is required for full consideration of multiple uses federal land as directed by congress not the whimsical installation of tdc. Over the past land that there are pressures to resume and perhaps is not the bureaus role is up tocongress to write the laws ,not the executive branch. This proposed proposal wallpapers over federal which seeks to conservation on single use the land while advocating the answer responsibilities Data Management practices across two 45 million acres and without preserving Stakeholder Input. It hits uses of against conservation and gross mischaracterization of. Wyoming stands as an example of how antibiotic and recreation are not mutually exclusive. Wildlife management moreover is the responsibility squarely within the authority of the state, not the federal state agencies accepted managing fish and wildlife species yet this rule seeks to circumvent state authority on your extension collaboration that are state agencies do already with the blm office that the synchronization value is the relationship we have wyoming the staff as it seems so long to spurn valuable on the ground stakeholder knowledge and the ability to work with local partners to craft a useful way for one can only assume from broad sweeping statements on this rule it was her and agenda rather than management of public works in the language is an expense on the blm that are arguably unconstitutional. This is not a trivial matter. This rule lands are managed and threatens the essential economy that my state and our country. Therefore i urge the blm to reconsider conservation of landscapes proposed rule and reiterates support for Representative Services bill 397. Mister chairman and members of the committee that you. Thank you. Thanks to both. I was thinking how blessed we are to have only used on letters from western eighth year to ranchers and true conservationists. I know the conservationists when i see one see two of them know what theyre talking on this table today is that people questions never will have five minutes. I recognize mister couture for questions. Welcome to the panel, we all have things to do daughter gordon , does wyoming participate as far as rules funding for taxes and can you talk about that and how that fits into your budget when you put together the budget of each year and thesource of that funding. We shut down production so much, that was roughly a third of the states total budget, incredible hit to local schools, school kids and incredible hit to them. Given that, if you have the option to govern your state and surrender that budget, what would you prefer and that dynamic control the city of the land we manage that land for federal control and restrictions or rely on the ongoing funds. Mr. Chairman, representative, i as treasurer have the opportunity to experience what happened when congress can institute this and as a result i have recommended the Data Collected royalties and distribute 50 the federal government rather than the other way around, not being able to come back in whatever particular circumstance so to answer directly, id rather control our future have it controlled by i would like to say for the record, i wish there were more of my colleagues on the other side of the aisle here because most of them come from dates identified as the governor pointed out, the amount of federal money they contribute to the taxpayer paying, a lot of it is exported to the west in the form of srs, it is a lose lose deal because those states are sending that money to last and those of us supposedly receiving getting the short end of the stick because we cant depend on it, its not predictable. You lose the ability to control. I am less familiar, i am right next door. However, i know mr. Johnson really well, ive been there but he gives me all of these rave reviews. Given issue with wildfire . We do but the National Forest is known as one of the best managed forests in our country. Its one of the last successful operating industries because utilized mechanisms implement in the last bill i had a chance to work on when i was here in congress. Allow us to manage forests in a way many people hands were tied in other areas of our country so we are deeply challenged what we see, cutting cubic feet we can get. The last made false assumptions overtake a third of what it should be and it brings risk to our state. We worked extensively training the board of service to revise and reit use real data to come up with what we could go out to utilize this but this is the story. Weve got bureaucrats making decisions and what its doing in the black hills is the redline. The management black hills age the fight against wildfires. It does. Weve been able to go around the federal government, weve been able to get through rules like this one being proposed to cut through that and do more than others have been able to we see that going away under the Biden Administration. These forests are heavily correlated with people and communities when you have a forest fire come through, youre getting erosion and waste of dangerous chemicals released into the atmosphere. A person was environmentally minded and conservation might, they would allow that. Amount of time but that is a thoughtful answer. I yield back. The judgment from arizona. Thank you. This hearing is effort to undermine the mandate and existing one out to it but this would limit future rulemaking by the agency. 4. 1 million service and 17. 5 million observers thinks its important lookout for the future by limiting future rulemaking. It is important these decisions be made based on those impacted by this rule. Todays hearing falls short on both accounts. Also contact the committee states in south dakota or other states, its our own governors. Im not surprised many people here have not bothered to have other. Im not surprised weve not called other records. If we cant agree on assistance of climate change, productive conversation will be a lot harder emphasizing witnesses and have expertise in the issues we are discussing and i yield back. The chair recognizes the gentleman from california. Thank you, appreciate you both for traveling and bringing your expertise dealing with vast majority spaces of federal land in your state. The proposal says conservation leases are not intended to provide a mechanism for better uses such as mining, recreation and existing operations or state or tribal land use management. However, the penetration determines use such as Energy Production and the uses would not be allowed and could be riveted indefinitely even after the conservation lease which is locking up the lands indefinitely so we pretty much have a de facto National Alignment for wilderness area, do you believe this is the ultimate goal . This proposed rule allows them to look at the public access, from utilizing it and no longer being able to hunt and fish and engage in Outdoor Recreation for mining and grazing and all activity. It creates a mechanism which i will remind you theres no authority to do this. You are overstepping your authority or blm has no authority, congress has the only one with authority to establish Something Like a conservation lead which can collect fees to prioritize conservation over all other activities. Blm has no authority to do what they are trying to do today. Theres no consequence for violation of these conservation leases as well the punishment of the rules are not followed. Whats interesting is there is no guideline on who can purchase if you cant. What to prevent china from coming in and purchasing conservation lease on federal land . Therefore having control and authority over them. It also allows blm to go around the process, i am a big believer americans have to follow the need for process in the federal government should have to follow the need of process. Everybody treated equally under the law. It is burdensome, it will shut down Economic Activity in these regions of the country which facing inflation and stagnation we are seeing keeping productive areas contribute to American Energy independence and food supply is critically important so it is ill advised and what is interesting is watching how they allow bureaucrats in d. C. To make these decisions under this proposed rule and taking the authority from the local offices because i think governor will tell you and i will tell you, we have good relationships with local blm offices because those people do live there and interact with people out there working on practices on the land. This will change that and takes it away from local authorities and moves it to bureaucrats within the agency at the higher level. It is apparent to me when i do fly over country from my home in california. Dont do that. [laughter] i will consider it crosscountry especially at night, once you are west of the mississippi, theres not a lot of lights down there but i do know theres a lot of problems with land already managed by blm, not having a lot going on so i wonder both governors, how do you feel the record of Land Management or services prevent fire . You mentioned black hills there. Should we give more responsibility . Thank you very much and i will give you an experience had recently in 2020 called a mole in fire. Have been long before, an area with burn scars before as well. Is also wilderness a little bit north of the colorado boulder. We had a serious fire with dry conditions and because there was so much timber, the fire was almost impossible to put out. It burn for quite a long time and heres the thing. Where it entered into timber sales that had been harvested for places that had burn scars to fire, the fire was able to be kept at bay. In places where there were forests and it was the wilderness, the fire escaped. This is similar to california. Chairman and i and others have visited, you could actually knock the fire down, it actually works. I yield back. The chair recognizes Ranking Member thank you very much. Thank you for taking the time, this is the witness today. Welcome back. Its been a few years and you can see not much has changed. How best to prioritize longterm republic plans and never struggling to find Common Ground on these issues which should be i would hope, a bipartisan initiatives. Both your states like states all over the country are feeling the effects of climate change. Catastrophic fire and wildfire year after year record high temperatures just to name a few. Important steps to come up a proposal to balance the use of public land and durable conservation and promote resilience and landscape. These are outcomes supported by a broad majority of americans and as i highlight in my opening remarks, they are outcomes supported by communities across the area. A proposal is an opportunity to break and management and thats why i believe colorado, california and new mexico are advocating for the rule. A couple of weeks ago commissioner testified how significant improvement and an update to the management framework for public lands. Its a sentiment echoed in the letter sent to the committee by the California Natural Resource Agency which i ask unanimous consent to enter into the record. These two states have more acres of blm land so there must be more as a matter of perspective rather than scale or impact. California and new mexico have critiques, they are engaged with the administration to ensure their concerns regarding the proposal to the final product. Theres an open commentary so plenty of time to register and work with the administration. The rule itself is not long, it may shorter than your written testimony for opening remarks. My comments today are to encourage, work with the Biden Administration to improve this long overdue update. This conflict is not a conflict, its reality and public lands should play a significant role in private mitigation building up resiliency for our nation in the longterm and for the future. This rule is looking beyond the immediacy of the moment and the tools i believe is important as we tackle what i think is the critical issue before this committee in congress, which is climate change. Thank you and i go back. The gentleman from desoto. Thank you, it is great to see you. Welcome to the fourth Administrative State where unelected bureaucrats make rules that affect us all. Oftentimes in a negative way. To me, this is oh way for federal government to take chunks of land stop development. In minnesota we have the biggest aqua find in the world. Trillions of minerals. They remove to 25000 acres, this is what they are trying to do. We can talk to these hearings, this administration is going to do what they want. I never thought i would have to both defend using gas stoves in homes and across our country but we did. Last week the army corps of engineers removed a water permit that they gave just four years ago. The ep committed this for the First Time Ever in the history of this country. Mr. Curtis talk about western states, i want to add these days as well. This is happening in minnesota and other states. They would rather push this agenda and allow American People to live free. As government expands, the contract. As governors, you are seeing that in perspective states. I believe another rule and a tool for this administration to assert control and take away our land for the people of this nation. Mr. Gordon, the testimony you shared with lack of Stakeholder Input the Biden Administration considered, if the blm listens to your constituents, what do you think they would have heard on this president socalled Conservation Police on federal leasing . With a fear leases with conservation leases or utilize conservation leases strategic logoff for pended activities . Thank you, mr. Chairman and representative, very good question. It is interesting no one thought to have a field hearing anywhere near my state and as a result, that testimony is not a loss. One of the Biggest Challenges youve mentioned his lack of consistency and desire by the federal governments to control the future of this. Wyoming has a variety of blm lands and of those are put into conservation leases, it could affect the way we operate. I would submit to you that it will. You can break families on the ground for generations and heres the deal. If they werent focused on sustainability, if they werent focused on conservation, they wouldnt be in business now so it would be an irony soon to say we are going to make the backs of rangers in the conservation effort. An important part in your everyday life living in south dakota. You mentioned in your testimony built figuratively and precious public lands. If the rule is finalized and blm gains this tool to weaponize federal plans, what effect will it have on your estate economy . Thank you for the question, it will be dramatic. What is interesting is if you read the rule and analysis on the rule, they have done no economic evaluation. They have declared this is not a major rule, it does not impact 100 million of economy yet if you keep reading through the rule, theyve done no analysis and have no idea what the consequence will be. What is also interesting is there is lack of Environmental Data as well, they dont know how it will help and made no attempt to find stewardship of the land will get better. They openly say there will be Public Interest that do not follow through on that. Other than the ability to make, which i would say and they are in figure six it in my World Everybody matters. You should listen to them especially if they are making a living off the land but you have the record for many associations of people that engage in recreation and the Cattlemens Association and many more that have made comments so i encourage you even though they do not connect hearings because they dont want to hear what they have to hear, i would say look at the comments for the formal record in this role, theres some mechanisms to allow them to stop the federal record without public input at all so its another overstepped promises years ago they are trying to do away with. Thank you very much and my time is up and i healed back. The chair recognizes mexico thank you, mr. Chairman and thank you for joining us today. With my dear friends across the aisle, proposes the beginning of this hearing, a bunch of bureaucrats the action by the department of interior and remind my colleagues the secretary of interior is our nations very first indigenous cabinet secretary family lives in and has been from new mexico for countless generations and i myself am a native new mexican. I was born in rural new mexico where my dad worked in the oil field and my mom worked at the san juan power plant. I wrote working the land with my hands working for my familys Irrigation Company and i support this rule and the reason i support this rule is because unlike what we are hearing this morning, the rule will help us manage our plans in a more balanced way. Its not going to cut off rangers or what and gas or mining, its going to make sure we are adequately balancing the needs of conservation protecting Cultural Landscape and ensuring we are balancing that with resource management. I say that as somebody from the state in the west that is an oil and gas state, a rural state, a state where our communities depend on ranching and where state revenue predominantly comes from oil and gas from those lands and our state has committed a similar rule and not only did not come into the revenue of this space, we seen the largest astronomical growth over the last several years in new mexico ever in the history of our state. This year we are on par to see the largest growth in oil and gas revenues after incrementing a similar rule so i find it very upsetting when i see the resources in the body of congress and is being used to put forward narratives and misinformation in my mind is intended to scare the American People because it is simply not true and much of what i heard, it is not true. About balancing the needs of our public lands. If we want to talk about bureaucrats misusing public land, i do have to note with respect but was brought up this morning, it is safe but similar, sacred to Indigenous People and political sue people as long as places like Mount Rushmore and the former President Donald Trump used for a Campaign Event with one of our witnesses on these sacred Indigenous Lands is a misuse and possibly illegal misuse of our public land and as we know the former president this week was indicted on 37 counts of illegal behavior including under the espionage act so it is so fine points to make in the city to claim the strength bureaucrats are caring westerners about misuse of land when the front runner in Republican Party is indicted on 37 counts of illegal activity and misusing public lands so i take a lot of homage with the conversation here this morning. I do want to say its important we follow the signs and listen to our stakeholders across the west and listen to our indigenous communities and listen to farmers and ranchers who are stewards of the land, of course they are. We do work with industry and those using public lands or revenues and extracted activities we all benefit from and we continue to ensure integrity of public lands in the west. Its also important to maintain the integrity of his body and use resources to tell the truth to the American People and make sure serve our role as stewards of his body. With that, i yield back. The gentility yields back. I want to illustrate this is much longer than probably all statements combined made today and younger than any letter sent in without objection, i want to enter this into the record. That was not the call of vote which is expected to happen here soon. We are going to go to the sponsor bill and you are recognized for five minutes. I would like to explore fourminute this relationship between states between federal and and the east coast and perhaps my colleagues understand this relationship like both of you, a large amount of public land, 42 just for blm, 60 over federal land and there were no hearings in utah on this and i think that shows the heart of the frustration of those of us in the west. I was on this committee and watched efforts to move the blm to the west to successfully start it and pulled back and i am saddened that wasnt completed because like both of you, we have great relationships with blm folks. We meet with them frequently and they understand our perspective so its not an anti blm sentiment from us, its more people who have not been to our states who wont come to our states and the degree of hypocrisy. Governor gordon first. Thank you and the good congresswomans testimony somewhat offended me. We invited secretary to come to wyoming to do a couple of things, to meet with the Wind River Reservation which was a long conservation standard we have worked closely number of issues since the site is for oil and Gas Companies are doing remarkable work for jesus said to the National Park and it is frustrating when people arent willing to look at on the groundwork. A great example where they are amazing amount of emotion. The other thing i am particularly frustrated about with lack of hearings and process is we have both Governor Polis and i, hes a democrat, have written and said can we use a plan to control Invasive Species . We have yet to see them approve the use of the chemical which would help with grass and other things. It is ironic because usda approved epa has improved. I got a really important question, this will tie into the. The congresswoman is wrong in virtually everything she said. I think theyre trying to cap a narrative we dont have all the narrative and we cant work with local offices. We can. The same yield as a mandate in the federal manage act. What is interesting is is the second largest producing waters that we are regularly in the top ten states in the nation so we are very conservation minded. Both of you lead into the question i want to ask right now, hypothetically change this and make it outcomebased, you get to decide the rules of the road and the outcomes we want to produce. We want to make sure these plans are protected and preserved and recreational opportunity and make sure is done appropriately. You get the terms of conditions, how many of you would like to compete with those terms . We beat them every day of the week. That is the reality, we have less bureaucracy, we did all of these accomplishments without mandates. South dakota doesnt go out and mandate practices in taxes to Fund Government programs to make it work, we do it in partnership with conversations, honest working relationships for people who live there and recognize the plans. This tension they feel from us but they interpret as not caring about the land but it is more please tell us you know better than we do for decades and decades, hes done a fabulous job of this and i wish we had more time to explore this relationship but you spoken with. It outcomebased rules. The one thing governor mentioned is this rule tramples on states rights. We make regarding wildlife and how we operate and give it to the federal government, it is about that.
