Boston. A live Gubernatorial Debate oneonone with Martha Coakley and Charles Baker here is our moderator. Moderator good evening two weeks until election day we have 60 minutes to get your vote. Deleting we can tell you about the format it is the candidate of a discussion for governor and feel free to talk to each other as often as to like. We appreciate you joining us tonight. Shelby . Teeeighteen you both have plans but youre working in the Public Sector so how to do this with the private sector . Coakley it has been important in my experience of the private sector of regulation or energy costs for health care cost. And i also understand to spur creation to work as a partner with schools to provide with the economy and one of the difference is between the two of us we keep those jobs going also with the work force. So people have the job skills. Baker the big issue redo face is jobs everywhere rigo. It is clear to me some parts of massachusetts are doing well and others are in demand for the Economic Development plan focuses on those regions and communities but have not done as well as others that is why we talk about building an economy with jobs under already in massachusetts that is why at the emerging Technology Center it is a great Publicprivate Partnership between the manufacturing industry. Id has created a virtue circle between a Higher Institution that provides research and Product Development and expertise that want to be here and great for kids to go through that school when they graduate. We should do more of that defense of that is what i have a plan to do that to space what is happening in the schools already with curriculum to make sure over the next two years we will build an economy from the ground up that is sustainable to invest in the workforce. Moderator the shutdown and operation that cost 1200 jobs so the same question why should people have confidence that you could create jobs . Baker that program was in terrible shape when i got there and theyre proud of the fact we managed to rescue the program for also associate with many other Health Care Organizations as well. By the way when we signed that contract we outsource those jobs and that is our the vast majority of people continued to be employed. I am proud of the factory save their jobs even with vanguards the premier Health Care Institutions and then had to make tough decisions. Is through the rhode island marketplace. But everybody we owed money to got paid we continued to serve and everybody employed by us who lost their job either got a job training or Technical Assistance in the vast majority were hired by somebody else. Coakley she says you only tax the most critical . Coakley that is fair. Why does a good manager take anything off the table before taking office even revenues . You raise premiums pretty dramatically to help you achieve your goal. Baker growing the membership by 40 percent and i made it the number one carrier for the country seven years and in a way. I think it is important to send the message to Small Businesses many who feel they have been nickel and dime to death. Which is trying to figure out how to pay the bills we have to figure out how to pay the bills. Next month families and businesses will deal with a 40 increase of energy costs because the commonwealth the governor and attorney general who is close to be the advocate did not do the work they should have done that we knew we were taking three coalfired plants out of production which is fine but there for to build additional capacity. And with existing pipelines that is a Pretty Simple process. That is not a tax issuer. You are talking about taxes but the rate payer advocate. But the National Grid to make sure none of those costs were passed along. We have, lot further along with Clean Energy Technology then we would have thought four years ago. You cannot take this one season to say we have the energy efficiency. Guess what youre talking about and over 1 billion of new spending. The number of people say if you pull up the numbers you have to raise revenue. Baker and i will look to those it could afford it but give us some examples that you could do that without increasing on the middleclass. Coakley with the no new taxes pledge what were both talking about i have been straightforward i think in order to move forward we need to invest in businesses and in our kids and was Workforce Development otherwise theyre missing that equation by charlie proposes these 300 million a tax cuts may be 600 million according to the boston globe. We will find that money somewhere. He also talks about the things the Workforce Development. With the best thing since schools or building bridges why i support. What is the increase the burden . They are the top to. How to do that . Coakley that is what we are working on. Every four years someone says they will raise taxes on the middleclass we have heard that over the last seven years. Sales tax and middleclass. And all this on the middleclass. That is why i said i will not raise taxes their strapped already the last thing they need is another four years to be a nickel and dime began. But talking about the tax break and hundreds of millions of them they never revealed what they were supposed to to create the jobs. So with that legislature i think what we ought to do is a manual review of were getting what we think we are supposed to get. That is worth doing and i would do that as governor. Coakley totally. We did think those businesses of that. I dont support those that are undocumented the main reason know when can explain how you can document or verify someone who is not documented. And with so many people still fundamentally we need washington t deal was a question set the local level could feel the how to deal with it. In conjunction with mayors and other local officials that the people that live that the local level deal with the hard reality of a broken immigration system. But it works not to fix it. But were not doing anything. And said i with the gannett but now moving to a new system to realize they dont have the birth certificates this is the appropriate time with a medical emergency at and know exactly that we have to address this issue for Public Safety. Instate tuition are you for it or against it . Baker i do support the order because in my opinion we will get instate tuition subsidized by the taxpayer. But it is in no for the other. But those were you can with any of with instate tuition. To basically save the people that can now work here to access taxpayer funded. I want to extend that and then a young woman i can the four years i want to get a job. Now lets bring in the boston globe question. Half a Million People in massachusetts are not citizens of an able to vote half could not bow and a casino referendum because theyre not citizens so what would you do about it . Baker you need to be a citizen to vote. I come back to what i said at the beginning of a conversation both officials the issues associated with the federal government will deal with the immigration issue to make these people uncomfortable it makes me nets everyday to feel that they cannot address this. So the reality is that it falls back on the states governors with the absence of leadership from the congress. So what do you do . So a huge number we dont get to vote. Coakley that with these services i think there are some requirements but we have a lot of president s better here and will be here. The darr not doing what they should statement as a non citizen as the legal resident were legally here. 8q so much. [laughter] as that we have gotten a little hot wired over the last decade. [laughter] then with that decision but it does not matter in massachusetts. Because the supporters made a big deal about this. No ha bailout the issue basically i am over thinking it the floor that problem for the women in massachusetts slid as possible to make it possible and then have access and following that recommendation and will always support full benefits with services. You pleased with the response from every neighborhood men and women how we create more jobs and build great communities and bring balance and bipartisanship. That is a response we have gotten from everybody. Is a campaign. But i fully expect. [laughter] by these people going to let me have it. ; me ask you something is everything in his record that the jury to believe . Coakley no. The not accusing him of being sexist he has done great work and has done a good job but the real issue is hoodoos cq we work with and who we champion. But it is not just that but i have been very much involved in these issues because of the girls and women these are what i know are real issues. What is the one section of this campaign. Baker i care about the numbers that is the single biggest thing that drives me up the wall. My entire professional career has been about people. So i did do it for the numbers but to help the people i did not spend eight years in the administration for the numbers but to help the people. With thousands lose their jobs and millions Lose Health Care coverage we need to figure out to fix it. To meet it has always been knocked about people. But it doesnt matter with the 3 million budget that out to say you dont care about people. Coakley so i will put my record up against yours i am not criticizing what you did that i think it shows that your salary goes up that in my lifetime as a prosecutor and attorneygeneral always make a decision to not lose their jobs. There were outsourced the people are represented from health care. We can debate but it is about the value. I am proud of the work that we did in the 1990s creating and building a communitybased Health Care Delivery system for no one that was in an institution those places were not great places to take care of anyone. Many in that Community Supported much of what we chose to do during that period of time and as we sit here 20 years later you dont see them now but a good piece of the work structurally to put in place and those solutions are exactly the way the system works today. Coakley but that is the piece of that but assume we want to keep people lot of the institution but the missing piece was providing support. 700 workers lost their job and 60 went to Outpatient Services provider market in the District Attorneys Office at the same time i see that uptick for more Mental Health problems because we did not take care of them spin if there is a misconception about you . Coakley that i had worked years to overcome that we have another question from a reporter at the boston globes been recovering to see new shoes the past three years the casino law survives a repeal challenge on the day you are elected then others will be likely to open during your first term as the governor of massachusetts with the casinos . Tel much casino and gambling have you done personally it life how does that inform your policies on gambling . [laughter] baker i only do black jack and have never done well i said i would quit my day job become a professional gambler then i gave it all back the next day. But i said all along i am a big fan of one casino i would prefer just of the state of connecticut they miss out not even to build one but there are a lot of people from massachusetts who enjoy the atmosphere and hospitality and restaurants and all the rest. By a voice said one casino made sense. Coakley i am not a gambler. But let me tell you. What i have done because when this first appeared as a proposal we did not have the Money Laundering statute the new jersey and nevada with trained oversight around to everything from Money Laundering to organized crime so as attorneygeneral is to look at what we have to do a massachusetts to maximize the economic benefit. Both of you have said that you would likely look at the springfield casino. Baker if the voters turned it down it is in the votes. Awad this question is on the ballot i think it should have been from the of beginning if you collect the signatures to go on the ballot. But i am pretty sure im doing a candidate that has an interest in springfield from right before. It is a 600 Million Investment it is the innovative model it is a casino then they build the streetscape to rebuild part of downtown with the of hospitality and restaurant and retail peace and it is connected to the civic center so mgm is the player to bring the entertainment venues. But i think having a conversation about it at that point of legislature could say no. Coakley but looking at this Economic Development from the industrys image were halfway through so we will pick up the pace. More is better and lost from the lottery by far. If we have three casinos and a slot parlor are you troubled by the fact we have is increasing huge reliance on low or moderate income people who were on state and local services . That is one of the reasons im against internet gaming and have very strict consumer protections. So there are consumers projections. Baker that is one of the reasons i support the bill. I cannot imagine but it has a huge impact will lottery is a big supporter. Best lot farther and casinos will have an impact. The others hospitality and restaurant and retail and entertainment the dollars that people spent keeps that springfield project interesting apparently there is not a lot going on. With talk about a judges and one judge after another has jail time after he murdered a lot of us thought that judges are getting tougher about repeat violators but now we have another one to get off with no jail time even after he dried his girlfriend with his car. What should happen to the judges . Should they retire or should there be something . First of all, we have made changes because we make sure there is more information and frankly judges should reduce some of the decisions they make. There is a review process they have not made public and we have said this for years. Obviously it is not the reside the right result. But it happened again. I understand to unveil but this is minimum sentencing. We have sentence guidelines and the ability to appeal it to get in front of the judges. To review five weeks certain makes . Who does it . A democrat now it is done by the courts with litigants and they have not made that public. Should day . Budding cases like this the results appear to be not sufficient for Public Safety with using . Baker first of all, we made a series of recommendations associated with the wake of the case and one of the things is to hear that court system is has to be part of the game plan with for five different judges people behave like it is their first trip into court so the judges can make informed decisions about everything. I have no problem at all and i think it is a good idea. Neither of you though have talked about adding more money for the agency. A federal judge recently said that the primary problem with dcf is a budgetary shortfall and more than anything else. My question is do you think you can fix dcf without adding more money . Baker i supported the governors proposal for dcf in this past legislative session both the social Records Technology and for a variety of other pieces but i also think their management requirements set out to part of what happens there. I made reform proposals when Jeremiah Oliver case that tragedy broke earlier this year. I think in many respects dcf has a very difficult and complicated job. In some ways they are dealing with some of the most troubled families in the commonwealth of massachusetts and the fact that the commonwealth had an opportunity to move toward fixing this four years ago when they filed a case which was a very compelling case against the department and the attorney general and the governor chose not to move to fix that but instead to fight it was a problem. Clearly borne out by what happened after that and in addition to that, and i have said this before, you have a terrific record with respect to advocating for children. But to have that case in front of you and to stand silently by while the state of massachusetts cut the department by over 40 million is a problem and showed a lack of judgment on an issue that was right in front of you for several years. Moderator martha do you want to respond to back . Coakley the case is so compelling that the judge dismissed it. We did represent the government and thats my job and i do that to the best interests of the children in the families who need to represent. Lets be clear about it. There were outside lawyers who are suing us with a onesizefitsall solution. It wasnt the right solution for massachusetts. I thought i better use of that money to give to the dcf. I do believe we need to restructure the agency. I have had a plan for that and i have worked for that agency for 25 years. We have an agency that has a mission to protect kids allegedly but its a mix mandate and they dont do it right. The pendulum swings. We need to change it. There are lots of ways and im glad youre advocating probably these changes while youre running for governor but you have an opportunity as secretary and under secretary of health and Human Services to look at case closer look at technology and revert to Million Dollars when you could have used it for the caseload while im working in the child abuse moderator is 30 million enough money . They dont have enough money and they have never had enough money. Coakley its not just about money. Moderator is the same thing could its money. They dont have enough money. Coakley we give them more money in the problems dont get solved because the structure of agency doesnt work to give missions to the social workers there you have untrained social workers who dont get enough support. Ive worked with horrific social workers and i dont mean to criticize them but we need to change the structure of agency and then we need to say with an increasing technology and charlie would probably agree with a to better communicate with the mission of agency is what the workers are supposed to do and hold them accountable when they dont use those measures. Baker we fought that case and the lawyer who represented that case on the other side worked in the clinton administration. She was hardly what i would call partisan partisan and family the way described that as you said youd do well is best for massachusetts. He shouldve done what was best for the children being served by the department. Coakley it was not settling the lawsuit by the onesizefitsall result that the lawyers wanted. I absolutely refuse, the brief is bipartisan lawyers in the city would rather give a lot of money to outside lawyers to tell massachusetts what to do. I dont think thats a good solution for manager and i dont think that is what the governments they should do. Moderator for the second time you have praised Martha Coakleys work with children and we have to play very briefly a snippet of two super pac adds. Most parents tell their children to have to leave the room. Lets watch a little piece of this. More than 50 children abused, neglected lives cut short although cut short although under the care the Massachusetts Department of children and families. Martha coakley knew about mismanagement at dcf. How could we trust her again . Baker heights payment is 100 raising rates an average of 3000 a year. Baker eliminated nearly 2000 jobs in his company while tripling his own salary to over 1. 7 million a year. Moderator very very quickly somebody who supports you the former attorney general says he did a great job. He say she has done a great job of children. I still dont understand. Briefly why are you not in the super pac super pac. Please take that commercial off the air. It doesnt represent my values. Baker i said at the time i dont like the tone of a habit i still dont like the tone of the ad. Moderator still having insisted discussion and the broken agency became in many respects at the time and through those 40 and 50 milliondollar cuts. Moderator it makes it seem like she is a slasher from one of the slasher films. Virtually everybody says that despite your criticism he let the saving of pilgrim. Coakley premiums went up. Salaries went up. That is the difference between the two halves. There is factual inaccuracy. I think that as its about dcf and not about me but suggesting that i said children were killed. Thats outrageous outrageous. As the campaign and i understand that unless and i asked charlie and he wouldnt do it, theres no way to control these ads. Moderator the first negative ad of the race was run by super pac the same week they started running the negative ad against me they gave thousands of dollars to to the attorney general or Campaign Finance loophole. To some extent she doesnt have any credibility in this issue. Coakley i disagree. Moderator lets move on. Aquila johnson from the boston globe. I spent about five days of summer reporting firm ferguson missouri which is a small suburb of st. Louis missouri that erupted in concert protest after an africanamerican teenager Michael Brown was shot and killed. Many of the officials in the city as well as the state were criticized for not understanding the circumstances that contributed to a volatile situation. So my question is how would u. S. Governor make sure that all communities especially communities of color have a seat at the table so disparities and education housing and, as well as health care that those gaps are closed . Moderator charlie and martha can you give me one example to address what shes talking to back . Coakley let first say i think we need combat policing that means having welltrained and diversified Police Department and i would propose putting men and women in our fire Teaching Police services by getting people involved in public service. Moderator Charlie Baker gave me one example of addressing her question. Sigh. Im proud of the fact that i was endorsed by the minority massachusetts minority Law EnforcementOfficers Association because of the time and effort i have made getting to know the folks in those communities of color and huge part of my Economic Development plan is creating opportunity and moving quality of education and Public Safety in a Community Spirit i was proud to stand with 4050 liters in those communities a week ago today at roxbury to talk about the plan and to gain their support. One other thing i would say quickly on this. I just happen to do a ride along the friday night of when ferguson was breaking and sergeant johnson. I wanted him to just take me around the city for five or six hours to show me whats going on in urban boston. The first thing he did was he took me to Dorchester High School where they were holding practice and cooking hamburgers and hotdogs at cheerleading practice and he said this is what goes on in these communities on friday night which no one ever talks about. He knew every single coach and he knew half the parents who were there and i think one of the things we have to do if we want to avoid situations like that is we have got to embed ourselves as human beings in human beings in this community so people understand that not only do we care about them but we get where theyre coming from from and they can see us and they know if we make a commitment we will follow through on it. Moderator the District Attorney i im glad you got the ride along charlie. Its important to have a good criminal Justice System is fair to everybody. Moderator heres one more thing thats important communities of color and thats education and one of those issues as Charter Schools. I was stunned because no parents were there, no kids and i realized no one had come because so few kids could get in. Its depressing to go to these things are not yet called year after year. Martha coakley you have been supportive not that strongly for Charter Schools with 45,000 kids on the list and Charlie Baker baker has the divine the options of Charter Schools to poor kids is nothing less than a quote from him an affront to their civil rights. How is the wrong . Coakley this is where we differ because community is about education i think we have made this distinction between charters and noncharters. Remember charters were the reason we were able to see what works and what doesnt work extended learning time Early Education which i support the charlie doesnt the ways in which will give every kid the best possible education. Not about charters is about making sure we keep that promise to take those best practices from charters. We have pilot Innovation Schools we know work. Moderator before charlie response you mentioned bk. On primary night you celebrated your universal glia called the prek plan. Universal plan has morphed into a plan for 16 or 17,000 people on the waiting list. The number of people in need support. What happened . Coakley i still support universal prek. What i said we are going to start the 17,000 kids in 150 million immediately to get them into places we have. Their parents that have that ability now. Im trying to level the Playing Field and make thats start for the kids that we now needed. Moderator Charter Schools click. Baker the attorney generals position a minor basically the same and im glad to see now shes in the general election that she agrees with me and making targeted investments in expanding a participation prek. On the Charter School question i spent a lot of time and a lot of city schools over the course of this ring. Parochial traditional charter. What im looking for is excellent and there are many Charter Schools out there to do a great job in their 45,000 parents on the waiting list. Those parents deserve choices, okay . When i knock on doors and dorchester and when i knock on doors in springfield the first question that comes up when im talking to somebody who has schoolaged kids is i dont have enough choices for my kids. These people, they are desperate when they talk about this. For anybody who has kids it kills you to hear the concern in her voice. There are a lot of great traditional schools out out there too. Filled with Great Teachers and one of the things ive talked a lot about during this campaign is wanting to create relationships between folks who are actually doing a terrific job of educating kids in traditional Public Schools with other folks in Public Schools. We dont do the inservice type flirting and teaching and best practices that we should be doing. Im going to make that happen. We have got to start doing that because there are stars performing in urban education and we are not leveraging that. Moderator we only have two minutes left. We are going to move finish of his huge in this country income inequality inequality. Two measures i want your thoughts on. When the minimum wage increase and question for which would give mandatory paid sick leave to anyone who works at a place with more than 11 people. Do you support those . Very quickly are you not concerned about the argument for Small Business that one or both of these things will coakley the minimum wage has been passed. I think most people supported that. It make sense because we have families that are living from week to week to pay their rent or put food on the table and a couple that i met can barely afford to put food on the table. Thats not right. The corporations they work for are doing quite well thank you. Theres income inequality is we turn the economy around has to be for everybody. Moderator some states have mandatory paid sick leave connecticut and california. We would be the outlier for became the third because Small Businesses its a killer. Coakley i think its absolutely a cost of doing business that they will be able to afford. This is a right for people who must people in this audience and many of our viewers dont worry about sick time. If they are sick or their kid is sick they are about to lose their job if they dont show up in its a Public Health issue people are sick and it mostly affects women. Minimum wage women have childcare responsibilities who dont have early Early Education. This is a fairness issue and i supported and i think the people of massachusetts supported. Moderator Charlie Baker quickly you had said early in the campaign he will consider bush or werder sub minimum wage for teenagers and people in training. Are you still considering a . Baker i think we should pursue what has happened which i supported my minimumwage legislatively but i also believe it would file a bill as governor advocate for Small Business tax credits for Small Businesses so that they have the ability to absorb the increase in the minimum wage without taking hours away from people for jobs. Moderator what about the sub minimum wage . Is it still on your agenda . Quickly on question for you propose the threshold not 1111 employees or more but 50 or more. The national iteration of independent business and that means 120,000 businesses may be within the neighborhood of 1 million employees would not benefit from paid sick leave. It does not trouble you . Baker would be the same as the connecticut law which as you point out there only two states in the country that have this on both of them by the way of a lot more flexibility than the Massachusetts Law as written would propose. I support doing this i will work aggressively to get done but i worry a lot as we are all concerned about jobs and Small Businesses and their ability to grow and thrive and create opportunity here. This puts us at a significant disadvantage. Coakley 1. 2 Million People who would not get sick time under charlies proposal. Moderator both of you. Baker there a lot of people that will lose their existing flex benefits if it passes because they wont be able to access the flex benefits their Current Companies have put in place. Moderator both of you have been involved in questions. An organization run by the cochair of a finance committee with the prime beneficiary of a lawsuit filed against fannie mae and freddie mac said the think the public should be worried about this charlie . Baker is the chief Law Enforcement officer of the commonwealth and the overseer of the office of campaign of political finance i think you would have been appropriate for the attorney general to disclose that relationship especially since she had financial opportunities. This woman raise money for her as well and it was all beneficiary in the proposal. Coakley the premises of your question are false. That statute as ive been fighting a separate he knows are the big barriers of fannie and freddie. The only person that statute was the nature that homeowners could say in their homes. Its not the only company that does that. Its an opera forprofit and we disclose everything we needed to and we did exactly what we should have done. Moderator disclosure of the woman involved. Coakley we checked again and all of her we did everything we need to do. Moderator lets talk about charlie per minute. Charlie some critics have suggested paytoplay gave 10,000 to new jersey gop and it took seven months before the Investment Firm looked at the executive residence and received 50 million bucks from the states pension fund. By the way they recently sold that. Should voters be concerned about back . Charlie said he did nothing wrong or illegal. Should people be and concerned about back . Said to those facts indicate a lease from my point of view there reason to investigate hes under investigation. He has said under 33 different times he filed and if thats the case than he is in violation of the law and if he is not then you should disclose his contra contract. Moderator if i can there are reports today Charlie Baker that Chris Christie and the treasure of new jersey who was appointed by Chris Christie is a supporter of yours is holding up release of the investigation about this paytoplay thing until several days after the election in massachusetts. Would you use this opportunity now to urge kristi and his treasure to disclose whatever the investigation is banned immediately prior to november 4 . Baker i certainly cant control what they do. They are doing an investigation and i stay as far away from it as i possibly can get which i think is appropriate. They will issue report when they issue it but i will say this. 33 times i point out the fact that i was working with general catalyst. Ive been completely transparent from the beginning. Never try to hide anything on this in one of the issues were raised about it i hired the former general counsel in the federal Election Commission and gave them all th the documentatn said if there is something i need to do here tell me. Let me finish. I wrote a brief on it and i made that brief publicly available to anybody who wanted to see it. Moderator why would the governor of new jersey released immediately so the voters have an object objective . Baker the new jersey pension board will make their decision and issue their ruling when they finish their study. As far as i can tell based on the work we have done by the former lawyer for the sec had done nothing wrong. Coakley he could resolve this by exposing his employment contract. Moderator we are very short. Baker can i just point out that theres only one person that has paid coakley ive been completely transparent when we have had errors of them pointed out. We fix them to be reverted the money to wear should have gone and i always have done that. Thats a transparency and thats why im calling you to release your employment contract.
