The uyghurs, many of whom matt practice the muslim faith, are being erased. Genocide is occurring. This time, at the hands of the Chinese Communist party. We are privileged to have with us many members of the weaker community. We are deeply grateful for your bravery. We know that it comes at a great cost. We prepare to hear firsthand testimony from the ccp concentration camp. I would like to turn to alicia we sell, whose father, auschwitz survivor and Nobel Laureate singularly capture the horrors of the holocaust in his book, without objection the video will be added to the record and the clerk will play the video. Thank you, chairman gallagher, Ranking Member and the whole select committee. Last year i spoke to the United Nations on International Holocaust remembrance day. My speech highlighted the uyghur cause. Some people were confused, others sought to dissuade me, what does the holocaust have to do with a weaker . Is the answer is we may say never again, but genocide is in fact happening again. It is happening on our watch. You are sitting in washington d. C. , i am sitting in new york. Some are watching from beijing. These places sometimes feel like the center of the universe. But they are not. There is a place right now where an entire people spend their entire day fearing imprisonment, forced sterilization and torture. There is a place for an absence of free press creating there is a place from which a handful of eyewitnesses, such as have survived to tell their story as my father did. My father swore in his nobel prize pieced never to be silenced. Wherever and however human beings suffer suffering and persecuted because of the race, religion or political views. At that moment, become the center of the universe. Xinjiang is the center of the universe. When members of the select committee, thank you for bringing us there with you. Tonight we have two guests who stories will take us to the president s intervenors, in a place where the world moral attention should be focused. The xinjiang, these two women were both inside the concentration camps. They are firsthand witnesses to the systemic unimaginable brutality. Witnesses to the attempted elimination of a people, a culture, a civilization. Witnesses to the largest extrajudicial mash interment of a religious minorities since the holocaust. Tonight we will hear the harrowing testimony of weaker and muslim women who are jailed in mass internment camps by the Chinese Communist party. The ccp. The pain and suffering these women endured is horrifying. The evidence presented here is not only corroborated by the testimony of other survivors, but also by thousands of pages of leaked internal ccp documents, photographs and even satellite imagery. The ccps genocide against uyghurs and other muslim groups its real. Not only is it going on to this day, it is expanding. It is not too late to confront these atrocities so that the famous saying, never again, can actually become a rally reality. The ccp is genocide not happen overnight. Even outside the camps, chinese High Tech Companies work closely with government officials to impose a pervasive and high tech Surveillance System that has been called and open air prison. The tech ecosystem used to repress uyghurs has global implications. The prcs largest High Tech Companies are exporting surveillance, facial recognition and social tracking technologies to other countries from iran, to syria, to burma, and therefore undermining democratic movements worldwide. In addition, the ccp has long viewed xinjiang as a strategic gateway, critical to the expansion of the belt and Road Initiative. International companies were invited to the xinjiang and have faced their supply chain on cheap sources of labor, which have turned out to be forced labor. As a, result the Global Economy has been contaminated by products made by forced labor, including about 20 of the world cotton, and half of the world police elite cone used solar panels. In 2021, Congress Passed the bipartisan uyghur forced labor for bundchen act that forces companies to move their supply chain to ensure they are not profiting from forced labor and genocide. More needs to be done and this committee can help lead the way. Make no mistake, ccp leaders are absolutely listening to us closely this evening. Shes the author of how i survived the chinese reeducation camp, the Uyghur Womens story. The First Published account describing life inside the camp, miss haitiwaji lives and friends with her family and were incredibly grateful that she traveled here to share her story with us. We are also privileged to be joined by miss kelvin or is to, duke a human rights activist and witness to the genocide in xinjiang. Miss soup worked as a chinese language teacher for a Primary School student before she was assigned to work as a teacher in the reeducation camp after seeing and experiencing the atrocities firsthand, she became an extraordinary advocate for all those languishing under the thumb of the ccp. She resides in the netherlands and we are grateful that she traveled to be with us here tonight. Welcome and thank you for being with us here tonight this evening. [speaking nonenglish] translator my name is gulbahar haitiwaji, since 2006 i lived in france. At the end of 2016 i was lured back to china to do my retirement process. Before i went back to china, my passport was taken and then they sent me to these detention camps for three years. [speaking nonenglish] translator first they checked my face, and then they detained. The condition in the detention camps were horrible. Although women were shackled in our language was prohibited to speak. [speaking nonenglish] [speaking nonenglish] translator and in the name of taking us out of the cells and to see the fresh air, when reality they tortured us on the cold weather. And they also interrogated us from time to time, each time they interrogated us they put black hoods on our heads, and they shackled us and they uncovered us and then they took off to the Interrogation Room. It took us to an Interrogation Room and then they interrogated us. [speaking nonenglish] 1st of april 2017, the ultimate detainees would be chained onto the bed. I was chain to the bid for 20 days. [speaking nonenglish] translator there are cameras all over the camp, every place. We every move was monitored. Twice a year they said they would administer a vaccination, but in reality, after vaccination, all the womens periods stopped. [speaking nonenglish] translator i spent two different types of concentration camps. One was they were detained from 17 years old to 70 years old. And there was later they moved me today from camp which happened on october 18th, 2018. It took us to a new camp. But the building that the new camp they invested, allotted costs huge amount. From that camp i could imagine that the china systematic abuse against the uyghurs was something that was not a short term plan. It is long term plan. [speaking nonenglish] translator we spent 11 hours in that camp to learn brainwashing education. Nick was the history, laura and we have to sing read songs. At the end of each weekend we have to test about what weve learned. [speaking nonenglish] translator in the new camp, on november 5th, 2018, the organized group of poor people together and they brought us to trial. The trial they asked they sentenced me to seven years jail. [speaking nonenglish] translator if we found out we spoke our language they would lock us in a separate room, they would leave us for 24 to 72 hours and lock us in a tight chair. They would keep us until we say that were never gonna speak that language. [speaking nonenglish] translator with the excuse of reeducation, they tried to innocent people. The reason for detention was simply that some people were a head scarf or kept a quran in the couch or they went to Foreign Countries and connected with a foreign country. Detained people included the professionals and intellectuals. [speaking uyghur] translator march 13th, 2019, they moved me to a bit better conditions in a detention facility. But that facility all had to do was eat and rest. [inaudible] for that detention i stayed under the supervision or monitoring of three male guards and eight female policeman. They had to feed me because i was i lost so much weight and i wait less than 50 kilograms. In order to that purpose was because, after i went back to france and they made sure that they wanted to prove that i was detained in a concentration camp and there was genocide happening in they fed me before they sent me to france. [speaking uyghur] translator ,. Before i came to france, the police boss told me that whatever i witnessed in the concentration camp, i should not talk about it. If i do they said they would retaliate against my family members back home. And wr he had witnessed in the concentration camp i should not talk about it. If i do they said they would retaliate against my family members back home and the consequences and they would pay for those consequences. [speaking native language] after i came to france with my experience and was published and after my book published chinas government accused means that i am a terrorist. I lost contact with my family. Thank you. Thank you for sharing your story you are now recognized for your opening statement. [speaking native language] translator distinguish ladies and gentlemen i am a concentration camp witness. On march 92017 i was sent to the concentration camp which is in the district for six months. [speaking native language] translator this is a full building and it is covered with razor wire and inside the building the policeman looks like a war zone. [speaking native language] the detained male prisoners 90 percent of them 17 years old through 40 years old through 70 years old. [speaking native language] there are between 30 and 40 prisoners detained. [speaking native language] and even to be monitored they have to spend it and also none of them had any shower in six months. [speaking native language] translator like this they came and shackled. And and so they are unable to expand so they have to crawl out in the classrooms for reeducation. [speaking native language] translator mother in the classroom or outside they call you by a number and then take you for interrogation the room is located not too far so hour 30 minutes said they have taken to hear horrible screaming sounds because they are interrogating. [speaking native language] translator there are four types of methods when his electric helmet, electric love and the chair. [speaking native language] translator after the interrogation on interrogation and torture we are unable to come for weeks and months. [speaking native language] translator from september through november, 2017 i was moved to the six floor building which kept female prisoners. [speaking native language] translator there is no balcony on these buildings 10000 female prisoners detained. [speaking native language] translator the old female prisoners the hair was shaved and they were wearing a gray uniform. And those is only, numbers. [speaking native language] translator this email prisoners were given unknown medicine and taking blood from them. [speaking native language] translator 90 percent of the prisoners are from 18 through 40 years old. After they take the medicine that period period even the women who were breastfeeding the babies it will stop after taking the medicine. [speaking native language]. I have witnessed that it nonstop for two months because of bleeding, she passed away. I have witnessed the death of the girl. [speaking native language] [speaking native language]. Sixty outside camp is not different its like an open prison. Outside the camp they are monitoring sterilization. For example this is the policy issued by the government by these policies many women need to insert iuds and sterilized. [speaking native language]. B6 just like many other women in my homeland. At the end of may 2019 i was sterilized in hospital. [speaking native language] b6 china issued another policy. And through that policy face abuse, race and humiliation on the chinese at their own houses. And for. One of the chinese officers stayed at my house. There are five policies staying together. [speaking native language]. Translator five together eat together, cook together, learn together, and sightseeing together. [speaking native language] jen for before the mail chinese officials why staying in the house, at my house . They date one week initially. Their state when im cooking in the kitchen or doing something the chinese official would come just to relentlessly touch all over my body and by showing the paper saying look in the policy standard we can cook together, do things together. Excuse me or praise meet my cooking and they try to touch me and abuse me and kind of humiliate me. [speaking native language] and for before from 2018 there many slave factories. There are many detained on the people detained in the concentration camps were forced to work in the slave factories. And for them for 2019 with the help of my netherland citizen daughter i was able to escape the netherlands. I was able. However because simply he is unable to come with me. [speaking native language] [speaking native language]. Translator from generate 2020 i start to speak out about the genocide that happened in my homeland. My witness testimony is published in guarding, bbc and cnn. After these the use my husband and they contacted me. [speaking native language]. Translator this is a policeman, he used my husband and my sisters a video and run me on february 18, 2021. He forced me too work for Chinese Government and i refused. Then four. [speaking native language] before just one day before the tribunal happened june 4, 2021. Again my husband chat and reached out to me. They used very abusive languages against me. And also at the end they forced me too divorce for my husband. They tried to tell that whatever all essay and all of my testimonies are false. With that they destroyed my family. [speaking native language] before then i lost contact with my family members including my husband up or im not sure whether my husband is still alive or not. Thank you. I have been here over six years now. Not as long as some but i have never heard as a powerful a personal testimony. So thank you for your bravery in speaking and standing up to the Chinese Communist party. Thank you for trusting us with your stories. It is an honor. When you have a healthy organs the ccps harvesting those organs and they are selling it. They are doing Organ Harvesting. Its much worse than what i heard. So i just want to ask you you have experiences in those labor camps. You tells how their treating uyghur children in the camp . And i think you saw those people there. And in 2018 this company this a factory brought many young uyghur. [speaking native language] [speaking native language]. Translator i remember the incident very clearly. Since my husband he does not have good chinese skills. He needed to talk to when they have to make contract between the factory and the workers. Not involved in making that contract. That was in china thats why no. [speaking native language] before another slave factory was located. There are 300 500 young skills. [speaking native language] before i worked as a teacher for Elementary School for 28 years. Until today i am unable to forget the young innocent students that i have. [speaking native language] [speaking native language] before the students and children in my classroom start to ask teacher, why are my parents taken . Why are my uncle taken . Because there are many parents and taken separate from the children. They met unable to answer questions its very painful. [speaking native language] and for before i had to explain them differently. I would tell them your parents had to learn national language, that is why they were taken. The kids were not satisfied with that. They said if they had to learn the language why would they not learn a language in the school we are in right now . Until today i feel extreme pain i was not able to give them the satisfactory answer. [speaking native language] before since then theres children camps the name called is kindergarten or boarding school. But in reality it is a chance for the children. Thank you so much mr. And also we had to memorize everything and we have to test after learning all of them. And for [speaking native language] also we have to write daily record expression about our thoughts. That should be genuine and should be including praising the government and authority, thank them we were not taken to prison. Rather we were sent to reeducation to learn. We have to be grateful we were not sent to prison. [speaking native language]. Translator before eating we have to praise or say that we are grateful to the country. Tonight i will speak only to my own case as a uyghur american per chinese officials have continued to prevent me from seeing my mother despite involved by senior officials and coding secretary blinken and ambassador burns for its extremely extreme and painful to say this but it is unlikely i will see my mother again in this life. In fact my father, and i said goodbye with my mother at the time were that Chinese Government ccp started rounding up trend what intellectuals and families of foreign contacts my late father told me it was she had died earlier so we could have left this world with good memories. For more than a decade it has been official u. S. Policy that prevents ink mass atrocities and genocide is a court National Security interest in a court moral responsibility. To live up to this commitment, three prongs must minimally be pursued first, degrade the capacity perpetrators to commit further atrocities. For example expanding and strengthening of financial sanctions, targeting commercial entities that are supporting chinas repressive policies and export on technology to, persuade perpetrators to stop committing atrocities for example by promoting accountability including to the creation of an independent impartial investigative mechanism to collect and preserve and analyze evidence. And three, protect her and went outside and time for example by providing asylum and refuge from transnational repression. In conclusion, this is our moment to abide by values the American People hold dear. This is our moment to abide by Strategic Interests visit u. S. Private sector we have a lot of Technology Benefits with American Companies doing Research Together to some extent providing the technology, and tilt chips being used for surveillance in the Public Security at all because of other measures. That has abated because the geopolitical situation. But not all of it its a big Research Topic a lot of it is unknown or not known. American money is funding a lot of Chinese Companies. I would let everyone know some of you probably already know tiktok has changed its policy allowing the app to automatically collect new types of biometric data including what it describes as face prints and voice prints. Is it possible that these type of hightech surveillance tools are already on american phones . That is a spying tool. They can collect data. Personal videos, pictures, communications. People argue that the social Media Companies do that as well but thats for commercial purpose. But the chinese are doing it for National Security, whatever data they have is a valuable data for advancing the ai technology. I think she did the right thing by reminding us surveillance on the phone is nothing like the kind of heart wrenching atrocities that are committed to millions of uyghur people every day but i would remind americans its not just a problem over there, it is a problem here. Chair and such powerful stories weve heard it tonight and i have no doubt but this will be the first of many conversations that we have not just as a committee but as a congress about how painted our supply chain has become because of the apartment use of the slave labor and acts of genocide against the people. Its frankly disgusting and heartbreaking and we have to do more. So i will be focusing tonight on sharing the truth about these horrifying links. We know the people have been silenced time and time again but they will not be silenced here tonight so we thank you for sharing your stories into before we get to the witnesses tonight i would like to share some disturbing and eyeopening videos from radio free asia journalists. They are sharing their story is about how the ccp directly targeted of them by framing them as terrorists, keeping details and falsified information about them and their families and in many horrifying cases. I am a junior. A journalist simply doing my job the Chinese Government has sent at least 24 members of my family to the concentration camps and accuse me of being a terrorist and put me on their wanted list just because we worked to expose the abuse by the ccp me and my colleagues at ready free asia become the target of the authoritarian regime. Because of work our family in china have been persecuted and imprisoned. Recently the Chinese Police documents show that at least 29 of my immediate and extended family have been profiled or detained. I learned that all three of my brothers were taken to the campus at some point and one of them has been sentenced to 14 years in jail for merely receiving my phone calls. Demonized, targeted and prosecuted purely because of their connection to me and the guilt that i feel haunts me every day. But i know may be because of this heavy price that my work as a journalist. His work does matter and what a haunting thing to say that guilt haunts him every day because of what is happening to his family. As a former reporter, the silencing of independent journalists and their families is like watching a horror story play out but its not a story, its real. I think that its important as an institution what we try to do is draw the lessons from the past and apply them to the future so we can hopefully prevent these from occurring. With the few moments we have left, can you react to the videos and provide your perspective as somebody thats an expert on the victimization under communism, which is exactly what we saw . One of the strategies and the reason for this scale is the guilt by association. We have had the testimony of detaining family members and punishing innovators by detaining others and we have horrific incidences where the parents of the dissidents were paraded announcing that children for advocacy on behalf and that is one of the reasons why we have this incredible scale also for the detention and guilt by association. First i want to start from a place of gratitude by thanking the witnesses particularly director and the survivors as well as the survivor of the holocaust that gave the testimony of the top of the hearing. In the 11th Congressional District we are proud to have members of the community that have also dealt with the trauma and legacy of genocide. Im also referring to the holocaust. Jewish survivors in cleveland erected a memorial to the holocaust. Our very own paul israel memorial in 1961 which is the oldest of its kind in the country. Survivors anticipated that the scapegoating and hateful sentiments towards marginalized groups could repeat itself and hope that the memorial would be a beacon of remembrance, education and a reminder of never again. Tragically the world has found itself facing a dangers of action. In this committee we have the opportunity through investments and technologies in the future. Workforce development and skillsbased education and improving our high skilled immigration system. We must work against xenophobia, antiasian stereotyping and any efforts to raise suspicion against Chinese Americans who do not bear the responsibility of the actions of the Chinese Communist party. As the witnesses have demonstrated, the genocide and the ramifications of the past genocidal movements are relevant today. The questions. It to the Antidefamation League over three quarters of americans, 85 , believe at least one antijewish trope as opposed to 61 found in 2019. 20 of americans believe six or more. Its the highest measured in decades. I know you expect we have to move forward but its important that we touch on something from the past so that we can avoid it at the same mistakes. There is no difference. We suffer the same way. Our families and experiences are the same. But i think what happens all too long is that theres the intentional desire among people. When we look at the situation in china, the Chinese Government has also been working very hard to create the conditions in which the ideology can take root. The same thing happened in nazi germany with illustration in the context there was an effort by the nazi government to do a boycott of jewish owned businesses early into their rain. It didnt work because they wouldnt turn the neighbors but years later when they did it again it was infected. In the context of what is happening right now the longer and longer these crimes occur the longer that the government officials are able to utter the hateful rhetoric that to demonizethe entire community asa terrorist. We are fortunately entrenching this from the genocidal ideology that will be all the harder to undermine and to dismantle. When we think about the lessons of the holocaust and the generational trauma that has occurred, we have to be committed here as a group of people who are vested in advancing the best interest of people and American Values and doing everything we can to stop the crime from happening right now. I think the most important thing that we talk about as an institution is that everything we do matters. Each of us has the ability to affect change and for the American Public watching right now, as said this is a genocide that is in some ways proximate. Each of us own a tshirt that might have come from slave labor from xinjiang. We might not know it but we have the responsibility to understand our actions may be harming people who are living under conditions that are simply incomprehensible yet they are real. I want to thank you for that and again reiterate my appreciation for everyones presence here today. Not the same because i havent heard of genocide happening in cuba because they are all cubans. Can you name me the American Companies that are benefiting from from the forced laborers and atrocities committed on the uyghur people because somebody said we need to name names here. So what American Companies are actually profiting from the suffering of the people . The companies that have been in the news include nike, cocacola, intel and some of the Solar Panel Manufacturers and also some European Companies like siemens into volkswagen as i talked about earlier. So more than 80 global brands. Its a large number. This is precisely part of the reason we have not been able to stop the forced labor practice in china. How are they able to screwed skirtany laws that prohibit the forced labor et cetera and still operate. I think it was last year or 2021 they hold a hearing. If they had a business representatives, american multinational representatives and none of them even willing to acknowledge the human rights abuses by the people. This was on the record anyone could go and watch. But is it common or proven they would acknowledge it, great but we know its happening. Of the other thing that really bothers me about the hearing was the issue of the Organ Harvesting. Are any of you aware of this or deny it, does anybody think thats not true or of all the witnesses, does anybody have any knowledge of that actually happening . Theyve published a paper in americas leading transplant examining over 100,000 chinese Academic Research papers and looking at 2008, 71 chinese Research Papers he found in the text that evidence that basically the dollar rule was not observed, meaning that several of the questions were executed through organ extraction. What i read was there is a calculation of some 25 to 50,000 28yearolds. That is the best age to get your organs harvested is when youre 28yearsold. The murder of, the outright murder of 25 to 50,000 to 50,02s by the Chinese Communist party were Organ Harvesting. Does anybody doubt that number . Theres also evidence that you can schedule your organ transplant. Basically an organ on demand. Now, i find the Chinese Communist party not only to be repressive and brutal, its also barbaric. And if we dont do something about it, if we dont stop this, then my fear is my children and my grandchildren will one day face the world where they are going to be dominated by this party. So you may be as a bellwether of what could happen to this country, to this world if we dont take action today because the only thing the Chinese Communist party reacts to is action. Weve heard the detained meant is the largest internment of an f no religious minorities since the holocaust. Weve heard of the entire region has been turned into an open air prison through the most oppressive techno totalitarian system ever devised. Weve heard of that American Companies are complicit in the forced labor being extracted from the population. Weve heard of that american investors, banks and Pension Funds and Financing Companies engage in surveillance, forced labor and the building of internment camps. Most importantly, we heard from women who were firsthand witnesses in the camps. What else do we possibly need to hear . She imagined the boy on the concentration camps talking to the man he had become and said now the boy is turning to me. Tell me, he asked, what have you done with my future, what have you done with your life . And i tell him that ive tried to keep memory alive, that ive tried to forgive those because if we forget we are guilty. We are accomplices. Then i explained to him how naive we were that the world did know and remain silent. My friends astutely pointed out in a written testimony many often wonder what they would have done had they been alive in the holocaust. Today we want people to ask now that i know, what will i do.
