germany's biggest political parties have announced an agreement to form a coalition government chason the american chancellor angela merkel called the deal with the social democrats the basis for good government while social democrat leader martin schultz said the pact would bring fundamental change for both germany and europe essential what chancellor merkel had to say about the long awaited where i am it's mostly only the press who are left and yes they are breathing a sigh of relief after having spent most of last night here but in fact the politicians have moved over to the bundestag where they are now presenting their results to their party groups and i think they won't quite yet be breathing a sigh of relief because there may be some tough discussion in some of those parliamentary groups particularly in regard to the division of ministries the c.d.u. having lost some key ministries and the social democrats and the christian social union having gained but on the whole undoubtedly the politicians are relieved as well they went into more than the overtime they had allotted themselves and they were looking very weary indeed earlier all right now in a long awaited breakthrough and give us the broad strokes what do we know about this agreement. the agreement is intitled a new start for europe a new dynamic and new cohesion for germany and so one of the central questions to raise obviously would be does it live up to that rather grand title and i think the answer is in many respects it does do the job that it sets out to do as described by that title if you look at the measures that are outlined here in the area of education in the area of digitalisation where for example the parties have agreed that every german has a right to a fast broadband connection by twenty twenty five whether they live in the countryside or the city if you look at the measures agreed in the area of health care to equalize the situation of those insured by public insurers in comparison to private insurers to raise doctors' fees for the former if you look at the area of labor law and protection for workers on temporary contracts if you look at old aged care housing shortages and and other areas as well there are some very significant steps being taken here also on europe we have a real change in the german approach to the european union with a commitment to higher investment with a commitment to a euro zone budget all of that represent significant steps you will nonetheless hear criticism and i think that has to do with the fact that there are low expectations on the part of many germans when it comes to a new grand coalition i think a lot of people have the feeling we've seen this before we've seen these politicians before what are they really going to deliver that's new but those low expectations could wind up being a boon because if the parties really do what they set out to do in this agreement i think many germans will find themselves pleasantly surprised you know all right well are you already referenced a division of labor in this cabinet the s.p.d. controlling the purse strings and the main standing ministry work in social affairs is everybody happy about that at the c.d.u. . no you could see the chancellor sort of imperceptibly gritting her teeth when she was asked about the loss of the finance ministry she talked about the fact that the previous finance minister both conchoidal had become something of an institution in that post it definitely represents a loss of power for. christian democrats it does however have implications not only as you say for labor market and social spending but also for europe. was always a break in terms of german of commitment of german taxpayer dollars to europe with both the foreign ministry and the finance ministry now in social democratic hands i think that will give a significantly different tilt to european union policy from berlin and certainly that represents that comes at a key time with very important proposals from the french president emmanuel mccall on the table in regard to a new dynamic for europe i think we may see some some real movement here from a party leader because there's something like being too passionate in politics i guess we could say that it was i'm going to actually right now it seems like the s.p.d. have their house in order they have miss novice now following us succeeding mr schultz who sticks leader at the c.p.u. that's being groomed that's a very good question i mean. we have so sort of in the future i can see being sort of a successor. but i don't think he's ready yet so we might see sort of a maybe the next term of germany and america will leave then we will see maybe was a lot on the line or on the they've come come sort of as a into media its leader and maybe then we will see you on so there's no obvious figurehead at the c.d.u. right now no need to go over the reins no it's really only been i go to market for quite some time so ok ok now it looks like the s.p.d. drove a hard bargain. but no the difficult part starts they need to convince their members to come on board what are analysts saying do you think they're going to get their thumbs up thumbs down this is a really hard question i mean if i'm talking to yes through the coalition agreement but i don't think that will this will happen this
