Recognized the person was there and thought it was suspicious. He didnt think it was the suspect according to the mayor. But realized it was someone who needed to go. The Police Showed up. Officer padila. Angel padilla looked and saw and conferred with his mobile device and said wow, that looks like the suspect. I may be on top of the suspect and no doubt called into dispatch to report in. May have mentioned such a thing. We usually get the dispatch reporting in. He recognized this is the guy or might be the guy. And got behind his own vehicle and cruiser and engaged the man. As it is described to us. Raised his head and realized there was a cop and began at some point firing and exchanged fire with the Police Officer and ended up in a water puddle and but not immediately. You can see him on the ground. The initial shootout described to us with the authority and with officer Angel Padillia and the initial shooting happened, but it didnt take him down. He got up from the door, and he began firing at vehicles driving by and continue it westbound. We have multiple reporting, a police chase began. Officer Angel Padilla and others chased him in their vehicles. There is a dramatic shot for you. And chased him down and encountered him again and there was yet another shootout. And locals described, witnesses on the scene, by now, it is 11 00 in the morning. Not as if the day is not begun. It is a standard monday. And kids are off to school and you are off to work. And all of the sudden, a shootout is happening on the streets of a residential neighborhood. This is new York New Jersey and it all kind of happens in one place. And the shootout got very intense. According to the people on the scene and witnesses directly to the the new york times, more than 30 shots were fired. They saw the cars speeding and pursued by police cars. Does that mean after he headed west that he was able to get into a car . I havent been told that, but according to the witness report it sounds like it happened. Or were they chasing him as he was a pedestrian . That is less likely. If they are chasing you down the residential street. You could be be in a vehicle. Well get details on it later, but the witnesses say the cars were speeding and around maple street, a man in a gray shirt got out of his car. So according to witness withes, he got a car. Was it the car we have been talking about . The honda . I dont know. We havent seen it and we dont have video of it. We know that according to witnesses on the scene after elizabeth avenue, once they got to maple street. The man in a gray shirt got out and fired 30 shots he and the police back and forth. And within seconds he fell to the pavement right there. Maybe they had moved him. You get him down and you make him put his hands and then you hand cuff him. And now you know hes not a danger and you again the process. He was alive, and his body was still smoking from the shots. Imagine that. It may look like a chilly day out there. It is not. Is 70 and 80s in the city and everybody is in short sleeves and it is a rainy and nasty morning. It is an early fall morning and it is not much wind and it is sticky. And his body is still smoking in the dafrng day, incredible. At least one Police Officer is wounded as well. And reporting of fox five, they report four Police Officers were shot. One shot in the first scene and others had shepnel in the third. And third had high Blood Pressure and in a bad way. Fox reports two others were shot as well. Well get it together at some point and know how many. You know how the early reporting is. Sometimes it is accurate and sometimes it is not. This is from nicholas pena, at first it was only a few shot and then it sounded like war. We have all held our breath. But it was surreal, the shops coowner. The cops were going all over him. And he had no where to go. And so hes surrounded and the shootout is happening on the city street and it sounded like a war. Diego, owner of innovatative stones on elizabeth avenue, he saw a police car parked length wise back on elizabeth avenue. It was parked length wise with a Police Officer with his back to him, the guy watching, and with his gun drawn pointing at the suspect and using his car as a shield as the shots rang out on the city street this morning. It was not at all like what happened on saturday on chelsea. Not at all like. That we now believe though hes not found guilty, we believe from the reporting of the Police Officers and the investigators involved here, that is on saturday at some point, he got on the pass train, thats what they think. And went to this location outside of the home from where blind people live, a large residential building. Not a suburban thing. It is a building in the packed streets of cherylsy. And put a bomb in a dumpster that was detonateed with a cell phone. You call the bomb, on its cell phone and give it a code and that tells it okay, time for me to blow up. And that happened and it blew up inside of the dumpster and we heard 5 or 6 people and contained. And then no, 15 people are injured. And then before it was all over with, including the chaos of the escape from such a thing, flying glass and all of the rest had come and then we learned it had all kinds of items that would create shra pnel. And the city dumpster was picked up and lifted up 200 feet and into an avenue. A dumpster moved 200 feet. Twothirds the length of a football field went flying in the air and dpoefted itself in to a city street after exploding in what sounded like war are on the streets. It is not as if everybody is inside watching ozzie and harriet. This is new york city and saturday night and the street is bustling. It is september. And soon, we are all going to be locked in our 400 square feet apartments and well be stuck there. This is not their time. The time now is to be out and about. And all of the restaurants are open. And windows are opened and you are having sidewalk dinner and cocktails down there and picking up dollar pizza outside where that happened. And the sports bar is right around the corner. College football on the screen and it is packed. Everything is packed and hundreds if not thousands of people witnessed the explosion and some of them seeing the dumpster lifted 200 feet in the air and to them it was terror and now we certainly know it was. Rick is live right there, right now. I cant even imagine, rick. Stepping out and heading next door for a sliez of pizza and a dumpster lifts 200 feet in the air. I cant even go there. Yeah, people were running for their lives unsure what was happening and clearly trying to escape the stuff flying through the air and it rocked the block and shattered windows up and down the street and injured 29 people. No one was killed in the place. But if he road the pass train, there is video of him and thousands of cameras tieded in to the nypd system. They are monitoring to see if he was on i pass train. I guarantee you they know it already. They will be able to tell how he got there and how it went off. Four blocks away fortunately that bomb didnt detonate. There is news in from new jersey. The verzanno bridge. Five people taken into custody and they are still in custody. Since then, Law Enforcement, at the federal and local level has worked tirelessly aroundtheclock to develop leads in this case. We have developed information. Special agent in charge is on the scene. Lets listen. Mr. A mad rahami was our focal point based on the jtef in the state of new jersey. There was a confrontation earlier today which prosecutor park will get in to. I stress it is early and a complicated investigation. The fbi and the Union County Prosecutor and Linden Police are working to try the associations to this individual to bring it to justice. I would like to introduce the Union County Prosecutor. Good afternoon, i just wanted to give some information on the prelimary investigation. At 10 45 this morning, two linden Police Officers confronted rahami in linden on East Elizabeth street. They encountered him outside of a local bar and there was an exchange of gunfire and he was taken into custody. Two of the officers in the exchange with him ultimately are not critical in terms of injuries. They did Exchange Gunfire and one officer was struck in the abdomen, but it was in to his bulletproof vest. The other had glass that struck his forehead but not in his skull. We are are grateful that the linden Police Officers that couldnt fronted rahami are not in Critical Condition at all. My understanding is that the suspect is underly undergoing surgery, but i have no further details on his condition. Thank you very much. Im sorry, he was was shot. My understanding is that he was shot at least in the leg, but i have no further details on. That [inaudible] i cant elaborate further on the details. I know they have information that he was in the area and they confronted him. [inaudible] [inaudible] unfortunately that is under investigation at this point. What about rahamis family had in the city here. Can someone what if anything the city knew about this man and his family and problems there may have been and if he was on the radar of Law Enforcement. I cant discuss that at this time. The suspect was not on the radar of local Law Enforcement, but the Fried Chicken place that the family ownered we had had Code Enforcement and noise comcan mrants. When they opened in 2002, they ran the business 24 hours and the neighborhood complained regarding the congregation of people and noise and sought to city council to pass a ordinance closing that restaurant at 10 00 in the evening. The police had to enforce that ordinance at which time the suspects father and two brothers took the city of elizabeth to court and in october of 2012, the courts ruled in the citys favor that we were capable of closing that facility at 10 00 in the each being as a quality of life issue. [inaudible] was it at that restaurant or home. Are those sights active. I can tell you the restaurant is closed. Regarding the people who live here, the town is extremely safe. And the businesses are open. And the trains are running and the schools are open. And people need to continue and move on with their daily lives. [inaudible] heres my view, when i say terrorism, anyone who puts a bomb in any place that can harm individuals that is an act of terrorism, whether that is self inspired, whether that terrorism is coordinated with others, remains to be seen. I think that anyone who takes a bomb and ultimately puts it in a public space. It doesnt take a Rocket Scientist to understand that you were looking to do harm to other. To me that is the essence of terrorism. We think of terrorism as alqaeda and isis and wubut to me this is terrorism. And now we know that two are are reporting two Police Officers injured and one took a bullet and other with glass to the face which is new information to. Again fox five reporting four officers were shot in the takedown of the suspect. You get different numbers from different people. And except for their families, you want as few injurieses as possible. We wish there had been none. Well report to you what we know about the Law Enforcement officers who they do as they do every day, went well above the call of duty. That is live pictures coming in from lindon now. And there is tape coming in recently. And they are glad to get grant money in there. Everybody needs that. Our main focus for the viewers who are joining us. We heard from the senior fbi agent that rahami was the focal point in the investigation baseded on the evidence that is developed by the former. After the joint Terrorism Task forces were expanded across the country. They bring together all of the principle representatives of the dozen or so agencieses and they can sit around the same table and share information and the goal was to break down the stove piping that was a contributing factor to the 9 11 attack in 2001. The other thing that jumped out to me was the u. S. Attorney and new information on a strange relationship between the family and the local authorities in new jersey over the operation of their Fried Chicken restaurant that started in 2002 with code endorsement. And there was a Court Decision and they had to limit their hours. This is a decade of friction somehow between the family and that would be in line with the information. There was prior contact. They were squirrely who mathat. I read from the new york time and others, and the associated press, talking about he was always in and the at the chicken know place and he was a friendly guy. It is scary, it is hard when it is at home. Ryan aven ate at that restaurant and seeing him working there more. They had Code Enforcement problems. And wanted to be working out for night. And many people have worked tirelessly and relentlessly and seemlessly in the investigation that occurred in new york city and jerziers. Came out successful. Rur linden, new Jersey Police cave captured the rrns we had two Police Officers that were injured in len den jersz jerz. This is what Law Enforcement does every day. To this all. On saturday. We went down to 23rd street to see the devastation from the blast. And the respond bow the nypw t and the Port Authority and state police. All of the agencies, they had a level of cooperation was impressive and we are joined by the assistant director in charge of the new york fbi officer bill sweeny to give you details about the investigation. And how our people handled the crisis and people are back to business yesterday and today. And in addition he offered congratulations to our First Responders for all they had done. We have every reason to believe it was an act of terror. We will be going into some detail and there is a long investigation ahead, but we have every reason to believe that it was an act of terror, in addition, we want to note, because it is an ongoing investigation. All new yorkers should remain vigilant. And new yorkers may find a piece of information or hear a conversation or see anything that could aid the nypd and fbi and partners. It had an extraordinary effect. And we were able to reach all of the Police Officers because of the technology they had now. And that proved to be helpful, getting the message out and getting everyone on alert in a mutual way. It was helpful but there is information needed to go forward. It is an ongoing investigation. And i want people to be vigilant. And even though the suspect is apprehended, i said over the last 24 hours, well have a strong and visible nypd pd presence because of the incident and because of the United Nations general assembly. Well have that from the response command. And heavily trained officer and well armed officers. And you will see people in the subway. And you will see bags being checked and bomb sniffing dogs. Hundreds of personnel in new york and newark and along with the nypd Detective Bureau have been developing and tracking leads and reviewing Surveillance Footage and employing techniques and executing searches. Based on the evidence scomplekz supported by other analysis. Jtss focused on ahmad rahami. And working for his whereabouts. The jdtf conducted a troph of a vehicle. That vehicle was observed by personnel at a location associated with rahami. And based on the totality of circumstances, the jtef executed a stop of the vehicle. Passengers were questioned and no one in the car are is under arrest. Based on our evidence collection and supported by other analysis. Searches and introduce were conducted in elizabeth, jerz jerdz. And additional leads were handled and initially we used a recent photoof rahami. And he was arrested in dindean Police Officers. And our thoughts are with the officer and for their covery. Well try to understand rahamis social network. I will not talk about our tech kneeings or the college of the devices other than that we have linked rahami to the devices found. The contributions of an engaged public is exceptional. Thank you. [inaudible] so obviously a lot has happened in the last 40 or so hour and i want to add my comments to the people sitting behind me and condolences to the officers and the victims in new york. I believe there is going to be a charge allowed based on the shooting of the officers in linden, new jersey. And while that is pending and you can expect the use of Attorneys Office here and new jersey will be working to put together as comprehensive and thorough of allegations that make sense. We are not rushing against each other to bring charges. We are all racing together to catch the perpetrator here and that is done. Well take time and care to make sure if he has charges in the manhattan the district court, well do it carefully and thorough. You have knowledge if mr. Rahami had [inaudible] we have no knowledge but the investigation continues. You you know the connection between the incident in new jersey saturday, and ruling out last night. [inaudible] no, we are not ruling anything out. Evidence collected in the different scenes take time. What was in the car that he pulled over . I will not comment on that. [inaudible] i have no indication that there is a cell operating there or in the city. The investigation is ongoing and well develop more information and continue to go. I have no indication that a cell is operating here. [inaudible] i believe it was a help. I dont know that myself. But i believe that initiated the phone call to the lindell pd. [inaudible] no, i dont have information on that at all yet. The yeap yeap [inaudible] i will not comment on the types of tools other than to say that the tools in the city are fabulous and exceptional and necessary. And i will leave the other comments to the commissioner. A lot of technology is involved in this and good oldfashioned police work. And members of the task force and fbi. And pd. This is quick. And we have our suspect in custody. And so it is tremendous job for all involved. The alert helped the Police Department and fbi and gets everybody involved and a sense of shared responsibility. 36000 of us fbi agents. Well not talk about partisan politics at this point. I am very, very proud of the work of the nypd and fbi and quickly found the suspect. And i have a lot of faith in Law Enforcement and how they do things right now. Mr. Mayor, commissioner, new yorkers want to know if there is a chance of another device and what they should be looking for. At this point, we are extremely grateful we were able to apprehend the suspect out in linden, new jersey. And as i always say, we always have to be in a state of alert in new york city. And we are the number one target in the world. And working with the fbi, i am a lot more happier and new yorkers should feel secure and well continue in the investigation to make sure we get to know who was involved and why. Thats the important thing. Marsha, first of all, there is no other individual we are looking for at this point in time. That is important. And second, vigilance is called for. And it is very, very important as people see anything unusual. Or a unattended package to call it in and get a Law Enforcement officer. The commissioner is right. We are appreciative for all of the men and women who did this to get the suspect. We want to remain vigilant. [inaudible] and also, how are you glad if the suspect survived the apprihension and how valuable it is that. The apprehension, myself, i am more relieved than i was last night. The fact ha he [inaudible] i cant tell who he is. Well have to build out that whole picture. And i dont have that knowledge in my head. In new jersey, more recently. I would have to go back and look at address history. I am not doing that at this time. And you [inaudible] no, not right now. Mayor on the emergency alert. [inaudible] this is the first time it was used for a manhunt purpose like this. How did that help . Several questions there, obviously. We think it is a very valuable tool. We think that it created a lot of focus and urgency. And our Law Enforcement colleagues, will be able to file in the blanks on you. And what we know now. This is a feel well ice dpaen in the future and there was a imminent threat. It is an example of what is going on with nypd and oem. There was a way to get to reach person. No this is a modern approach and well engage the whole community can. But in this one it made since to do a broad alert. [inaudible] we are going to let the chief talk about that. To answer your question, we have a video of twopersons who picked up the bag and took the device out and walked off with the bag. We went back to see where they came from. They were two gentlemen strolling up and down fifth avenue. There is no information to link to them. But we want to talk to them. Once they picked up the bag. They seemed increddous and they walked off with it. And well put their images out there. Two clarify, and based on what you know, you you believe on on right now, we have who we need to have. And as we go forward in the investigation, thats what we do. And well talk to family and friends and see what the connections are. It is part of the investigation. We are not actively seeking anyone. [inaudible] guard question. And it will be determined once we speak to them. Inadvertantly. They pulled a wire. And cant say that now. Because i dont know if they play a role or not. Play a role or not. [inaudible] gaerngs with the central park, from what we know now. Two separate incidents completely and two devices different and a couple of months apart. It is still a open case. And the other question you no, i am not going to say that and describe he highway reference. Are are they still in custody and whether they could be facing charges . Five individuals from last night are not in custody and i will not discuss it in the future. [inaudible] did the suspect make any statements during or after he was taken. The question is did dp did the suspect make statements in the apprehension . Nor no. Not that i am aware of. How valuable were surveillance cameras. And some of the ages may have been. That is any incident in new york city. It gets captured on video surveillance. And as we continue to gather more surveillance video. It will happen us to and make sure the suspect is brought to bicycle. And breaks theas a [inaudible] so, in understanding how to reach a terrorism charge in a criminal investigation, you have to understand the difference between a bomb going off in a crowded street in new york city is a terrifying act. Whether that is an act of terrorism requires who did it and something we did not know at the early stages of yesterday and why they did it in order to meet the statutory requirements. That is the use of fear and violence or intimidation or the threat of to achieve political or social change. From the out set of the case, our First Priority was to understand who was behind it and to identify that person and bring that person into custody. And the ability to see why they did it and whether it was terrorism required us to first understand who did it. The searches conducted last night. And the interviews are are conducted today. And the broadening understanding about the suspect who is in custody right now for the shooting of a Police Officer or Police Officers, is going to be the part of the elements and result in the charge and it will be laid out in the charging documents. And that is kind of the process piece behind your question of how do you get from there to terrorism . And the amount of progress that was made in 24 hours, between the work of the jtef. And intel team, and extraordinary work by the detective number of people to do the video canvas, and to spread that out to develop the elements that brought us to the identification of this person were all of the steps to get us there. That is a question that will be part of the investigation, but those questions are still being gathered. Good question, how do we link the device at seaside park to the device in jersey. The only thing i can say is through evidence and analysis and i cant go beyond that. Thank you, folks. We hoped we would learn a lot there and we did. First of all, everyone believed it was terror, if you didnt know that by now, youre not very observent. The unexploded device that turned out to be critical in making sure he was connected to both scenes, that is the one found later not in a dumpster, but kind of on the street. We were made to believe maybe it was in a trash can. Now we know maybe how it got there. Here is what we learned. There was a couple guys who saw something in a bag, sea some, pick it up in their case instead of say something. They recorded it while being recorded on cctv. They opened it and walked away with it. I dont know, it sounds like they describe it as just a new york thing, which makes perfect sense to me. They just pick something up, it has wires and a cell phone, who knows, and maybe they thought better of it and put it in a trash can. They dont believe those two guys were in any way involved with the greater thing here. But they do want to talk to them because they picked up this unexploded Pressure Cooker, and it is tied to a man in custody and they want to talk to them. They think they were just being goofy new yorkers. I mentioned to you in the outskirts of the city there are bridges that connect everything. One bridge that had been under construction for years and now you can cross it. At the bottom of it, the belt park way runs around and puts you in traffic jams. And right around the parkway, huge police presence, they took five people into custody. Later they said these people were not arrested, we want to talk to them. And the new jersey people said no, theyre still in confidence. We just got the special agent involved. Those five people taken into custody yesterday have been released. Theyre no longer in custody. They were, they are no longer, any more, i dont know. We know theyre no longer in custody. We know theyre not suspects. And more important than anything else, i believe, from the head of the special agent in charge of the fbi, they said they dont believe it is a terrorist cell. Theyre not looking for anyone else. Theyre doing a social profile on the suspect they havetalking family. They are not allowed they were just trying to find why why he want going to afghanistan. She from afghanistan, but she i a u. S. Citizen. Theyre going today find out more about that. They already checked on that to some degree. They will find out everything they can about his social network and come to a greater decision. He was shot in the regular, the supper extremities, he is a lone actor. May i, with your permission, a lone wolf. Do we know that . No. But theyre not looking for anyone else, they dont think anyone else is out there, theyre not looking for a terror cell. They were working for the possibility of a terror cell. Rick is in chelsea now. Reporter absolutely, i should say that i spoke with a member of the joint Terrorism Task force a short time ago that confirmed there is no known additional suspects. This person told me based on the circumstances of all four events, the two Pressure Cooker bombs found here, the bombs at the charity race in new jersey, and the pipe bombs in elizabeth, based on those four events, they say it is highly likely that rahami had help or support. No indication of who that might be, but this Law Enforcement source telling me it is highly likely he had support or help. They are continuing to investigate to determine who he has been speaking with, who has has been in contact with, and who might have helped him create the devices. He may have had help, but he is certainly in custody. I republican being in brussels after the brussels investigations were going down, they had all of this information that led them to believe there was a terror cell, a larger things. They had places, contacts, they worked together, they thought they found it pretty quick, but it feels comforting to me that youre not going to run across a few more. Yeah, it is good news, at this point it looks like he planted them, and they tied the bombs to them, and whether or not he will provide more information is interesting. I saw an article that said afriend of rahami said he was radicalized after visiting afghanistan two years ago.
