Honored senators, i would like to introduce you to my daughter, sarah. Two of my daughters are back home and two of my family members are dead. I got shot in the back and shot through the shoulder as we went running to the door and there was another shot and by the end we knew it was death. I believed we were all dead. My mom and dad met in college at a dance and my dad spotted my mom and i think he went over and bumped one of his friends out of the way and danced with her. It was 1968, randall weaver and vicki jordan were central students and they would last even after and randy enlisted in the army but the vietnam war raging, randy completed special forces training but never saw combat. Remaining stateside is an equipment engineer at fort bragg north carolina. My dad came back on leave and after the date my mom was just very much a lady. She had a soft spirit about her and my dad was always funny and i think they complement each other well in that way so they say opposites attract. After three years away and upon randys discharge in 1971 they married in iowa. It was there that randy working as a mechanic and vicki a secretary, intended to build a life together. The couple had three children, sarah, samuel and rachel. My memories of iowa as a child are wonderful memories trade we had all the childhood of suburban iowa life. I love people are very real and down to earth and it is like home. Randy and vickys debate was in part part of their lives and it intensified as they worried about what they saw as a decline of american society. Eventually, randy and vicki withdrew from their Church Community and believed their fellow worshipers dismissed their anxieties about the world and ridiculed their increasingly fundamentalist abuse. They felt very betrayed, i believe, by that and so they began a journey on their own in a sense into the bible. Their journey took them from a very basic new testament Christian Faith to a very old testament, more strict, judgmental side of faith that belief system is very fear based, fear of impending doom and things like that. Randy and vicki devoured biblical prophecy books and came to believe the world was on the cusp of an apocalypse. They got rid of their Television Set and even stripped their walls of pictures. Along the way randy acquired dozens of weapons and he would later insist, however, it had nothing to do with preparing for and of times. He was simply a collector. Its a diversion he shared with his kids as they got older. Weapons was a hobby and my children enjoyed weapons and i told them never to point at anybody and my children had a lot of common sense and they did not ever play while they wildly with weapons. They enjoyed them. Randys weapons were among the few possessions the weavers did not sell off the summer of 1983. Once i finally decided to leave society behind and find a sanctuary from its imminent collapse. We wanted to be separated from the rest of the world and we do not want to be a part of it. Survival, you might want to call it. We wanted to survive in a bad times ahead. They packed up the moving truck and they headed out west and they were looking for it as they went. They fell in love with Northern Idaho and were willing to trade our moving truck and cash for a piece of land. Everything came together and feels right then you make that move had to think thats what they did. Randy and vicki seemingly made their safe haven from a dangerous world. Uncertainty was lurking behind the north idaho plus loss. When you look at Northern Idaho youre looking at an area where there are a lot of mountains and places to go and get off the grid. Going back to the end of the 70s and early 80s in particular everything simply was moving quickly into society but in north idaho things were still pretty quiet. That we were family was attracted to north idaho because of its remoteness. You could buy 10 acres for not much money and build your own cabin and he would not see anybody for weeks on end. For a lot of people, particularly those like the weavers who thought the enzyme was there, this was a Perfect Place for them to come. And the fall of 1983 the weavers purchased 20 acres of land for 8000 on the rocky terrain, the Boundary County idaho about 30 miles from the canadian border. It was the biggest adventure of my life. Biggest adventure for my little brother and my little sister. Randy and vicki built with her own hands it cabin, the new Weaver Family home. They built this house literally for millions. I mean the ends are cut off by two by fours but you dont have Running Water but water that comes in from streams that they capture and you dont have real electricity. Its a whole different life. Your survival is built into your day as well so the wood cutting and water hauling in the laundry doing all of that is much more work but when you are all in it together as a family youre very close. The tightknit family would make room for one more when they took in a local teenager named kevin harris met kevin was like an older brother for me. He ended up living with a family on a property just below ours. Pretty soon he was not living with these other people but living with us. He adopted us, we adopted him as connect the homeschooled weaver children quickly adapted to isolated and civil life. I had one girl hold memories of hiking around the mountains with my brother, going fishing with him and just exploring and having the time of our lives together. The idyllic life atop a mountain just what the weavers wanted for their children but paradoxically for randy and vicki getting off the grid landed them on the governments radar. Moving to north idaho was very, very different culture and very different people from what they were used to in iowa. Everywhere they went there was a problem. 1985 property dispute with the neighbor escalated into a federal case over accusations randy threatened a bizarre array of government officials and world leaders, including the idaho governor, the pope and president reagan. The secret service. Visit to ruby ridge but after interviewing randy and vicki no charges were filed. That was quite an emotional thing we went through at that time and we could not believe that these people set us up in this manner. Randy and vicki came to mistrust almost everyone in the isolation increased without steady jobs they were woefully short on money and they turn to their religion for validation. They became you could say religious scholars with the various friends that knew them most of them shrugged off that much religious talk but randy and vicki seem to never stop talking about the bible and what the bible told them to do. They came to believe the bible taught that the races should be separated and that jews were evil and that america was being ruled by a quote, zionist occupied government. The weavers became believers in christian identity, no race mixing they were very antigovernment and they were very disaffected. We could always look back and think things couldve been done better or differently and everyone is on their own journey and my parents were definitely on theres. The couple had no idea where that journey would lead them. groans hmph. food grunting menacingly when the food you love doesnt love you back, stay smooth and fight heartburn fast with tums smoothies. When the Weaver Family decided to move to north idaho they wish to be isolated. They were not the only ones. So was verlyns racist name Richard Butler who quit his aeronautical engineering career in california for Northern Idaho in the mid 1970s. Butler had come north and he had started preaching his version of the gospel in developing this community in hayden lake, idaho. He said he chose north idaho because he believed it was the last white bastian region in the country so he set up shop and in short order by 1980 he had evolved into an organization he called the area nation which is a white supremacist based organization. Richard butler is the leader of the white supremacist and want to establish an area in homeland when a National State for peer whites only did they like old idaho as a home. It will be defended from outside influences. After hearing that sermon over and over again a group of young men decided that the time had come for action and they had read a book called the turner diaries which is a fictional account of a race war and they decided to take that fictional account and put it into action so they formed a secret domestic terrorist cell that they called the order and after forming in 1983 they set about committing a host of crimes, preaching counterfeit money, acquiring illegal firearms and it was a domestic terrorist cell up and running, plain and simple. That group came from that nation. That increase the amount of lawn force meant presents from a federal lawenforcement side in north idaho and who was involved in was was their connection between the nation and the order and where there firearms to be distributed to the nation so right after the order had come out of there it was the place to watch so parachuting into the scene was randy weaver. The aryan nation used to hold this summer conference and it would bring in folks from all over the northwest and they camped and listen to butler talk. At some point randy weaver heard about the aryan nation and decided he would show up there. I can speak for my dad and that he never probably wouldve ended up there at all had it not been for someone who befriended him and talk him into going. I went down there to Exchange Ideas with people and talk to people and usually i ended up arguing with people that i had never joined and did not want to join. Im not a joiner of anything. Randy weaver hung around with some folks that were basically bad apples but he was never a part of any kind of Violence Group but some of his associates had bad connections. My parents never set out to move to north idaho and get involved in anything like albert i dont even think they were aware it was there. Avidly they had no idea that at that time the government was doing that as a hotspot. In fact, multiple Government Agencies were trying to infiltrate hayden lake with undercover operatives. In 19861 of them posing as a gun dealing biker first spotted randy weaver at the aryan nation compound smacked the informant known as goss was sent there by firearms and was mentally taking names and notes and license plate numbers or whatever else he could member among the people he meets there. I was introduced to this goss who became acquainted and he, you might say, the frenemy. Gus was an affront. The undercover operative was sizing randy up in the goal was to get the unemployed weaver to break the law so the feds could use the threat of prison time to force him to infiltrate the aryan nation. He was patient and has weaver became more and more vulnerable. He does not have a real work and doing odd jobs. He needs to get money and he needs money to be able to provide for his family. Randy weaver was not a member of the aryan nation but the feds wanted to turn it into an informant against them. The feds took their time. Gus made his approach in the summer of 89 and three years after he first i need randy. The agent informant meets weaver again at the aryan nation and by that point in time atf sense the easy mark. The undercover figures this guy needs cash and maybe he will sell some sawedoff shotguns we can promise him money spent by september 1989 randy weaver agreed to sell the barrels off a single shot gun and pump Action Shotgun and sell the illegal weapons to the undercover informant. I dont know why he chose to saw those guns off other than the money. It sounded good to him and been able to provide at that time. With the guns in hand weaver traveled 20 miles south of his cabin to meet the atf informant and sell them the weapons at 300 a piece. Biggest mistake of my life and i went ahead and did it. I sold to guns and he showed me what he wanted and what he wanted me to do with them and i said yeah i can do that. [inaudible] [inaudible] you get a hacksaw and sawedoff shotgun in the next thing you know youre a federal felon under the 1934 National Firearms act. Atf has a pretty good case against weaver and undercover will testify that he approached weaver and that weaver sold him the sawedoff shotguns and he gave money to weaver and so theyve got this case and they will use that as a bargaining position. That was basically the first, note that file and after that the feds started to ramp up their efforts to get him. Six months later i was post make two atf agents and basically what they said was we are going to take you for six or seven firearms violations if you dont join our team. We need you to work for us or you will go to prison. Do know what happens if you go to prison connect you take a chance that you will go away for a long time and your wife will be left here without any source of support and you will lose your cabin and lanny bought so they use that hitch to turn them against aryan nations. They wanted my dad ultimately to become an informant for them to become what called a snitch. My dad refused to do that when they propose that to him. He will not be easily turned by the feds. In particular because randy believes in the idea of the zionist occupied government. He figures agencies like atf those guys are all working essentially against what he fee at this point is his people the white race and its a strange, weird belief but thats how he believes and in the end, he just absolutely refuses to help it wont do it. My dad was you tricked me and entrap me in the frenemy and you were lying to me this entire time but does away and working for you. When randy weaver refused to become an informant for the atf federal prosecutors turned up the heat presenting the case to a grand jury in 1991. After the grand jury indicted randy weaver on federal firearms charges it was the atf task to go arrest this man. They knew from their own if a skater work that it was not just randy weaver, he had a son up there, carrying a firearm, randys weavers wife and potentially a friend were all heavily armed and in all those situations is an attempt to rest the individual away from their residence. My parents were on their way to town in winter and they had left us kids up on the mountain, as they would when they go to town for supplies. The agents set up on the side of the road as a stranded vehicle that randy and vicki weaver are coming by would stop and ask if they needed help. My mom and dad stopped for the stranded car on the side of the road, asked if they needed help and immediately were surrounded and had guns pointed at them and were being screamed at my mom was thrown on the ground and they were both frisked. My dad was arrested and then they took him to jail. As he was being taken to jail, he tricked me this time but you will not trick me again. In fact, there was obviously a clear signal to what would come next. Randy was booked on the weapons charge and the weavers posted their cabin is bonded to gain his release. But the family was unknowingly given Incorrect Information about the bail arrangement. They had been told if my dad lost his case he would lose his bond and we would be homeless. That was now not true. My parents did not know that that they were given the wrong information on that. The miscommunication with the weavers to fear the government taking control of their most valuable possession. My dad thought was that they tricked me and theyve got the shotguns and they know that and theres no way im going to win my case. We will lose our home and be homeless. They felt helpless. Vicki lashed out with two bizarre letters to the u. S. Attorneys office adjusting the recipients as quote, servants of the queen of babylon and telling prosecutors whether we live or whether we die we will not bow to your evil commandments. The feds discovered vicki was not only the wife and matriarch of the family but ran that family. She knew more about the bible and the beliefs that randy weaver came to adopt. We had come to the point where the we believe the government was lawless and it become the new babylon andotall. She was just trying to get her. She was like listen, hear me, like, this is serious. This is my family and livelihood and my kids but she did not say it in that way. Do to another bureaucratic snafu randy was giving conflicted court dates. At that point according to randy the weavers said enough. Because of our fair mistrust our family made a decision we would not come down. People try to reach out to randy and said if you think this is wrong, argue the case in front of a jury and if you are is innocent you will lock. He was bullheaded for he was like no, im not coming down. When he did not show up for court they immediately labeled him as a fugitive. That means is a federal judge issuing a warrant and in this case to the u. S. Marshals service saying go arrest this man and in front of my bench. Like any case start doing your intel to find out what and if and how much of a threat and go from there. The Marshall Service determined randy weaver very much a threat, labeling him as quote, considered armed and dangerous. We hear Different Things but the red flag came up of his views that we could find out and that the original charge was for firearm charge so we presume that it was still more firearms involved. The marshals kept their distance at first and in august 1991 u. S. Marshal weikel johnson wrote weaver a letter, urging him to surrender. They reached out to vicki but to no avail. Why we took such a conservative view of apprehending weaver was the kids we did not want to get involved in the shooting with kids involved. What does help for Heart Failure look like . There was just this mix of life and then the cloud hanging over our head not been able to go shopping for groceries and things like that and there were times they did not know if they could trust certain friends bring supplies and it was a fearful time and joyful time and a time where you are working hard again and all of those things wrapped into one. Factor in the time vicki weaver conceived her fourth child. I think this went on for so long that my mom had gotten pregnant and she delivered my little sister on the mountain. The birth of their daughter property came in october 1991. Eight months after the weaver arrest warrant. Up until this time the standoff between the feds and the weavers escaped Public Notice until the calendar flipped to 1992 and the story was broken by spokane, washington Journalist Bill moreland. On out of bench warrant had been issued and he would not come down and i thought it was an interesting story. Heres his white separatist and he was on his mountaintop and armed and his kids were armed and they do not want to go up and tried to arrest him because they knew that things would happen so its this dilemma. That led to our march 1992 story headline which read something to the effect that feds had fugitive under our nose and. The point of the article was heres this guys up in his mountaintop and the feds dont know how to get him down and what they will do. I think that triggered a response in washington dc that weve got to do something. Its an embarrassment. It became more and more apparent the weavers were not leaving there cabin headquarters and that we need to get a plan together. From their offices in arlington, virginia u. S. Marshals service devised quote, operation northern exposure, the name based on a hit Television Comedy about quirky citizens in an alaskan town for the ruby ridge mission would be no joke. The Marshals Service was deliberative about their attempts to arrest him. It all came down to one thing, how to make an arrest with out an incident. They decided the first thing to do with to put some motion activated cameras upon u. S. Property that adjoined the weavers so they could keep track of whos going and coming. Over a nearly 30 day span in the spring of 1992 the cameras or capture of the Weaver Family and friends, kevin harris, the young man still living with them trolling the property, frequenting armed and at the same time, marshals who watch them from the command post a few miles below the cabin. Youre dealing with a fugitive whos holed up in a cabin on a mountaintop so that was what was unique about this case. You have a guy who you know where he is at but they dont know how to get him the hell out of there. In the meantime, the story had gone national. You got different media stories popping up and you got media wanting to come and interview my dad. In may 1992 randy granted a small town idaho newspaper reporter access to help tell the story. His message was simple, the government we need to admit wrongdoing or he would stay on the mountain and was prepared to die for that because. Weaver was still trying to figure out how to not make anything go wrong because you do have kids involved and we had the interest of one person and i was randy weaver who we had the warrant for. That task was becoming even more difficult as the investigation continued. Either we or someone in his cabin would see the surveillance equipment and destroys its about the Marshall Service is no longer getting a few from up there and dont know who is coming and going to. U. S. Marshals special Operations Group would launch another quote, undercover operation. That mission was to go in and install a new camera and retreat successfully without being detected. It was a disastrous mistranslation that would lead to the forest floor and the Marshall Services reputation stained with blood. I am totally blind. And non24 can make me show up too early. Choose the app that fits your investing style. August 31, 1992 i woke up to a day like any other day on the mountain that we had been living next sarah and randy took their daily walks and 14 yearold sammy weaver and kevin harris patrolled the grounds early armed with the family dogs by their side. What they did not know was a group of u. S. Marshals had arrived that morning capturing their every move with a longrange camera. A team of six u. S. Marshals including Deputy MarshalWilliam Deegan were in full camouflage and prowling on the edge of the weaver property to conduct surveillance. They were not out to make an arrest that day and we were up to observe and to see if weaver would come away from the cabin and away from his family. As they continued their daily routine the families yellow lab, stryker, picked up a scent. Stryker got more and more agitated with his barking and sam came running back and said strykers barking and there is something out there. Randy, sam and kevin followed stryker to an area called the why, to trails 500 yards from the cabin merged. They were following the dog and i thought he was chasing an animal and they decided to split up and so my dad went up one trail and the guys went up the other and their thought was they will chase this animal down and meet in the middle and see what is going on. U. S. Marshals had also split up and half of the unit inching toward the cabin and the other setting up an observation post. I was not too concerned. I knew the guys had taken off and sam had gone after the dog. I almost went with them and thought i dont need to go with them this time but i will just hang here and they will be back soon, no big deal. A little bit of time past and i remember hearing gunshots and that was not normal. Maybe it was something that was actually threatening and they were trying to scare it off or something but then i heard yelling going along with it and my heart sank. On one trail randy encountered a u. S. Marshal spirit he said freeze, randy. I cussed at him. Randy quickly disappeared into the woods out of sight of that u. S. Marshal and ran back towards the cabin. I had shot my 12 gave shotgun in the air and he merely started yelling for sam and kevin to get home. The two continued to follow stryker who is currently on the trail of something big, three u. S. Marshals who had been retreating through the woods after hearing the barking dog. One of them feared the dog would lead to their position. I got born of 50 feet up the hill and i heard a bang and i heard the dog yelp and i said they shot the dog, get home, get home and pretty shooting it started shooting and i thought i got to get down there because the boys are involved in this and i said sam, get home. I heard him yell im coming, dad. A volley of gunshots filled the air. Theres been an ongoing question of who fired first and exactly how many rounds were fired and who fired them and its a bit murky. A chaotic firefight had kevin ayres and samuel weaver exchanging bullets with the u. S. Marshals and both sides were hit and deputy u. S. Marshal William Deegan was shot in the chest, killing the decorated federal officer. We saw my dad coming up the driveway and he was visibly upset. I remember him sharing that he had heard of stryker yelping and that he had run into a person in full camouflage with a gun but did not know if sam and kevin had run into the same thing and then of course, sam and kevin had run into their own ambush. During his relaying of what had happened we saw kevin coming up the driveway and he was crying. All of this immediately we were like what happened, where is s sam . He was crying and said sam is gone. My mom was just like we need to go get him. We were just crying. There was wailing. I think that would be the term. I dont think my mom wanted to believe he really was gone. I did not either. He was my best friend. I was not with him when he died. To this day, that is hard for me. Kevin and dad were carrying him and i caught a glimpse of them with him and that was the last time i saw him. I could not look again. There was a bullet that had hit the stock of his gum gun and hit him in the elbow and there was a bullet in his back i remember looking at the blood and just felt so surreal and so horrible and i think, honestly, my child hood ended at that moment. Marshals were unaware both sides had suffered a loss. Bottom line is you had a dead marshal, dead boy and you had the Weaver Family hold up in a cabin. As the smoke cleared on the mountaintop frantic u. S. Marshals made an urgent call for more officers. [inaudible] we received a call from headquarters in the command center that we had a deputy down and hrt would be coming from washington dc. Sending in the hrt raise the competition with a man, his wife and children to a whole new level. It was the fbis elite hostage records you team. They were equipped with highly trained snipers and swat officers. The Hostage Rescue Team is a dynamic entry organization and their primary mission is rescue. They are used to going in dynamically into a situation and handling it rather quickly. 2500 miles away in washington dc the heads of the u. S. Marshals and the fbi exchanged intel on the bungled operation is. You get this vivid image of even these trained federal marshals panicking and gunfire everywhere and chaos and so you know what was coming to gated back to headquarters after this had all gone down in one of their own was unfortunately dead on what may have played a role into the perceptions that were received back in washington dc and the choices that were made based on the information they were receiving. Embarrassed and staggered by the loss of one of their own they responded with scandalously poor judgment that would make the situation even worse. Typical rules of engagement would require that you assess somebody in a situation to be a threat and then if they are a that to others, then you can use deadly force but in this case they had a dead u. S. Marshal and its been reported that other u. S. Marshals are surrounded and pinned down. As the fbi sends Hostage Rescue Team from quantico the higher ups decide to the socalled rules of engagement and that is that once you are there if you see an adult outside the cabin with a weapon that you have a license to shoot and kill them and take them down. Here is the thing that makes us so incredibly crazy. The federal government had the cabin under surveillance and they knew every morning people came out of the cabin and almost universally in those videos they came out armed. Randy, vicki, sammy, sarah, they all came out with guns and firearms. When they gave that order, you know, they were licensing the wholesale slaughter and murder of anybody who was there. Up on the mountain, the grief stricken Weaver Family remain huddled in the cabin. We were still, that day, and shock.
