From n.p.r. News this is All Things Considered I'm Audie Cornish and I'm Ari Shapiro locked and loaded That's how President Trump described the u.s. Military solutions for dealing with North Korea he also held out hope that the tensions won't reach that point Trump met this evening with his top diplomats at his private golf resort in New Jersey N.P.R.'s Scott Horsley has more trouble stark warning for North Korea came in a tweet this morning he cautioned if that country should act unwisely military solutions are now fully in place this continues a series of toughly worded messages from the president urging North Korea's leader not to test the u.s. Resolve and he uttered. Threat in the form of an overt threat which by the way he has been uttering for years and his family has been under him for years for if he does anything with respect to Qualcomm or any place else that's an American territory or an American ally he will truly regret it and he will regret it best nuance has never been this president's style his political rivals have already learned crossing Trump invites counterattack but the scorched earth rhetoric is potentially alarming when it carries the prospect of actual scorched earth White House advisor Sebastian Gorka told the b.b.c. This week trumps fire and fury messages must be taken seriously Defense Secretary James Mattis was more circumspect though when he was asked about the president's saber rattling maddest paused for a long moment Thursday before discussing the possibility of nuclear confrontation my mission my responsibility is to have military options should they be needed but Mannus went on to stress diplomatic solutions must be exhausted 1st right now Secretary tellers and Bester Halley you can see the American effort is diplomatically led it has diplomatic traction and. Again in diplomatic result last weekend the u.n. Security Council unanimously agreed to impose tough new sanctions on North Korea and despite Trump's public bluster the u.s. Has reportedly been carrying on quiet back channel negotiations with North Korea through that country's u.n. Representatives the president met this evening with Secretary of State Rex Tillerson and u.n. Ambassador Nikki Haley to discuss their diplomatic efforts hopefully it all work out. Ok nobody loves a peaceful solution better than President Trump and I can tell you Tillerson who's just back from a series of meetings with allies in Asia says there's no disconnect between that sentiment and the president's tough talk about possible military action there what the president is doing is trying to support everything in North Korea understands what the structural its possible trumps warnings about military action are intended not only for North Korea but also China the country with the most economic leverage to influence Pung Young's behavior foreign policy experts caution though the increasingly bellicose rhetoric from both Tromp and North Korean President Kim Jong un runs the risk of the 2 countries stumbling into actual conflict Secretary Mabus the former general whose nickname is mad dog sounded cautious this week when he warned war with North Korea would be catastrophic Scott Horsley n.p.r. News Washington joining us now to discuss this and other stories from the Week in Politics is e.j. Dionne of The Washington Post and Brookings Institution Hey there e.j. Good to be with you and David Brooks columnist with The New York Times welcome back David thank you Ari we're going to talk about the power of words this week and here is Donald Trump defending himself against criticism that the president's talk is rash or bellicose or any of the words we heard in Scott's piece Well you know my critics only saying that because it's me if somebody else are in the exact same words that I heard him say what a great day and what a wonderful day. David Brooks I feel like people who during the campaign were constantly raising the question of Donald Trump's words and the nuclear threat I mean this is like a big kind of Clinton campaign talking point so now that we're here how are you feeling as you know. It's not just personal President Trump one of the reasons nobody's reacted this way is because no president has ever said anything like this in regards to North Korea the North Korean regime especially in public is extremely unstable and they're screaming they scream crazy things like they're going to turn soul into a lake of fire and every other president both parties before has decided if someone extremely unstable is screaming crazy things that you you don't scream crazy things back at them because it only raises the atmosphere what you do is you tend to ignore it the 2nd conclusion every other administration has had is that even though they are crazy and secure on the surface they do tend to respond to normal self interest down below and deterrence probably works and so that has been the governing philosophy of of the other administration and seems to be in this one with the exception of Donald Trump who thinks they are basically the Cuban missile crisis but e.j. The president has made some diplomatic gains right with the sanctions out of the u.n. People are talking about these back channel negotiations and he's meeting with Tillerson And the key Haley in the coming days so progress. Well I would like to hope there's progress I think the most devastating comment on what Trump has been saying does not come from his critics but from Secretary Mabus in the clip we just heard maddest was basically saying don't listen to what this guy meaning the president is saying we're doing diplomacy out there and I think the language he's using locked and loaded fire and fury sounds more like a Clint Eastwood or Gary Cooper movie than than reality the best defense of Trump is that he's pursuing Richard Nixon's madman theory make the other side back down because they think you'll do something crazy but I don't think that's a very wise or prudent thing to do in dealing with North Korea I'd like to hope that the diplomats will continue to work in the u.n. Vote is something we should all be happy about and if Trump had not said all these things we might all just be able to chair that now members of Congress are back in their home districts are having to answer questions about their performance so far this year in the Senate majority leader Mitch McConnell who has taken some hits from the president defended Congress against the criticism that they had accomplished very much. Or. Quickly things. And you know right or wrong. So after 7 years of hearing repeal and replace with the president's expectations excessive who wants to jump in on this I guess I will I think go ahead David that well you know they they were not excessive The Republicans should have have been there are 2 problems here the 1st is the Republicans really didn't have a coherent replay strategy the 2nd is that Donald Trump was completely unhelpful and the 3rd to add another is that attacking your own majority leader is suicidal politics you know this is a team sport and to me the interesting thing is what does McConnell do in response he obviously doesn't want to get in a Twitter war with Donald Trump but this is something to defend himself to descend ISP. Already and to defend the Republican Party in the Republican Congress I try to extortion I think that's the only thing that works with trump whatever Putin has done trump them Connel should try to get Ok e.j. David suggesting a felony you. I'm against felonies of all. Trump Trump taking responsibility for any failure is something he's constitutionally incapable of so it's always someone else's fault where accustomed to him saying that everything is Obama's fault or Hillary Clinton's fault and with this failure he wants to blame it on Mitch McConnell But as David says this is a very dangerous game Lord knows I'm perfectly happy to see Mitch McConnell and Donald Trump fight each other but all this is doing is pushing a Republican Congress that would like to move away from Trump in many ways I think there are a lot of members there who would like to go away from him it makes it much easier for them the Republicans problem on health care is they were never willing to spend the money that it took to provide all the coverage that Obamacare provided in they were going to run into trouble on this with or without Donald Trump or Mitch McConnell wed last idea that came out of Silicon Valley and this is the debate over a viral memo from a Google engineer who argued among other things that Google had a left bias that created a politically correct model culture that shamed dissenters into silence also made some comments about about men and women and biological differences David you argue that the person who should have been fired is Google c.e.o. How come well you know all of this starts with a long debate we've been having for decades about evolutionary psychology in the differences between men and women and there's this vast body of research out there on the subject and it shows 1st Mostly there are no real significant differences between men and women on ability is on the ability of math and i.q. Pretty much the same there are some minor differences between populations mostly in levels of interest not on levels of a bill. Lity and but these are all about populations you can't tell anything about a person about an individual from any of these studies who should work at Google who should not work he Google who's good at Tech but this is just a more like if you say so that's how bad I got your take of James the more you know that's exactly what this is the name of the engineering and this is exactly which aims to more wrote in his memo and now a whole series of evolutionary psychologists of come out I quoted a couple in my column today saying that he was a pretty accurate summary of the body of research and so someone at a scientific company should not be fired for sort of accurately summarizing the science now I understand why go ahead and use it oh go ahead David I understand why some of the people who are there who are be especially some of the women who are in a hostile work environment being silenced in meetings are upset because they're living in one reality which is the reality that we live out every day as individuals and they're absolutely right but James to mourn his research he summarized his talk about populations and he too is right and finish I should have did a much better job of a not firing him and b. Explain the difference between last word to you where I disagree is I don't think the research is anywhere near as good as David is suggesting it is and some of what he said were pure stereotypes women generally have a stronger interest in people rather than things relative to men and I thought in a winner in the New Yorker really had it right that this memo was a kind of smack in the face for plenty of tech workers and executives for for plenty of women who are used to tech workers and executives considering hiring women as lowering the bar I mean there was something just terribly wrong with this memo I'm a pro labor guy I don't like people getting fired but I think this memo had a lot of problems and that's e.j. Dionne of The Washington Post thank you e.j. Good to be with you and David Brant Thomas with the New York Times Have a good weekend you too. You're listening to All Things Considered from n.p.r. News I'm Audie Cornish and I'm Ari Shapiro public health officials and others concerned about the nation's opioid crisis are pleased with President Trump's intention to declare it a national emergency Trump's presidential commission on opioids said an emergency declaration would allow for immediate action and send a message to Congress that more funding is needed governors in 6 states have already declared emergencies to deal with opioids as N.P.R.'s Greg Allen reports the states that have declared emergencies on opioids children national scope of the crisis they range from Alaska Nera zone in the West the Florida for Ginia Maryland and Massachusetts in the yeast in Maryland where $550.00 overdose deaths reported in just the 1st 3 months of this year Governor Larry Hogan declared opioids a public health emergency in March it's a cold and I call to action clay step was appointed to head the state's opioid operational command center he comes to the job with a background as an emergency manager and compares the effort to the state's response to hurricane we need all the right people in the room to make sure that we can make a decision in time to move people out of harm's way shelter manager thing out getting everybody's attention focused and strategies and driving programs processes this is no different says declaring an emergency Maryland has tightened practices for those prescribing opioids and received a waiver to allow Medicaid to pay for residential drug treatment Massachusetts was the 1st state to declare opioids a public health emergency in 2014 Michael Barnett an assistant professor of Health Policy and Management at Harvard's Chan's School of Public Health says the governor at the time Deval Patrick acted on the recommendation of a special task force to open up funding for the Department of Public Health for instance to open up more treatment that is to create funding and make it easier for legislation for 1st responders to use the lock zone which reverses opioid overdoses in the field making the locks on freely available and putting in the hands of more people has helped save lives that's been one of the most immediate impacts of them . And she declarations and states that issued them Arizona's governor declared a public health emergency in June while humble with Arizona's Public Health Association says with that declaration the state began gathering badly needed data you can put together a more complete picture of what the epidemic looks like who it's getting well it's getting who's doing the prescribing what portion of it are that no one heroine and what portion are that pushed by pills and as you get that more complete information and allow you to craft a better public policy in Florida emergency declaration issued in May enable the governor to quickly allocate some 27000000 dollars in federal funds for drug treatment and prevention and Taylor has the drug abuse foundation in Palm Beach County which last year saw nearly 600 fatal overdoses mostly related to opioids killer says although the emergency declaration was welcome Palm Beach County and the rest of the state still don't have enough publicly funded beds available to treat people with opioid addictions today isn't talking to you we have over 200 people on a waiting list these are people where we've done a clinical assessment on them and it can and then to be in need of that service despite the emergency declaration Florida unlike some other states hasn't kept Medicaid to help pay for drug treatment Taylor says he's hopeful President Trump's emergency declaration when finalized will free up more money to treat people in recovery from opioid addictions Greg Allen n.p.r. News for k b u t m Chad rich the big mine master plan is now looking at the warming house building the home of town league hockey lockers Crested Butte Nordics base and other uses by entities like the film festival Janet Hansen is the Parks and Rec director for the town of Crested Butte she says they would like to construct a new building in place of the current warming house we really developed a list of pros and cons for British forces you can shop shit and time and time again we found that there is a very specific program need that we are trying to meet face so we decided that for the money that could be a potential coffee to the body meeting the existing building it would be a detriment to the program overall but in the end product of all would like the building to do for us. To keep the old building we would like to recommend the council to do for with all the structures if you've been there in the late afternoon or early evening when Nordic rentals are coming back and hockey games are starting it can feel like the building is about to burst it's busy and it's small and a lot of people are using it it's a $3500000.00 proposal the building would be 8488 square feet 6000 square feet larger than the current building Hanson says it would better accommodate lockers for hockey it would have a women's specific locker room as well as a single use a gender neutral family restroom there would be a team room for workouts and a place to watch video the main floor would have Nordic center rentals and a lounge and a place to spread out the top floor would be for Nordic Center offices and a conference room c.b. Nordic director Christie Hicks says the building could provide a year round amenity as there rentals could be cleared out and used for something different in the summer hockey Representatives said ice was their prize. Already but they're still happy to see the new locker rooms and have some space to spread out Hanson says the design will also accommodate afternoon activities for kids though I don't know how many of you by the bed in the warming house after school but one of the primary function that we really wanted out of this is this is a lady with a mission space to build that year the Arctic team as well as all the hockey teams so hockey kids after school he'd come in right on the bank level change clothes there's a nice area there for parents to hang out with could be up there in the morning you know they're right there at the benches helping their kids get their stuff on then they're on to the ice and then cheers morning Team members of come up stairs they have a nice team room as well as 2 Changing Rooms presumably of boys and girls in there and men's and women's locker rooms and then they've got a coach's office right there that little aside from sports the facility could hold events inside and outside in could be rented the proposal has a lawn area for programming space a pavilion that could hold live music public bathrooms that could be left open even when the rest of the building is not and the new space could continue to host non-profits like the film festival or maybe other organisations the skate park will stay where it is for now that's the next phase of the big mine master plan where they'll look at improving it where it sits or moving it to town park replay or anything but it's a. Lot of money $1000000.00 people that's Crested Butte Mayor Glenn Michael asking the question on everyone's mind funds for the proposal would come from the Department of local affairs and the mineral Impact Fund for about 3 quarters of a $1000000.00 if the grant comes through the town's capital fund earmarked a half a $1000000.00 for the project of which $215000.00 comes from leftover Bud Light money but the bulk of the project 2000000 dollars would need to be raised through private fund raising and a little bit of ad sales at the site the council gave Hanson the blessing to pursue the design and the project will go before bows are next month Chad rich k b u t.
