News I'm Ari Shapiro and I know the Chuang a defiant President Trump declared today trade wars are good and easy to win Trump may have fired the opening shot this week when he announced plans to impose stiff tariffs on imported steel and aluminum in this battle as with any war some people get the spoils while others get caught in the crossfire N.P.R.'s Scott Horsley reports the terrorists are intended to protect America's domestic steel and aluminum industries which Trump said ruefully used to be a lot bigger Scott Paul who runs the Alliance for American Manufacturing knows steel employment has dropped more than a 3rd in the last 2 decades while aluminum jobs shrank nearly 60 percent in just 3 years the thing about those jobs is that they're hard to replace in those communities in the industrial Midwest it's likely that the workers who lose those jobs will never find another job or if they do it will be in a much much lower paygrade Paul's group has been running t.v. Ads urging the administration to crack down on imports he was delighted by the president's surprise announcement which calls for even bigger tariffs than the Commerce Department recommended It's been a crazy $36.00 or so but while u.s. Excitement Joining us now David Brooks of The New York Times either and Karen Tumulty of The Washington Post good to have in the studio Great to be here let's start with that surprise announcement the president made on tariffs What do you make of the fact that many of his closest advisers were caught off guard and learned about the decision when they read it on the website of your newspaper The Washington Post Karen and I think this is explains why when we write so many stories about the entry in the chaos in the White House this is not just kind of Beltway inside baseball the chaos actually this week we saw manifest itself in policy I think a lot of people looked at the fact that Rob Porter's departure was Rob Porter who the White House they was a staff secretary Kerry arrived after being accused of abusing 2 former wives which sounds you know sounds like you would say well how would this affect trade Well the fact is that he was handling the process he was sort of keeping the protectionist forces in the White House at a I think the other thing that is going on here is that the president is looking at the fact that there is going to be a special election in about 10 days in southwest Pennsylvania and this is a Republican seat just our side since birth right and it's a Republican seat normally it's one the president won quite handily but there are a lot of Mine Workers and steel workers in that district who voted for the president and who don't are going to be very happy with this decision David what do you make of the fact that many of the president's closest advisers did not want him to do this and he went ahead with it anyway you know I sort of think the scaffolding is falling away I mean there was a structure of semi sanity built around him with OPEC's and Kelly doing his best In Session's doing his best and Gary Cohen doing his best but it's falling away the mania is escaping and so now we have government by by resentment by anger by bitterness by just distraction it's truly horror. Funny I have no process and horrifying doubled when that tweet that trade wars are good and easily won is Trump has a lot of written a lot of ignorant tweets in his life I can't imagine ever topping that one it's like saying nuclear wars are good and easily won they're not good and they're not easily won it's interesting to me that you tie this to the departure of hope picks his communications director who said this week that she was going to resign She's one of the closest people to President Trump She's been with him since before since the earliest days of his campaign not a very public figure but what does it mean that she's leaving his side well it's a proper presence rely on processes the White House runs it's an organization with the president making the ultimate decisions but there's too much for any one man even the wisest and most well informed man and so you have to have a process where people filter in different factors and the whole community comes to a decision the president ultimately and that process always fragile in the Trump administration she was a big part of actually making sure there was some coherent where one thought led to the next lot in that thought and with her gone there's much less mental coherence Carol I think that her real value hope picks was to came to this job not with a political background she was not a political strategist but she was with the president from the very beginning of his presidential campaign her real skill was sort of reading his mood and I think that any of us who had ever been in an interview with him when Hope Hicks was in the room she would interject she would remind him of things she would sort of pull him back a little bit if he was making a claim that was completely off point or sort of outrageous her real skill was Nanjing the president's personality and personality is so connected to policy with this president he earlier lost his former bodyguard he's Schiller who had worked at the White House now his son in law Jared questioner is under attack his. Security clearance was downgraded from top secret to secret there was a report in The New York Times about questionable loans from companies that met with questioner at the White House what does this mean for the president Karen this goes back to the reservations that a lot of people had about Number Ones of staff in your White House with family members and number 2 not really disentangle ing people from from all of their business interests and that includes by the way the president of the United States these conflicts are are going to happen you could you know somebody with maybe a little more experience and judgment would have known what Jared Kushner didn't which is you do not take meetings with people who have had and do have relationships with your or your family's business interests David as bad a week as this has been for the president it has been a worse week for Jared Kushner what do you think this means well I mean he's lost his security clearance he's sort of lost the stature of the president allegedly saying they never should cut he and his wife never should come into the White House in the 1st place wife Yvonne cut from the president's daughter thought or you know the times I've spoken which is not many but he's always struck me with a smart enough guy with no experience who just you know if somebody asked you to do nerve surgery you couldn't do it off the bat and he was kind of a Middle East peace process and reinventing government right and so he was just set floundering and frankly I always thought he was sort of the Webster Hubbell here when people blame the reference when people get Webster Hubbell was a Clinton friend and somebody came in the White House and when he when the legal investigation started going they always go to somebody close to the president and indict that person and if necessary send them away in order to get to the president and shared question or struck me as Webster Hubbell in the story and so if he gets out of this without getting in some legal trouble he'll be should be concerns of Lucky an ominous note I'd like to end on the bipartisan meeting that the president held on guns at the White House on Wednesday it was surprising to many people that . Embraced positions typically held by Democrats I spoke yesterday on this program with Republican Congressman Thomas Massey of Kentucky who said the president's comments were a doozy Well I don't think he's going to come back to a rally of 30000 people in Kentucky with Dianne Feinstein next to his side and John Cornyn on the other side proposing gun control and then trying that with the n.r.a. And apparently change his mind so Karen where things stand no one knows what this is a replay of what we saw on immigration as well when it looked like the president was was preparing to make deals with his new good friends Chuck and Nancy the leader of the Democratic leaders in the House and Senate. I think what we saw and this was a kind of meeting to this bipartisan meeting on guns where the president wanted the cameras in the room but I think that nobody on the White House staff wanted the cameras in there because it was just put on display how manipulable the the process that a word of the president is when whoever he's trying to please whoever is speaking to him final thought David it's just emotional instability with attention span problem and so it's horrifying other countries actually covering the story more on this week than most weeks David Brooks of The New York Times and Karen Tumulty of The Washington Post good to have you both here thanks thank you thank you. As the nation's dairy farmers are struggling through a 4th year of depressed milk prices concerns are rising about the farmers being depressed themselves the outlook for milk prices is so bleak it's heightening worries in the northeast about farmer suicides but as N.P.R.'s Tovia Smith reports one recent outreach effort is drawing criticism. As a girl. It's the crack of dawn and just below freezing but as he does every day Massachusetts farmer Will Rogers is outside. Either our ladies. Is Ready face framed by thick gray hair Rogers says farming is his calling as it was his dad he. Is this is nature's way God's way. This sustains life which makes it all the more poignant Rodgers says that so many farmers in the current down cycle would take their lives their reasons for any suicide can be complicated of course but in Rodgers out of a 1000 farmers 3 killed themselves in the past 3 years it's a very small sample but a very sharp increase to keep their head up with all of what's gone. Farmers have a much higher suicide rate than other occupations partly due to a kind of perfect storm of financial pressure and a sense of powerlessness in an industry where prices are set by the government class gentlemen says many farmers also feel the weight of legacy their feeling my grandfather was able to be successful My father was able to be successful and look at me I I can't do it it's too much to bear Agger Mark says it will soon offer free counseling to farmers and will continue suicide prevention efforts Dan riden Burkhead of the National Council for Suicide Prevention says as disturbing as it may be talking about it as agri marked it does help more than it hurts I'm not saying that their approach of being very direct was the best approach or worded exactly the right way but the idea of it they wanted to do the right thing in trying to cvs people literally save their lives is actually a remarkable effort. News. March madness starts in just over a week and this year a cloud hangs over the n.c. Double a Division one men's basketball tournament documents from an ongoing federal probe into bribery and fraud allege a shadow world involving big money secret deals and marquee names from the world of college basketball journalists Pete Thamel and Pat $40.00 reviewed some of those documents and broke the story for Yahoo Sports we asked people family to online to the story on September 26th Ari the f.b.i. Busted into the homes and auto arounds of 10 men affiliated with basketball on a rest of them for a variety of chargers they included bribery wire fraud money laundering and what was found is they were illicitly either taking arrived to shine young men to different financial planners and business managers or using money to steer players to different colleges and universities It's an intricate scheme that went from sneaker company executives to 4 college assistant coaches all the way down to a you amateur touch and you've uncovered ties to 20 Division one programs more than 25 players I mean how pervasive was this. It was essentially so pervasive and such an ingrained part of the system that. They have addressed it in what I feel like as a nontraditional way and there's conversation Larry Scott the commissioner of the Pac 12 has come out and said you know rules need to change in my 20 years of covering college sports Sorry I've never seen one story elicit as much significant conversation for wholesale changes this story and can you just tell us a story of one college athlete who you found out about as you were researching whose story really shocked you Ari I think the story that when you really look at it in the micro and you look at it through the criminal complaints and in the court documents that gave the best prism to the system was a young man my name of Brian bowing his recruitment to Louisville where the criminal complaints allege he received he received a 6 figure payment via Adidas to attend Louisville led to the firing of Hall of Fame coach Rick Pitino but one was a very good high school basketball player but he was not what we would call one and done he was not guaranteed to just play in college for one year and then leave him to see the market in to read the conversations in the federal documents about essentially the bidding and the behind the scenes maneuvering Ok if there's a market for the number 21 player in the country one team player in the country what's the market like for the number 3 player in the country is this going to change March Madness which kicks off in just over a week I don't think it will significantly but I do think by the next March Madness because there's a commission headed by Congolese or rice to change college basketball the findings are expected to come after the final 4 I do think we will see the sport be different I just had to take to think there's going to be 3 recommendations in a report and it's going to change decades of behavior so what will change decades of behavior or is this just the way it is and always will be despite the fact that it's illegal I do think we're going to see some macro change that attempts hopefully to include the student athletes who are making. I'm Chad rich a popular late winter and early spring time activity in Colorado is antler shed collection where deer and elk antlers are found and either kept or sold until this year antlers said collection rules were in place in the Gunnison basin and near Eagle but antler shed collection rules have expanded to all public lands west of I 25 with the goal of helping deer and elk survive the last of the harsh winter months show Lewandowsky with Colorado Parks and Wildlife joins us to talk about the new rules which go into effect today why don't you start by giving us a brief overview of what is and where she had collection people have been collecting Adler's for ever are pretty cool you see him laying on the ground a lot of people stumble across them when they're out walking around in the woods. In the last 1015 years it's though it's become an industry so we have professional collectors that go out there and basically walk grid pattern in areas where deer and elk specially. Deer winter and they pick up these and lawyers and and they sell them for decorations and their use and chandelier and knife handles all kinds of things what are the new rules regarding it where should collection that go into effect today well in the Gunnison Basin specifically there have been rules again for about 10 years now that restricted when people could go pick up more sheds and as those restrictions went into place these professional antler shed hunters kind of fanned out all over the state the problem is where they go to pick up antlers is also winter range for deer and elk in in the Gunnison Basin there's got to some sage grouse are lacking at this time of year so it was a lot of disturbance to wildlife deer and elk are barely hanging on during the late winter anything that causes them to move can hurt their longevity and so the new rules have set up a restrictions across basically the whole state everything west of I 25 all public lands are closed to shed antler collecting until April 30th so the idea is that this is being done as a as a conservation effort to make sure that you know we know our deer and elk are having less and less when arranged and we want to give them a chance to make it through the winter and people can wait until May 1st and start collecting and they're still going to be able to find plenty of antlers in good condition and then what happens if people are caught collecting sheds when they're not supposed to they can be fined ticketed the tickets about $70.00 and they will be assessed points against their privileges to buy hunting and fishing licenses even if you're just out there will be walking around and you're hiking and you see a shed you know you can have a shed in your possess. Ssion So even if you're not specifically looking for sheds you know don't pick them up if you see them and we also ask that if people see people violating the closure they look like they're collecting sheds out there somewhere please call us so we can go check it out obviously if a huge area all of public land west of I 25 and we need help from the public and I'm trying to make sure people respect this regulation Lewandowsky went on to say that in the Gunnison Basin even tighter rules are in place that restrict antler shed collection from sunset until 10 am to allow for breathing room for the Gunnison sage grouse from May 1st through the 15th unrestricted antlers said collection opens for the rest of the state west of I 25 on May 1st for k v u t m Shad rich.
