Voters in this state and others are choosing candidates for governor and for Congress choices made today could help determine who holds Congress after November's general election let's work through the map starting here in California where Ben Adler is the capitol bureau chief for Capital Public Radio Hey there Ben good morning and he's in Sacramento we should mention California has been so consistently a Democratic state so why would there be so much at stake so much suspense in the congressional races this time around because of California rather if Democrats are going to capture enough seats to take back the House of Representatives it will very likely come through California we expect there to be potentially 7 or even more races that are up for grabs in November but only if Democrats can get candidates that they want or in some cases a candidate at all on the November general election ballot which at all because the state as a whole is democratic but you have these Republican leaning districts and you've got some vulnerable Republicans this time which brings us to a voter in one of those districts that I want to play you some tape of Shantelle boss is her name she's from Le Darragh Ranch California outside of Los Angeles her congressman is Darrell ice a Republican who's retiring and she's been volunteering to go door to door to drive up the Democratic vote I'm concerned about a ton of issues but my major concern is having a Democrat on the ballot because. Being this district is our pathway to regaining control of Congress and if Democrats are in control of Congress then Trump has a system that he's he's checked right so much to ask about their Ben Adler 1st she says she's never been politically active before President Trump was elected how much excitement or energy Democrats have at this moment well in California of course the capital of the resistance as it's been called to President Trump there is a lot of energy and excitement among grassroots Democrats the question is whether they're going to turn out and vote today because this is not the general election where people will actually be chosen to go to Congress this is not where like in Alabama you know the Roy Moore race and Doug Jones was actually elected this is just a primary election and those elections historically don't have great turnout in California so there is great energy among grassroots Democrats who are politically active We'll see how many of them actually come out and cast votes and there's a strange thing or at least strange to people outside of California about the California primary system which makes this a dangerous moment for Democrats doesn't it. Because the under California's top 2 primary system the top 2 finishers regardless of political party move on to the November general election so there is a very real risk particularly in 3 Southern California congressional districts including the one that that you spoke with Chantelle of about that a Democrat could get shut out of the general election that 2 Republicans could finish one to a Democrats are really pouring a lot of money millions of dollars into these districts trying to avoid that picking a Democrat who might be a good fit they think or or in some cases hitting Republicans or trying to knock a Republican down so that another Republican gets a high enough share of the vote that the Democrat can squeeze a car a top the other Republican in the 2nd place we really grammar crowds are dividing their vote between so many candidates because they are so excited so many people are running we also want to play tape of Republican voter all Mathis's she is in one of these districts the 45th district represented right now by me Walters Republican she's already voted she's so into this and immigration is one of the issues that made her support President probably immigration I mean my parents came here is immigrants from Mexico but you know they did it the way you're supposed to because we have laws just like every other country does you know they apply got a sponsor they came here they immediately got jobs learn the language do you still find a lot of trump support even in this blue state if you go to the right neighborhood the right district. Oh of course I mean just as there are blue states in red states there are blue parts of California very blue parts of California and there are some extremely red conservative parts of California and if you stop and think about it you know Donald Trump only got what 3132 percent of the vote in California in 2016 but that was still 4 and a half 1000000 votes in California we're talking with Ben Adler of Capital Public Radio and also on the line from Washington is N.P.R.'s Scott d'ĂȘtre who's watching the other primaries Hey there's got a stiff where a couple of places we should be paying attention today 8 states voting today it's a super as any Tuesday is going to get in 2018 couple of governor's races to keep an eye on Iowa there is a crowded Democratic field vying to take on Republican Kim Reynolds this fall Democrats have really been wiped out in Iowa in recent years so that's a race it's a test of whether the party can become competitive again another interesting governor's race is an Alabama Kay I took over for him Robert Bentley when he resigned he's a Republican up for reelection now facing a lot of Republican challengers in a race that has gotten very contentious and personal you are reminding us as you mention these governors' races that Democrats have been devastated in governors' races the last few years Scott that's right up and down the ballot in a lot of states Democrats are trying to we retake control of the house this year but just as important for party leaders as winning back State House sees seats and winning back governorships Well let's talk about the governor's race here in California that is held by a Democrat a very high profile Democrat Jerry Brown who's retiring Ben Adler who wants his job . A lot of people 27 are on the ballot in this top 2 primary but there will be 2 finalists to move on to the November general election one will very likely be Democratic Lieutenant Governor Gavin Newsom the former mayor of San Francisco and then we're looking to see whether a Republican or a Democrat will occupy that 2nd spot it might be Republican John Cox a San Diego businessman who's won the endorsement of President Trump even though Cox didn't even vote for Trump in 26. Voted Libertarian The other possibility leaving possibility former Los Angeles Mayor Antonio the irregular but he's got to turn out a lot of voters who don't typically come out and vote in primary elections Latinos in particular Scott d'ĂȘtre do the governors races in a way affect the congressional races because they're at the top of the ticket when there's no presidential presidential election they do and that's why the top 2 system in California really both sides are worried about because if the Democrats get onto the ballot in these House races but if there's no Republicans running for Senate or governor why would a lot of Republicans bother showing up they had that problem in 2016 Republicans want to have a candidate on the ballot for obvious reasons Scott today true and Ben Adler thanks to you both thank you you're welcome opponents of same sex marriage are cheering at the session by the Supreme Court yesterday the court decided in favor of a Colorado Baker who said his religious beliefs barred him from making a wedding cake for a gay couple the ruling was narrow although the court also said same sex couples are entitled to civil rights protection N.P.R.'s Tom Gjelten reports the 2015 Supreme Court ruling legalizing same sex marriage was widely seen as a victory for l g b t advocates but one point in that ruling 3 years ago as sometimes been overlooked Justice Anthony Kennedy writing for the majority said reasonable and sincere people in good faith see marriage as a union of man and woman somebody who holds that view the court was saying is not necessarily a bigot that point came up again in yesterday's ruling in support of cake shop owner Jack Phillips Justice Kennedy again for the majority notes that some of the Colorado commissioners who considered Phillips case disparaged his faith as despicable even comparing his invocation of his beliefs to defenses of slavery and the Holocaust for Justice Kennedy that was a warning sign 1st Amendment scholar Charles Haynes that the exercise of religion and clients that. Sized images are not being treated fairly and he wanted I think to say that cannot stand Haynes is founding director of the nonpartisan religious freedom center in his opinion Kennedy noted that other Colorado bakeries that refused to bake cakes with anti messages were not punished for that refusal Kristin Wagner senior counsel for the Alliance Defending Freedom spoke yesterday in a conference call her organization supported the baker Jack Phillips the state can't play favorites and I think that's a court that lad clear today because it gave me a very because it expressed hostility towards Jack that's why the case was reversed the court did say that government can and in some instances must protect the civil rights of same sex couples but it also said that religious and philosophical objections to same sex marriage are protected views the cause of the rights was compromised in Colorado the court said when the Civil Rights Commission there showed how still a t. Toward Jack Phillips sincere religious beliefs that finding did not answer the big question when are the civil rights of same sex couples trumped by somebody else's religious freedom to oppose same sex unions and one of those rights protected the court's jurisprudence man but we're going to have state by state norm vary quite a bit law professor John onas who specializes in religious freedom claims at Washington University he says the Supreme Court seems reluctant to come up with a clear nationwide rule in these cases one of the consequences of his we're going to see the boy's state red state careens month the premiere of them come together in Oz's his States in the short term will be somewhat free to come up with their own judgments some more inclined to protect l g b t rights others inclined to limit those rights in the name of protecting religious freedom Tom Gjelten n.p.r. A couple 1000 at a time maybe. Everyone courteous almost everyone in the background many aspire to make apps which they hope will be used on i Phones or i Pads The real Carol. The company invited attendees to play an augmented reality game players aim i Pads at a real table and see virtual game pieces on that table it's a simple game meant to inspire developers to invent more elaborate ones people came here from 77 countries a reminder that Apple is a global enterprise and when c.e.o. Tim Cook sat down with us on the sidelines of the conference we focused on the biggest country of all is it getting harder to follow the values that are important to you as an executive when doing business in China. No no not at all the we don't. We never move off of our values never our values are very clear we I think everybody in every country in the world knows what they are. That doesn't mean that we are fortunate enough or that it's realistic that every country have the same laws or here's the thing that's on my mind given your emphasis on protecting people's personal information Yeah Was it a difficult call to comply with the Chinese demand the Chinese customers icloud data be stored on servers in China where it sounds like the Chinese government might have an easier time accessing it sometime now what that's a faulty assumption that you're making that these same encrypt Sharon that Apple uses in the United States and in the United Kingdom in France and in the u.a.e. Is the same encryption we use in China cryptographic keys are also supposed to be kept in the country is that correct cryptographic keys it doesn't matter really where they're kept it matters whether they're safe or law right and keep in mind that the only purple that have a key for i Message are for messages are the sender and the receiver that's if Apple doesn't have access to the date I mean that was what the whole. What how we got sued in the United States was that us ask us in a famous terrorism case friend if that famous case where the us ask us to bring a centrally put a back door again which would allow for access and we said no this is not good for civilisation this is not good for people if you can't have a back door for good people you've got a back door and it's for everybody and one other question along those lines when China asks Apple to remove or delete an app from the App Store because it includes a v.p.n. a Virtual private network which allows people to conceal their communications. Is it bothersome to you to comply with that yes it absolutely is it's something that we didn't want to do. Unfortunately unlike the u.s. Where we felt we had the law on our side in the famous case where the f.b.i. Sued as we do we did not have the law or side in China the laws pretty clear that you have to have a license in China to operate a v.p.n. Service and so there are actually are still v.p.n. Apps on the store. Less than there war because there are a set of companies that didn't get a license What was your recent meeting like with President Trump It was it was a. Meeting about trade an immigration in some of the topics that we feel very passionate on and I felt he very much listen to the point of view what do the administration's trade policies regarding China mean for Apple there's probably a better person to ask that than me about the current status negotiations I have no idea yeah but just from my point of view what I would stake I you know how to talk about trade in general or my my view is that countries that have a significant level of openness and I mean that in terms of immigration and tried as an example. Are the companies that thrive over time and countries that are more closed do not did you talk to the president on that level about the philosophical benefits of openness I am you know I I am really straightforward kind of guy did you tell him on China specifically a trade war with China is going to cost American jobs I don't want to get into the details of conversation because of the private meeting but but I think I said already because there was a trade war with China cost Apple jobs. I don't think that Apple is going to get caught up in a tariff there but I don't know this but I don't think so because if we war it would hurt the u.s. And so it doesn't make sense to do from from that point of view one of the things I want to ask about yet because we're at this conference where you're discussing augmented reality you're discussing machine learning. That leads over to the phrase artificial intelligence are you in any way as scared by the prospects of getting out of control as say must of Tesla's Well I can attest to what you know on things and so forth but here's what I think and I've said this before and I generally mean it is I don't really worry about machines thinking like people I worry about people thinking like machines because it's the absence of humanity in products that create the issue it's the absence of deep thought about you know what products can do what they can be used for the good in the bad and. That's what I worry about and so I think that the reality is if a machine for you and I to make it personal if a machine could could do an hour's worth of of what we're doing this would be a grand thing it be a great thing if you could give every American back in our day the city a fabulous assuming we have 3 and is still getting paid for the hour I suppose of course because it's a productivity pick up braai and and so I think if that's where we wind up that's pretty good that's pretty good. News the city of Santa Barbara is considering changing its official bank currently Santa Barbara uses Union Bank to house city assets but it opened a search earlier in the year for an institution that could save the city some money at $1.00 point there were about 6 banks being considered but recently city finance director Bob some Ario announced they've narrowed it down to 3 Union Bank is still in the running it appears to now have some lower fees to offer to the city there's also Chase Bank and there's Montecito Bank and Trust which is the only vocal institution in the running but some Ario says the city was also looking into social responsibility when choosing a bank to bank senior bank and Chase both are involved in the Dakota pipelines so that's obviously going to impact the scoring but because of fees and other things that they're really all kind of an equal footing at this point until we can refine or analysis Santa Barbara's finance staff is expected to make a recommendation to the city council for a final vote in June staff say it could take between 12 to 18 months to switch banks. And to San Luis Obispo County Supervisor seats are up for reelection today but it will still be business as usual at the board's regularly scheduled meeting on Dec The board will consider submitting boundary modification requests for both the low so-so Valley and Santa Maria Valley ground water basins to the California Department of Water Resources the boundaries are important because the land included within the basins are subject to new rules and use amounts under the state's 2 $1014.00 sustainable ground Water Act case c.b.s. There is another development in the Russian investigation it relates to Paul Mann afford president Trump's former campaign chairman and one of the 1st people indicted by Special Counsel Robert Mueller man of Ford has been under house arrest pending his trial for violating federal tax and money laundering laws now prosecutors are accusing him of attempting to tamper with witnesses in that trial to find out what that means for a man of Ford and the investigation generally return to Franklin for he's a national correspondent for The Atlantic Franken thanks for being with us and you have written we should say extensively about Paul man a formal get to how this fits into the broader charges against him but 1st what can tell what can you tell us about these specific witness tampering charges what witnesses was manna for allegedly trying to influence so last February Robert Muller indicted man a 4th for a 2nd time and in this indictment Moeller describes metaphors work for something called Apps which after group was a codger a European politicians that man a fort called together in order to lobby on behalf of his big client the president of Ukraine Viktor Yanukovych this is all work we should say that was happening was long before he joined the Trump campaign exactly and so we didn't but we didn't know anything about his work with the Hapsburg group until Muller's indictment so enforce it dated and then a couple days later he starts to reach out to the guys who work for a European public relations firm who were is collaborators in creating the apps or group and he was trying to apparently coach their testimony to make sure that their version of events aligned with his own and that's the witness tampering and the efforts to subvert suborn perjury that Morris talking about and I understand that the big this the distinction here is.
