Four Iowa State University administrator s are appealing a federal judges ruling that said the university violated free speech rights. The administrator s had denied the isu chapter of the National Organization for the reform of marijuana laws from using the schools logo on tshirts. Two former president s of the group sued the university in july 2014. They say they plan to seek monetary damages. This man for burglarizing the laundry facility at an Apartment Building this morning. Police say he and another man took money from the Tower Terrace apartments at 2261 chaney road. They also say the men saw security cameras and tore them from the wall. Anyone with information should call the dubuque police. A fall from a cell tower has killed a 28yearold anamosa man. Police say Stefan Watermann was doing construction on the tower in eastern hamilton county. He fell from the tower just before 5 yesterday afternoon. Last evening, the countys 911 board agreed to set aside 700thousand dollars for a total overhaul of its radio system. Kcrg tv nines Dubuque Bureau chief Katie Wiedemann joins us now. Katie, when will this happen . The 911 board says they have switch to a new, higher tech system by july of 2018. But it could cost as much as 11 Million Dollars to replace. So theyre coming up with a funding plan now. The backbone of all emergency communication is located within the 911 dispatch center in downtown dubuque. Their Current Technology is about 20 years old and runs through a company that will stop hosting it in july 2018. A Dubuque County consultant says the upgrade will cost anywhere between three point six and 11 Million Dollars for new technology. So the 911 board is trying to come up with a way to fund that major project. The board says a switch to the new system is critical to keeping communication clear and citizens safe. We we get into having problems at our tower sites or at the dispatch center, we wont be able to replace that equipment with new stuff. We wont be able to send it in to get fixed. Berger says the board is also due an board receives one dollar per month from the 911 surchange fee from all land line users in the county. But with so many people getting rid of their land line phones, the board is missing out on about 200 thousand dollars each year. A Fayette County boy who suffered a stroke after football practice last august was back at school today. This is video from a benefit for 11yearold chase aeschliman in october. His care page also says hes now out of his wheel chair. And he spent half of the day at school today and will do the same tomorrow. Chase has been rehabilitating at a center in ankeny. His care page says he should be home for good on march 11th. In december, all Public Schools in iowa got their report cards. This grading of schools is new. But what makes one school tops and another not is up for debate. Take, for example, solon high school. Its Graduation Rate is almost 99percent. Its average act score is 23. 3 more than a point new state report card didnt give solon the top score, or even the runner up ranking. It received the grade of commendable. a ranking that puts it in the middle of the pack among iowa high schools. I went out and looked at what do the exceptional high Schools Look Like . Places where id want to send my kid, were not on that list. But about an hours drive away, to vinton, is another school that did earn the states highest possible ranking. And although counties are working to get these more than five thousand bridges in the state that need repairs. Structurally deficient bridges in need of eventual repair or replacement. In fact, the american road and transportatio n Builders Association study says the state has more than five thousand deficient bridges. Thats the most in the nation. And iowa has been working to fix these bridges, but is it happening quickly enough . Live in linn county at one bridge on that list. Dave, some problem bridges are getting fixed. Bruce, they are, but its not a quick process. Nationwide, that Transportation Group noted 58thousand bridges in the structurally deficient category. Two years ago, the number was 63thousand. So it is going down. Iowa typically ranks near the top on bridge lists because there are simply so many bridges in the state. The more than 24thousand in iowa is about the same number as california which has a much larger population. Many of the iowa bridges on the repair or possibly replace list are like this one on bloomington road near mt. Vernon. The old bridge, now getting replaced, saw only a few dozen cars a day. To do a bridge takes years, just to start a big bridge project hydraulics right of way negotiations. Those projects are slow. The linn county engineer says the 10 cent a gallon state gas tax hike that took effect last march has put 100Million Dollars more into county road budgets statewide. But those dollars werent available the whole year so the biggest impact could come with bridge projects in 2016. Linn county is in much better shape than many smaller counties when it comes to bridges on the structurally deficient list. There are only 19 now.
