Residents down there have it down to a pat. They are used to it boats to get in and out. Just kind of a way of life for them. Reporter there is really nothing to worry about at this time. They said that they have sandbags in stone city for some houses there. They said that they have evacuated a couple of houses in oland and oxford junction. To not use the roads at night and heed the road closure signs. There is a reason they are there. They have patrols to make sure everything is safe. The cedar river is just about 24 hours from cresting in cedar rapids. We have crews all along the river right now to bring you up totheminute updates in this special report. A cedar rapids woman swept aby floodwaters is recovering. This is the drone video we have of the river rescue. This woman went into the river just west bridge. There was a call. Public safety responded. She was clinging to a tree in the river when they found her. They eventually got her to safety by boat. We are still waiting word on her condition. Cedar rapids city officials are asking anyone within the flood zone to avoid this area, and as always please stay out of floodwaters. Here is what the cedar river is feet in cedar rapids around mays island. You can see how high the water has risen at 21 feet. That now makes it officially the second highest level ever. We have a live picture from our cbs 2 news drone being flown by our skillful operator brian. That is the tip of mays island. This is located just behind the Linn County Jail there. Yes. Which has long since been evacuated. Youre right. The water is rising. It was well below the arches of the now its almost touching the top of the arches. About two feet to go before this river levels off, before we hit the crest. You can see, if you look that, it appears that were going to be okay. I mean, we are going to have some flooding. There is absolutely no doubt about that. But it looks like at this point the flood Protection Measures we have taken in addition to the sandbags, plastic, barriers, things are holding well right now. There is green space. Yes. Lots of green space. So where there are not homes, that is good. The city bought out a lot of properties, hundreds of homes, and made green space to give that river room to breathe. Yes. You can see the banks that they shored up. That is right next to the museum and library. But, boy oh boy. See the speed of that . The speed, terry, yes. Yeah, we just got a report in i think with the usgs. Its moving at three miles an ur you, but if you take a body of water and its here and its three miles, you know, downstream like that, it is really going quickly out there. Its dangerous. You want to stay away from that. There is no question about it. And because its moving at three Miles Per Hour we can track it pretty easily, and we know the speed its going and the crest is coming soon here to cedar rapids. I am glad you brought that up, too, because there was a bulletin issued by cedar county Emergency Management down there unincorporated areas, lowlying areas around the cedar river, you know, cedar bluff and rochester, you need to take safety precautions. I also know that they are going to be closing or have closed now the rochester bridge in cedar county. Keep that in mind because thats not too far away from cedar rapids. Sure is not. It only takes a foot of water for a car to be swept away. Absolutely. It takes very, very little. And remember, too, if you are in a car, do not floodwaters. You cant tell whats happened below to the ground. It could have buckled. It may not be safe. Just you know the common sense warnings. But we like to remind you of them anyway. Go ahead, terry. Turn around. Yeah. The bottom line i guess is think would come to this in our technology as we can project these crests so far in advance and be so close in those. In cedar rapids we have been holding at 23 for 24 hours now, and i think thats a pretty solid number. Lets take you upstream to vinton first, and the crest has occurred there. It was the second largest all time crest at 21. 8 feet. Now its down just a little bit and will continue to gradually fall in the vinton area. Then we are going to show you a picture here. This is palo. We are seeing some flooding of the residential areas close to the river there. There is a shot of a which has sandbags around parts of it there. Then to comes to cedar rapids. Moving as fast as it is, sometime after summit by 7 00 tomorrow morning we should hit that 23foot level. The latest number were showing is now at 20. 95 feet. So were almost at 21 feet, and that makes in the second highest crest on the cedar river in cedar rapids history. There you can see some of the other ones. Nobody ever over 20 before the 31 feet. And the wapsipinicon. I want to show you here. Once we get to the 20foot level, which we have done, the river will stay there or above for 60 consecutive hours. So it is going to take a while for the crest to actually pass on through. Now we get to the wapsipinicon river, and the current level is 20. 28. Should crest at 28 feet. That does not threaten any of the downtown area in anamosa. Good news for those yeah, we will be above flood stage the rest of the week. All right. Okay. More drone video. Look at this. This is an incredible picture. This is taken near the Czech Village from our exclusive fox 28 cbs 2 drone. This is thats not the bridge of lines. No. Thats 8th. Thats the 8th avenue bridge that goes across the river right behind the czech this is a live picture, by the way, and whats remarkable is the arches. Thats the penford plant. Well, used to be penford. Its on the southwest side. But still not breaching the banks as of yet. We do have flooding in several areas, but were holding our breath at this point. He has been asking city officials about the ways they have been trying to keep the water from building, both high and low tech. Connor. Reporter yeah, scott and karen, thats exactly right. I am here right outside of city hall, actually. Jason, if you will walk with me, before there was one hose. There is one, two, three, four, getting all the excess water out, and its pushing it right into the cedar river. So were going to try to keep this place as dry as possible to minimize the damage. Obviously, i am down here. I am not necessarily supposed to be. I see a lot of Public People coming out, as well, and that is not a good thing. As i mentioned before, the Cedar Rapids Police told me to get off the bridge. I am not really supposed to be down here. I am not doing a very good thing right now. Reporter could you zoom in on the bridge arches, jason . Thats not the official point. How close is it to the bridge deck . It really does tell the story. And you can see how fast was saying before. About three miles an hour, which is fast for the cedar river. But thats what it is in downtown cedar rapids right now. Again, if you have loved ones that are out there or youre heading out there on to i380 to cross, dont rubber neck, dont slow down on the scurve. You can see the traffic moving pretty well right now along the scurve in downtown cedar rapids just above the bridges that are crossing the cedar rapids. Yeah. We finally have gotten through folks are getting to where they need be. In palo those emergency evacuated are being asked to lock their doors. Leave their keys at city hall. Now, thats in palo. Not cedar rapids. The National Guard is going to be monitoring road closures in the city, as well, and we want to remind residents in palo, because of a water main break, you are told not to use the water until further notice. There is water available at nothing that can go down the drain. It would harm the system. The city of palo is providing drain plugs as well if you need them. Those are at city hall to pick up. And sump pump lines need to go outside, not in the drain. Again, this is palo. Not cedar rapids. Lets check in with medically moore Mellaney Moore who is in palo. Reporter with all of those Different Things to keep in mind, it has been a very, very busy actually, i just got a call from an official who says they expect that crest sometime overnight. They are trying to take care of its residents. The agency is here to help and its infrastructure. Food and water have been made available at city hall. As you mentioned, the National Guard is here assisting with many road closures. Among everything else, as you mentioned, those workers had to rush to that sewer break this afternoon. The city says the system is taking on a lot of water and they have asked residents to phones were ringing off the hook. It didnt appear there will be a break for them any time soon. Still ahead in our special report, many of us lived through the floods of 2008 and rose again, this new round of high water is bringing back a lot of those memories. Why its especially important to deal with these feelings and the National Guard has now arrived to help protect evacuation areas. Areas. The National Guard is now active to help protect evacuation areas. Cbs 2 News Reporter joe huisinga has more on the role that they will play in all of this. Joe. Reporter yeah, guys, if it wasnt already clear how serious the situation was, this activated since 2011 and local Law Enforcement are happy for the help that they are providing. About 400 National Guardsmen have arrived. They are manning traffic checkpoints around the evacuation zone. There will be 85 checkpoints being manned around the clock as long as that is needed, and with evacuations there are concerns for security of hopes and businesses. So while the National Guard is taking care of the perimeter, Cedar Rapids Police are providing security insi evacuated area. They are being joined by other Law Enforcement agencies such corrections. Making sure that the people who enter our indentation area have a Public Safety reason to be there ill be in the neighborhoods to protect our citizens we have a number of citizens who are vulnerable theyve left their homes we want to make sure that all their property and possessions the National Guard will be on hand to assits with any other needs the city may have. All of those concerns are common. So it talking to out. There is a lot of moral support in the corridor whether its family and friends or counselors at nearby clinics. Preparations the city has gone through, as physically exhausting as they may have been, they benefit us mentally. Reminding ourselves of the reality of the situation. There arent any people downtown, we hope. At least the vast majority of have gotten wise and moved out. I dont live in a floodplain. Its not going to impact me significantly. At handling it. There are people here for you. Mount Mercy University is offering free counseling to anyone who needs it. They will be working out of the olsen marriage and therapy clinic on the northeast side of town. Please dont hesistate to reach out. Church and cedar Hills Community church. However, the shelter at umi in cedar falls is closed now. They closed that today. Also, the shelter at Grace Baptist Church in waverly will close tomorrow. Both of these places are closing because of low or zero population. Thats a good sign. That means people have family or friends to go to. Red cross served more than 3,500 meals and snacks. Efforts as well. Schools are closed. They will update parents on wednesday afternoon about whats to come next. Then from there of course is all goes downstream and will head towards cedar rapids. We are expecting our crest at 23foo around 7 00 on tuesday morning. Right now the stage is already up to 21 feet here in cedar rapids, and as you can see on these other crests, that now makes that the second highest crest on the cedar river in cedar rapids. And on our hydrograph here you can see that the river continues to rise. We will hit that 23foot level and then stay at about 20 feet in this range up around here for 60 consecutive hours. In the cedar rapids area. The other river of concern is the wapsi in anamosa. The crest is expected at 24 feet wednesday morning around 1 00. Currently, the river in anamosa at 21. 28 feet.
