Well keephe tomorrow. Could sneak a few scattered showers into our Northern Counties tomorrow, but they look to be light at best. Mostly sunny and cool today. It will be breezy with those west winds 15 to 25 Miles Per Hour. Low 60s up to the north. Will be at 67 here in cedar rapids. A little bit warmer down towards iowa city and washington and coming up, we will take a look at the latest river levels and crests in your full weather first forecast in just a few minutes. All right. At 5 01, the cedar river has been on the rise all weekend long. Today into tomorrow is when flood waters will really start. Cbs 2 news anchor kevin barry has been monitoring the river. Thats where we find him now live in cedar rapids. Kevin, what are you seeing right now . So these massive pumps are all over the place, in order to pump the water out and send it out that way. Here is the good news about throughout the entire night, they are completely and totally flat. That means that they dont have to be pumping the water. And so far, it hasnt been too much of an issue. Like we said before, a last check, the river was at 18 feet, according to the gauge on the side of mays island. The city workers that we spoke to earlier tonight say that 19 feet is the magic number for them. Thats when they expect to potentially see some problems and potentially see some breaching. That also may be when we start to see the pps action, as well. We are going to keep monitoring that, and we are going to head south now, for as far as we can, where we are on the way to the new bohemia district with flooding already last into the along the bike trails. Not in the district so far. We will keep an eye on that. We are on the long journey down that way. So we will send it back to you guys now. Thanks, kevin. We will check back in, in a moment. With the major flooding expected in cedar rand and beyond, help is now coming from afternoon they are deploying up to 400 troops to cedar rapids. They will be assisting Cedar Rapids Police and Law Enforcement in evacuation others, and right now there is a daily curfew in the evacuation zone last night beginning at 8 00 and in force through 7 00 a. M. This will continue until further notice. Those areas are empty. Of course, the concerns arise about the safety of homes and businesses, and that is where the National Guard will step the mission will be working at the evacuation control points, which is going to help keep things moving smoothly for people that need to evacuate tomorrow afternoon. Colonel happgood says the guard is also bringing special equipment in case its needed. Right now there are voluntary evacuations in place for those living along the cedar river in cedar rapids. Theyre not mandatory but some city leaders are urging residents to heed their warnings. They say its noy only for your safety but also the safety tasked to rescue anyone stuck in floodwaters. Floodwaters. On sunday volunteers flocked to homes to help sandbagging efforts. One family in town the erlockers told cbs 2 news about a hundred volunteers some including people theyve never met came by to help sandbag around their home. Every half hour more trucks would show up with more unexpected sandbags, and even food and water. Really makes you look at what you have. Especially around you and the wonderful people that are always always tre to help no matter what. No matter what bad there is in the world there is always good matter what. No matter what is bad in the world there is always good that comes with it. They are very thankful for to everyone who stopped by to help save their home. Here. If you live in the area and are coming in and out of the evacuation zone make sure to have your id with proof of address to show them. Local First Responders are now stationed on both sides of the river. Them. Local First Responders are cedar river. Crews saying there are police and firefighters ready with boats and Specialty Equipment since all bridges are closed, i 380 will be the only way responders can get to emergency and construction crews only. So if youre driving along 380 theyre asking people to be patient. And allow more travel time. Thats what were here for, were here to help people. And we have a mission to not only to help our citizenry that arent directly impacted in the flood evacaution zone as we well. Buelow says there was a designated emergency car lane on i380 during the flood back in 2008. Right now there isnt one, but city Officials Say they will make plans if its needed. Cedar rapids motorists will have a tougher time getting to work this morning many roads are shut down and with ramps closed along 380 city extra traffic on interstate 380. 380. When people are going to work there will be some traffic challenges with only wilson avenue and seventh open. I know its tempting to drive on 380 and look over your shoulder at the river and then you slow down. Its a difficult section of the road anyway as it is. The s curve so please use caution in the morning cause there will be more traffic on 380 then there normally would because of the exit ramps that are closed. In town crews worked on the be more traffic than normal because of the exit ramps that are closed. Sutcliff has been prepared for flooding and they help to prevent what happened in 2008. During the hoax flooding, a portion of the dridge was destroyed. Officials say it took a couple years to remodel it and get it open again. Over the weekend, they took the bridge down to a skeleton structure and removed more than 750 bolts to take off hundreds of panels and they say the water could reach a foot under anything to get caught. Even though the water may be lower than what the bridge is, the logs and the debris that are floating down the river could have branches and sticks sticking up, higher than the log. With those rails gone, the bridge is closed. Officials say it will reopen when it is safe again. Take a look at that. And we will show you brand new pictures, as the water levels rise all morning long. Well, the river here has reasoned its crest in independence. The bridge highway 150 bridge there, it is still closed at this hour because water has been going over the bridge. Now it is at the bottom of the bridge deck. The river crested at about eight feet above flood stage and now going down. 211. Both locations in cedar rand and waterloo will start accepting stylists immediately. We are looking at independence this morning. A live look at what is happening downtown cedar rapids. Overlooking first avenue and first street, as the cedar river continues to rise. Brandon has details on cooler good morning. Lets first take a look at the river areas across the area. And cedar river at vinton, which is currently at 21. 67 feet and supposed to arrive a little bit more and crest around 21. 7 feet this morning. Major flooding occurring around the vinton area the cedar river at cedar rapids currently at 17. 69 feet. Major flood stage is at 16 feet. So it rose above that threshold overnight. It will now crest around 23 feet. That has been the forecast the last couple of days and on target to press at 23 feet coming up tomorrow morning resulting in major flooding as well. As we move toward the wapsee river at independence, it crested yet at 18. 14 feet. Is the current stage and it is supposed to crest around wednesday morning around 24 feet, resulting in major flooding around the animosa area. As we take a look at conditions across eastern iowa and cedar rand, a cool start this morning, 50 degrees, with a wind west at 9 miles an hour and the dew point in the 60s. The muggy feel the last couple of days. Is now in the 40s and much cooler and drier air has worked in and as the cold front has pushed through overnight. And 50 and 51 in waterloo. And the cool spot is at 49. So take a look at the temperature change from just 24 hours ago. Most areas about 14, to 19 degrees cooler. Than they were at this time yesterday. And this is evident of the cold front that did move through. The winds currently out of the west from 6 to 13 miles an hour. Bringing in that drier air, as evident with the dew point, and arranging from the low to mid 40s areawide. The day planner today, around nine, mid50s and plenty of sunshine in store for today, time we get into 3 00 this afternoon. And the cold front is working its way, into illinois and the back edge of the clouds that stretch from debeaute to washington. And our predictor has us in sunshine throughout the day. Clear skies tonight. And another chilly night expected for tomorrow. And a system working in tomorrow afternoon which could bring scattered showers to the area and light in nature, if they happen to make it south. As far as winds go, they will be gusting 20 to 25 miles an hour. And they will die down a little bit tonight but another gusty day tomorrow as winds will be out of the west from 15 to 25 miles an hour. So your forecast today, mostly sunny, and it will be cool, it will be breezy, as well. And with that west wind, 15 to 25. And the temperatures will be in the low to upper 60s areawide. And then your forecast, for tonight, it will be clear and chilly. And breezy at times as well. Mid40s areawide. From wa 44 low here in with a 44 low here in cedar rand. The extended forecast, today sunshine in the 60s. Tomorrow, more sunshine and middle 60s. 60s continue wednesday, thursday, into friday as well. We could be up right around 70 degrees. That is our average high. And our morning low, look at these readings, in the 40s to around 50 degrees. And this is something that is pretty interesting, we are going back 165 years. Looking at data from the cedar the top 30 crests by month here in cedar rapids, 13 times, in march and april, has the river crested above flood stage, and a lot of that was from the snow melt, from up north, and resulted in the flooded river and then 17 crests above flood stage, due to heavy rain events, in may and august, and look here in september, as we go back to 165 years, going back to the 1850s, we had zero cases of a crest higher than the flood stage here in cedar unique nature of what we are going through, here, where we have seen no crests above flood stage in the month of september. Usually it happens early spring. When the snow melts. I think that happened in 2008. In 2008, that was the big factor, there was so much snow up north and as the river started to rise here in cedar rand, we had six, seven inches of rain too, and this year, it is later in the season and we thank goodness the last couple of days we did not get the rain. Sunday, we stayed primarily dry. Which is good news. You think the warmer temperatures will affect how fast the water receding . I dont think so. Excuse me, it being cooler it should not affect it. And the other thing that we were talking at supper last night, it seems like such a minute difference, but this time of the year, youve got crops that are in foot eld. And crops that that are in the field. Rudimentary barrier to slow down the water does it make a big difference . Every little bit helps with the water flow through the area. We have a map to look at with the impact. And inundation impact map. And you can see the 380 right there. As you can see it there. Remember, i380 is the only way to get north and south across cedar rapids. Edgewoodroad is closed. First avenue there are you can try east post road and west post road but getting to the roads is a little tricky so there you can see, the water, all the way through parts of time check, and rumpot, as well as the neybo area, and downtown as well. And friends, the next few days drive smart, and drive slow and drive with the pace of traffic yet. And drive with your eyes on the road. Full attention given to the road in front of you. Going north and southbound. But are you going to have to fight that urge to slow down and take pictures while youre driving. It is 5 17 right now. We will continue to keep you updated on flood 2016. Especially the next couple of days and today, when the sun comes up, the river will look a lot different than half time of the nfl games last night when we were on with you. And there is is first street and city hall right there. You can see off in the distance, that glowing green, that is the Veterans Building, and you will Veterans Building has a parking garage under it and a big basement that spans across the city there. And that is a huge inundation point they will be preparing for. We will hear more about that as we keep you up to date, at 5 20 this morning. Kevin berry has a live look downtown. What do you see right now . We are at a spot along the suffer river, a little north of is a good chance to see it, watch, as the flood waters start to rise. And off in the distance, you can see the brand new apartments being built and right in front of it is the amphitheater. It is part of the flood protection and made to flood and there is the Police Department and the historic knudson building and the mott building and you can see a lot of barriers and sandbags there, as well. And next to it is a space, part of flood protection. And that part of the river or at least parts of it are made to take on a little bit of water. We will hopefully get a chance to see what that green space looks like a little bit later on. But then as we go farther downriver that is the pennford plant as well and obviously they took on water before, and a big part of the effort from some of the private contractors we have spoken over the last few days is to set up some of the barriers in that location to try to save them. But also, take a look at how well. You can see it in the reflection of some of the lights. It is booking downriver. You can understand how dangerous it is. And when First Responders tell you to never even put your foot into flood water, let alone flood water that has a current, this is why, because you can understand how, it could quickly sweep somebody right down river, guys. Now, kevin, were you out and about last night, and this morning, and obviously, this is a quiet time of the but that is usually a very hustling and bustling intersection there. And where youre at there, across there, we know the amphitheater was built to withstand and hopefully take on some of this water. Have you been able to talk to folks the last few days that have put a lot of stock in that . Whats the feeling down in that area . Yes, it seems like it worked. If you would be in the amphitheater and you see that big burm behind you and you understand how the water runs how that would work, but the thing that has been kind of ironic to look at, is right next to that big berm, is that big sample of flood protection. So it is the big piece of artwork that has the arches over the top. And from the mayor, and city manager, to i believe it was nashville, where they learned about similar flood protection like that, where you have artwork with big open windows and slide the protection in the middle, that part is there. But it is not so there is the potential there. And they had to put flood protection in front of the flood protection. So i know a lot of people had made snide comments about that issue. The way it is, we actually had a chance to talk to the city manager and listen, it is not ready yet. But so for that thats how that has kind of gotten, too. And kind of an ironic look, at what the future of flood protection is, in cedar rapids is, how it looks and when it is downtown city rapids, kevin barry. They have been talking about the checkpoints and the Police Presence downtown, what has that been like for you this morning, have you seen a lot of police out there . Police have been all over the place. There are probably three things that we see. Police, city vehicles, and more. And there is front of the federal courthouse building to make sure no one is monkeying around. There he has been standing there the entire time we have been here. But we have seen many other ones driving up and down the street. We were Walking Around late last night and two canine units going through green square making sure nobody was there and i talked to those guys and listen, it is a quiet night. And most people are evacuate and long gone. There is not a lot of people for them to interact with. And they said, you know, there are a few people who have been down, and thats obviously advised again. And so it is also against the curfew that runs until 7 00 in the morning, and so that is important to know. And on that curfew, we are expecting the iowa National Guard to get into town, at some point today. So the Police Officers say that those National Guard members are going to be enforcing that curfew pretty strongly. Because they know that as the water gets taller, and comes closer to the banks, and closer to some of the flood protection that we are looking at here, it becomes more everybody. All right. We are looking at a cooler and drier air, High Pressure that will be the main focal the weather here coming up for much of the week. And 50 degrees right now in cedar rapids. Off to a cool start. Winds out of west at 9 miles an hour and the dew points which were in the 60s for most of the weekend are now in the 40s. With the drier air, it is beginning to work its way in. They will be gusty at times. But approach 30 to 35 miles an hour this afternoon. Drier air. Crews shut edgewood road between glass road and ellis road last night before 8 oclock. Right now were taking a look at an interactive map of linn county. You can check all the current roads to see which floods. It has details about where the road is closed and why. You can check this on our website cbs 2 iowa dot com. This morning cedar rapids residents will . Not be able to use the citys buses today or tomorrow. They have been suspended due to potential flooding and road closures. The city plans to release updated information on the coming days well track that information and let you know when there are any updates. To track that, and let you know when there are any updates. Bringing you the latest up barry and Stephanie Johnson are both live in cedar rapidses on the front lines of the cedar river as it continues to rise to a projected crest of 23 feet. And we head to the cbs anchor who usually sits in the chair i am sitting in, kevin barry, who has been out all afternoon evening and weekend long. Kevin . We are right along the cedar river here, still on the other side of the plant here, but across the river. They brought in flood lights. It is illuminated. It almost looks like it is daytime over there. Thats how powerful those flood lights are. And if you think about the fact that that is the area of the city that you do expect to flood, and take on water, fairly early in the process, it may tend to illuminate it as much as possible to fight back against it. We know city workers and count workers are all over the city, along with the Aliant Energy workers and Police Officers stays safe but if at all possible, they can turn on the pumps and try to keep it dry as well. We have the river behind this. This is an especially low part of the river actually as well, where a bike trail actually comes right along, right beside us, so just a little bit down here, we will make sure we dont fall over the edge here, it is this bike trail, and it dips and curves around the federal courthouse, that we can see right down toward the sign, the bike trail is not washed out. It is concrete. But it is completely covered in water. And it is impassable. It was impassable already last night. Would he were here for the fox 28 we were here for the fox 28 news at nine and by that point, 60, 70 yards of worth of flood water and you dont want to go into it and touch it and it is nasty and dirty and you dont know what it is in it and how strong and how deep it is as well. That is definitely you want to stay away from. It but this is what we are seeing right now. On the other side of the courthouse. On the northern part of the new bohemia district that we are slowly making our way towards to check up on the businesses. We have been following throughout the entire process. Thank you, kevin. Yes, stephanie, on the other side of the river this morning, tell us what is happening at your location, at 5 36. Well, i am on bowling street now if you take a look behind me, you can see that city crews are back there, trying to plug up drains. Water is coming through the storm drains and basically overwhelming the area very quickly. Crews are working as fast as they can possibly can to put more extra barriers and extra sandbags down on the ground. If you take a look, down on the ground for me, just really quickly, you can see just how fast the water is moving up, and this is the water is hitting the sidewalk at mid level. Now, we are going to pan all the way down, we can see how the water is starting to rise up the sidewalk and actually meet the grass. And i have been standing out here for about 10 minutes and i can see how fast the water is rising. And city crews are working, as fast as they can, but the water is moving quickly. And faster than that, the water is. So thats the latest right now in southwest cedar rapids. Stephanie johnson. Back to you guys. Flood zone should be out of their homes by now. Total strangers. Some from as far away as northeast volunteers and you countless volunteers in cedar and heidi mckay evacuated their same home back in 2008. Since then they gutted the ruins and rebuilt the entire inside by hand. Making . This evacuation much more painful but they are thankful they had days to prepare rather than hours like last time. Decide3d no matter what we were taking everythign this time. Not putting anything upstairs. Its all coming out. The mckays are staying with family and they . Hope they can come home in a matter of weeks rather than months like back in 2008. Right now evacuation is voluntary but highly recommended. Also a curfew is in effect until 7 cedar rapids mayor ron corbett spoke to us about the importance about taking these evacuations seriously. Seriously. Well its imporant from a safety stand point. Not only their personl safety but potentially putting at risk , but also potentially putting at risk firefighters, and Emergency Rescue personnel, in the event that they would have to rescue someone. So if you are watching this, at home right now sitting in your living room, in an unundated area, i would plead you with, go grab your suitcase, or your duffle bag, put some clothes in it, some medications, and maybe some toiletries, and please just move out. It is only for a short period of time. And today, and we think we can get everybody at least to have access to the place on saturday. And please do this. We built this levee system to and we are working with the corps of engineers on that. But there is always the possibility these temporary systems, you know, could breach. And you know, thats our biggest concern right now. So the rising water is one thing. But when you have a breach in the levee that is holding back 20 feet, 30 feet, 23 feet of water, and there is a breach, that comes gushing out. And that is a concern. And one of the reasons we ask people to, respect the evacuation order, many do not have a place to go. The American Red Cross is giving those people a place to. Go. There are two shelters set up in cedar rapids. And we have updated numbers this morning there are 19 people this morning at st. Pauls United Methodist church and 67 people at cedar Hills Community church. The shelters will be open 24 hours a day and they will provide three meals. A curfew is still in place for the evacuation areas in cedar rapids. It will remain in effect until seven this morning. A curfew is also in place in palo. But that will expire at six. Again, these curfews are only for the evacuation areas. They will repeat every night until the flooding threat is over. City leaders are also asking people to secure their yard waste, recyclable and garbage cans. There will be no trash people to secure yard recyclables and garbage cans and there will nobody flood locations outside the evacuation zone. Heading upstream the cedar riverin vinton where the river is expected to crest this morning over 21 feet. That would be the second highest crest on record. Last night we saw the river quickly rise to 21 point four feet at celebration park. The water is expected to stay above the and above flood stage. Through at least thursday. Many people are evacuated their homes or have already left in palo. Residents are being asked to lock their doors and leave their keys and city hall. And city leaders are asking people to concern water and aliant jerj started shutting off power to about 40 homes along the river there and city Officials Say people from all over have been helping out. The biggest thing is just seeing the neighborhoods come together. And you know, not neighborhoods working together, and again, people, family and friends, coming from all over the state, the country, to come over and help others. We have talked to people from indiana, would he had people here from tennessee, and just it is nice to see. The National Guard will be monitoring road closures in the city and we want to remind residents in palo because of the water main break, please do not use the water until further notice. Well, moving to cedar falls, the river crested two feet lower than the highest projection but also three feet below the flooding in 2008. Now the water is receding this morning. And Recovery Efforts are under way in the valley. And downtown cedar falls is still closed. To traffic at this time. Good morning, it is 5 43 on this monday. We will continue to keep you updated on flood 2016. The cbs 2 weather first forecast, it will be a cool start to the morning. With the bus s sunshine, with temperatures in the low 50s. So make sure when you send the kids out, you have an extra jacket with them. Low 50s this morning. We will talk about the river levels and what you can expect for today and the rest of the week in the weather first were looking downstream to cedar rapids. The current observation here in cedar rapids, with the cedar river. Just under 18 feet. Major flooding is occurring, once it gets above 16 feet. The 16 feet threshold is considering major flooding. We have major flooding going on. And forecast to crest at 23 feet. Flooding. But looking at independence, currently at 17. 83 feet. That did crest over the weekend. So it is slowly starting to recede but obviously major flooding still going on. Downstream in animosa, 18. 7 feet and forecasted to crest overnight tuesday into wednesday. At 24 feet with some major flooding there in the animas area. And current conditions, 50 degrees at cedar rapids. A cool start. Winds are west at 9 miles an hour. With a dew point of 47. In cedar rapids and we are going to 65 in dubuque. And low 70s, in carol, and 72 the forecasted des moines. The cold front moving through in illinois, taking the clouds with it. Here is the back edge of the clouds, east of dubuque to iowa city and washington, seeing plenty of sunshine in the forecast today as the predictor model has not much if any cloud cover expected and to and the clear skies tonight. Another cool night expected tomorrow and then the predictor does show some clouds, maybe some light scattered showers, getting into our Northern Counties, sometime later on tomorrow night. But they look widely scattered with the Current River crest forecast at all. As far as winds go, this afternoon, they will be gusting 20 to 25 miles an hour. And they will die down a little bit tonight but again tomorrow, they will pick up and we could see gusts as high as 30 to 35 miles an hour. Sometime tomorrow afternoon. And your forecast, today, mostly sunny, and cool. And it will be breezy, with that west wind, 15 to 25 miles an hour. And we are looking at readings from about 63 in the area here to 67 in cedar rapids and 68 downtowards washington and the forecast tonight, clear, it breezy as well. With the west wind, 10 to 15 miles an hour, and we are looking at low to mid40s, area wide, and washington, and the warm spot, could get down to 47, and then your extended forecast, 66 tomorrow, and looking at 67 on wednesday, and look at the nighttime lows, they will stay in the 40s and 69 on thursday and then back to average, for friday, we should be right around 70 degrees. It is our average high temperature. And even heading into the weekend. We are looking pretty good, with low 70s. And never in 165 years, have we seen the cedar river at cedar rapids crest above flood stage. Most of the time, it happens in march and april. Due to the snow melt. Up north. When the river eventually floods. Downstream here. And then in may and august, due to heavy rain events, but like i mentioned, never in the month of september. Going back, to the 1850s, have we seen the cedar river crest above flood stage here in cedar rapids. So this is situation in itself. Obviously we hope to never go through this again. But it shows all of events occur usually march and april when we get into spring and you have all of the snow melt mainly up north in minnesota, and minnesota, and all melts and comes downstream. In may and august, we get the Severe Weather season, it starts to warm up and the atmosphere can hold more moisture and we get a lot of the heavy rain events. Thats why the last week or so, with the heavy rain that we have had, it is more of a summer time kind of a weather and in 2008, you will remember this, too, eastern iowa, when people were sandbags in 2008, we had hail, and we had tornado warnings. While people were sandbagging. Leading up to the crest on june 13. So much different situation this time. Certainly cool out there this morning. So as of right now, and mike, i am going to put this to you real quick, we have a couple of questions coming in on twitter, we want to know, are there still going to be sandbagging, would sites last night but if we can confirm that shortly and blairs ferry road, if we know what the status is from cedar rapids to palo, we know the bridge is in jeopardy, because of water going over it. If we can confirm those two points real quick, we will let people know. But much different this go around than it was in 8 00.
