And the situation is, unfortunately dire. People trapped in their floodedout homes. Theyre fleeing to their attics. Taking to social media begging for a rescue. Theres a diabolical complication here. While these folks have no choice but to hit the attic, there are reports of tornadoes touching down all over the area, which could make the attic a dangerous place to be. Making matters worse, the storm likely to stick around for days upon days, dumping more and more rain. Exacerbating the flooding already happening. Hampering officials from getting out to make those rescues. Take a look at the images just coming in. This is an entire highway that is under water. Meanwhile, this morning, a clearer sense of the catastrophic damage inflicted by harvey when it came ashore as a ferocious category 4 hurricane. We have Team Coverage this morning. We start with senior meteorologist rob marciano on the ground in port lavaca, texas. Reporter good morning. Dan. Our worst fearing unfolding in the houston area of the second punch of our onetwo punch with Hurricane Harvey now slamming Southeast Texas with heavy rain and emergencies happening overnight with over 1,000 rescues as you mentioned in and around the houston area. Nearly two feet of rain already falling and just about 12 hours. Six, seven inch rainfall rates and the city could not handle that sort of deluge. Flood warnings across Southeast Texas. Were not done by any stretch of the imagination. The next 12 hours another 12 inches of rain. Round after round after rain spiraling in off the gulf of mexico. The center of harvey just to the east of san antonio. All the modify will create the rainfall over the next 12 hours. Really, over the next 36 to 48 hours we could see another two feet on top of the two feet that we saw today. Those rescues are unfolding. It is a frightening situation happening in houston and thats where we find our Victor Oquendo live this morning. Good morning victor. The flooding is widespread across houston. Take a look at this parking lot. The latest numbers were in the 24 inches of rain, more than 1,000 rescues. The officers say they have never seen anything quite like this. Overnight the situation in hoose teen getting dire. Some youngest victims rescued by boat. Torrential rains battering americas fourth largest city. Reports of people trapped inside their homes. A local police chief livestreaming throughout the night. Hey, is there anybody up there that wants to go . You guys okay . Reporter officials rescuing more than 1,000 residents. Any kids . Two kids. All right. You got the baby . Reporter unable to get to everyone. It breaks your heart for our city. And our state. Reporter some residents wading through waisthigh waters, doing everything they can to get to safety. More than 20 inches of rainfall already in some areas. Let me tell you, it is dropping a lot of water. And the streets are treacherous. Reporter cars submerged. Officials telling people to stay inside and off the roads. It makes absolutely no sense for anyone to be out on the road. Unless its an emergency. Reporter more than seven inches of rain falling per hour. Houston, home to more than 2 Million People, now facing historic flooding. Streets are flooded. It was too late to leave. I happened to wave down a rescue boat. Im not sure they were there for us but they picked us up. Floors are gone. Sheetrock is gone. Cars are gone. Even an abc news crew was forced to Higher Ground. Were going to have to abandon these cars and they moved us over to a parking lot that was a Higher Ground situation here. The area could get another foot of rain by the end of the day. This is an area that normally doesnt flood but take a look at the car right there behind me. It is submerged and the water is much deeper beyond that. Were getting a break right now but another one is coming this way soon. Unfortunately for houston it will be like this for the coming days. Dan. Take care. Thank you. Appreciate it. Just to know theres another foot that will be dropping over the next day is really hard to imagine because rescue officials in houston have been besieged by so many emergency calls, people needing help. A perilous situation getting worse. The police chief there has been sharing his rescues on periscope. We saw some of that in victors piece. Shortly before we came on the air i spoke with the chief on the phone. Chief, we have been watching your rescues play out on periscope. Tell us how bad are things out there . This is you know, from my perspective of my team, this is at least a 500year event. We have never experienced this kind of widespread challenges in terms of flooding. Our bayous are out of the bank, just about all of them. If theyre not, they will be soon. We have more water coming. We have conducted probably close to fast approaching 1,000 rescues, with many more people needing rescue. I say its pretty catastrophic. We knew it would be bad. But the problem is, the entire states been underwater. This is going to go on for days for us. You have calls coming in from the elderly, the ill, parents with young children. How do you prioritize . Well, we have to you have to ask the questions. First, the 911 system is pretty overwhelming. We have people calling just because they have water, an inch of water or a foot of water. That is not a lifethreatening emergency. We have people hiding in the attics right now. We hope that yall get the word out to folks, do not call unless its a true life and death situation. So we just prioritize and based on the information we can glean from the caller and the situation, the intelligence we have from anyone there on the ground. Not just the police department, the Fire Department. We take it from there. I understand youre fully mobilized. All of this is playing out, as you well know, in the middle of an active storm. How much are the weather conditions right now hampering your ability to operate . Our folks have been out there in the heavy rain, waistdeep water, rescuing people. But, the problem that were having is that it is so widespread that even with hundreds and hundreds and hundreds of Police Officers and firefighters out, you know, when you have a 500year event which were looking at. Some of these reservoirs and bayous, theyre at 500year levels of flooding, its just overwhelming. But you know what . Well get through it. Were houston. Were texas. Were tough. Were americans. Before this is all said and done, well show our resiliency as a community, a state, and as a nation. I have to ask you, though, the governor called for the city of houston to be evacuated. The mayor said no. Should the city have been evacuated . You know what . Listen. Our focus is on saving lives. Our focus is on looking at making sure that were focused on what is in front of us. Theres plenty of time later on to secondguess. The issue is this, that this is not just happening in terms of this rain event, this storm event. It wasnt just in houston. We have had reports of flooding and challenges in other parts of the state, including austin, which is a place we evacuate people. Theyre expecting their own flooding. Their own issues. I dont think anybody saw that this was going to be to this extent. At the end of the day, years ago, when they called for an evacuation, we lost 200 close to 200 lives if not more during the evacuation. I dont remember, i wasnt here, which hurricane it was. But, you know, it caused a lot of problems. Its a damned if you do, damned if you dont. But lets when Mother Nature decides to be as vicious as shes being in the state of texas, and she has been for the last couple of days, and theres more to come, we make decisions based on what we know at the time. There was no need at the time to order the evacuation from the perspective of a lot of people, including the governor once we had conversations in the state. Chief art acevedo. This is a problem because we have training rain bands. And what that means is, like train cars on a train track, this rain is coming in from the very warm, moist gulf of mexico and going right over these areas. We still have the Tropical Storm warning because we still have a Tropical Storm in addition to that. A tornado watch right through houston. Youre flooding, but you have the tornado risk on top of that. A number of Warnings Issued overnight. Look at this. This is buffalo bayou. This is the record. Youll notice the record here at 68. 4 feet. Were just shy of the record crest for the river right now. Were going to see it rise. Look at the forecast for cypress creek. Also expected to go over record. Were not just in major flood stage here. This is going and breaking records. And this is with current rainfall forecast, not the rain still to come. Clear creek, already over the record. So we have already broken the record for that one. If you live near any stream, creek, or bayou. Youre looking at extreme risk to your life, your property. And everything at this point. This is a major, major system. Its not going to be letting up for days on end. Thats why were so concerned here. Again, those river forecasts. They were for the current rainfall. Not the rainfall thats still to come. Amazing when meteorologist normally are so measured. When you see them clearly that worried. Real concern. Cause for concern. How serious a political test is it for him . Im not sure its a political test. Hes following the textbook for what president s are supposed to do in situations like this. The white house suggests the president is going to visit there this week. Is that really the best idea . Or will it divert attention away from the rescue and Recovery Efforts . Thats one of the questions theyre going to have to deal with. Down the line, there may be requests for major federal funding for texas and maybe louisiana after this. That could become a political problem down the road. As harvey was making landfall, we know the white house unveiled the series of controversial decisions, including the decision of a president ial pardon for sheriff joe arpaio. Paul ryan has already come out against it. Is that a political problem for a president . It will be a significant issue. The president s first pardon. He chose to pardon a man who defied a federal judges order to stop illegally profiling latinos in the country. Not only the speaker of the house, paul ryan, a republican, but the two republican senators from arizona have stood up against the president , as well. One of the big concerns here. You have seen this raised by some democrats, not republicans yet. Perhaps what the president was doing here was sending a message to those who might get caught up in the Robert Mueller investigation. Dont worry. I have your back. Thats a big question a lot of people are raising. Right now. But, sheriff arpaio, an incredibly controversial figure across the country. Faced widespread criticism for the way he was dealing with prisoners in the state of arizona, yet the president called him a patriot who kept arizona safe. That issue is not going away. There was an article in the Washington Post overnight, saying that while arpaio was facing criminal charges by the president s own Justice Department, the president went to the attorney general and asked if these charges could be dropped. Backed off. Because of the pardon. The full power of the pardon. This is unprecedented. Usually, president s wait until late in their term to do pardons. This is only and after sentencing. After a sign of remorse. After going through department of justice procedures. None of that happened here. A controversial move by the president. The question a lot of people have is, does he understand the line between the president and the Justice Department . And the tradition against getting involved or politicizing individual cases . The rain here has held off for now but the center of whats left of harvey is still spinning inland and we expect that circulation to continue for the next several days, for the moment east of san antonio and drifting in our general direction. The forecast track from the National HurricaneCenter Brings it to port lavaca and west of houston as we go through tuesday, wednesday and thursday. But thats not nearly as important as the fact that the general circulation will be around so more rain is expected on top of what we have already seen develop in the last 12 to 18 hours in the houston, Galveston Area which has been in the in order of two feet of rain. We could see another one to two feet more across Southeast Texas and getting into southern louisiana, too, as we go through wednesday. What is your situation right now . Right now, were in the garage. Were in about waist deep water. Our whole entire house is flooded up to our waist. Everything is floating. Everything is ruined. Both of our cars have waters up to, the headrests of them. We have our dogs with us. Were in the truck. The battery died. We had the air running. Were stuck. You know, my uncle, we have him with us. Hes disabled. Its a wreck. Its a mess. Have you called for help and what kind of response have you gotten . Um, we called about 3 1 2 hours ago. And they told us an hour and half to two hours that we would get some help. And its clearly been, you know, quite a bit over that. And since then, we called back to that quite a few times. Its just ringing and no one is answering. So, hayley, i cant imagine how that feels. Youre stuck in your garage, you have nowhere to go. You have people youre taking care of who arent able to be as mobile as maybe someone could to get out there and try to get help. Are the waters rising . Tell me what youre feeling, what youre thinking right now. Yeah, its really scary. It worries every one of us here right now. It worries us. It probably rose at least, i would say, its gone from at least maybe two feet within a couple of hours. If not more. It was down to our knees and its up to our waists. Its only been a couple of hours. And do you have any higher floors that you can go to in the house . We dont. We do not. And what about neighbors . Um, all of the neighbors are flooded completely like us. Hayley, do you have a plan b right now . I mean, you know, im sure you have heard that the 911 system is overwhelmed. Theyre doing rescues as quickly as they can. But theres no telling how long it will take for them to get to you. Do you have a plan b . Right now, no. We dont. Were trying to think about the attic. But getting up there with the dogs and really, really difficult. You know, my uncle is disabled. That would be really difficult. We dont really have much of an option right now. Thats incredible. You said you woke up today and everything was fine. It was completely fine. I mean, it was the sun was shining when we woke up today. It rained here and there. But everything was completely fine when we woke up. Compare that to where you are now. Its a disaster. Its really scary. Disaster. Because you dont know when youre going to get out of here. Up to seven inches an hour. It is not going to stop anytime soon. Catastrophic flooding. It will continue for days. On the phone with us right now is mahya, who is stranded in her attic. Mahya, im so sorry youre in this situation. Tell us more about what youre experiencing. Um, well, it all started a couple of hours ago. Like earlier, in the night. My cousin said, why is the floor wet . We turned the lights on. There was water rushing in through one of the doors. We started moving our stuff up to the attic that was important. And we just waited on the furniture. It wasnt deep enough for us to actually go somewhere. And overnight, it started escalating quickly. So we came in the attic because we didnt know where else to go. Youre in the attic. You have your two children with you and an 8monthold baby with you as well from what i understand. What are you feeling and experiencing . Is the water rising . How much water is up there with you right now . Theres like, four, almost five feet of water in we have, i have my cousins with me. Not my kids. And the water is rising . Yeah. So what do you have a way im sure you have called 911 at this point. But as you have probably heard, theyre inundated trying to rescue people like yourself. Do you have a way out of the attic . Can you get up to the roof . Abcs matt gutman was able to reach both of those communities and had more. Reporter this morning, the first look at a shattered port aransas. The goliath storm going through the beach town. Downtown looked like it had been picked up, shaken and smashed down. Boats hurled into this gas station. An endless strip of destruction. You tell why there was a mandatory Evacuation Order in this town. Because anybody who would have been in this Mobile Home Park would likely not have survived. Abc news was the First Network team inside the disaster zone yesterday evening, driving through the desolate streets. The few holdouts watched it happen. The bottoms of the trailers are sitting there. The tops arent even there. Where are they at . Reporter the few mobile homes that remain are toppled, flipped over, or completely mangled. But its what you dont see that might be more disconcerting. Mobile homes lifted up and flung somewhere far away. Harvey also blasting through the town of rockport. Its 8700 people right in the storms bulls eye. Winds here topping 130 miles per hour. These Storm Chasers clipped by debris. The light of day revealing a beach town turned wasteland. Roads now clogged with power poles, live wires, and rows of rvs flipped on their sides like childrens toys. And everywhere, water. The rain relentless saturday. Officials say one person was killed. The city had pleaded with residents to flee. Its the sheriffs office. Are you okay . Reporter they stayed any way. Hundreds streaming into this elementary school. There, we met mesean and zack. It was on us. We put a system in place. Reporter they showed us inside. Its eerie walking down the hallway. Theres cots everywhere. Food. No electricity. Trying to hold the water. Reporter the roof is leaking. And this is the safest place in town . Theyve done what they could, but say they need help. We need beds, blankets, water, sanitary products, oxygen. We need medical supplies. We need a lot of things. Reporter hunt is worried about her home. Im hoping to have a home to go to. Im scared. Im hoping that ill have something. Reporter moments ago, i spoke to the county judge who said there are still people trapped in neighborhoods just north of here. There will be ongoing search and rescue operations all day today. One of the major complicating factors, these towns are cut off from the world. There is no cell phone coverage. No internet. No land lines. The only way to get communication in and out of here is literally to drive out of these towns. Dan and amy . Thats why its so important that youre there. Getting the story out. Hopefully, people in a position to help are seeing what youre showing. Via satellite. Thats the only way. Lets check in with rob. Who is in port lavaca, texas. Rob, good morning. Reporter good morning, amy. I spoke to the mayor here last night who is urging his residents to stay out. Still mandatory evacuation. And the few people that have been around here to help out, they want them off the streets at sunset. This was an area that had the largest storm surge. You see how these boats were tossed out of the marina kind of like toys. And wind damage across this town, as well. Lets get to the center of harvey. Which, believe it or not, is 50 miles east southeast of san antonio. Its still a Tropical Storm. Remarkable that this thing has held on to its strength. And the circulation, as its tapping the water off the gulf of mexico and dumping it in the houston, galveston, beaumont and lake charles area. Look at all the flash flood warnings that are lit up across the Southeast Texas coastline. We have a dire situation happening in that area. The future radar and computer models, what we think is going to happen, is not good. Watch round after round after round of rain, heavy at times, coming through the houston area. Through tuesday morning. My goodness, with a potentially another two feet of rain on top of what they have already seen. That is just devastating stuff, no doubt about that.
