As karen castro found out, there was a history of neglect at the childs home. Karen . karen castro according to a police report, Child Protective Services had investigated the family six times before the childs death. Including five separate times this year alone. In fact, cps was at the victims home less than a month before she died. The first report on record dates back to july of last year when violence incident between the mother, diana eldridge, and her boyfriend. Her boyfriend was arrested. Little Jasmine Sheffield and her two siblings were not removed from the home. And the case was closed. This january, cps received a second report after eldridge attempted suicide. According to the department of family services, the allegations were found unsubstantiated. A few months later, social workers were back at the home after one of the children was found wandering around the ar without any action. A week later, eldridge was under investigation for reports of unsanitary living conditions. A social worker found eldridge asleep in her room where they also found marijuana and what appeared to be tattoo needles. A few days later, cps was at the apartment for a fifth time for the same reason. In both cases, the children remained at the home. Then on september 30th, cps was investigating eldridge for neglect.
