Stormy weekend. We desperately need this wet weather. Its also dangerous on the roads. Chp extremely busy tonight. We have Live Team Coverage for you tonight with two meteorologists tracking the wind and the rain. Our reporters are also with us. They have the latest conditions and how it will impact our weekend. Lets begin with chief meteorologist jeff ranieri. Were tracking the rainfall totals. Impressive. Over the past 24 hours, 2 to 3 inches across the north bay hills. Sebastopol 3. 14. A lot less for the south bay. Theres a lot more rainfall on the way. Well get a look at the radar now. A small break in the north bay but a heavier batch developing offshore beginning to move into the peninsula, san mateo, palo alto and eventually into san jose over the next 45 minutes. So by this weekend, the subtropical plume of moisture continues to feed right into the bay area and rainfall totals will be getting even heavier for tomorrow. So, with that said, flood concerns are with us. The highest, no doubt, in marin, napa, also sonoma counties where we will be watching quickly rising creeks, rivers and also streams. Speaking of which, nbc bay area is in mill valley where residents are definitely taking this rain seriously. Reporter they are, jeff. We could use a break. Its been raining here in mill valley all night. Its still raining. The wind is picking up. Water waves are accumulating all of this rain water. This is the arayo de prasidio. It has a ways to go before it reaches its banks. Public works crews arent taking chances. They spent the day today clearing the debris from waterways in mill valley. The goal is to prevent a blockage or flooding. Lots of people will be keeping an eye on how all of the rain affects water levels. The rain is affecting driving conditions. It was a wet trip on highway 101 tonight with dangerous standing water at lucky drive, a spot that often floods. Some people are more prepared for the rain than atters. Its so rainy and coming from many different angles. Im neurotic about having good windchill wipers and good brakes. I keep the car nice and warm. Reporter its important to keep calm out there. The wind is blowing the rain in all directions tonight. I heard a lot of people saying they are happy its raining but it is inconvenient if you have to be outside in it. Public works crews here in mill valley and all over the bay area are on call. They will be responding to any blockage that may cause flooding in creeks and streams. Reporting live in mill valley, nbc bay area news. We hear that wind. If you dont need to be on the roads, dont. It is treacherous. And it will be through the weekend. Monty fran this contincis co storm coverage from berkeley. Reporter jessica, good evening. This is one of the worst evening commutes weve seen in quite some time. The traffic headache continued late into the night. See right now the traffic is moving along here on i80 but earlier tonight it looked more like a parking lot. It was a sea of headlights on bay area freeways tonight. As people made their way home or as they tried to escape to lake tahoe for the weekend. About 160 miles east of here on i80, traffic was also slow and chains are required. Here in the bay area, the rain has been constant and there is some minor street flooding. There was also a high wind advisory for the Richmond San Rafael bridge. In concord, fire Officials Say the slick conditions caused the driver of a propane truck to lose control sending the rig into a ditch where it crashed into a tree. Two large cranes were brought in to pull out the rig, blocking northbound highway 242 near grant street for a time. Fire officials breathed a big sigh of relief when they learned the propane tank was empty. We feel very fortunate that he had emptied all his propane into different various areas and coming home with an empty truck, so absolutely. Reporter the driver ofs truck was not hurt but a firefighter suffered minor injury responding to the accident. There were a number of fender benders tonight. Im told that crash with the propane truck was the worst accident in Contra Costa County tonight. Again, the big advice from the chp is to take it slow if youre out there on the roads and last week we were bone dry but this week a dramatic change. With more on that, lets check in with meteorologist rob. The rain picking up. You did mention it, a complete change from the patter a week or so ago. A blocking ridge of High Pressure which closed off the storm door. This has changed. The pacific jet stream shoved the high aside. All the pacific moisture starting to stream in with an added boost from the sub tropics and we have to closely watch the moisture because not only are we talking about rain but rain totals that could go two to three times higher than average for a typical winter storm. With that tap stretching all the way back to hawaii. Youre going to see very impressive rainfall totals and snow totals measured by the foot as we go through the weekend. An extravaganza of lights and color opened the sochi imp li olympics. Classical dancers celebrating russias past and present. A chance to show the world its postsoviet resurrection. Team usa joined the International Dance party. In the end, though, it was two russian olympic legends who lit the cauldron. And, yes, there was one misstep. Somewhat glaring, but to one seemed to mind. You see it there. Upper right hand there. One of the snowflakes failed to transform itself into one of the massive olympic rings. Outside of that, the ceremony seemed to be trouble free. Nbc bay areas janelle wang witnessed all the excitement. She joins us tonight and takes us behind the scenes. What a ceremony. Right behind it, bolshoy ice dome where the men and women will play hockey. The cauldron is finally lit. Weve been watching it empty for a week now and they lit it last night. Burning hot. Burning for over 12 hours now. The ceremony is over, but we still feel that adrenaline rush. It was just such a magical night, a night to remember. You can see and feel the energy. Tens of thousands of people from all over the world packed fisht stadium for the Opening Ceremony of the 2014 sochi games. Kazakhstan. Thousands of internal emails review the truth behind a local Fire DepartmentsEmergency Response time. What officials havent told you. We investigate, next. And he definitely made someones day. How Clint Eastwood became a real hive hero at the pebble beach Golf Tournament, without swinging a club. Weve been reporting this for several weeks, the San Jose Fire Department not meeting certain Response Times. That means its a breach of a county contract. Now, just this week, the funding was revoked. Our Investigative Unit joins us with reviewing documents that show, jenna, the problem could be worse than we were initially told. Yeah, thats right, jess. The San Jose Fire Department has dealt with major cuts. Straining its Emergency Response, but it still has a contract with the county to respond to medical emergencies within the city. We filed public records requests months ago for internal emails about Response Times. We received those documents just last week. They reveal a confused state of affairs if youre seeking medical attention in san jose. 1234 for response. 19 street for a 33yearold male a abdominal pain. The service theyre getting and what theyre being told. Reporter from inside sources, to revealing internal emails. This isnt just a story about the San Jose Fire Department failing to meet Response Times. Its about a much bigger problem. The department has aucoften looked at ways to recreate reality. Reporter you see, these arent the real numbers. No, those are much worse. My life depends on them. Reporter john and Shanda Mitchell live in each san jose. She is a survivor of pancreatic cancer that left her with type 1 diabetes and the need for frequent calls to 911. I was sick from early last year. Reporter she relies on the San Jose Fire Department to show up quickly. Its scary waiting when you call and they dont show up like you think youre going to and you wait and wait and wait. It feels even longer. Reporter and its contracted to make that wait as short as possible. Its one of nine Fire Departments that has a contract with Santa Clara County to respond to 90 of medical calls in the city in less than 8 minutes. In return, the department gets about 2. 1 million a year in funding. Also new at 5 00, show up faster or well cut the funding. Reporter its been widely reported, san jose is the only city not meeting that standard. Were not getting the kind of Response Times that the people of san jose are entitled to. Reporter county supervisor joe samidian the citys performance has already gotten nothing but worse as we continue to make payments. Reporter has been vocal about san jose not meeting Response Times. But he hadnt seen these internal emails and memos. Like this one. Officials last summer talking about applying new rules to calculate Response Times. And finding 20 calls to take out. Both to help them get closer to the requirement of 90 in under 8 minutes. It does seem to me like people are worrying more about semantics than safety at this point. That theres an effort here to get to a number when in reality youre not achieving that number. Reporter this retired san jose firefighter in fear of retaliation asked us to disguise his identity. He claims during his time at the department, there was pressure to make times seem better than they were. I know when i was replying to these calls, i would see circumstances where they were trying to make a guesstimate on how they reported the data and it was reporter Response Times the city said it actually met for six months back in 2012, but these documents revealed those numbers were wrong. Poor Response Times to begin with, now even worse. I think weve got some issues with all of our data. Reporter ruben torres was appointed interim chief last summer. We asked him about the accuracy of the Response Times reported to the county. Turns out, even when they said they were meeting the 90 goal, they werent. So for six months out of 2012, the department reported to the county that it met the 90 . Are those numbers going to be lower now . Looking back at the data, i would say that, yes, those numbers are going to be lower. Reporter but those arent the only wrong numbers. The city claimed it was meeting its own internal Response Time standards, but it hasnt. No, were not meeting that internal standard. Reporter last november, the department reported it met the goal 779 to 80 of the time bu new calculations in this memo show it was off by 20 . As for all the other years, this graph shows those were wrong, too. Do you believe that the department did anything to try to make the numbers look better . I dont think that the department tried to do anything to make those numbers look better. I mean, i wasnt involved with the data at the time, so i dont really know. Reporter as for those internal emails we mentioned earlier discussing how to achieve 90 , the chief believes staff was trying to figure out what the county contract was asking for. So what am i going to do . Im going to continue to ask for the resources that i believe we need. Weve been one of the mean st departments in the country. Reporter do you believe the city has been Holding Back Information in order to make Response Times look better . I can say from the emails ive seen, it looks that way. Reporter county executive jeff smith oversees the contract san jose fire has with the county. Even though it requires san jose to be penalized for not meeting the times, smith gave them a pass for months. Does it make you question those decisions earlier about maybe not doing anything sooner . Well, i think the question is always what can we do to make it better . We thought taking away more money was probably not going to make it better. It probably was not a wise idea to let him off the hook early. When the public calls us, we will respond. Reporter but the question remains, how long is that going to take . If the system is broken, then the system needs to get fixed and it needs it get fixed pretty damn fast or theres going to be a life love that could have been saved. And the chief says the department is doing the best it can, but in order to meet county Response Time requirements of 9 90 , it needs more resources. After years of inaccurate data he says the real Response Time for the county appears to be around 83 . A tough situation for them. It is. Thanks, jenna. Eventually moving down into san jose. Up across the sierra, its been all about the snow. It is still snowing pretty heavy across interstate 80 and also highway 50. The timing on our storm system for tomorrow, we definitely think theres going to be some heavier rainfall to deal with as we head throughout tomorrow morning. Also on this map, watch here offshore. Youre going to see streams of moisture coming in over the next two days and most of it happening in the north bay. So lets get you into 6 00, 7 00, 8 00 and 9 00 in the morning. Heavy rainfall setting up in santo rosa, napa, san francisco. Im concerned for possible flooding setting up. That rainfall will continue to stream in. Heaviest in the north bay through 5 00 p. M. Saturday. Lesser amounts off to the south. And here we go. As we head throughout saturday night, it still stays in the forecast and even into sunday morning, that rainfall doesnt budge. With this Atmospheric River of moisture moving in from the pacific. I dont think well see things clear out until sunday night, into monday morning. Overall totals, yes, will be extremely impressive. Over the five days, we will see, yes, lesser amounts down into san jose with 1 to 2 inches. Check it out in the north bay. 5 to 7 inches possible in marin, napa and sonoma counties. So, again, thats why we are highlighting those areas for our highest flood concerns. You can see what to expect here overall, small creeks, streams and rivers will definitely be rising up into marin, napa and sonoma counties. Thats where the worst of the weather will be. No doubt.
