But today a new paper questions the conventional wisdom that these two issues are so closely linked. Researchers at the National Institute on drug abuse, the nih and the fda suggest that heroin use was already on the rise before policies to curb were put into place. The researchers examined a trove of past studies to make these conclusions. Saying instead that a number of other reasons may be to blame for the rise in heroin use. Among these reasons the fact that heroin is getting easier to find with lower prices and with a higher purity product. This is a potentially controversial paper .
