Behind all this traffic as you can see its a busy intersection, there are barriers that a Bicycle Group put up and the city is keeping them up until they replace them but we dont know when that will happen. To get into the east side of golden gate park, bicyclists and cars branch off the street and veer on to jfk. We see cars come around this turn fast cutting into lanes. Reporter those speeding cars are what deters people from biking in this area according to a member of the sfmtra who wanted to remain anonymous. The truth is, we dont mostly need to do this. We dont want to do this work. We would like our city to do this work but they are not and not fast enough. Reporter a couple of weeks ago the sfmtra an organization not affiliated with the city installed these ten posts as a way to separate the cars from the bikes. It cost 300 and the money was donated by group supporters. Its hazardous because of the intersection. Reporter sfmta Spokesman Says this area is and has been on the citys radar. They were already planning on a barrier. This issue in the past has been that the posts would be crushed by the street sweepers so now that the street sweepers are smaller we are able to install the posts. Reporter according to the city there were zero miles of protected bike lanes in San Francisco. Since that time, 30 miles have been added but still the San Francisco mtra says that they want to double that number of miles within the next year. In San Francisco, jackie ward, kpix 5. Mayor lee put out a plan a couple of months ago. They hope to work with the group moving forward. In san jose a cyclist was struck and killed in the hit andrun collision. Police say the driver Taylor Hildreth was arrested for drunk driving after the crash. It happened last night near drake street. Police say hildreth drifted into a marked bike lane, hit a parked van and struck the bicyclist. Its the fifth time this year that a bicyclist has been killed in the city. Thats the same number of fatal bike crashes during last year. Several cyclists we spoke to say they no longer feel safe. Bikes are small and not easily noticed and i mean, some of it can be on the bikers. Often times people arent following the laws of the road. The city is adding bike lanes to accommodate the increased cycle. A total of 26 new miles of bike lanes were added this year. San jose group is at the center of an international incident. Da lin on the latest incidents and what the district is doing to try to keep its schools safe. Reporter about six reported sightings of creepy clowns at Elementary Schools here in oakland. And in one case, even went after some parents and students. And that prompted the district to step up security at all of the schools here. Clowns scaring a lot of the kids over at the Elementary School. We had a report of a car driving by the school doing that. We had another report of some people attempting to chase some kids and some adults in front of the one of the Elementary Schools. Reporter the School District police chief says the reports happened this morning at a half dozen Elementary Schools in oakland. They dont know if its the same clowns or copycats. Just scare tactics. They are dressing up acting like idiots. Trying to scare poor elementary kids. Reporter because of the number of reports, the district decided to lock out schools in the entire district, not lock down. A locksout only means we secure the outer perimeter. Well only report on significant news or disruption as is the case with oakland unified School District. We are learning that muni will have to replace about 240 of its buses. That is most of the older buses because of a serious brake glitch. The problem is being blamed for this crash monday morning. A computer error cut the signals to the brakes an sent the bus in a parked truck. Replacing them wont be soon. Muni says it will monitor the olders buses to make sure the problem doesnt lead to any more collisions. Get ready for more implosions in the bay. Caltrans will blow up two more of those big support piers from the old bay bridge next saturday. They will use the same technique last fall when they imploded the largest pier. It uses something called a bubble curtain to reduce impact on fish and the bays ecosystem. Caltrain plans to live stream it on its website. Sailing through the golden gate this morning. Officials are worried matthews storm surge could cause major flooding in lowlying areas along the st. Johns river. On top of the winds the storm surge will be significant 10 feet plus waves. Reporter Officials Say more than half a Million People are without power in florida. And when it comes to power, people here in this region have been told that they should be prepared to be without service for several days. The good news is, though, that as conditions have improved weatherwise, we have seen power crews rushing into areas where there is no service trying to restore power. And were looking at Hurricane Matthew the center of the storm a category 2 hurricane due east of brunswick, georgia. Breaking news in savannah, georgia. Beautiful city, the Savannah River runs through the city and spills into the ocean. All that wind and all of that water is not allowing the river to basically empty out and at low tide, at low tide, the Savannah River was 7 feet higher than normal. Now as all the water begins to rush in aided by 110mileper hour winds offshore they are now expecting a historically high crest on the Savannah River which may flood the entire city coming up tonight. The same story is happening in charleston, south carolina. So we talked a lot before the wind and the rain and those are important. It is the storm surge or water level rise that may be the worst part of the storm. Charleston and savannah record flooding is likely tonight because of all the water being pushed onshore by Hurricane Matthew. Hurricane matthew also left a trail of destruction in haiti. These are hard to look at. The death toll there an unbelievable 842 people. Right now, many are simply digging through the wreckage of their homes salvaging what they can.
