In the newsroom, andria borba, kpix 5. Californias new budget is due on sunday. And heres one big incentive to get it done on time. Lawmakers will have to forfeit their pay if they miss the deadline. Governor brown is proposing a record 107 billion in spending. He wants to beef up the Rainy Day Fund and pay downstate debt. But the budget could include more money for preschools, courts and the governors pet project, the bullet train. Voters in oakland will get the chance as to decide should the minimum wage go up . Ucberkeley researchers found raising the minimum wage to 12. 25 an hour would mean a pay raise for 40,000 workers in oakland. More than half the workers receiving raises are in their 30s or older. Operating costs would go up 0. 3 for Retail Businesses and 2. 8 for restaurants. If the oakland proposal passes this november, it would take effect next march. Well, some people in san rafael were running for their lives as the grass fire quickly spread threatening their homes today. Firefighters worked to stop the spread of a 12acre fire. Kpix 5s brian webb reports the flames werent the only thing that firefighters had to fight. Reporter the smoke was intimidating. You could see it for miles around. There were evacuations, even an arrest after an incident caught on camera. Back behind me you see a charred hillside a few crews checking out hot spots. The flames went over the top of that hill. There are homes back there and the race was on to save them. The attack came by air with helicopters and an airplane and on the ground by bulldozers with about 100 firefighters. A few dozen homes were evacuated just in time. The flames swooped around the community right up to the building two decks were burned, that was the worst of the damage. So crews were fighting the flames, strong winds and had to fight off a man who lives there. Incident was caught on camera. He was apparently upset with the Fire Departments response for some reason or another and threw something at a firefighter. Unhappy about the response or his perception of the response and, you know, essentially assaulted a firefighter. Reporter so the man who was arrested is in his 60s, charged with assault. Before i knew brian could get there i shot this video because the fire was close to my neighborhood on a levee along lagunitas creek. Three planes circled, two of them dropped retardant on the hillside then that chopper came in, scooped up water actually from the Civic Center Lagoon and dropped buckets full close to the mobile homes as they got this thing under control. Tonight it is probably the last thing on the minds of people crowded on muni buses and trains after a long week at work. But this is going to be a big weekend because muni and its drivers are supposed to wrap up contract talks on sunday. Da lin found out things arent looking so good. Reporter contract talks have broken down. But muni buses continue to run with both sides at a standstill many muni riders worrying drivers will organize another sickout to disrupt service. She took the cab to work during the last sickout and cant afford another one. 50 during that week and money that i really cant afford. Im 67. And im still working. Reporter the mta transportation director says the latest proposal is more than generous. But that didnt stop the union from walking away. The contract would give drivers up to an 11. 3 wage increase the next two years. But it would require drivers to pay 7. 5 into their retirement benefits, the union says its not fair. There is no word on whether drivers will stage another sickout next week. Vta has put the brakes on the planned closure off Dixon Landing road in milpitas. Its under way in other places and people have noticed. They are experiencing much longer commutes and businesses say they are hurting. It was going fine before they start construction. Reporter and then what happened, then they close the roads and people they not coming in like they used to. Vta says it is impossible to avoid disruptions with such a big project. But its been doing what it can to keep traffic moving. The Dixon Landing road closure will happen later on. Rescue crews are expanding the searched for a ucberkeley student missing in a remote area of El Dorado Canyon since last week. Vernon Cody Matthews was last heard from just before he went on a hike last week. Investigators believe he started out on Spring Valley road east of pollock pines. Now the sheriffs dive team is expanding the search of the american river. California is dealing with a whooping cough epidemic and the highest number of cases are here in the bay area. Marin, sonoma and napa counties have been hardest hit. So far this year, there have been more than 3400 cases of whooping cough. 800 cases in just the last two weeks. Its a very deceptive disease because you dont have any fever. And so things get delayed. But its sort of so mild to begin with, it gets misdiagnosed. Infants are at the greatest risk. Its a phenomenon Service Providers have heard about but not really seen until now the homeless using monthly Storage Units as shelter. You hang out here during the day . Some days i do. The rules here are strict no sleeping overnight, no dumping trash, and doors must stay open. Bills unit costs 98 a month and comes with a light bulb, which he uses to charge his cell phone. No. Reporter Nick Martinez recently started renting his 5 by 6foot unit for 64 a month. He survives on 825 a month in disability by sleeping in his van. Reporter this man, who didnt want his face shown, has hung out every day in his 100 squarefoot unit for the past 7 years. The stress is on you every night, where youre going to stay, its kind of scary, its survival. Reporter the citys Code Enforcement unit says they have gotten zero complaints and as long as nobody is sleeping or cooking here, hanging out at these Storage Units is not illegal. We have 5,000 people homeless on any given night. Reporter project manager ray bramson says the isolation is unhealthy. The idea that people arent being connected to services regardless of where they are in the community, it is something that we want to support. Reporter the Company Released a statement saying, we do not discriminate against customers that abide by the Company Policies which includes strictly prohibiting anyone living within the unit. Bay area rent is at an alltime high. And Storage Units have become one more way to get by. Everybody trying to survive no matter where they are. Reporter we have visited other Storage Units in the city and as far as we can tell, this is going on widespread in san jose. Millions of dollars of the Virtual Currency bitcoin will be auctioned off. U. S. Marshals seized the bitcoin during a raid on the black market website silk road. Everything from drugs to people looking to hire hit men. About 18 million in bitcoin will be up for grabs this month. The feds busted the man who was allegedly running silk road in San Francisco. The restaurant chain pf changs confirms that hackers have stolen credit and debit card data. The company didnt know about it, it says, until the secret service told them. Its not known when the data loss started or how many cards and locations are affected. But a bill passed by the California Assembly and pending in the senate would force companies to do more to help theft victims. We need to make sure that businesses are doing everything they can to protect their customers and consumers in the aftermath of a data breach. California has the strictest ewaste laws in the nation but we have discovered the strict laws have led to dumping our electrickic jung in someone elses backyard. Elizabeth cook reports how serious the damage might be. Reporter we discovered it five years ago a mountain in the arizona desert thats not on any map. Look closer. Its made of glass from old tvs and monitors full of lead and other toxic heavy metals. Most of it, some 41 Million Pounds, from california. We pay an extra fee when we buy a new tv or computer to get the old stuff properly recycled. In most cases it is shipped out of state. The owner of this property received millions of dollars from those california fees to recycle the glass but never finished the job. After we alerted california officials back in 2009, they cracked down ordering recyclers to stop shipping old tvs and monitors to yuma. Arizona filed suit but the fine, 120,000, was a mere slap on the wrist. The company agreed to clean the mess up but this man says we found that the mess had not been cleaned up. Reporter jim puckett runs the group that exposed the dumping of toxic ewaste in china and africa. He recently went to yuma to take soil samples around the site which is still piled high with toxic glass, exposed to desert winds. We found levels of lead 100 times background levels. These are well known toxins. They affect the Central Nervous system. Reporter samples from the leaves of a commercial lemon orchard next door contain 10 times the level of lead found in the controlled sample a quarter of a mile away. It indicates that even the food source there could be threatened. Reporter we showed the data to rita, a Senior Scientist with Californias Department of toxic substances control which oversees ewaste disposal. She says if that was in california they would have to cut down the trees and do some testing and possibly dispose of that whole area, those items of hazardous waste. Reporter but california has much stricter laws than arizona. Rita says her department is doing the best they can to make sure the glass is recycled properly. In the past five or six years we have spent an enormous amount of resources ensuring that illegal ewaste export doesnt take place. Reporter but just last year, we discovered another nine Million Pounds of the glass in yuma. Most of it once again is from california. Abandoned by another Company Called dow management. A massive flow is moving out of the state of waste which is toxic waste which california citizens had thought was going to be recycled properly. Reporter elizabeth cook, kpix 5. He was a key figure in the summer games 2012 bid. Mayor brown said they didnt know the right people. We are short on politics. Its all about politics. Reporter it was more than politics when it was time to bid for the 2016 games. We want to win this for the united states. Reporter there again was San Francisco. But the plan included a football stadium at Candlestick Point that would also be used in the olympics. When the 49ers opted for santa clara the bid crumbled. We are disappointed. We have a lot of work to do. Reporter giants ceo larry baer stuck to the positive script and didnt go into past attempts. He is on the committee to bring the summer olympics to the bay area in 2024. C. We have breaking news out of north richmond. An amtrak hit a big rig at a crossing at 4 15 this afternoon at market near soto. 131 people were on the train but none was hurt. There is no word on whether the driver was hurt. As you can tell from the video, the crossing arms appear to have been down. Police busted a huge pot operation this afternoon worth half a million dollars. They raided a grow house in Mountain View and got 800 Marijuana Plants then two homes in san jose were busted connected to the operation. Police found weapons and meth and these three people. They are now all under arrest. They are also facing felony child endangerment charges because a toddler was living in one of the homes. Tonight, the Child Protective Services has that child. We heard today from the man at the center of bryan stows lawsuit against the dodgers. Former owner Frank Mccourt testified about the security at dodger stadium. He says he was not heavily involved in making policies but said he never cut back on the staff or funding. Mccourt says he is not to blame for the attack that happened in the parking lot in 2011. And like all dodger fans, uhm, i was appalled at the criminal behavior of sanchez and norwood. And make no mistake, they are the parties responsible for this tragic incident. Mccourt said he didnt know that guard towers in the parking lot were unmanned when the attack happened. He also said he was unaware that the parking lot lights hadnt been updated in 30 years. Reporter this is the second time in less than a year ford has admitted it overstated the gas mileage ratings for cars. As a result, owners will soon get reimbursement checks ranging from 125 to 1,050. The affected cars are the 2014 ford fiesta and the 2013 and 2014c max and ford fusion plug ins and hybrids. And the lincoln mkz. Ford says it will lower the mkzs gas mileage rating by 7 miles per gallon, most of the others will drop anywhere from 1 to 5 miles per gallon. Now, before you buy rent or lease any used car, you should be aware that as many as one in seven used cars have recalls that have not been fixed and state senator jackson is amending her bill that would force used car dealers to address recalls before actually selling them. Her bill now focuses solely on the sales of used cars and no longer includes leases, rentals and loans because they are addressed in a separate federal bill currently working its way through congress. When a consumer goes to a car dealer, they expect that that car dealer is going to sell them a safe car. We are just simply saying that that expectation is a fair one. Jacksons bill would not affect private sellers and will be heard by a state Assembly Committee in tuesday. Its estimated 30 of used cars have recalls that have not been fixed. And some fear that number could grow due to an increasing number of new recalls. In fact, 2014 might be a record year for recalls affecting 10 of all vehicles on the road. Industry insiders estimate a total of 35 million recalls by the end of the year. Now, some attribute the recalls to precautions following gms recent crisis. William varner told us that its hard not to get discouraged when the kids who sit around you stop coming to class. In fact, half of all African American males in oakland drop out of school. But william found a secret weapon that helps him stay on target. Hows everybody doing . Reporter William Varner graduated valedictorian from his academy at fremont high in oakland. Thanks to my parents, my mom, my brother, uhm [ applause ] whoo thanks to my dad, uhm, because, you know, he is watching over me, wish he could have been here. Reporter william was only 10 when his father died of a heart attack. His mom had to raise three boys on her own, one up able to come to graduation is autistic. She means everything to me. Shes my world. She keeps me grounded, like just telling me, you know, education is the key. Reporter the key to a better life. His mom is unemployed now. Money is short. At times i kind of have seen her go without food and there have been days i havent had food, but [ pause ] its hard, uhm reporter but its the constant violence around him that is more threatening than hunger. 59 murders in east oakland last year. I never expected to make 18. I always felt like, oh, man i felt like something might happen. Reporter but five years ago, william found a secret weapon that helped him rise above. Every day, he goes tong to an academy to practice a thaa martial arts. Its the only time i feel sane. Outreach not just to hit on objects but where he doesnt have to worry about those outside pressures. Reporter he remembers what william was like when he started. Extremely timid. I didnt think he would last. Reporter instead he stays until 8 00 , 9 00, every day. Reporter and the discipline he learns here works for him at school. When a class gets rowdy, his teacher says william can calm them down. Its great to have him in class because to have that kind of person instead of like another person saying shut up ha. I think that thats partially coming from the marshal arts. Why would you start screaming when youre doing this ancient fighting thing . Reporter and william has found Something Else through martial arts. My coach has been like a real kind of father figure in a sense. I do look out for him. There are times where i see something is bothering him. I see just the fact that someone is asking him, like, are you okay . It makes a huge difference. William varner. Whoo [ applause ] reporter William Varner will be the first in his family to go to college at ucmerced. He will not be able to go to College Without financial aid.
